Single Source Justification Western Area Power Administration FAR 13.106-1(b)(1), Simplified Acquisitions

Purchase Request 16WA116656

1. Identification of the agency and the contracting office.

Western Area power Administration, 114 Parkshore Dr., Folsom, CA 95630,

2. Description of supply or service required to meet the agency’s needs.

Redding Maintenance Facility Altura will install a new Avaya S8300E Local Survivable Processor (LSP) in one G450 gateway with a dual power supply to support the Main Redding Maintenance Facility location. The gateway will connect to the Folsom Office PBX via SNR’s SONET. Redding Maintenance Facility requires 30 digital 9408 phones, including spares.

Keswick Substation Altura will install a new Avaya S8300E Local Survivable Processor (LSP) in two G450 gateways with a dual power supply to support the Main Redding Maintenance Facility location. The gateway will connect to the Folsom Office PBX via SNR’s SONET. Keswick requires 43 digital 9408 phones, including spares.

3. The rationale or circumstances for limiting competition.

In recent years, WAPA began a program to replace its Fujitsu PBX network because the Fujitsu PBX’s have reached the end of their useful lives, have limited support because Fujitsu is no longer in the PBX business and were beginning to experience hardware failures. It started with the replacement of the main Folsom PBX. The vendor selection for this replacement was done with full and open competition.

Only one vendor was able to maintain the interoperability that WAPA required between the New PBX and existing Fujitsu PBX’s. Special software was provided to maintain interoperability between the new Avaya PBX and the remaining Fujitsu PBX’s. Only one vendor (Altura) provides this capability. The Fujitsu/Avaya Communications Manager Interoperability software must be used until the last Fujitsu PBX is removed from the network.

The existing PBX’s at Redding Maintenance Facility and Keswick are the last in WAPA’s network and have reached their useful life and need replacement. Altura is the only vendor that can maintain network integrity while replacing those two PBX’s. Any solution from another vendor will require that vendor to deal with the Fujitsu/Avaya Communications Manager during cutover.
