Description of Service The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation and other items and services necessary to perform Sports Official services for the 61st Force Support Squadron (FSS), Los Angeles Air Force Base (LAAFB), El Segundo, California. LAAFB includes Fort MacArthur which is located 23 miles south of El Segundo in the city of San Pedro, California.

Basic Services The Contractor shall provide Sports Officiating and Scorekeeping services at Los Angeles Air Force Base for all adult intramural, varsity, special events, contest and co-ed sport activities, and pre-season games that will occur approximately two (2) weeks prior to the start of the regular season as defined in this PWS. Games may be scheduled at LAAFB, the El Segundo Sports Complex in the city of El Segundo, located approximately 3 miles south of LAAFB or within a 10 mile radius of El Segundo or San Pedro, California.

Area of Responsibility Sports to be officiated are flag football, soccer, basketball, and volleyball. The Contractor shall provide the required number of Officials, Timekeepers, and Scorekeepers at each scheduled contest. Unit price shall be based on a full crew per game, which is defined in paragraphs 1.2.1. through 1.2.5. No more than three (3) violations per month

Attire and Start Time The Contractor shall ensure that Officials wear appropriate professional officiating attire and report to contest sites no later than 15 minutes before game time and be ready to start each game on time. The contractor shall perform with Zero (0) official attire violations, and no more than 3 violations in start time per month..

Conduct The Contractor shall ensure that Officials do not participate as players, coaches, or team managers within the leagues in which they are officiating.

Cancellations Cancellations of scheduled contests will be handled as follows:

1.5.1. If the fitness center cancels a contest, the Contracting Officer Representative (COR) or fitness center manager/director will speak to the Contractor not later than 4 hours prior to the start time of the game. The fitness center is not obligated to pay for cancelled games, except as provided in 1.5.5. below.

1.5.2. Officials will have the authority to forfeit any game due to gross misconduct and/or no show/tardiness of teams scheduled to be present at each game.

1.5.3. If an official must cancel a game due to misconduct or forfeiture, the exact cause of cancellation must be recorded in the score book/sheet provided by the Government. A copy shall be submitted to the COR.

1.5.4. Officials will also have the authority to cancel or postspone any game due to inclement weather, suitability of the playing field, or emergencies such as military recalls/alerts.

1.5.5. The first set of Officials will be paid for one contest if cancellation or postsponement occurs after their arrival at the contest site. When field or area weather conditions warrant, the first set of officials shall cancel all scheduled games for that sport, on that night, and notify all other Officials, Timekeepers, Scorekeepers, and fitness center staff. Contractor shall not be paid for all other games postponed, rescheduled or cancelled if the Government has notified the Contractor or designated point of contact at least 4 hours in advance.

1.5.6. The LAAFB Fitness Center reserves the right to revise by-laws and/or schedules at any time. The fitness center will notify the Contractor or deisignated point of contact no later than 48 hours prior to the first rescheduled game.

Certification and Annual Training All Officials (including Timekeepers, Scorekeepers) and must understand all commercial, association, and local rules and bylaws in the sport they are officiating. The Contractor shall be required to forward the applicable certification of all new officials to the Contracting Officer (CO) or designated representative for review ten (10) days after contract award date. The Contractor shall provide the Fitness Center with an updated list of certified Officials as they are hired or terminated. Officials must be certified for the sport they officiate by one of the following organizations: (1) International Association of Approved Basketball Officials, (2) National Collegiate Athletic Association, (3) National Federation of State High School Association, (4) United States of America Volleyball Association, (5) National Intramural Recreation and Sports Association, (6) United States Soccer Federation (FIFA). Any other association not nationally recognized may be used, if first approved in writing by the Los Angeles AFB Athletic Department. The official association rules for each sport shall be enforced. Officials participating in youth sports must complete annual field training for each sport they officiate in.

Safety Officials shall comply with all Air Force safety requirements when officiating on Los Angeles Air Force Base (LAAFB). Officials shall be required to rule on any point or any situation not specifically covered within the LAAFB By-Laws and National Association Rules. By-Laws and rules are available upon request prior to contract award however, these rules are subject to change. Safety requirements will be outlined within the By-Laws for each sport. The Fitness Center Director or designated representative shall be notified in writing of all persons representing the Contractor as Head Official(s) 2 weeks before start of the any season and immediately as changes occur.

Record Keeping Head Official(s) shall be required to review scorebooks/score sheets to ensure all the following required information is documented: (1) date, (2) time, (3) teams playing, (4) officials, (5) Timekeeper name/signature, and (6) Scorekeeper name/signature, which will be deemed as approval of the scores at the each game.

Lighting The Contractor shall ensure that the Head Official(s) turn on field lights at dusk and turned off following last scheduled game of the evening.

Key and Equipment Scorekeeper shall be required to pick up the necessary keys and equipment and return them to the Fitness Center after the last game of the evening. The COR or Fitness Center staff members and Scorekeepers shall conduct a joint inventory upon return of keys and equipment.

Reporting Officials shall report all injuries, protests, and ejections to the COR or Fitness Center Sports Director or designated representative. Specific procedures for Officials to take will be outlined within the LAAFB by-laws for each sport. Officials must report any player or coach being ejected for unsportsmanlike conduct or inappropriate behavior, including verbal or physical abuse towards players, officials, and spectators. All reports shall contain a detailed description of the situation to include the name, rank, and unit of the offender which shall be entered into the official score book/sheet. In addition the Contractor shall ensure that Officials address the topics of who, what, where, when, and why for each report. In the case of a protest or ejection, the Head Official shall provide a written statement to the COR and the LAAFB Fitness Center Sports/Intramural Director or Designee by 12:00 noon the following day.

Los Angeles Air Force Base Sports Plan and Rule Books Officials shall enforce the Los Angeles Air Force Base Sports Plan (reference Appendix C) and Fitness Center By-Laws. Additionally, officials shall enforce the playing rules in the official rulebooks. These rulebooks will govern play when items are not covered in the LAAFB Base Sports Plan and LAAFB By-Laws.

Service Delivery Summary
General

The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. Unless indicated elsewhere, these performance objectives will be measured monthly. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

Performance Evaluation Performance of a service shall be evaluated to determine whether or not it meets the performance requirements of this contract. Re-performance of unacceptable services at no additional cost is the preferred course of action when appropriate. In the case of CARs issued as the result of other methods of surveillance, the Contracting Officer shall take appropriate measures according to the “Inspection of Services” clause.

Payment Reduction Formula:

Failure by any of the scheduled officials to be at the game site 15 minutes prior to the scheduled starting time will result in a reduction from the Contractor’s monthly payment in accordance with the formula below (see item (1)). This is in accordance with the amounts listed on each of the respective categories of officials as well as any or all of the following actions. The Contractor shall have no more than three (3) violations per month:

(1) For each official reporting late, (determined by Quality Assurance Personnel) the Contractor’s allowable payment for that game will be reduced by the following amounts:

(a) Flag Football: Payment for game shall be reduced 20% for each official who does not arrive at the scheduled report time

(b) Basketball: Payment for game shall be reduced 25% for each Intramural official or 16% for each Varsity official who does not make the scheduled report time.

(c) Volleyball: Payment for game shall be reduced 33% for each official who does not make the scheduled report time.

(e) Soccer: Payment for game shall be reduced 50% for each official who does not make the scheduled report time.

(2) Fitness Center staff, who are on duty, will not be used to back-fill a late or absent Sports Official.

Government Furnished Property and Services The Government will provide, without cost to the Contractor, the facilities, equipment, materials, and services listed below and in Appendix B. Fitness Center staff will be present at each game to provide all required equipment.

Facilities No smoking is allowed in Government facilities. For games held at any facility, the Contractor shall return the facility in the same condition (or better) as received. The Contractor or its employees are prohibited from making alterations to any facility. The Government will provide adequate lighting resources for all indoor/outdoor games conducted at LAAFB. When storing equipment storage areas shall be kept in an orderly and professional manner to facilitate use and minimize loss or damage of equipment. The Government will furnish or make available facilities described in Appendix C.

Hazardous Material The Contractor shall comply with base Hazardous Material (HAZMAT) regulations for all issues of hazardous material, and ensure storage procedures meet all federal, state, and local requirements.

Utilities The Government shall furnish utility services such as water and electric for Contractor use in the performance of this PWS. The Contractor shall ensure employees conserve utilities.

Communication Telephone The Contractor shall be allowed the use of the telephone for contacting Government Officials (e.g. Contracting Officer, Civil Engineer, Fire Department, Security Forces) facilitating this contract, responding to customer complaints and any other directly contract related communications.

Communication Security (COMSEC) . The Contractor shall comply with LAAFB COMSEC procedures and rules. Refuse Collection Waste generated by the Contractor in performance of the services specified with this PWS shall be deposited in Government dumpsters, excluding hazardous materials in which proper disposal instructions shall be complied with. The Contractor shall comply with base recycling regulations.

Hazardous Materials Prior to use on Los Angeles AFB, the Contractor shall provide the Base Hazardous Material Pharmacy, through the Contracting Officer, a list of all hazardous materials the Contractor intends to bring onto Government property and shall provide a Material Safety Data Sheet (MSDS) for each Hazardous Chemical listed in OSHA Hazard Communication Standard 29 CFR 1910.1200 in accordance with LAAFB Hazardous Material Management.

Emergency Medical Service Emergency medical treatment and emergency patient transportation service is only available through the local community.

Security Forces The Government will provide general security service. Security Forces phone extensions are 911 for emergencies, and 653-5787 for routine calls.

General Information
Contractor Personnel
Contract Manager

The Contractor shall appoint a Program Manger (PM) to provide quality control, and who shall represent the Contractor and be responsible for the performance of the work throughout the term of the contract. The name of this person, and an alternate(s) who shall act for the Contractor when the manager is absent, shall be designated in writing to the CO and the Quality Assurance Personnel (QAP). The Program Manager (PM) shall be able to speak, read, write, and understand English. The PM shall be able to effectively communicate with Contractor employees.

Contractor Employees The Government reserves the right to restrict the employment, under this contract, of any Contractor employee, or prospective Contractor employee who is identified as a potential threat to health, safety, security, general well being, or the operational mission of the installation and its population. Employees shall not be allowed to work a game if it is apparent he/she has been consuming alcoholic beverages or controlled substances. At no time shall an employee consume alcoholic beverages or use tobacco products in or around, the playing area. Employees shall not engage in arguments or behave in an unprofessional manner during, prior, or after scheduled games. All employees for adult games sponsored or supported by the Fitness Center shall be eighteen (18) years of age.

Pass and Identification Requirements

4.1.2.1.1. The Contractor shall be responsible for safeguarding all Government facilities and sports equipment (e.g., outside storage areas, scoreboard control panels, sports equipment, etc). Contractor is also responsible for participants and onlookers that attend the event. At the end of each work period, all portable Government equipment and materials that were provided will be returned to the Fitness Center for security.

4.1.2.1.2. Retrieve all identification media, line badges, etc. from employees who depart for any reason before the contract expires; i.e. termination of cause, retirement, etc. All retrieved identification media shall be turned in through the QAP to the Base Pass and Identification Unit of the Security Forces.

4.1.2.1.3. The contract manager or alternate shall complete a request for an Identification Credential (ID Card) for each employee requiring access to Los Angeles Air Force Base IAW AFI 10-245 245 to include any supplements and local base requirements.

Vehicle Registration Contractor employees are required to register privately owned vehicles on LAAFB for parking. The Contractor employee shall provide a valid driver's license, current vehicle registration, and a valid vehicle insurance certificate to obtain vehicle passes. Contractor employees must remove and surrender all Air Force vehicle registration and identification forms upon employment termination, disqualification for USAF private motor vehicles registration, or disposal of vehicles. The documents shall be returned to the Pass and ID office, Building 272.

Physical Security The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

Employment of Government Employees The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, or the appearance of a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives proper approval. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. Their absence at any time shall not constitute an excuse for nonperformance under this contract. The Contractor is prohibited from employing off-duty QAP who are managing any contracts or subcontracts awarded to the Contractor.

The Contractor shall perform the services required under this contract during scheduled hours. Officials may be required to work on weekends and holidays as scheduled, one week in advance or due to make-up contests. Cancelled or postponed contests may also be added to the schedule, extending the initial schedule.

Federal Holidays As previously mentioned in 4.2.1., the Contractor may be required to perform services on Federal Holidays. Federal Holidays may be observed on Friday or Monday as directed.

Quality Control (QC) The Contractor shall be required to submit a QCP before contract start date. The Contractor’s quality control plan shall contain, as a minimum, the following items:

a. A description of the inspection system to cover all services. Description shall include specifics as to the areas to be inspected on a scheduled and unscheduled basis, frequency of inspections, and the title and organizational placement of the inspector(s).

b. A description of the methods to be used for identifying and preventing defects in the quality of service performed.

c. A description of how the records will be kept. Records must document all inspections and corrective or preventive actions taken.

Performance Evaluation Meetings The Contracting Officer may require the contract manager to meet at least weekly with the Contracting Officer Representative (COR) and the Contracting Officer during the first month of the contract. Meetings will be as often as necessary thereafter as determined by the Contracting Officer. However, if the Contractor requests, a meeting will be held whenever a Contract Discrepancy Report is issued. The Contractor’s manager, Contracting Officer and COR, shall sign the Contract Administrator’s written minutes of these meetings. Should the Contractor not concur with the Contractor Administrator's minutes, the Contractor shall so state any areas of non-concurrence in writing to the Contracting Officer within ten (10) calendar days of receipt of the signed minutes.

Government Quality Assurance According to the Inspection of Services clause (52.246-4 Inspection of Services—Fixed-Price), the Government will evaluate the Contractor's performance under this contract. Government personnel will record all surveillance observations. When an observation indicates defective performance, the COR will require the contract manager or representative at the site to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that he or she has been made aware of the defective performance. Government surveillance of tasks not listed in the PWS or by methods other than those listed in the PWS (such as provided for by the Inspection of Services clause) may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions. Any action taken by the Contracting Officer as a result of surveillance will be according to the terms of this contract.

Quality Assurance The Government will periodically evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP). The Government may inspect each task as completed and increase the number of quality assurance inspections if deemed appropriate because of repeated failures discovered during surveillance inspections or because of repeated customer complaints. Likewise, the Government may decrease the number of quality assurance inspections if performance dictates. The Government shall also receive and investigate complaints from customers. The Contractor shall be responsible for initially validating customer complaints; however, the Government representative shall make the final determination of the validity of customer compliant (s) in the cases of a disagreement between the Contractor and the customer.

Contracting Officer Representative (COR) COR are representatives of the Contracting Officer and will participate in the administration of this contract. Subsequent to contract award, the Contractor will be provided with a letter identifying COR and setting forth their duties and authorities.

Discrepancy Notification COR will inform the Contractor PM (or authorized representative) when discrepancies occur and will request corrective action. COR will make a notation of the discrepancy on their surveillance checklist with the date and time the discrepancy was noted and will request the Contractor PM (or authorized representative) to initial the entry on the checklist.

Scope Changes Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer and not COR.

Administrative Records All records, documents, and associated papers provided by the Government and generated during the period of this contract become Government property and will remain in place upon contract termination or completion. During the period of the contract, records, documents, and associated papers shall be available for review.

Safety The applicable Occupational Safety and Health Act (OSHA) standards will be mandatory for this contract. The Contractor shall comply with all Federal, State and Local laws concerning safety. The Contractor shall manage all work areas to ensure the safety of base personnel, or visitors in or near the areas. Contractor must ensure that personnel are properly trained on the equipment they are tasked to operate.

Phase Out If the contracted operation reverts to in-house operations, the Contractor shall cooperate with the 61 FSS/FSV personnel to ensure an orderly change over. In the event a follow-on contract is awarded to other than the incumbent, the incumbent Contractor shall cooperate to the extent required to permit an orderly transition to the successful Contractor. Recruitment notices may be placed in each facility to allow successor Contractor's access to incumbent employees.

Appendix A - Historical/Estimated Workload Data The fitness center will provide the Contractor with a schedule of contests, location, dates and times of contests not later than two weeks prior to the first scheduled game of the particular sport. Schedules are subject to change due to inclement weather, acts of nature and military requirements.

Intramural Contest Time Limits (1 Hour Max):

· Volleyball matches will consist of three games. Estimated match play is 50- minutes for all three games.

Basketball games will have two, 20-minute halves (i.e. 40-minutes), using a running clock during every whistle, and with a 5-minute halftime. The clock will stop on every whistle in the second half in the last two minutes if the lead is under 10.

Flag football games will have two, 20-minute halves (i.e. 40 minutes). The clock will stop on every whistle in the second half in the last two minutes if the lead is under 17.

· Soccer games will have two, 20-minute halves (i.e. 40 minutes), using a running clock.

Sports Day Time Limits (1 Hour Max):

· *Basketball games will be 10 minutes in duration.

· Flag football games will have two, 15-minutes halves using a running clock. (i.e. 30-minutes)

· Soccer matches will be 30 minutes in duration with no half time.

Varsity Sports Time Limits (1 Hour Max):

· *Basketball games will have two, 20-minute halves (i.e. 40-minutes) with a stopped clock (which may increase the time duration of each game) for every whistle, and with a 10-minute halftime.

Note: *Match may exceed 1-hour for a duration of 2-hours.

Appendix C - Applicable Publications and Forms Publications (to include their supplements at any organizational level) and forms that apply to this PWS are listed below. The publications and forms have been coded as mandatory or advisory. The Contractor is obligated to follow those publications and use those forms coded as mandatory to the extent specified in other sections of this PWS. The Contractor shall be guided by those publications or use those forms coded advisory to the extent necessary to accomplish requirements in this PWS. All publications and forms listed shall be made available by the Government at the start of the contract. Supplements or amendments to listed publications from any organizational level may be issued during the life of the contract. The Contractor shall immediately implement those changes that result in a decrease or no changes in the contract price and notify the Contracting Officer in writing of such changes. Before implementing any change that will result in an increase in contract price, the Contractor shall submit to the Contracting Officer a price proposal within 30 calendar days following receipt of the change by the Contractor. The Contracting Officer and the Contractor shall negotiate the change into the contract under the provisions of the contract clause entitled “Changes”. Failure of the Contractor to submit a price proposal within 30 calendar days following receipt of the change entitles the Government to performance according to such change at no increase in contract price (unless the time requirement is waived by the Contracting Officer according to Paragraph C of the changes clause).
