YUMA SECTOR BORDER PATROL
STATEMENT OF WORK
FOR WATER DELIVERY AT FORWARD OPERATING BASE – CAMP GRIP
Project Background and Objectives.
Background.
Yuma Sector Border Patrol’s Camp Grip serves as a mission critical remote forward operating base in southern Arizona. Agents are detailed to Camp Grip in one week intervals and patrol approximately 60 miles of desolate international boundary terrain. The site which is comprised of a command and control modular building, with sleeping quarters for agents, and several small shipping containers, does not have utility service. Electrical power is provided by diesel electric generators and 2000 gallons of domestic water is transported to the Camp Grip from Ajo, AZ weekly. Routine sampling of Camp Grip’s water system recently test positive for presence of Legionella bacteria. Laboratory analysis and site observations by certified water system operators determined the cause of the contamination was due to insufficient chlorination. It was also determined that the personnel involved in transporting and chlorinating the water were not trained in water treatment and did not monitor or record chlorine levels. The water system has been flushed and sanitized per OSHA and CDC guidelines however Camp Grip operations cannot resume until the water system can be replenished and maintained by a certified water operation specialist.
Objectives.
1. Contractor shall deliver 2000 gallons of potable bulk water to forward operating base Camp Grip weekly in accordance with state and Federal potable water transport requirements.
2. Contractor shall utilize the Ajo Border Patrol Station, in Why, AZ, as the water source for replenishing Camp Grip’s cistern tanks.
3. Contractor shall utilize a food grade polyvinyl or stainless steel tank approved for transporting tank approved for transporting the potable water. Transfer pump/s, hoses, and couplings shall be sanitized prior to use per industry standards. Contractor shall also maintain on the transport vehicle an inventory of sanitized pumps, hoses and couplings, should a need arise to replace parts in the field.
4. All Contractor’s vehicles used to haul water to Camp Grip must be in good repair and not leak petroleum products. Any oil or other petroleum leaks from the Contractor’s vehicle that occur while traveling to and from Camp Grip from Ajo Station must be cleaned up by the Contractor and disposed of according to EPA Regulations.
5. Contractor shall utilize a residual chlorine tester to monitor and maintain the level of residual chlorine in the water.
6. Contractor shall offload all water. The driver is expected to connect the water truck to the input pipe and visually verify when transport tank is empty by climbing the tank to look in.
7. Contract shall maintain a water delivery log book in the transport vehicle at all times. Each water delivery entry shall include:
a. Date
b. Operator
c. Source chlorine level
d. Transport tank chlorine dosing amount
e. Departure from source (Ajo Station) time
f. Camp Grip arrival time
g. Camp Grip cistern tank chlorine level before refill
h. Camp Grip cistern tank chlorine level after refill
i. Camp Grip kitchen fixture chlorine level
8. Camp Grip is located in a protected wild refuge. Contractor shall comply with posted speed limit and access signage.
9. Contractor shall carry a spill response kit on the transport vehicle at all times. In the event of transport vehicle fuel / oil leak, the Contractor shall deploy the spill response kit to minimize ground contamination and notify local US Fish and Wildlife and US Border Patrol points of contact (to be determined).
10. Contractor shall contact Camp Grip the day prior to water delivery to obtain a road condition assessment. Contactor shall not attempt to cross flooded roads or washes.
11. Due to extremely poor road conditions the Contractor is strongly encouraged to use an all-wheel drive vehicle to transport water to Camp Grip.
TOTAL ESTIMATED DELIVERIES FOR THE PERIOD NOT TO EXCEED ONE YEAR FROM AWARD DATE:
· One 2000 gallon water delivery per week.
· It should be noted, a well installation project for Camp Grip is in development and expected to start in April 2016. Water delivery to Camp Grip may not be necessary after the well is installed and operational. Estimated completion date is June 2016.
Delivery shall be made within 10 days or less after receipt of award (ARO).
