About this file

This is a Request for Quotation (RFQ) issued by the Washington Department of Fish and Wildlife (WDFW) for an acoustic telemetry system to track juvenile hatchery Chinook salmon. The RFQ seeks three high-residency acoustic receivers equipped with batteries, two tester tags, seventeen acoustic tags with predation event detection, and sixty dummy tags. The system must be compatible with VEMCO receivers and meet technical requirements for juvenile Chinook salmon detection. Quotations are due by May 12th, 2025, at 12 PM PST, with a required delivery date of May 21st, 2025, to the Tumwater Falls Hatchery. The purpose is to collect survival data on juvenile salmon in the presence of a marine mammal deterrent system, tracking their migration and movement patterns through early saltwater environments.

The procurement is structured as a competitive bid with preference given to small businesses or veteran-owned businesses. The total contract value is estimated to be under $150,000. Vendors must provide literature and specifications with their bid, and all packaging must avoid dyes or colors in support of Washington State's PCB reduction initiatives. Payment will be processed upon satisfactory delivery and acceptance of goods, with a 60-day quote validity period. The contract allows for potential future purchase orders under the same terms within one year of award. Vendors must be registered in the Statewide Vendor Payment System and comply with additional terms and conditions outlined in the RFQ document.

SPECIFICATIONS:

WDFW IS REQUIRING THREE (3) HIGH RESIDENCY ACOUSTIC RECEIVERS EQUIPPED WITH

BATTERIES, TWO (2) TESTER TAGS, SEVENTEEN (17) ACOUSTIC TAGS WITH PREDATION

EVENT DETECTION, AND SIXTY (60) DUMMY TAGS. THE SYSTEM MUST BE COMPATIBLE WITH

VEMCO RECEIVERS AND MEET ALL TECHNICAL REQUIREMENTS FOR JUVENILE CHINOOK

SALMON DETECTION. PRODUCTS MUST AVOID PACKAGING WITH DYES OR COLORS, IN

SUPPORT OF WASHINGTON STATE’S PCB REDUCTION INITIATIVES.

PURPOSE:

COLLECT SURVIVAL DATA ON JUVENILE HATCHERY CHINOOK SALMON IN THE PRESENCE

OF A MARINE MAMMAL DETERRENT SYSTEM. THIS INFORMATION WILL SUPPORT FISH

MANAGEMENT EFFORTS AND EVALUATE THE EFFECTIVENESS OF THE DETERRENT SYSTEM

DURING EARLY SALTWATER ENTRY MIGRATION STAGES.

FUNCTION:

THE SYSTEM WILL DETECT TAGGED JUVENILE HATCHERY CHINOOK SALMON AS THEY

MIGRATE FROM TUMWATER FALLS HATCHERY THROUGH EARLY SALTWATER

ENVIRONMENTS. ACOUSTIC TAGS WILL TRANSMIT UNIQUE CODES TO RECEIVERS PLACED

AT SPECIFIC MONITORING LOCATIONS, ENABLING ACCURATE TRACKING OF SURVIVAL AND

MOVEMENT PATTERNS.

Note: Polychlorinated biphenyls, commonly known as PCBs, have adverse effects on human health and the environment. Accordingly, the State of Washington through its procurement of goods is trying to minimize the purchase of products with PCBS and to incentive its vendors to sell products and products in packaging without them.
