PERFORMANCE WORK STATEMENT (PWS)

Ground Transportation Requirement for Indo-Pacific Chiefs Conference (IPACC) / Indo-Pacific Armies Management Seminar (IPAMS)/ Senior Enlisted Leader Forum (SELF) in support of USARPAC HQ Part 1 General Information

1. General: Private Charter Buses and Shuttle transportation is required due to the nature of the Indo-Pacific Armies Chiefs Conference (IPACC)/ Indo-Pacific Armies Management Seminar (IPAMS)/ Senior Leader Forum (SELF) Event. Senior government and military officials and respective staff delegations will require comfortable, safe and private transportation for the duration of the event from 12 -16 September 2021.

1.1 Description of Services/Introduction: The contractor shall provide air-conditioned deluxe mini coaches capable of transporting small groups of up to 35 passengers at a time for shuttle service to and from accommodations and the Honolulu Airport. The contractor shall also provide three 58 passenger deluxe MCI Motorcoaches equipped with air-conditioning, audio-visual capability, restrooms, and hand towel service to accommodate up to 150 passengers. The contractor shall perform to the standards in this contract.

· 12 Sept: 2-3x Mini Coaches reserved and drivers on call to shuttle delegates and staff as they arrive at the Honolulu Airport to their accommodation at the Hilton Hawaiian Village.

· 13 Sept and 15 Sept: Three 58x passenger Deluxe MCI Motorcoaches available for the entire day and will adhere to itinerary.

· 16 Sept: 2-3x Mini Coaches reserved and drivers on call to shuttle delegates and staff from their accommodation at the Hilton Hawaiian Village to the Honolulu Airport.

1.2 Background: Transportation is for senior members of the Indo-Pacific Partners and Allied Nations.

1.3 Objectives: To provide safe, timely, private, and comfortable transportation which adheres to the timeline and schedule provided.

1.4 Scope: Services include private motorcoach transportation to and from accommodation in Honolulu to the designated place according to the detailed schedule provided. Additionally, mini-coach transportation to be utilized as shuttles from accommodation to and from the Honolulu Airport.

1.5 Period of Performance: 12- 16 September 2021

1.6 General Information

1.6.1 Quality Control The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0000 – 2359 on 12 and 16 September 2021. The contractor is responsible for conducting business between the hours of 0800 – 1700 on 13-14 September 2021 and from 1600-2200 on 15 September 2021.

1.6.5 Place of Performance: The work to be performed under this contract will be performed at Honolulu Airport, Hilton Hawaiian Village in Waikiki, Fort Shafter and Schofield Barracks, Hawaii.

1.6.6 Type of Contract: The government will award a (Type of contract to be determined by CCE and the customer).

1.6.7 Cell Phone Use: Contractors operating vehicles on an Army post shall not use cell phones unless the vehicle is safely parked or unless they are using hands -free cellular device. The wearing of any other portable headphones, earphones or other listening devices (except for hands-free cellular devices) while operating a motor vehicle is prohibited. Civilians, contractors and visitors to the installation who fail to comply with this policy are subject to administrative action to include loss of driving privileges on

Post and removal from and/or denial of re-entry to this installation.

1.6.8 AT Level I training: All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within XX calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 5 calendar days after completion of training by all employees and subcontractor personnel. 1.6.9 For contractors Requiring Access to a DoD facility or installation: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.

PART 3

SPECIFIC TASKS

3. Specific Tasks:

3.1. Basic Services. The contractor shall provide services for ground transportation to and from the Honolulu Airport to the Hilton Hawaiian Village Resort on the 12th and 16th of September 2021. Flight Itineraries will not be confirmed until days before execution but a detailed schedule will be provided. USARPAC G3 operations will coordinate in advance with the Honolulu Airport Security for designated parking areas for mini coaches and drivers to stage at the Airport Terminal. Mini Coaches should include ample space for up to 35 passengers and storage space for luggage. MCI Deluxe Motor coaches will be utilized from the 13-15 September 2021. Each Motor coach should have space for a minimum of 58 passengers, a restroom and audio-visual capabilities. A detailed schedule and routes will be provided to the drivers / scheduling company. Drivers must possess documentation required to enter a DoD Installation and abide by all security and HPCON threat level assessments.
