This item has technical data some or all of which is subject to export-control of either the International Traffic in Arms regulations (ITAR) or the Export Administration Regulations (EAR), and cannot be exported without prior authorization from either the Department of State or the Department of Commerce. Export includes disclosure of technical data to foreign persons and nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees and U.S. companies and their foreign subsidiaries. DFARS 252.225-7048 is applicable to this data.
The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data. Instructions for obtaining access to the export-controlled data can be found at:

To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. DLA will not delay award in order for an offeror or its supplier to apply for and receive approval by the DLA controlling authority to access the export-controlled data.
RQ001: TAILORED HIGHER LEVEL CONTRACT QUALITY REQUIREMENTS (MANUFACTURERS AND NON-MANUFACTURERS)

RQ016: COMPONENT QUALIFIED PRODUCTS LISTS (QPL)/QUALIFIED MANUFACTURERS LISTS (QML). THIS ITEM CONTAINS ONE OR MORE COMPONENTS DEFINED BY A SPECIFICATION(S) WITH AN ASSOCIATED QUALIFIED PRODUCTS LIST (QPL) OR QUALIFIED MANUFACTURERS LIST (QML). QUALIFICATION REQUIREMENTS IN PROCUREMENT NOTE H02 "COMPONENT QUALIFIED PRODUCTS LIST (QPL)/QUALIFIED MANUFACTURERS LIST (QML)" APPLY.
A. Data required by this document will be included in the price of the procured item(s).
B. The supplier shall prepare and furnish one (1) copy of the Certificate of Quality Compliance (COQC) for all delivered supplies. If the supplies delivered under this contract are from more than one manufacturing lot, a separate one (1) copy of the COQC shall be prepared and furnished for each manufacturing lot represented by, manufactured or produced under a product specification, original equipment manufacturer (OEM)/manufacturer's part number, commercial, industry or military standard, or drawings, or other technical data. Each Certificate shall be prepared in accordance with the Supplemental Quality Assurance Provision (SQAP).
C. For contracts assigned for Government inspection at source, the supplier shall have the completed Certificate available for review by the Government representative when the material is presented for acceptance by the Government. The Government representative can sign off on the WAWF receiving report so long as the Contractor complied with the COQC and the documentation is uploaded as an attachment to the Production CLIN in iRAPT.
D. An electronic copy of each COQC, for Government records retention, shall be entered into the Invoicing, Receipt, Acceptance and Property Transfer (iRAPT) system by the supplier via the Attachment tab of the Receiving Report (RR). Instructions for entering Attachments can be found in the iRAPT - Web Based Training Main Menu under "Attachments which can be viewed at https://wawfraid.nit.disa.mil/wawfwbt/xhtml/unauth/web/wbt/wawfra/Attachments.xhtml. If the supplier offering the material to the Government is not the manufacturer of the material, the supplier is responsible for obtaining a certified test report from the manufacturer, including it as part of this COQC, and for demonstrating that the specific material being offered under this Certificate is covered by the certified test report. The data submittal listed above is in addition to the other iRAPT requirements included in this contract. Whenever access to the iRAPT system is limited or not available, the supplier shall notify the PCO and request permission to submit documents manually until the iRAPT system is again available for use. Unless otherwise specified by the contract, the supplier shall be responsible for retaining the Certificate for a period of 4 years. When requested by the Contracting Officer, the supplier shall make the Certificate available for review by the Government at any time during the period the Certificate is required to be retained.
E. No Certificate of Conformance (COC) or alternate release is authorized.

THIS NSN CONTAINS ONE OR MORE COMPONENTS WHICH MUST MEET QPL/QML REQUIREMENTS. BY SUBMITTING AN OFFER, THE OFFEROR AGREES TO PROVIDE QPL/QML COMPONENTS ONLY FROM SOURCES QUALIFIED ON THE APPLICABLE QPL(S)/QML(S).
CLASS I OZONE DEPLETING CHEMICALS ARE NOT TO BE
USED NOR INCORPORATED IN ANY ITEMS TO BE
DELIVERED UNDER THIS CONTRACT.THIS PROHIBITION
SUPERSEDES ALL SPECIFICATION REQUIREMENTS BUT
DOES NOT ALLEVIATE ANY PRODUCT REQUIREMENTS.

A CLASSIFIED DOCUMENT IS INCLUDED IN THE
TECHNICAL DATA PACKAGE THAT SUPPORTS THIS
MATERIAL. CONTRACT AWARD FOR THIS ITEM IS
LIMITED TO THOSE CONTRACTORS THAT HAVE A
VALID AND CURRENT SECURITY CLASSIFICATION
LEVEL OF "SECRET" PRIOR TO AWARD. UPON AWARD
OF THE CONTRACT, THE CONTRACTING OFFICER WILL
ARRANGE FOR THE SECURE DISTRIBUTION OF THIS
CLASSIFIED DOCUMENT THROUGH THE DATA DISTRIBU-
TION OFFICE, DSCC-VPTC, COLUMBUS, OHIO.
Serial numbers: In order for the contractor to fulfill this requirement, it will be necessary for the contractor to have or initiate serial number controls for each designated item and follow the government approved instructions. The serial number requirement applies to the end item(s) to be delivered under this contract and to any components of the end items(s) required to be serialized as required by this contract, whether produced by the Contractor or a subcontractor. If subcomponents are Government Furnished Parts (GFP), no reporting is required. Unless other specified, serial numbers for assets shall be assigned by the manufacturer performing the production operations and shall be assigned at the earliest preproduction opportunity in order to maintain traceability.
Sequence: In the event the contractor does not have a serial number development and assignment system for production, the contractor shall submit a request for serial number assigned by the government engineering support activity.
Duplication: In no event shall the contractor assign the serial numbers approved by the government for this contract to any other application WITH THE SAME BASE PART NUMBER, such as commercial sales of a different government contract; nor shall the contractor re-use a serial number assigned to a complete list of serial numbers delivered under this contract. Serial numbers not delivered under the contract must also be reported. EXAMPLE: Serial number XXXX assigned to an item was scrapped, or serial number XXXX did not meet contract requirements and was mutilated.
Physical: During manufacture, if subsequent processes remove the serial number, provisions shall be made to relocate the serial number on another surface or tag before the original number is omitted.
Documentation: The supplier and sub-contractors shall be responsible for maintaining traceability of all serial number(s) throughout manufacturing operations. The serial number shall be identified on all documentation i.e.; Process Certifications, NDT Certifications, Laboratory Certifications, Production Records, and Shipping Documents. Records shall be maintained for a period of seven (7) years postproduction.
Technical Data Package calls out ATDP 2352 which referenced classified document DTA184044 EXCEPTION TO ATPD2352: Paragraph 2.2.2, Copies of classified drawing DTA184044 Shall be obtained through DLA via DSCC-VT-Class@DLA.mil.
Contractor requesting for waiver shall provide the following: 1) DLAD clause, 52.209-9019 request for waiver of First article testing requirements. Verify compliance with a1, a2, a3, a4, a5 of the clause. 2) *Provide a copy of the last ballistic test results only, and how many units were produced after the ballistic test. * Documentation provided must be handled in accordance with Security classification guide for combat support and combat Service support armoring systems. Send ONLY the accepted/ rejection letter. MATERIAL CERTIFICATION PER SQAP016264650, PARA 2.1.A. IS REQUIRED IN THE FORM OF CERTIFICATE OF QUALITY CONFORMANCE (COQC) REGARDLESS OF IF THE FAT IS WAIVED OR NOT.
FIT TEST, 2 EXHIBITS. The test, inspection and report must be witness/ reviewed by a government representative prior to submission to DLA PCO.
PRODUCTION CONTROL TESTING (PCT) – CONTRACTOR
the government has 60 days after receipt of the report to approve or disapprove the report/results.
Upon completion of all PCT requirements, the contractor has 30 days to submit PCT results to the government.
)Insert the following on each copy of the report: "DISTRIBUTION STATEMENT C. Distribution authorized to U.S. Government agencies and their contractors, critical technology.
Production Control Test applies to each contract whether CFAT is waived. It shall be carried out by the contractor under government surveillance, except for ballistics tests, which shall be conducted in a government facility.
PRODUCT INSPECTION WILL BE CONDUCTED BY THE DCMA QAR AT THE ACTUAL MANUFACTURER'S FACILITY THE IDENTIFICATION OF THE ACTUAL MANUFACTURER MUST BE SUBMITTED TO THE CONTRACTING OFFICER FOR INCLUSION IN THE AWARD. UPON AWARD, ANY CHANGES TO THE ABOVE MUST BE APPROVED BY THE PCO VIA FORMAL CONTRACT MODIFICAITON. This item requires serialization in accordance with MIL-STD-130, MIL-STD-129 and ATPD-2352, para 3.2.8. on the left and right windshields, DWG 12615030-1 and 12615030-2.

Exception: Drawing 10910174 is a tabulated drawing describing different sizes of hardened steel washers. Cage 19207 is the appropriate cage code for this drawing.

The “FOR NEW DESIGN WORK AND PROCUREMENT USE SUPERCEDING PN: "12615030” on the 12512221 Drawing that identifies P/N 12512221-1 and P/N 12512221-2 have changed.
