SUMMARY OF WORK
SECTION 01110

PART 1 GENERAL
1 .1 DESCRIPTION
A. This project consists of paving a leveling and a surface course for the Leipers Fork District Office at MP 429 in the North District of the Natchez Trace Parkway near Leipers Fork, TN. Currently, the maintenance lot and access drive off of Pinewood Road has some remaining but highly deteriorated chip seal/DBST pavement with other areas having only the crushed stone base remaining. The work of this contract consists of variable depth spot leveling/grading of existing surface using compacted crusher run, paving a two-inch (2”) leveling course lift and a one-inch
(1”) surface course lift within the maintenance lot and in the access drive off of Pinewood Road
(Route 46) as shown on the plan sheet. Approximately 39,000 square feet between the maintenance lot and the access drive shall be paved.
B. The shoulders, where applicable, shall be re-established with aggregate topsoil course and seeded per Section 02910. Aggregate Topsoil Course shall conform to the U.S. Department of
Transportation, FWHA, Standard Specifications for Construction of Roads and Bridges on Federal
Highway Projects (FP-14), Section 313 and all subsections referenced therein, except where superseded by this statement of work. The following special construction requirements (SCRs) are to be considered errata and modifications to the referenced standards and will supersede the subsections to which they refer:
1. 313.03 Delete the second and third sentences and substitute the following:
Cut shoulder grass to a height of ½ inch or less where the aggregate-topsoil course is to be place within 48 hours prior to placement. Do not disturb or scarify the existing ground except in areas directed by the COR.
2. 313.04 Delete the last sentence of the second paragraph.
3. 313.04 Delete the last sentence of the third paragraph
The aggregate topsoil course may be centrally mixed or mixed onsite. If the contractor proposes to mix onsite, submit a plan describing the proposed methods for approval by the COR. Seeding shall be completed as per Section 02910 herein.
C. Crushed Stone Base Material (Crusher Run): Shall be as per the Mississippi Department of
Transportation Standard Specifications for Road and Bridge Construction (2017 Edition), Section
703.04.3, “Table of Sizes and Gradation of Crushed Stone Aggregate”, Size ¾ inch and Down.
D. For the maintenance lot area, the existing chip-seal pavement/stone base shall be spot leveled/graded to drain according to the attached as-built grading plan using crusher run. This shall include uneven/unlevel areas such as ruts, pot holes, or depressions within the existing surface or base. Once the existing base is repaired, the area shall receive a 2” HMA leveling/base course and a 1” HMA surface course per Section 02743.

E. For the access drive and small parking lot west of the maintenance building, the 2” HMA base course shall serve as a variable depth leveling course and shall be paved at 2” minimum depth with added depth where necessary to level the roadway surface. Subsequently, a 1” HMA surface course lift shall be paved. See Section 02743 for HMA specifications. Pavement adjacent to curbs shall be constructed to retain a minimum of 6” Curb Reveal. For pavement immediately adjacent to curbs, the 2” asphalt leveling course shall be tapered to a 1.5” minimum depth, if necessary, to retain the curb reveal. The existing surface adjacent to the curbs shall be re-graded on a taper, if needed to allow for additional depth.
F. In the small parking lot west of the maintenance building, accessible striping and legend, Accessibility Marking (Symbol Only), shall be painted to designate one (1) van accessible parking space and access aisle providing access to the existing ramp per Architectural Barriers Act (ABA)
Standards (2015); see detail Sheet 02. The striping and legend shall be FHWA FP-14 Section 634-
Type K. The contractor shall provide a sign, designating the accessible space, MUTCD R7-8 &
R7-8P, to be installed by the Government. Location and layout of the accessible aisle, space, striping and signage shall be coordinated in the field with the Contracting Officer’s Representative
(COR). Paving within the accessible parking space and aisle shall be done so to maintain minimal cross slopes as specified by the ABA Standards.
G. Base repairs may be required in some areas or spots of poor drainage or failed subgrade at the direction of the COR or as shown on the plans. In these areas, the contractor shall excavate existing base materials and provide 6” of Crusher Run as a new base before paving.
H. Transitions between the proposed pavement surface and other surfaces, such as building slabs or concrete pads shall be made flush. However, considerations to keep stormwater from draining into buildings shall require that the proposed pavement be one half inch (1/2”) lower than the existing building slabs. Tapered asphalt ramps at Shop Bay doors and at the sliding gate entrance/exit shall be removed prior to paving.
I. All work shall be performed under a single contract. Quantities of work are estimated and subject to change. Final Contract price shall be based off of unit price bid for each item bid per unit of work completed in accordance with the specifications and contract documents.
1 .2 LOCATION

1 .3 CONTRACTOR’S USE OF PREMISES
A. Work hours shall be from 8:00 AM until 4:00 PM. The contractor may work other hours only with the permission of the Contracting Officer (CO) or COR. Work on Saturdays or Federal
Holidays and at night may be performed only with prior consent of the CO. Work on Sundays shall not be permitted except in case of emergencies.
B. Contractor shall, at all times, conduct his operations to ensure the least inconvenience to the government. A minimum of twenty-four hours prior notice shall be required before any utility to any building is turned off to commence work.
C. Confine storage of materials to locations designated by the CO or COR. Staging areas shall be determined during the pre-construction conference. The Contractor may store materials and equipment at the work site at his own risk.

D. Existing Facilities:
1. The contractor shall be responsible for the preservation from injury or damage, resulting directly or indirectly from the execution of the work, of all public and private property along and adjacent to the parkway. The contractor shall use every precaution necessary to prevent damage to pipes, conduits, and other underground structures; also, all overhead structures such as wires, cables, etc.; and poles, trees, shrubbery and crops, within or outside of the right of way. Any utility lines damaged by the contractor shall be repaired at once at the contractor’s expense. All trails and roads adjacent to or intersecting the project shall be protected from damage. Contractor shall protect curbs and sidewalks from damage. At the completion of the project, bridges and curbs shall be swept clean to remove any loose material or fresh hot mix that was deposited during construction.
2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.
3. Any damage to existing facilities resulting from the contractors’ actions shall be repaired to original condition by the contractor.
4. Coordination:
a. The Parkway’s facilities shall not be closed to the public during construction. The contractor shall coordinate with maintenance staff on the Park’s operations during construction.
E. Hauling Restrictions: Because the project site can be directly accessed from Pinewood Road, there shall be no hauling of materials or transportation of equipment on the Parkway.
F. Housekeeping: Keep project neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work. Equipment that is leaking any type fluids shall be repaired immediately or removed from the parkway boundary. Cleaning equipment at the end of work day shall only be performed at locations approved by the COR.
Leftover asphaltic materials or millings shall be loaded on to a haul vehicle and removed from the parkway boundary at the end of each work day unless directed otherwise. No excess asphalt or millings shall be left on the shoulders.
1 .4 FIELD VERIFICATION
A. Examination of the site: All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on ground conditions as if they had inspected the job site. No change orders will be approved for work obvious during a site visit. Please see FAR 52.236-27 - Site Visit
(Construction).
B. The contractor shall field verify all new and existing dimensions affecting the work of this contract before ordering products.

1 .5 PERFORMANCE PERIOD:
A. The contractor shall have 25 Working Days to complete all work awarded under this contract. A
Working Day shall be considered every day that does not fall on a federal holiday, Saturday, or
Sunday. In the case of rain, wet soil, other weather-related delays, or delays required by the government, time may be extended. The Contractor may provide documentation as to which days, within their Period of Performance, time should not be charged due to weather, to the COR for
Review and Approval.
1 .6 INSPECTION – CONTROL OF WORK
A. The CO or COR shall decide all questions which may arise as to the quality or acceptability of materials furnished or work performed and shall decide all questions which may arise as to the interpretation of the plans and specifications and all questions as to the acceptable fulfillment of the terms and provisions of the contract.
B. No work shall be done nor material used without inspection by the COR, and the contractor shall furnish every reasonable facility for ascertaining whether or not the work performed and materials used are in accordance with the requirements and intent of the specifications and contract. Any work done or materials used without inspection by the CO or COR may be ordered removed and replaced at the contractor's expense. Materials will be inspected and approved as promptly as practicable on delivery at the job site. The work will be inspected as it progresses, but failure to reject any defective work or material shall not in any way prevent later rejection.
1 .7 CONSTRUCTION MATERIALS
A. All materials shall be Contractor-furnished.
B. Unless otherwise provided, tests of materials shall be made by the contractor in accordance with the methods given in the current edition of the AASHTO publication Standard Specifications for
Highway Materials and Methods of Sampling and Testing in effect on the date of invitation for bids.
C. Materials shall be so stored as to ensure the preservation of their quality and fitness for the work.
Stored materials, even though approved before storage, may be inspected prior to their use in the work, and they shall meet the requirements of the specifications at the time it is proposed to use them.
1 .8 ACCIDENT PREVENTION
A. Description: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors.
Comply with the requirements of NFPA 241 (Standard for Safeguarding Construction, Alteration, and Demolition Operations).
B. Submittals:
1. Safety Plan: A Safety Plan shall be prepared and submitted to the COR before work can begin. The Safety Plan should be a written document that describes the process for identifying the physical and health hazards that could harm workers, procedures to prevent accidents, and steps to take when accidents occur. The written safety plan is your blueprint for keeping workers safe. The plan needs to compile the list of activities and what hazards exist and what safety equipment will be used to prevent accidents from occurring. The plan shall include:

a. Name of responsible supervisor to carry out the program
b. 24 hour emergency contact information
c. First aid procedures
d. Training, both initial and continuing
e. Planning for possible emergency situations
f. Contractor to identify nearest location of medical facility for emergencies
g. Recognition that work may be performed in remote areas with limited communication or cell phone coverage
2. Safety Meetings: As a minimum, conduct one weekly 15 minute "toolbox" safety meetings.
These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the following week.
Document and submit meeting minutes to the COR within one day after the meeting.
C. Qualification of Employees:
1. Ensure that employees are physically qualified to perform their assigned duties in a safe manner to include operators of vehicles and equipment. Provide operating instructions for all equipment.
2. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
D. Accident Reporting: The Contractor shall report all accidents to the COR as soon as possible and assist the CO and other officials as required in the investigation of the accident.
E. First Aid Facilities: Provide adequate facilities for the number of employees and the type of construction at the site.
F. Protective Equipment: It is always the Contractor’s responsibility to require all those working on or visiting the site to wear necessary protective equipment. The contractor shall maintain, at minimum, four (4) sets of Personal Protective Equipment (PPE) necessary for the work being performed, onsite at all times.
G. Hazardous Materials: Store and handle hazardous materials in accordance with manufacturer’s and OSHA 29CFR1926 Subpart D requirements. Maintain readily available, on site, MSDS/Safety Data Sheets (SDS) for each chemical. It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources.
Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.
1. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.

1 .9 PRECONSTRUCTION CONFERENCE: See FAR 52.236-26
A. Pre-construction Conference: Before the start of work, the CO will arrange for a prework conference with the Contractor to determine any requirements that must be resolved to accommodate the work. Upon completion of the meeting and/or resolution of any items required, site work may proceed in concurrence with the Notice to Proceed.
1 .10 SUBMITTALS
A. General Submittal Procedures:
1. General: Prepare and submit submittals required by individual Specification Sections.
Types of submittals are indicated in individual specific sections.
a. CM-16 Transmittal Form: All submittals shall be transmitted via electronic email using National Park Service form CM-16 form. The form will be provided by the
CO. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form.
2. Preconstruction Conference Submittal: The following items shall be submitted a minimum of one week prior to the Preconstruction Conference. If all of these documents have not been received one week prior to the scheduled Pre-Construction Conference date, the conference will be cancelled, Notice to Proceed will not be issued, and the CO will consider other contractual remedies. Work shall not commence until written Notice to
Proceed has been issued. CO will notify Contractor of tentative date for the Pre-
Construction Conference:
B. Shop Drawings, Product Data, and Samples:
1. Product data, shop drawings, and any necessary samples shall be submitted for approval by the CO and COR. Product data should be given for each component of the system identifying the manufacturer and the product specifications. Shop drawings shall include detailed notes and drawings indicating the system design and layout including the layout and location of the outdoor/indoor units, wiring diagrams, routing of coolant lines, etc.
2. For submittals specified above, forward submittals to CO at least 15 days before need for approval (depends on length of project).
3. After approving submittals, CO will return one copy to the Contractor. If submittals are not approved, CO will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes. Any work done before approval shall be at Contractor's own risk.
C. Approved Equals: Refer to FAR 52.211-6 - If an item in this solicitation is identified as “brand name or equal” or lists more than 3 manufacturers, the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation or relevant specification.
1. For each item proposed as an “approved equal,” submit supporting data, including:
a. Drawings and samples as appropriate.
b. Comparison of the characteristics of the proposed item with that specified.
c. Changes required in other elements of the work because of the substitution.
d. Name, address, and telephone number of vendor.

e. Manufacturer’s literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.
2. A request for approval constitutes a representation that Contractor:
a. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
b. Will provide the same warranties for the proposed item as for the item specified.
c. Has determined that the proposed item is compatible with interfacing items.
d. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
e. Waives all claims for additional expenses that may be incurred as a result of the substitution.
3. Approved Equals will be evaluated and approved/disapproved during the submittal process.
1 .11 PROJECT CLOSEOUT
A. Description: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.
B. Cleaning: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.
C. Substantial Completion and Final Inspection: Submit written certification that project is substantially complete, and a final inspection must be requested to the CO in writing. The CO or
COR will make an inspection within 10 days of receipt of request or at a mutually agreeable time.
1. If the work is determined to be substantially complete, following the final inspection, the.
CO will prepare a Punch List and the work will be considered substantially complete.
2. If the work is not determined to be substantially complete following the final inspection, the CO will notify Contractor in writing. Contractor shall request a new final inspection after completing the work. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.
3. Contractor shall complete the Punch List within 10 calendar days, documented weather permitting.
4. If CO determines that the work is not substantially complete; he will immediately notify
Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.
5. If the Contractor fails to complete the work within the time frame, the CO may correct the work with an appropriate reduction in contract price or charge for re-inspection costs in accordance with the Inspection of Construction contract clause.
6. Disposition of any permits and warranties required by the specifications in this section.

D. Acceptance of the Work: After all deficiencies have been corrected, the project can be accepted. A
Letter of Acceptance may be issued. A Release of Claims document must be executed and submitted to the CO before final payment can occur.
E. Warranties
1. Manufacturer’s warranties and product registration shall be completed with the manufacturer as required by the contractor within 10 days after completion of the applicable item of work. Copies shall be submitted to the CO.
2. Provide All Warranty information of products installed organized by Division. All contact information, extents and conditions shall be clearly noted as well as date of overall project
Substantial Completion.
3. Information shall include operation and maintenance manuals for each warranted material.

PART 4 MEASUREMENT AND PAYMENT
Measurement and payment shall be as per the items, units, and prices bid on the bid form according to the work completed and accepted.
All work shall be performed under a single contract. Quantities of work are estimated and subject to change. Final Contract price shall be based off of unit price bid for each item bid per unit of work completed in accordance with the specifications and contract documents.

TRAFFIC AND SAFETY
A. Work under this section consists of the furnishing of all labor, materials, equipment, and signs required by these specifications.
PART 2 PRODUCTS NOT USED
PART 3 EXECUTION
3 .1 PROTECTION OF PUBLIC
A. Flaggers: Fulltime flaggers will not be required as this work is off of the mainline. However, the contractor shall maintain on-site, two (2) capable, physically and mentally qualified flaggers for maintaining traffic flow during construction operations as needed. The flaggers shall be English speaking. Flaggers shall wear fluorescent orange or green vests and shall be equipped with a standard hand-held traffic control flag.
B. Safety Equipment: All slow moving equipment shall be equipped with slow moving vehicle emblems and high intensity flashing lights. Emblem and flashing lights shall meet OSHA standards.
C. Laws to be Observed: The contractor shall keep fully informed of all federal and state laws, all local laws, ordinances, safety codes, regulations, and all orders and decrees of bodies or tribunals having any jurisdiction or authority, which in any manner affect those engaged or employed on the work, or which in any way affect the conduct of the work. He/she shall at all times observe and comply with all such laws, ordinances, safety codes, regulations, orders, and decrees; and shall protect and indemnify the Government and its representatives against any claim or liability arising from or based on the violation of any such law, ordinance, safety code, regulation, order, or decree, whether by himself or his employees.
D. Public Convenience and Safety: The contractor shall, at all times, conduct his work as to assure the safety and convenience of the general public and the residents along the parkway and to assure the protection of persons and property. Care shall be taken, at all times, to regulate the operations so as to protect visitors and campers in the park
E. Barricades, Warning Signs, and Other Devices: The contractor shall provide, erect, and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs and other traffic control devices, and shall take all necessary precautions for the protection of the work and safety of the public. Since this project is off of the mainline roadway and very little traffic other than that from maintenance employees is expected, very little traffic control signage will be necessary.
However, the contractor shall maintain safe control of the construction site and any traffic enters the project limits.

BITUMINOUS TACK COAT
PART 1 GENERAL
1 .1 DESCRIPTION
A. The work of this section consists of preparing and treating an existing surface with bituminous material. The work includes a blotter material if necessary.
1 .2 SUBMITTALS
A. One copies of manufacturer's certification, certifying the bituminous material is of the type, grade, and quality specified.
1 .3 PROJECT CONDITIONS
A. Apply bituminous material only during daylight hours, when surface is dry, temperature is above
50 degrees F, and weather is not foggy or rainy.
PART 2 PRODUCTS
2 .1 BITUMINOUS TACK COAT
A. The tack coat shall be a bituminous material meeting the requirements of the applicable state
DOT.
B. BLOTTER MATERIAL
C. Clean, durable particles of crushed or natural gravel. Maximum size of aggregate not to exceed
3/8 inch. Maximum passing the No. 200 sieve shall not exceed 10 percent.
PART 3 EXECUTION
3 .1 GENERAL
A. Protect the surface of sidewalks, curbs, other structures, and trees adjacent to the area being treated from being spattered or marred.
B. Do not clean or discharge distributor within the park boundary.
3 .2 DISTRIBUTOR
A. Bituminous distributor and equipment for heating bituminous material shall be designed, equipped, maintained, and operated so that bituminous material, at even heat, may be applied uniformly on variable widths of surface up to 15 feet at readily determined and controlled rates from 0.05 to 2.0 gallons per square yard, with uniform pressure, and with an allowable variation from any specified rate not to exceed 0.02 gallon per square yard. Distributor equipment shall

include a tachometer, pressure gauges, accurate volume measuring devices or a calibrated tank, and a thermometer for measuring temperatures of tank contents. Distributors shall be equipped with a power unit for the pump, and a full circulation spray bar adjustable laterally and vertically.
3 .3 PREPARATION OF SURFACE
A. Grass Removal: Grass will be removed from the edges of pavement by the contractor where necessary, to ensure that the edges can be completely covered by the new asphalt overlay. This work will be performed by the contractor prior to the paving operation.
B. Tack Coat: Complete patching and leveling of the existing surface before applying tack coat.
Immediately before applying tack coat, remove loose material, dirt, clay, or other objectionable material.
3 .4 APPLICATION
A. Tack Coat: Apply tack coat uniformly at the rate of 0.05 to 0.10 gallons per square yard, at specified temperature. Apply immediately prior to placement of the covering course.

The work of this section consists of constructing a surface course composed of a mixture of aggregate, filler if required, and bituminous material, placed on the existing roadway, accesses and pullouts.
1 .2 QUALITY ASSURANCE
Testing required to determine compliance with the work of this section shall be the responsibility of the Contractor. This testing shall be performed at the rate of one sample per 500 tons of HMA produced with a minimum of one per day of production. These results shall be provided to a park service representative at the beginning of the following day.
1 .3 SUBMITTALS
A. Job-Mix Formula (JMF): Before producing bituminous mixture, submit a job-mix formula for each mixture to the Contracting Officer for approval. Should a change in source of material be proposed, or should a JMF prove unsatisfactory, submit a new JMF for approval.
1. Each JMF submitted shall propose definite single values for:
a. The percentage of aggregate passing each specified sieve, based on dry weight of aggregate. These percentages shall be within the range shown in Part 2 of this section.
b. The percentage of bituminous material to be added, based on the total weight of the mixture, and the percentage of any stabilizing agent such as lime, portland cement, or antistrip agent.
2. In addition, the JMF shall meet the requirements of the specifications shown below.
a. Tennessee Department of Transportation, Standard Specifications for Road and
Bridge Construction (2015) Section 411 including applicable Supplemental
Specifications for Hot Mix Asphalt, Mix Type 411D for Base/Leveling Course &
Mix Type 411TL for Surface Course, PG 67-22.
b. JMF shall have been previously approved by TN-DOT.
c. Limit the quantity of RAP by mass in the JMF for the top lift of surface course to 15 percent. Limit the quantity of RAP by mass in the JMF for intermediate and base courses to 30 percent. For intermediate and base courses containing 20 to 30 percent by mass RAP, reduce the asphalt binder performance grade by 6°C for both high temperature and low temperature performance grades.

B. Certificates:
1. Certification from supplier that asphalt cement is of correct type and meets requirements of this section.
2. One copy of certified weight tickets for each load of bituminous concrete mix.
3. One copy of scale and HMA plant certification performed within the last 6 months.
4. One copy of the Temperature/Viscosity chart from the latest shipment of binder being used.
5. Copies of the five most recent QC sample results of the proposed mix design or results from a set-up sample just prior to the first production of the mix.
1 .4 PROJECT CONDITIONS
Apply mixture only during hours of daylight; when air temperature is 50 degrees F or higher;
when surfaces to be paved are dry and free of frost, snow, or ice; and when precipitation is not imminent.
PART 2 PRODUCTS
2 .1 AGGREGATE
The aggregate shall meet the general and physical requirements of the applicable state DOT specification for the mix produced.
2 .2 BITUMINOUS MATERIAL
The bituminous binder shall meet the requirements of the applicable state DOT specification for the mix produced.
2 .3 FILLER
If filler is required, the filler material shall meet requirements of the applicable state DOT specification for the mix produced.
2 .4 ANTI-STRIPPING AGENT
An anti-stripping agent shall be used, if determined necessary by the requirements of the applicable state DOT specification for the mix produced..
PART 3 EXECUTION
3 .1 EQUIPMENT
A. Plant, hauling, placing, and rolling equipment shall be adequate to ensure uniformity and continuity of operations and be in good operating condition capable of performing according to manufacturer's specifications. The Contractor may, at his option, use the type plant he/she desires, provided the equipment meets the following requirements. All equipment used under these specifications shall conform to the requirements of the applicable state DOT for the mix produced.

B. Requirements for All Bituminous Plants: The bituminous plant shall conform to the requirements of the applicable state DOT for the mix produced.
C. Hauling Equipment: Trucks used for hauling bituminous mixtures shall have tight, clean, smooth metal beds which have been thinly coated with a minimum amount of paraffin oil, lime solution, or other approved material to prevent the mixture from adhering to the beds. Diesel shall not be used. Each truck shall have a cover of canvas or other suitable material of such size as to protect the mixture from the weather.
D. Bituminous Pavers:
1. Bituminous pavers shall be self-contained, power-propelled units, provided with an activated screed or strike-off assembly, heated, and capable of spreading and finishing courses of bituminous plant mix material in widths applicable to the specified typical section and thicknesses shown on the drawings.
2. The paver shall be equipped with a receiving hopper having sufficient capacity for a uniform spreading operation. The hopper shall be equipped with a distribution system to place the mixture uniformly in front of the screed.
3. The paving machine shall be equipped with an automatic control system which will control the elevation of the screed and which is automatically actuated by a system of sensor-operated devices which sense and follow reference lines or surfaces on one or both sides of the machine as required.
4. Maintain screed at the proper elevation at each end by controlling the elevation of one end and automatically controlling the transverse slope or by controlling the elevation of each end independently as required.
5. The automatic control system shall be capable of working with one of the following devices: ski-type device at least 30 feet in length; short ski or short shoe; at least 5,000 feet of control line and stakes.
6. When the control line is to be used, it shall be maintained taut and to the grade and alignment established.
7. The screed or strike-off assembly shall effectively produce a finished surface of the required evenness and texture without tearing, shoving or gouging the mixture. The paver shall be capable of being operated at forward speeds consistent with satisfactory laying of the mixture.
E. Rollers:
1. Rollers shall be of the steel-wheel, vibratory, pneumatic tire type, or combination, capable of reversing without backlash. Steel-wheel rollers other than vibrating shall be capable of exerting a force of not less than 250 pounds per inch of width of the roller. Vibrating steel-wheel rollers shall have a minimum weight of 6 tons.
2. Pneumatic-tired rollers shall have smooth tread tires of equal size that will provide a uniform compaction pressure for the full width of the roller and shall be capable of exerting a ground pressure of at least 80 pounds per square inch.

3 .2 APPLICATION
A. General:
1. The construction requirements shall conform to the requirements of the requirements of the applicable state DOT for the mix produced. unless specified otherwise in these specifications or directed otherwise by the contracting officer.
2. Areas identified as requiring pre-leveling shall be repaired before mainline paving begins.
All pre-leveling shall be done with a bituminous paver as described in Section 3.1 E.
3. Grass Removal: Grass shall be removed from the edges of pavement by the contractor where necessary, to ensure that the edges can be completely covered by the new asphalt overlay. This work shall be performed by the contractor prior to the paving operation.
B. Conditioning of Existing Surface:
1. When the surface of the existing pavement or old base is irregular, it shall be brought to uniform grade and cross section as required.
2. Paint contact surfaces of curbing, gutters, manholes, and other structures with a thin, uniform coating of bituminous material before placing the bituminous mixture against them, taking care not to overspray. Areas of overspray shall be cleaned prior to acceptance of the work.
C. Preparation of Bituminous Material: Provide a continuous supply of the bituminous material to the mixer at a uniform temperature at all times; avoid local overheating.
D. Preparation of Aggregates:
1. Aggregates for pugmill mixtures shall be dried and heated to the required temperature.
Properly adjust flame to avoid damage to the aggregate and to avoid soot on the aggregate.
2. Untreated aggregates for dryer-drum mixtures will not require prior preparation other than gradation control, except that those containing gravitational water shall be stockpiled and allowed to drain prior to mixing.
3 .3 MIXING
A. Combine aggregates in the mixer in the amount of each fraction of aggregates required to meet the job-mix formula. The bituminous material shall be measured or gauged and introduced into the mixer in the amount specified by the job-mix formula.
B. The HMA shall be mixed in the temperature range specified on the temperature/viscosity chart designated as the mixing range.
3 .4 SPREADING AND FINISHING MIX
A. The mixture shall be placed while the temperature is at or near the upper end of the compaction range shown on the current temperature/viscosity curve.
B. The surface shall be properly prepared and tacked. The mixture shall be spread and struck off to the grade and elevation established. Use bituminous pavers to distribute the mixture either over the entire width or over such partial width as may be practicable.

C. The longitudinal joint in one layer shall offset that in the layer immediately below by approximately 6 inches.
D. Where paving operations are on the present traveled roadway, and where the thickness of pavement course being placed is greater than 2 inch, the Contractor shall arrange his paving operations so that there shall be no exposed longitudinal joint between adjacent travel lanes at the end of a day's run.
E. On areas where irregularities or unavoidable obstacles make the use of mechanical spreading and finishing equipment impracticable, the mixture shall be spread, raked, and luted by hand tools.
For such areas the mixture shall be dumped, spread, and screeded to give the required compacted thickness.
F. Transport and place bituminous mixture on the roadway in a manner that shall minimize segregation. Remove segregated areas behind the paver immediately and replace the segregated material with specification material before the initial rolling has taken place. The removal and replacement of nonspecification material or unacceptable work shall be accomplished at no additional expense to the Government.
G. All hot mix asphalt shall be placed into the receiving hopper of the material transfer equipment or the paver. If the haul vehicles do not completely dump all of the asphalt, the material may be dumped in front of the paving train and picked up and put in the appropriate hopper.
H. Place bituminous material as continuously as possible. Rollers shall not pass over the unprotected end of a freshly laid mixture unless authorized by the Contracting Officer or his designated representative. Form transverse joints by cutting back on the previous run to expose the full depth of the course. When directed, use a coat of bituminous material on contact surfaces of all joints just before additional mixture is placed against the previously rolled material.
3 .5 COMPACTING MIX
A. After the bituminous mixture has been spread and struck off, and surface irregularities have been adjusted, thoroughly and uniformly compact mixture by rolling.
B. Roll surface when the mixture is in the proper condition and when the rolling does not cause undue displacement, cracking or shoving.
C. The number, weight, and type of rollers furnished shall be sufficient to obtain the required compaction while the mixture is in a workable condition.
D. Begin rolling at the sides and proceed longitudinally parallel to the road centerline, each trip overlapping one-half the roller width, gradually progressing to the crown of the road. When paving in echelon or abutting a previously placed lane, roll the longitudinal joint first, then follow regular rolling procedure. On superelevated curves begin rolling at the low side and progress to the high side by overlapping of longitudinal trips parallel to the centerline.
E. Continue rolling until all roller marks are eliminated and the minimum density specified has been obtained. Breakdown compaction shall be completed while the temperature of the mix is in the compaction range as shown by the current temperature/viscosity chart
F. Any displacement occurring as a result of the reversing of the direction of a roller, or from other causes, shall be corrected at once by the use of rakes and addition of fresh mixture when required.
Care shall be exercised in rolling not to displace the line and grade of the edges of the bituminous mixture.

G. To prevent adhesion of the mixture to the rollers, keep wheels properly moistened with water or water mixed with very small quantities of detergent or other approved material. Excess liquid shall not be permitted.
H. Along forms, curbs, headers, walls, and other places not accessible to the rollers, thoroughly compact mixture with hand tampers or with mechanical tampers.
I. Remove mixture that becomes loose and broken, mixed with dirt, or is in any way defective, and replace with fresh hot mixture; compact to conform with the surrounding area.
3 .6 TEMPORARY PAVEMENT MARKING
A. Not required on this contract.
3 .7 ACCEPTANCE REQUIREMENTS
A. Surface Tolerance: The variation between any two contacts with the surface shall not exceed 3/16 inch in 10 feet. Correct all humps or depressions exceeding the specified tolerance by removing defective work and replacing it with new material at no additional expense to the Government.
B. Density: Compaction shall be monitored by establishing a rolling pattern (density growth curve) at the beginning of the project and each time conditions change. The contractor shall be required to compact the mat as directed by the rolling pattern to maximize compaction. If problems with the completed mat or questions about the compactive effort being applied arise, core samples will be taken and tested as per AASHTO T166. Acceptable density of the pavement samples shall be
92 percent of the maximum specific gravity as determined by AASHTO T209.
C. A uniform compacted thickness shall be obtained for each course equal to or greater than the thickness shown. Individual tests shall not vary by more than plus or minus 1/4 inch.
D. Mix Tolerances: The following tolerances for the job-mix formula shall be allowed per single test:

In the event that sample results are outside of the tolerances allowed above:
(1) A park service representative shall be notified immediately.
(2) Adjustments to correct the deficiency shall be made.
(3) If the contractor so desires, production may continue.
(4) As soon as the change has gone through, another sample shall be tested to verify that the adjustment to the plant corrected the deficiency.
(5) If deficiency is not corrected, production shall cease.
(6) A set-up sample showing acceptable results will be required prior to restart of production.

PART 4 MEASUREMENT
4 .1 BITUMINOUS CONCRETE PAVEMENT
A. Measurement for all bituminous concrete pavement will be the number of tons, to the nearest tenth of a ton, verified by weight tickets. Payment shall be as per the units and prices bid on the bid schedule form per unit of work completed. No deduction will be made for weight of asphalt cement incorporated in mixture.

A. The work of this section consists of seeding, fertilizing, and mulching the stabilized shoulders.
1 .2 SUBMITTALS
A. One-cubic-foot sample of mulch, if commercial mulch is used.
1 .3 PRODUCT HANDLING
A. Seed: Deliver in acceptable condition in original, unopened containers.
B. Fertilizer: Deliver in original, unopened containers with analysis, type, and trade name attached.
1 .4 PROJECT CONDITIONS
A. Seed during recommended planting period or as approved.
B. Do not seed during windy weather or when the ground is excessively wet, frozen, snow covered, extremely dry, cloddy, hard pan, or not friable.

PART 3 EXECUTION
3 .1 BED PREPARATION
A. Grade the seeding area to line and grade. Remove weeds, sticks, stones 2 inches (50 millimeters) in diameter and larger, and other debris detrimental to application, growth, or maintenance of the turf.
B. Apply agricultural limestone or lime at a rate of 3000-4000 pounds per acre to bring the soil pH to
5.5. Follow standard soil testing procedures to determine rate of limestone or lime.
C. Cultivate the seeding area to a minimum depth of 4 inches (100 millimeters) and prepare a firm, but friable seedbed before seeding.
3 .2 FERTILIZING. Apply Fertilizer by the following methods:
(A) Dry method. Incorporate the fertilizer into the upper portion of the seedbed before seeding;
or
(B) Hydraulic method. Add fertilizer to the slurry and mix before adding seed. Apply the seed and fertilizer in one application.
3 .3 SEEDING. Apply Seed by the following methods:
(A) Dry method. Apply the seed with approved power driven seeders, drills, or other mechanical equipment. Hand-operated seeding methods are satisfactory on areas inaccessible to mechanical equipment. The contractor may also opt to use hand operated seeding methods smaller areas and/or quantities of application such as shoulders with prior approval from the
COR; or
(B) Hydraulic method. Use hydraulic-type equipment capable of providing a uniform application using water as the carrying agent. Add a tracer material consisting of either wood or grass cellulose fiber mulch to the water. Apply the tracer material at a rate of 400 pounds per acre (450 kilograms per hectare) to provide visible evidence of uniform application. Add the seed to the water slurry no more than 30 minutes before application. Seed by hand areas inaccessible to seeding equipment.
3 .4 MULCHING. If wood chips are used, do not import without approval from the CO. Apply mulch within 48 hours after seeding by the following methods:
(A) Dry method. Spread mulch material, except wood and grass cellulose fibers, by a mulch spreader utilizing forced air to blow the mulch material onto the seeded area. Apply straw or wood cellulose fiber mulch uniformly at a rate of 5000 pounds per acre (½- to 1-inch mat). Anchor the mulch material with an approved tackifier or approved mechanical method. Do not mark or deface structures, pavements, utilities, or plant growth with tackifier; or
(B) Hydraulic method. Apply mulch in a separate application from the seed using hydraulic-type equipment according to Subsection 3.3(B). Apply wood cellulose fiber mulch uniformly at a rate
08/2020 02912-3 of 2000 pounds per acre (½- to 1-inch mat). Anchor by light disking, cultipacking, walking down with tractor or by use of jute netting.
(C) Mulch by hand areas inaccessible to mulching equipment. The contractor may also opt to mulch by hand on smaller areas and/or quantities of application such as shoulders with prior approval from the COR.
3 .5 WATERING
A. After mulching, water with a mist spray soaking ground to minimum depth of 2 inches. Water as necessary until grass is established.
3 .6 CLEAN-UP, PROTECTING AND CARING FOR SEEDED AREAS
Upon completion of work, remove debris and leave area in clean, acceptable condition. Protect and care for seeded areas including watering when needed. Repair or apply supplemental applications of seed, mulch, fertilizer, and water as many times as needed until turf is established or final acceptance.
3 .7 ACCEPTANCE
A. The project will not be accepted, until a satisfactory stand of grass is established.
