(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at FAR 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

AGAR 452.204-70 Modification for Contract Closeout (DEVIATION JUL 2022)

Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to

FAR 13:

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

Project Chemisorption Analyzer and Online Mass Spectrometer Acquisition.

General Information

1.0 Scope of Work

The Advanced Composites research work unit (RWU 4706) at the USDA Forest Products Laboratory needs to acquire a chemisorption analyzer and integrated online mass spectrometer systems to further research in biochar and wood derived carbonaceous materials. Work will include supply and installation of a chemisorption analyzer meeting all specifications outlined in this Statement of Work.

2.0 Background

Scientists in the unit are focused on designing and preparing value-added materials from wood, forest residuals, and forest industrial wastes and exploring their potential applications. The main objectives are to prepare biochar and porous carbonaceous materials. These materials have potential as adsorbents for heavy metals, polyfluorinated alkyl substances (PFAS), toxic gas and greenhouse gas removal from indoor concentrated animal feeding operations (CAFOs) and industrial operations, electrodes in sodium ion batteries, and for catalysts in chemical processes.

To better understand the fundamental problems in the preparation and utilization process, a system is needed for material property and reactivity characterization. This system must be automated and have high accuracy and precision for use in chemisorption and temperature-programmed reactions. The system shall meet or exceed the specifications in section 3.0 and have a design that will save time, produce high sensitivity and reproducibility of measurements, and enhance operator safety.

Contractor Requirements

3.0 Technical Requirements / Tasks

• Required Chemisorption Analyzer Specifications o The system shall be capable of performing at least the following experiments:

Pulse chemisorption Temperature-programmed reduction (TPR) Temperature-programmed oxidation (TPO) Temperature-programmed desorption (TPD) Temperature-programmed surface reaction (TPSR) Dynamic B.E.T. surface area Metal supported catalysts characterization Acid or base catalyzed reactions Oxide or zeolite catalyst characterization Advanced battery anode materials evaluation Fuel cell catalyst characterization Solid-gas catalytic reactions o The system shall contain components capable of meeting or exceeding the following requirements:

A sensitive detector A vapor generator A moisture trap At least 15 gas inlets Multiple gas switching and blending valves Non-threaded/quick connecting sample tube connections Quick cooling furnace Furnace must be capable of reaching at least 1,200 °C Furnace and controller must be capable minimum ramp rates of 0.1 °C/min or slower, and maximum ramp rates of no less than 50 °C/min The gas flow lines shall be heated throughout the instrument to prevent condensation of vapors The gas flow lines shall be made of stainless steel or other alloy that is corrosion resistant Mass flow controllers capable of extremely precise gas flow rates even at low flow rates (<1 cc/min)

• Required Online Mass Spectrometer Specifications o Integrated online mass spectrometer to identify and quantify gaseous reaction products.

Mass spectrometer shall be synchronized with the chemisorption analyzer temperature to provide atomic masses of exhaust gasses at all temperature points

Mass spectrometer shall be capable of compositional analysis of mixtures of gasses

4.0 Government Furnished

The contractor will require access to Building 50 of the Forest Products Laboratory during installation of the chemisorption analyzer.
