Project Location and Background: This Statement of Work is to take place at Facility 2110, Vehicle Maintenance at the Maryland Air National Guard (MDANG) of Martin State Airport, Maryland Air National Guard, 2701 Eastern Boulevard, Baltimore, MD 21220. For several years the weight of vehicles going in and out of the maintenance bays has caused the asphalt to sink where it meets the concrete at the maintenance bays. This repair will create a smooth transition for the vehicles entering into the bay and maintain the structural integrity of the pavement over time.
1.1.1.
Coordinate access to premises with Contracting Office Representative (COR) at (410) 918-6538 for execution of work. A submission of the installation test report shall be submitted to the Commander of the 175th Civil Engineering Squadron before final payment will be delivered.
1.5. Unless otherwise specified in other sections of this specification, the use of burning equipment or open flame welding and cutting shall be allowed only as authorized in writing by the local Fire Inspector (Facility 3150). Once approved by the Fire Inspector, a written AF Form 592 – USAF Welding, Cutting, and Brazing Permit will be issued. The permit will be issued by the fire department within one (1) hour of request, and must be renewed daily.
1.6. Digging permits are obtained from the Work Control Office (Facility 2100) at (410) 918-6300. The Contractor is responsible for contacting ‘Miss Utility’ to mark the gas and electrical lines. The Contractor is responsible for hiring a private underground utility locating company to mark the water, sanitary sewer, storm sewer, broadband cable, and communication lines.

For Contractors requiring less than 30 days access onto the installation may be issued a Defense Biometric Identification System (DBIDS) generated AF Form 75, Visitors Pass. The Defense Forces Commander (DFC) maintains the right to deny contractors access to the installation based on unfavorable information obtained through NCIC or DBIDS.
1.9.2. Contractors working on the installation need to complete an Antiterrorism Level I training. The training can be found at http://jko.jten.mil/courses/atl1/launch.html. 2.0. Specific Project Background:
2.1. Supply all equipment, material, and labor required to remove approximately 2,665 sf of existing pavement and replace with 6 inch thick reinforced concrete slab apron. This project is for the Maryland Air National Guard, Martin State Airport, and Baltimore, MD 21220.
2.2. Cost Proposal:
Provide a detailed cost proposal indicating costs and breakdown for: Saw-cut existing asphalt pavement to depth of 9 inches as defined on the site plan and removing pavement in proposed work area. Compaction of base to receive new concrete. Concrete type to be MDSHA Mix #6, reinforced with 6 x 6 – W1.4 x W1.4 (10X10) 21lb C.S.F. welded wire fabric as defined in Typical Slab Downturn detail on Site Plan. Expansion joints must be formed for every 15ft length of concrete apron and surface application of silcure (a clear water soluble, sprayable, and inorganic, sodium silicate based compound) by soft-bristled brush or broom to achieve curing.
New apron grades must match existing pavement to achieve positive drainage away from entrance areas.
2.3. Description of Work:
Saw-cutting existing asphalt pavement to depth of 9 inch as defined on the site plan and remove pavement in proposed work area. Compact base to receive new concrete. Provide a 3 inch compacted layer of #57 stones for sub-base. Contractor is required to submit no less than two test cylinders of concrete mix for laboratory testing. Acceptable compressive strength for concrete is 4500 psi at 28 days in accordance with ASTM C78 and ASTM C 192. This testing will be conducted by an independent accredited agency. The concrete pad is to be brushed/broom finished. The contractor shall develop and institute approved measures to prevent plastic shrinkage cracks from developing by adherence to proper curing process. Reinforcement will be as shown to include 6 x 6 – W1.4 x W1.4 (10X10) 21lb C.S.F. with 2 inches cover. See Typical Slab Downturn detail on Site Plan. Expansion joints must be formed for every 15ft length of concrete apron and surface application of silicure (a clear water soluble, sprayable, and inorganic, sodium silicate based compound) by soft-bristled brush or broom finish to achieve curing. Expansion joints to be rubberized asphalt fuel resistant, hot applied, except at location where perimeter wall is adjacent to pour use asphalt impregnated fiberboard. The isolation joint at the perimeter walls must go all the way through the slab starting at the subbase. The top part of the preformed filler will be cut off and the space filled with elastomeric sealant.
New apron grades must match existing pavement to achieve positive drainage away from entrance areas. All disturbed areas must be graded to provide positive drainage to the catch basins.
Contractor will maintain the integrity of all existing bollards within the excavated areas and provide thirteen (13) new bollard sleeves (safety yellow) 8.75inch dia. installed after the concrete apron completion. Sleeves covers (4’-6” approx. height) to be Impact-resistant HDPE firmly installed. All touch-up, repair or replacement of damaged products to be achieved before substantial completion.
2.4. Construction Performance Period: The performance period will be 45 days after notice to proceed.
Meetings: A Preconstruction Meeting will be required post award and prior to construction.
Sundry Elements: Any material, devices or services not specifically mentioned or indicated in this specification that are reasonably required for a complete, finished and first class operating installation, shall be provided by the Contractor at no additional cost to the owner. The work shall be installed in accordance with this specification and best industry practices.
