Performance Work Statement

Loader and Motor Grader Lease FY20

776th EABS/CE

13 November 2019

1. SUMMARY

a. 776 Expeditionary Air Base Squadron/Civil Engineering requires rental of both a

Loader and Motor Grader to assist with Chabelley Airfield projects, repairs, and maintenance.

b. The United States Air Force, 435 Air Expeditionary Wing, requires the following equipment to perform the work as described in this Scope of Work.

c. Equipment of equivalent capacity and capability, by other manufacturer’s, may be approved for use at the Government’s sole discretion.

d. The loader and grader must be delivered to and picked up at the following location:

Chabelley Airfield

e. The Loader and Motor Grader must be delivered, and picked up, between the specific hours of 0800 – 1500 East Africa Time. Monday thru Friday. However these days will need to be confirmed with the Contracting Officer (CO) or the Contracting Officer’s

Representative (COR).

f. The contractor shall be paid for one (1) delivery and one (1) pickup cost for the

Loader and Grader. The contractor will supply all required materials and tools to deliver and pick up the equipment. In addition, the contractor shall maintain the Loader and

Grader during the rental period, and include associated maintenance costs in the proposed contract unit price.

g. Equipment maintenance shall be provided by the contractor including all normal periodic maintenance typically performed during normal operation. This includes, but is not limited to: the replacement of filters, oils, coolant, hydraulic fluids, etc. All necessary equipment maintenance shall have been completed prior to delivery, such that the Loader and Grader is ready for use when delivered to the Government. Contractor must provide at least 24-hours’ notice to the user before any scheduled maintenance is to be performed.

If a maintenance issue prevents the equipment from being utilized, contractor will assess the equipment within 3 days of being notified of the issue. If a piece of equipment cannot be utilized for 7 days or more, the contractor will provide a replacement piece of equipment with, at a minimum, the same specifications. The equipment shall be fully fueled at the beginning of the rental period. Thereafter, the Government will be responsible for refueling, and the Government will return the equipment fully fueled.

h. If it is determined that physical damage to the equipment is caused by Government, the Government will be responsible for the cost of repairs, however, the supplier will still be required to facilitate and/or perform all repairs of the equipment. The repair cost estimate will be submitted to the Government for review and approval prior to the commencement of any repairs

i. If the equipment fails and is unusable, and determined not to be caused by abuse, the contractor will have the contract amount reduced on a pro-rated basis for the number of days of use lost by the Government, rounded up to the nearest whole day, unless either a substitute piece of equipment, acceptable to the Government, is delivered to the site and available for the Government’s use or the failed equipment is repaired and brought back to full operating condition within twenty-four (24) hours of the prior equipment breakdown. The contractor shall respond to service calls within 4 hours of notification.

Emergency contact numbers shall be posted in the cab of the crane

j. The period of performance shall be six (6) months with two (2) - 3 month Option

Periods after award of contract.

k. The CO or the COR will notify the contractor of the required delivery date for the

Loader and Grader. The Loader and Grader Shall be delivered onsite within 72 hours from request by the CO unless a future later delivery date is specifically requested by the

CO.

l. The CO or the COR will notify the contractor when the rough estimated rental period is from 10 December 2019 through 9 June 2020. The CO or the COR will notify the contractor when the loader and grader is ready to be picked up and taken off rent.

The contractor shall be paid for only the number of days/weeks/months from the day the loader & grader is delivered to the project site until the loader & grader is called off rent by the CO or the COR.

m. Late delivery of the loader and grader (or delivery of equipment not meeting the specifications), or loss of use for equipment that has not been properly maintained and/or delivered ready for operation (including required safety equipment, heater, etc.), shall cause the contract amount to be reduced on a pro-rated basis for the number of days lost until the equipment is ready for use, rounded up to the nearest whole day.

n. The loader and grader will be equipment rental only, and will be operated by a USAF

Employee.

o. The contractor shall coordinate with the COR, for delivery, maintenance access and other questions.

2. EQUIPMENT

The contractor must provide a Loader and Grader that meets all of the following requirements:

a. Basic Requirements

i. The Loader & Grader must be less than 5 years old.

ii. The Loader must have a bucket capacity of at least 3 cubic meters.

iii. The Motor Grader must have a blade width of at least 14 feet. Equipment must come with a rear “ripper” attachment and a front “dozer” attachment

iv. The Loader & Grader must have a diesel engine.

v. The Loader & Grader must have a closed cab with factory air conditioning system that is in good working condition.

vi. The Loader & Grader must not present a danger to the operator and/or occupants due to incorrect/improper or dangerous repairs/maintenance.

vii. The Loader & Grader must have fully functioning service brake system, an emergency brake system, and a parking brake system.

viii. The Loader & Grader must have fully functioning headlights, tail lights, and brake lights.

ix. The Loader & Grader must have a fully functioning audible warning device

(horn).

x. The Loader & Grader must have an intact windshield with fully functioning windshield wipers.

xi. The Loader & Grader must have a seat, with operable seat belts firmly secured and adequate for the equipment.

xii. The Loader & Grader must have roll-over protection and protection from falling debris hazards as needed.

xiii. The Loader & Grader must have tires and rims that are made for the equipment and are reasonably new and in good condition.

xiv. The Loader & Grader electrical system must be in good condition and not present any danger to operator

b. Literature

i. All bids submitted must be accompanied by descriptive literature of the machine.

This literature shall include dimensions and capacities of the front end loader and motor grader in the form of a general dimension drawing and operating specifications; all the above information must be clearly marked within the literature.

ii. Failure to submit descriptive data will render the offer non-responsive.

c. Transport

i. It will be the responsibility of the Contractor to obtain all necessary local hauling permits to deliver/pick up the loader and grader to/at Chabelley Air Field.

3. PROJECT INFORMATION

a. During the execution of the contract, the Project Engineer shall be the hub of communication on issues that may arise. Contractual questions will be referred to the CO.

By adhering to the established lines of communication, the risk of miscommunication will be avoided.

b. PROJECT SUBMITTALS: Contractor shall submit the type and model of loader and grader with full load charts and specifications to the government contracting officer within 5 days of contract award
