RECEIVING HOURS OF OPERATION – NSWC Dahlgren
All deliveries to the Receiving Officer, Dahlgren Division, Naval Surface Warfare Center, Dahlgren, VA shall be made Monday through Friday from 7:00 a.m. to 2:30 p.m., local time. Deliveries will not be accepted after 2:30 p.m. No deliveries will be made on government holidays.
DELVIERY NOTICE
CONTRACTOR NOTICE REGARDING LATE DELIVERY
In the event the contractor anticipates or encounters difficulty in complying with the contract delivery schedule or date, he/she shall immediately notify, in writing, the Contracting Officer and the cognizant Contract Administration Services Office, if assigned. The notice shall give the pertinent details; however, such notice shall not be construed as a waiver by the Government of any contract delivery schedule, or of any rights or remedies provided by law or under this contract.

Installation supervision and performance of a Field Calibration procedure for a Model 1583P Table system at the NSWC Dahlgren facility with the following conditions:
- One Ideal Aerosmith Engineer/Technician on-site for up to 4 days (based on 8 hour work days)
- Ideal Aerosmith is responsible for round trip air fare, local travel and subsistence
- NSWC prepares site including floor interface, electrical power, and any facility safety systems.
NSWC also provides work crews, and all necessary tools and equipment including means for transporting the table in the facility. NSWC will provide personnel assistance when required, particularly for safety-critical activities.
- As part of the installation process, Ideal personnel are responsible for ensuring that table is mounted correctly, leveling the table, connecting all cabling, and performing a start-up check.
The system will be ready to operate upon completion of this service. Informal basic training will be provided as time allows and can include basic operation via the table controller, balancing, safety issues, and troubleshooting.
- The Field Calibration test includes all of the pertinent performance specifications, but does not include the full Factory Acceptance Test. The Field Calibration includes, as a minimum, the following tests (as applicable):
- Position Accuracy and Repeatability
- Rate Accuracy and Stability
- Mechanical: Wobble and Orthogonality
- Communication Interface
- Homing
- Acceleration
- Safety features
- Slipring resistance variation
- Testing will be performed using NIST traceable test equipment provided by Ideal Aerosmith, Inc
- Ideal will provide test data documentation
- Pricing is subject to increases due to inflation, airfare, etc.
- A two week notice is required for booking airfare. If less than two weeks is given, additional charges will apply
- Ideal Aerosmith personnel will require use of an Ideal laptop computer at the facility.

(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 335999.
(2) The small business size standard is 500.
(3) The small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees if the acquisition--

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial products or commercial services. APPROPRIATIONS (DEVIATION 2013-O0010) (APR 2013)
(a) In accordance with sections 8112 and 8113 of Division C and sections 514 and 515 of Division E of the Consolidated and Further Continuing Appropriations Act, 2013,(Pub. L. 113-6), none of the funds made available by that Act for DoD (including Military Construction funds) may be used to enter into a contract with any corporation that—
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Offeror represents that—
(1) It is is not a corporation that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability,
(2) It is is not a corporation that was convicted of a felony criminal violation under a Federal law within the preceding 24 months.

(a) In accordance with section 101(a)(10) of the Continuing Appropriations Resolution, 2013, (Pub. L. 112-175) none of the funds made available by that Act for military construction may be used to enter into a contract with any corporation that was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Offeror represents that it is is not a corporation that was convicted of a felony criminal violation under a Federal law within the preceding 24 months.
