SECTION 01100
SUMMARY OF WORK
PART 1 - GENERAL
1.01 REQUIREMENT INCLUDED
A. The Government seeks to complete an 12-inch diameter well in a moderately deep alluvial aquifer. Well drilling equipment must be capable to drilling for a 12-inch casing. The capacity goal of the well is 100 gallons per minute. The anticipated screening depth is 140-feet and a finished well depth of less than 150-feet. The well will be installed with a blank section of casing below the well screen.
B. The Government shall provide hydrogeological services from a licensed hydrogeologist to observe well drilling operation, collect aquifer samples for grain size distribution analysis, design the well screen size and length, observe completion and development, and oversee the final pumping test.
C. The Contractor shall furnish to the Project Engineer a complete IOCs, VOCs, SOCs, Radionuclides, and Secondary Contaminants test for a Group A water system for each well drilled. Test for the secondary contaminants and properties on the attached list. Testing cost will be the responsibility of the well driller.
D. The work to be performed under this contract shall consist of the furnishing all plant, tools, equipment, materials, supplies, and manufactured articles; all transportation and services, including fuel, power, and essential communications; and all labor, work, or other operations required for the fulfillment of the contract in strict accordance with the specifications, drawings, and other contract documents, including such detail sketches as may be furnished by the Project Engineer from time to time during construction in explanation of said contract documents.
All work materials and services not expressly listed as being provided by others or called for in the contract which are necessary for the complete and proper construction of the work in good faith shall be furnished, installed, and performed by the contractor.
1.02 WORK COVERED BY CONTRACT
A. The work to be done under this contract consists of furnishing all labor, materials, equipment, and supervision necessary to construct, develop, and test an 12-inch diameter well on the Makah Indian Reservation.

Test pumping should be in the range of 100 gpm. Two wells in the vicinity of the proposed location have depths of 140-feet and 133-feet.
1.03 SEQUENCE OF WORK
A. The Contractor shall construct work in phases or stages to accommodate continuous and uninterrupted operation of the existing facilities. The Contractor shall coordinate the construction schedule and operations with the Project Engineer.
The contractor shall submit a schedule for construction in accordance with
Section 01310.

PRICE AND PAYMENT
PART 1 – GENERAL
1.01 SUMMARY
A. Work covered by this section includes method of measurement and basis of payment for all divisions included.
B. All measurements and payments will be based on completed and accepted work performed in strict accordance with the drawings and specifications.
C. Respective prices and payment shall constitute full compensation for all work completed including incidentals.
D. Record drawings must be current and be inspected by the project engineer before progress payments will be approved.
E. An updated project construction schedule is required before progress payments will be approved.
F. The Government shall provide hydrogeological services from a licensed hydrogeologist to observe well drilling operation, collect aquifer samples for grain size distribution analysis, design the well screen size and length, observe completion and development, and oversee the final pumping test.
PART 2 – BID SCHEDULE ITEMS
2.01 GENERAL
A. Payment shall be full compensation to complete the work items in good faith.
B. Work shall include all items described within and will be paid only under the items listed in the Schedule of Items. All work not specifically described in those items are considered to be ancillary to the listed items.

2.02 BID ITEMS
A. Well Construction
1. Mobilization and Demobilization
a. Measurement: Lump Sum.
b. Basis for Payment: Lump sum compensation is given to cover the cost of equipment and labor to move equipment to and from the job site and to cover the cost of permits and bonds. Bids obviously unbalanced (over 20% of total bid price) in favor of this item will be considered non-responsive. 70% of bid price will be billable when drilling starts and the final 30% when all equipment and materials are removed from the site and the site is left in a clean and orderly state.
c. Work related to this payment is addressed in Sections:
(1) 02520 – Community Well Drilling
2. Well Drilling for 12-inch Casing
a. Measurement: Linear feet drilled, based on the vertical projection.
b. Basis for Payment: Payment shall be full compensation for drilling, sampling, well log, and all other necessary items required for well drilling. No payment will be made for any quantity deeper than authorized by the Project Engineer.
3. Well Casing, 12-inch
a. Measurement: Linear feet of casing installed in accordance with the project documents, measured over the centerline of the casing and based on the length in the vertical projection.
b. Basis for Payment: Payment shall be full compensation for casing, drive shoes, temporary well cap and marking, and all other necessary items required for a complete and operational installation. No payment shall be made for large diameter surface casing used as temporary construction aid.

4. Stainless Steel Screen Assembly, 8-inch
a. Measurement: Linear feet of stainless steel screen installed in accordance with the project documents, measured over the centerline of the screen and based on the length in the vertical projection.
b. Basis for Payment: Payment shall be full compensation for all continuous-slot stainless steel screen material and assembly, packer, seals, couplings, bottom fittings, and other appurtenances.
Any blank riser or bottom section used is not measured for payment.
5. Gravel Pack
a. Measurement: Vertical feet of gravel pack installed in accordance with the project documents, based on the length in the vertical gravel pack material and installation.
6. Well Casing, 8-inch
a. Measurement: Linear feet of casing installed in accordance with the project documents, measured over the centerline of the casing and based on the length in the vertical projection.
b. Basis for Payment: Payment shall be full compensation for casing, drive shoes, temporary well cap and marking, and all other necessary items required for a complete and operational installation. No payment shall be made for large diameter surface casing used as temporary construction aid.

7. Sanitary Grout
a. Measurement: Vertical feet of sanitary grout installed in accordance with the project documents, measured over the centerline of the casing and based on the length in the vertical
b. Basis for Payment: Payment shall be full compensation for sanitary grout based on the length in linear feet of grouting installed. No payment shall be made for grout required to fill an open hole drilled below the depth to which grouting was directed by the Project Engineer.
c. Work related to this payment is addressed in Section:
8. Mechanical Well Development
a. Measurement: Hourly basis beginning with the mechanical well developments in the water production zone and ending upon completion of such action. Time required for hauling water, rigging up, running tools and other preparatory and disassembly work shall not be included in the basis for payment. Mechanical well developments may include the following procedures: mechanical surging via a surge block or swab, air developing via surging and air-lift pumping, or high-velocity water jetting combined with pumping.
b. Basis for Payment: Payment shall be full compensation for well development based on the length of time of actual well development.

9. Authorized Rig Work
a. Measurement: Hourly basis while the drilling rig is running.
b. Basis for Payment: Payment shall be full compensation for any work directed by the Engineer that requires a fully operating rig and a minimum of a two-person crew and is not otherwise covered by unit prices herein. No extra payment for hourly work shall be made when equipment being used is not in good working condition.
10. Authorized Stand-by/Shop Time
a. Measurement: Hourly basis.
b. Basis for Payment: Payment shall be full compensation for any work directed by the Engineer not otherwise covered by unit prices herein, which does not require a fully operating rig. Stand-by/Shop Time shall also be paid per hour for time lost during a single 8-hour working shift while geophysical logging is delaying work, or for time required for one employee to fabricate shop items. During geophysical logging, the Contractor will provide one employee for assistance.
11. Test Pumping
a. Measurement: Hourly basis while the pump is running.
b. Basis for Payment: Payment shall be full compensation for test pumping based on the length of time of actual pump testing, including step pumping, continuous test pumping, and standby time for recovery measurement. Time spent setting and removing the pump shall not be included in the basis for payment. If for any reason the pump or water level indicator/meter fails prior to completion of the specified test period, no payment will be made for the partial test.

12. Water Analysis
a. Measurement: One time lump sum payment will be issued once two conditions are met.
(1) Receipt by the Project Engineer of satisfactory bacteriological analysis after disinfection.
(2) Receipt by the Project Engineer of chemical analysis lab slips.
b. Basis for Payment: Payment shall be full compensation for disinfection, sampling the water strata, performing all tests, submitting the results to the Project Engineer, and all other necessary items required for a complete analysis.
13. Temporary Well Cap
a. Measurement: Each
b. Basis for Payment: Payment shall cover the cost of labor, tools, equipment, and material, and performing all operations in connection with installation of the temporary well cap and disinfection.
14. Video Survey
a. Measurement: One-time lump sum for successful CCTV video survey of well interior.
equipment and labor for video inspection of the entire well casing after test pump removal with all internal physical features visible, and three copies of the video in a format compatible with Microsoft Windows Media Player.

PROJECT MANAGEMENT AND COORDINATION
A. Section includes the preconstruction conference, construction scheduling and coordination requirements.
B. Costs associated with project management and coordination are incidental to the contract work and are included in the contract unit and lump sum costs.
1.02 PRE-CONSTRUCTION CONFERENCE AND PROGRESS MEETINGS
A. Prior to beginning construction, but following contract award, the Contractor, Subcontractors and other interested parties must participate in a Preconstruction Conference.
B. Periodically throughout the contract performance period, the Contractor and
Subcontractors shall avail themselves to project progress meetings. These meetings shall be held as often as the parties determine is necessary, but will be at least once every other month (bimonthly).
C. Representatives from the following shall attend each meeting:
1. Prime Contractor
2. Subcontractors
3. Contracting Officer
4. Project Engineer and Inspector
5. Tribal Project Manager
D. Contractor is responsible for notifying Subcontractors of meeting time and date.
E. Meeting Minutes:
1. Meeting Minutes will be recorded, typed up in a memorandum and distributed to all attendees by the Project Engineer.
2. Any attendee may question or challenge the content of the meeting minutes, in writing to the Project Engineer, prior to the next project meeting. If the meeting minutes are unchallenged, they will be accepted as an accurate representation of the meeting discussions and decisions.
3. Challenges will be resolved as “old business” at the subsequent project progress meeting.

1.03 CONSTRUCTION SCHEDULE
A. Provide a signed copy of a written (electronic PDF submittals are acceptable) preliminary construction schedule showing the minimum with all dates referenced to calendar days:

3. duration
B. Provide enough detail to allow the Engineer to evaluate work progress both on-site and off-site.
C. Review of the schedule by the Engineer shall not constitute endorsement of the Contractor’s approach, means, methods sequences or procedures nor shall it constitute assignment of the Contractor’s responsibility to provide superintendence and project management.
D. Provide the Engineer with a revised schedule whenever major changes occur to the schedule.
1.04 WEEKLY ACTIVITY SCHEDULE
A. Provide the Engineer with a written weekly activity schedule (facsimile or email is acceptable) indicating planned activities, locations, and approximate schedules.
B. Note the planned visits by manufacturer’s representatives, testing firms, or other site visitors that may be of significance to the Engineer.
C. Provide the weekly activity schedule to the engineer by noon on the last day of the workweek for activities during the following week.

SUBMITTAL PROCEDURES AND REQUIREMENTS
A. This section includes information on submittal procedures and general submittal requirements. Materials requiring submittal are listed in the appropriate specification section.
1.02 SUBMITTAL PROCEDURES
A. Submit two (2) original copies of submittals to the project engineer.
B. Identify each cut sheet or shop drawing with the following information:
1. Contract number.
2. Supplier.
3. Specification section, plan sheet or detail drawing number to which the submittal pertains.
C. Submit the following information, as applicable, in accordance with the submittal requirements of each section.
1. Manufacturer’s cut sheets indicating compliance with references and standards (e.g. applicable ASTM, AWWA standards).
2. Laboratory results, as applicable.
3. Dimensional drawings or shop drawings, as applicable.
4. Other specific information required by the particular section of the specification.
D. Variations from Contract Documents or Products Specified:
1. Bring all submitted variations to the attention of the Project Engineer.
2. Variations not brought to the Project Engineer’s attention, in writing, and that conflict with the Contract Documents, do not relieve the contractor from the requirements of the contract documents.

E. Revisions and Resubmittals:
1. Revise and resubmit submittals as required and identify all changes made since previous submittal.
2. Engineer Obligations for Resubmittals:
a. The engineer will be obligated to review the original submittal and one resubmittal for each item requiring submittal.
b. Subsequent resubmittals will be at the Contractor’s expense, deducted from the subsequent partial pay request and ultimately credited to the contract via subsequent change order at an hourly rate of $60 per hour.
3. Incomplete submittals or rejected submittals that result in the need for the
Contractor to resubmit cannot be grounds for a contract time extension or equitable adjustment to contract price, unless the engineer did not meet the obligations outlined in Paragraph 1.02, Subparagraphs E and G.
F. Distribute copies of reviewed submittals to concerned parties, (i.e. suppliers, sub-contractors).
G. Submittal Time Requirements:
1. Submit information to the Project Engineer at least three weeks in advance of the work to be performed.
2. The Engineer will have up to 21 calendar days, from the date received in the Engineer’s office, to respond to the submittal or resubmittal.
3. If the Engineer takes longer than 21 calendar days to respond to a submittal or resubmittal and if the Contractor can show damage resulting from the Engineer’s delay in responding, the contractor will receive a contract time extension and/or equitable adjustment for the number of days in excess of 21 calendar days that the Engineer held the particular submittal.
4. Repeated resubmittals resulting from “Rejected” or “Incomplete
Submittals” (as defined in Article 1.03) will not be grounds for a contract time extension.
5. Lack of response does not constitute approval.
H. Approval Required Before Installation:
1. Approval of submittals must be provided by the Project Engineer prior to installation of materials.

2. Materials installed without written submittal approval will be at the
Contractor’s risk, and may require removal, at no expense to the Owner or Government.
1.03 DEFINITIONS
A. Approved: Deemed to be acceptable for use in accomplishing the requirements of the plans and specifications, but does not extend to the means, methods, or procedures of construction (except where specific means, methods, or procedures are specifically required by the contract documents) and does not imply approval of the system or construction in which the submitted item is a part.
B. Conditionally Approved: Deemed to be acceptable for use in accomplishing the requirements of the plans and specifications, if the conditions noted in the submittal approval letter are met. The approval does not extend to the means, methods, or procedures of construction (except where specific means, methods, or procedures are specifically required by the contract documents) and does not imply approval of the system or construction in which the submitted item is a part.
C. Rejected: Deemed unacceptable for the use for which it was submitted.
D. Incomplete Submittal: Information is insufficient to ascertain acceptability.
Neither approval nor rejection is implied.

QUALITY CONTROL/QUALITY ASSURANCE
A. This section includes prerequisites and procedures to ensure the quality of the construction and to provide assurance that the Contractor is capable of meeting quality requirements.
B. The intent of all quality control requirements is that the Owner will be provided with a complete, properly functioning system upon completion.
C. The costs for Contractor Quality Control/Quality Assurance measures are incidental to the overall contract and are included in the applicable contract line items.
1.02 CONTRACTOR QUALIFICATIONS
A. The General Contractor performing work shall be registered in the State of
Washington for the type of construction and magnitude of construction being performed.
1.03 INSTALLER QUALIFICATIONS
A. Trade work shall be performed under the direct supervision of personnel licensed in the State of Washington for the trade being performed.
1.04 CONTROL OF INSTALLATION
A. Inspect materials for acceptability when delivered to the site.
B. Store and handle materials to prevent damage.
C. Inspect materials, services, and workmanship to ensure that work is performed in accordance with the specifications.
D. Comply with manufacturers’ instructions.
E. Should manufacturers’ instructions conflict with contract documents, request clarification from Project Engineer before proceeding.
F. Correct defective work to the satisfaction of the Project Engineer.

1.05 SAMPLES
A. When requested by the Project Engineer, supply samples of materials proposed for use.
1.06 START-UP
A. Prior to start-up, ensure that all equipment is ready for its use, as designed.
B. Ensure that all power sources are balanced and ready for use.
C. Provide the services of manufacturers’ field representative for start-up, testing, and adjustment of all major equipment items.
D. Provide reports from the manufacturer, including their observations and documentation of workmanship to the Project Engineer within 30 days of manufacturer’s visit, unless a sooner response is required by the applicable specification section.
E. Work will not be considered complete until all systems and subsystems have been tested for proper functionality and proper adjustment.
1.07 WARRANTY
A. Provide a minimum one (1) year warranty from date of final acceptance for all materials and labor, covering defects in the materials or deficiencies resulting from contractor installation.
B. Provide additional warranties as required by specific sections.

TEMPORARY FACILITIES AND CONTROLS
A. The work covered by this section includes all temporary facilities and controls needed to complete work under the Contract in a manner that protects public safety and worker safety, that preserves both public and private property and that appropriately involves local governments, emergency and law enforcement.

PART 3 - EXECUTION
3.01 GENERAL
A. Provide temporary facilities and controls that are necessary to carry out the requirements of the Contract in a manner
1. that protects public safety and worker safety in accordance with 29 CFR §
1926, OSHA Standards for the Construction Industry
2. that preserves both private and public property
3. that communicates and cooperates with local authorities and governments.
B. The Owner reserves the right to remedy any neglect on the part of the Contractor as regards the protection of the work and public as follows:
1. The Owner may issue a written notice outlining the Contractor’s public safety neglect.

2. The Contractor must respond to and remedy the situation within 24 hours, otherwise the Owner will remedy the situation and deduct any costs from money due the Contractor.
3. If the Owner determines an emergency situation to exist, the Owner may elect to immediately remedy the situation and deduct any costs from money due the Contractor.
3.02 TEMPORARY WATER
A. Obtain permission from the owner of the facility or water system from which water is obtained.
B. Install temporary service connections where necessary. Disconnect and permanently close the connection after use.
C. If the Owner does not have a water supply, arrange to obtain water and pay for it at no direct cost to the project.
D. Cross Connection Control: When connecting to the Owner’s water supply, protect the water supply from contamination and provide appropriate backflow prevention devices that meet the Washington Administrative Code 246-290-490.
3.03 TEMPORARY SANITARY FACILITIES

A. Construct and maintain temporary roads accessing public thoroughfares to serve construction area.

3.08 PARKING
A. If the site is large enough, the Contractor may park their own and employees' vehicles on the site without charge after obtaining permission from the Owner.
B. If the site is not large enough, the Contractor shall make parking arrangements.
C. Prevent interference with the flow of local traffic.
D. Prevent interference with emergency vehicle functions.

3.09 ROAD SURFACE MAINTENANCE
A. Maintain publicly traveled gravel roads in a condition equal to that at the outset of construction.
1. Fill potholes resulting from construction traffic, as soon as possible.
2. Prevent washboarding due to construction traffic.
B. Maintain publicly traveled asphalt roads in a condition equal to that at the beginning of construction, unless being excavated across under this contract.
3.10 WATER CONTROL
A. Follow the Storm Water Management best management practices.

A. Use measures to minimize dust caused by the project.

1. Provide the engineer certification that work is substantially complete and that facilities are ready for beneficial use by the Owner.
2. If the engineer concurs, the engineer will document a warranty date for substantially complete facilities.
B. Final Inspection:
1. Submit written certification that work is complete in accordance with contract documents and ready for final inspection at least five (5) calendar days prior to final inspection.

COMMUNITY WELL DRILLING
A. This section includes drilling, casing, screening, developing and testing of community water wells.
B. The Government shall provide hydrogeological services to observe well drilling operation, collect aquifer samples for grain size distribution analysis, design the well screen size and length, observe completion and development, and oversee the final pumping test.
C. A complete IOCs, VOCs, SOCs, Radionuclides, and Secondary Contaminants test for a Group A water system will be completed on each well drilled.
Testing cost will be the responsibility of the well driller.
D. The completed well shall be of single cased construction, complete with well screen, gravel pack, grout, and temporary well cap.
E. The Contractor shall drill, case and screen wells at the size specified in the bid schedule for each of the wells shown on the attached location plans, or as directed by the Engineer.
F. All construction methods and materials for the wells shall meet or exceed state and local requirements.
G. The well drilling Contractor shall comply with state license requirements for well drilling in the state where the work is performed. In addition, if the rig operator is not licensed individually, then proof of experience of a minimum of drilling twenty wells per year for three years shall be provided.
H. The Contractor shall take such precautions as are necessary or as may be required to prevent contaminated water or water having undesirable physical or chemical characteristics from entering the well. He shall also take precautions during construction to prevent contamination or pollution from the ground surface.
I. Consolidated, unconsolidated and combinations of the two formations may be encountered during this contract. Unless specifically mentioned, there will be no distinction concerning the method of payment for the consolidated and/or unconsolidated drilling. The Indian Health Service will not be held accountable for variations of materials encountered during the drilling operations.

1.04 CONFLICTS WITH STATE WELL CODES
A. The materials and construction methods specified herein are minimum requirements. Where the appropriate state well codes require more stringent materials or execution methods, they shall apply.
B. Notify the Project Engineer of any planned deviation from these specifications before proceeding so any price changes or quantity adjustments may be negotiated.
1.05 ACCEPTANCE
A. Minimum final yield being sought is 100 gallons per minute. If a stratum, which will produce in excess of the minimum yield, is encountered, the well shall be developed to produce the maximum yield obtainable through the well screen installed.
B. Water shall be clear and free of sand.
C. The drilling shall be accomplished by an air rotary or cable tool drilling machine.
D. Work covered by this section will not be accepted until records and testing connected with the work have been completed satisfactorily.
E. The basic alignment requirement is that all casings, liners, risers, screens, and tools can be freely run through the well, and that a test pump and permanent pump can be freely set in the well. Other alignment tests will not be required unless doubt arises during the work.
PART 2 - PRODUCTS
2.01 WELL CASING
A. Steel Well Casing
1. The diameter and material of well casing shall be per the bid schedule.
2. Conform to American Society for Testing and Materials (ASTM) A-53 A or B specification for steel pipe.
3. Each length of pipe shall be clearly marked in accordance with ASTM specifications.

a. Markings shall include manufacturers name, type of pipe, ASTM number and pipe length.
b. Mill certificates shall be supplied if the Project Engineer deems the casing pipe or markings to be of questionable condition.
c. Marking shall be rolled, stamped or stenciled by the manufacturer.
Pipe remarked by a pipe supplier, or well driller, will be rejected by the Project Engineer.
4. Pipe shall be clean and free of oil, grease, rust, or other detrimental materials.
5. Lengths of casing shall be connected with either screwed couplings or approved welds.
6. Pipe shall meet the following requirements per WAC 173-160-201:

2.02 WELL SCREEN
A. General
1. Well screen openings shall be of the proper width to permit the maximum practical sand free yield after development. The openings shall be of geometric shape to permit maximum transmitting capacity without clogging or jamming. A sieve analysis of a representative sample to the water bearing formation may be requested by the Project Engineer to verify proper sizing of the well screen.
2. A well screen shall be installed if the aquifer encountered is an unconsolidated sand or gravel formation, and the Contractor is so directed by the Project Engineer.
B. Stainless Steel Screen
1. Screen shall be designed to produce a minimum loss of head between the water bearing stratum and the well.
2. Continuous slot design, with outer windings and internal longitudinal bars.
3. Both members shall be type 304 stainless steel conforming to ASTM A276-92.

4. The maximum recommended tensile pull on the screen is 1600 pounds.
5. Screen shall be a commercial product, equal to screens manufactured by US Filter, Johnson Screens, New Brighton MN or Howard Smith of Houston, TX.
2.03 GRAVEL PACK
A. Well rounded uniform grains of washed quartz or approved equal.
B. Weight loss by the acid test shall be less than 20%.
C. Gradation specified by the manufacturer of the well screen based on the submitted gradation of the water bearing formation or as specified in the bid schedule or by the Project Engineer.
2.04 SANITITARY GROUT
A. Proportion of Portland Cement and the least quantity of water (not over 6 gallons per cubic foot of cement) required giving a mixture of such consistency that it can be forced through the grout pipe.
1. Two percent (by weight) of bentonite clay may be added to the mixture to improve flow properties.
B. Bentonite grout, in lieu of cement, is acceptable
2.05 WELL CAP
A. Well is to be capped with a temporary welded lid with a 2” capped sampling port. Permanent well cap to be installed in a future contract.
3.01 DRILLING
A. General
1. State license requirements shall be met.
2. Locate all existing underground utilities.
3. Prevent contaminated water from entering the well.

4. Expected final yield of 100 gallons per minute is being sought, however, the well should always be developed to its maximum yield.
5. Locate wells as indicated on the plans or as staked by the Project
Engineer.
6. Drill wells no deeper than the depth specified, unless approved by the
Project Engineer.
B. Rotary Method (Air)
1. Equipment must be in good condition, capable of drilling to 400 feet.
2. Single cased constructions, with well screen if required, gravel pack if required, and grout.
3. Drill hole shall be sufficiently sized to provide unimpeded casing installation, gravel packing and grouting.
3.02 CASING
A. Install casing in wells to a depth appropriate for the formation type and minimum yield specified.
B. Connect casing lengths with either screwed couplings or approved welds.
1. Keep surfaces to be welded free from local scale, rust, grease, paint and other foreign materials.
2. All casing shall be joined by arc welding using standard procedures (American Welding Society, Guide for Welding Mild Steel Pipe AWS D10.12M/D10.12.20000).
3. The Contractor shall assume full responsibility for any breakage of casing, drive shoe failing, or weld failing during the course of the work.
4. The technique of welding employed, the appearance and quality of the welds made, and the methods of correcting defective work shall conform to normally accepted standards of workmanship.
5. Ends to be welded shall be factory cut and beveled.
6. All field cut ends must be approved by the Project Engineer.
7. Welding will not be allowed when the base metal temperature is below 0 degrees Fahrenheit.

8. Heat areas within 3 inches of the weld when the base metal temperature is between 0 and 32 degrees Fahrenheit.
9. Casing sections having twists, bends, offsets, and openings will not be accepted.
10. Make all joints watertight.
C. Casing shall extend a minimum of 24 inches above ground level.
D. If the top of the casing is torch cut, grind all rough surfaces smooth.
E. Plumbness and Alignment
1. The basic alignment requirement is that all casings, risers, screens, tools, and pumps can be run freely through the well without binding or resistance.
2. Maximum deviation from vertical in any 100 feet of depth is 2 1/2 inches.
3. If doubt arises about the plumbness and/or alignment of the bore hole, the
Project Engineer may require the Contractor to conduct one of the following alignment tests:
a. AWWA Standard for Water Wells, publication A100-15, 4.7.9.3
Alignment tolerance. The test will consist of running piece of pipe 40 feet long to the bottom of the well.
i. The diameter of the 40-ft test section of pipe shall be per Table 1 in
WAC 173-160-201.
ii. For alignment testing in the event of a casing reduction, each section of casing size shall be tested separately.
ii. AWWA A100-15, 4.7.9.4 Alternate-alignment tolerance (ANSI/AWWA A100-15, Appendix D: Plumbness and Alignment—Procedure for Testing).
4. If the test pipe binds, is bent as a result of testing procedure, or does not pass through the well casing freely, the well will not be accepted and no payment will be made.
5. The bid hourly rig rate shall be paid for the above test, unless the results of the test show alignment does not meet the above-specified conditions, in which case the Contractor shall bear the expense of the test and the expense of correcting or otherwise mitigating the misalignment.

3.03 SAMPLING OF FORMATION
A. Sampling is considered an essential part of this contract.
B. Samples of the formation shall be taken as described in the following paragraphs.
1. Samples shall not be washed and shall be kept in cloth bags.
2. Samples shall be properly marked with well number, location, date and depth.
3. These samples shall be furnished to the Project Engineer as drilling progresses.
4. When a potential aquifer is encountered a sample of sufficient volume shall be taken and analyzed by the manufacturer of the well screen, the driller and/or Project Engineer to determine the required slot size of the well screen.
5. Rotary Drilling: The Contractor shall keep an accurate record of the location of the top and bottom of each stratum penetrated, and the elevation to which the water level stabilizes, as each water bearing stratum is encountered. The Contractor shall place and save in cloth bags samples taken from each 10 feet of drilling, and at every change in formation. If so directed by the Project Engineer, the driller may be required to take samples at 1-foot intervals in a potential aquifer.
3.04 SCREEN AND GRAVEL PACK INSTALLATION
A. A well screen shall be installed if the aquifer encountered is an unconsolidated sand or gravel formation, and the Contractor is so directed by the Project Engineer.
B. Install well screens in unconsolidated formations (and gravel pack if required), after sufficient yield is obtained from the water bearing formation.
C. The well screen openings shall be of the proper width to permit the maximum practical sand free yield after development. The openings shall be of a geometric shape to permit maximum transmitting capacity without clogging or jamming.
D. Sieve analyses of representative samples of the water bearing formation will be performed to verify proper sizing.
E. Acceptable methods for installing stainless steel well screens:

1. Pull back method
a. Provided the formations in the hole are not subject to collapse and bind around the pipe. A different method shall be used subject to the approval of the Project Engineer if the formation has a tendency to collapse.
b. Provide a 1 1/2-foot section of riser pipe and neoprene type packer.
2. Both the screen position and the level of filter-pack material, if used, shall be constantly checked by the Contractor during pullback. The Contractor shall assume full responsibility for the accuracy of casing extraction measurements and the successful retraction of the casing as required.
F. If it is necessary to join several screens together, the joints connecting the screen sections shall be butt-type couplings of the same materials as the screens.
G. If the screen is not welded securely to the casing, the screen shall be provided with a five-foot section of riser pipe and a neoprene type packer, which shall be securely installed in the casing
H. The Project Engineer must approve all other methods.
I. Fill the drill hole with approved material if the bottom is deeper than the screened area.
J. Place gravel pack material in the annulus surrounding the well screen using an approved method, which prevents hydraulic separation.
1. The method used must include provisions for disinfecting the gravel pack with 50-100 ppm of chlorine based on weight of sand or gravel used.
2. Free dropping of gravel pack material from ground surface is not allowed.
K. Water samples may be required prior to development and test pumping for the purpose of a preliminary chemical analysis.
1. Pump or bail well until a suitably clear sample can be obtained.
3.05 WELL DEVELOPMENT
A. The Contractor shall develop the well by such methods as will effectively extract from the water bearing formation the maximum practical quantity of drilling cuttings, fine sand, silt or other fine materials. Development shall bring

the well to a maximum yield per foot of draw-down, and the water shall be sand free at the maximum pumping rate.
B. Develop the well using a method that extracts the maximum practical quantity of drilling material, fine sand, silt or other fine material.
1. Maximum allowable sands and fine material: 2 ppm (by weight) or 5 mg/L (via measurements from a centrifugal sand sampler.
C. The Project Engineer shall approve the development method used by the Contractor prior to initiation of the work.
D. Development shall not be considered as test pumping.
