US BORDER PATROL

EL PASO SECTOR HORSE PATROL

STATEMENT OF WORK FOR FARRIER SERVICES

FOR HORSES FOR US BORDER PATROL STATION AT

LORDSBURG, NEW MEXICO

INTRODUCTION

The US Border Patrol is in search of a Farrier to provide services on a contract for the Lordsburg, NM Border Patrol Station located at 26 Pipe Line Rd, Lordsburg, NM 88045.

Farrier Services for the Lordsburg Border Patrol Station presently has 24 horses assigned to the horse patrol. There will be times when a station might have one or two horses being boarded at that station (temporary duty detail), which might require Farrier services at the same time for those horses.

Requirements for Delivery Schedule The horses must be shod every 6-8 weeks in order to maintain the hooves and insure proper health. There may be times or instances that a shoe has to be reattached or replaced, (due to lost shoe or shoe falls off after 2-3 weeks), and the Farrier would be required to re-attach the shoe expeditiously (within 24 hours if possible). Or on an “as needed basis”, and called to the problem and then expeditiously corrected (emergency call). The Horse Patrol unit would be requesting these services to be provided in a timely fashion due to the nature of outcome that it would cause the horse, if not corrected immediately in these particular circumstances. Failure to do so could result in the deterioration of the health of the animals and will hinder the service mission. Arrangements will be made with the Horse Patrol Supervisor to coordinate this service at the time of the incident.

Vendor will provide all labor, material, and associated costs, as well as order all necessary replacement items (shoes, nails, etc). On occasion, (special events or parades), there may be a need for Borium shoes. Perspective Farrier should be able to apply (install) them when necessary. Farriers will leave the facility in the same condition as found upon arrival, clean area of all nail and hoof clippings before leaving the work area.

Shoeing of horses will occur and take place at the designated assigned station at the horse barn facility and Farrier will provide all tools and materials associated with this contract.

Supervision Contractor’s Management Contact

The Contractor shall be responsible for the supervision of his employees while performing under this contract. The Point of Contact (POC) will perform periodic inspections in order to ensure compliance with requirements of this Contract, but will not attempt to supervise the Contractor’s employees.

The method of surveillance will be customer complaints, which generate POC check for the entire service for the month. If there is a complaint, contractor performance will be observed and identified by the POC.

The Contractor shall correct all complaints within a reasonable time period. All complaints will be documented and addressed during the same working day, when feasible. Upon written notice/phone call, uncorrected complaints, if considered reasonable by the POC, will be reported to the Contract Specialist/ Contracting Officer overseeing the contract.

Use of Premises The Contractor shall comply with all regulations and security requirements governing the operation of the premises, which are occupied, or the area in which the contract work is to be done. The Contractor shall perform the contract in such a manner as to not interrupt or interfere with the conduct of Government business.

Duration of Contract Period The term of this contract is for the period of September 25, 2018 through September 24, 2019 with a series of four 12 month option years.

Past Performance The Contractor will submit pictures and three (3) references for past performance review. The information will include the Name, address, # of horses serviced and pictures of work provided.
