About this file
This document is a Request for Quotation (RFQ) for a Poultry Feed Mixer from the USDA Agricultural Research Service (ARS) US National Poultry Research Center (USNPRC) in Watkinsville, GA.
The RFQ specifies the technical requirements for the Poultry Feed Mixer, including a 10 cubic foot working capacity, 304 stainless steel construction, a solid double ribbon agitator, a 5 horsepower motor, and a Variable Frequency Drive. The mixer must be able to contain dust and feed during the mixing process and distribute the feed into bags afterwards. The period of performance is for contract award, with the government providing access to the facility and delivery location. The significant evaluation factors are technical capability, past performance, and price, with technical and past performance being more important than price. Quotes are due by 4:00 PM CST on May 6, 2024, and the government anticipates awarding a firm fixed-price contract to the responsible offeror whose quote conforms to the specifications and is most advantageous to the government.

SPECIFICATIONS
Poultry Feed Mixer
1. Introduction: Scientists at the US National Poultry Research Center conduct food and feed safety experiments involving the mixing of feed with fungal metabolites (mycotoxins) to assess the effects of the compounds on poultry species.
2. Scope: The Contractor shall provide a poultry feed mixing vessel able to offer containment to prevent dust and feed from leaving the vessel while mixing. The mixer must provide uniform mixing of feed and additives within a reasonable amount of time. The mixer must also be able to distribute feed into feed bags after the mixing process has concluded.
3. Technical Requirements: Poultry feed ribbon mixer capable of mixing 400-500lbs batches while containing dust/feed. Specifications: Ribbon and mixing vessel must be made of 304 stainless to be designed for atmospheric operation (no vacuum or positive pressure requirements).
Interior and exterior 80-grit finishes required on stainless steel surfaces. Non-stainless-steel finishes must be finished with two-part acrylic urethane enamel coating. Ribbon mixer vessel must have a 10 cubic foot (74 gallon) working capacity, and a 13 cubic foot (94 gallon) full capacity suitable for processing/mixing free flowing material (poultry feed) with bulk density of 44lbs per cubic foot up to densities of 64lbs per cubic foot. Agitator type must be solid double ribbon agitator designed for center discharge with internal flanges bolted to shaft stub ends and heavy-duty anti-friction bearing on non-driven end. Shaft must be constructed of 304 stainless steel and equipped with OSHA compliant safety guards. Center discharge for feed to have manually operated knife gate discharge valve or similar design that is dust-tight and includes urethane seal backed with silicone O-ring. Feed loading must be at the top of the unit, with silicone gasket or comparable material and secure closing lid to prevent dust/feed (dust-tight) from escaping mixing vessel during the mixing process. Top cover must have NEMA 12 safety switch that prevents operation of ribbon/mixer with cover open as a safety factor with the ability for the top cover to be easily taken off for cleaning and/or decontamination. Where ribbon mixer shaft protrudes vessel, area must be sealed to prevent dust/feed from escaping mixing vessel (dust-tight). Seal design must be two-piece stainless steel stuffing boxes with adjustable and replaceable braided Teflon packing and bolted design for easy removal. Motor type should be 5 horsepower motor suitable for 44lbs per cubic foot bulk density mixing and a totally enclosed, fan-cooled electric motor. Motor must be suitable for operation on 230volt, 3 phase, 60Hz power supply and be 208volt compatible. Variable Frequency Drive (VFD) for 5 horsepower 4X operation of 230 volt, 3 phase, 60 Hz power supply and be 208volt compatible. VFD must include a forward and reverse function and include mounting and wiring of VFD to the mixer using SO cord. Split Teflon lantern rings for air purge of the packing gland in the seal design is required. Legs should be constructed of carbon steel and provide a 36-inch clearance beneath discharge valve to floor. Legs should be bolt-on to unit to aid in delivery into dedicated space.
Mixer with all attachments and legs attached must not exceed 80 inches in height, 100 inches in width and 60 inches in depth. Vessel will undergo regular decontamination with dilute solutions of Sodium Hypochlorite (bleach) and/or Sodium Hydroxide, all internal vessel components must be corrosion-proof (304 stainless steel).
