Performance Work Statement For

Mobile Aircraft Live Fire Training

Buckley Space Force Base, Colorado

Buckley Fire Department 25 June 2021

General:

The Contractor shall provide the work as specified in this Performance Work Statement (PWS). The contractor shall provide all materials, props, qualified skilled trainers, labor and un-skilled labor to complete this training requirement except for propane that will be provided by the requester.

1.0 Overview

A requirement exists for 44 firefighters to participate in two (2) aircraft live fire training exercises per year. Currently Buckley AFB (Air Force Base) does not have an Aircraft Fire Training Facility (AFTF) and is unable to meet the mandated training requirement. The Code of Federal Regulations (14 CFR 139.319- Aircraft Rescue and Firefighting: Operation requirements), states “all rescue and firefighting personnel must participate in at least one live-fire drill prior to initial performance of rescue and firefighting duties and every twelve (12) consecutive calendar months thereafter”. The Air Force Fire Emergency Services Training Program (CAO 2018 ATP) exceeds these requirements as well as mandates all firefighters to participate in two (2) aircraft live fire training exercises per year.

All aircraft live fire training shall meet National Fire Protection Association 405, Standard for the

Recurring Proficiency of Airport Fire Fighters. Buckley Aircraft Rescue Firefighting personnel shall be able to extinguish a live fire given appropriate personal protective equipment (PPE), a hand-line, turrets (flowing the appropriate extinguishing agent while using the proper technique), and demonstrate the ability to completely extinguish a fire in at least three of the following six aircraft emergencies: (1) Interior fire, (2) Auxiliary power unit (APU) fire (3) Engine fire, (4) Wheel well/brake fire (5) Electronics and electrical (E and E) compartment fire (6) Three-dimensional aircraft running fuel fire.

The Mobile Live Aircraft Fire Trainer (MAFT) shall include a mobile aircraft fire training full-scale prop, which includes six (6) liquid petroleum gas (LPG) fires with a minimum of one instructor and one operator. The delivery and setup will be provided by the contractor to Buckley Space Force Base Training Area. The training will consist of course work, classroom instruction in Buckley's Fire Departments training room, practical/hands-on evolutions, instruction for two (2) individual training events each day and will be five (5) consecutive days (Monday through Friday). This training shall occur twice a year; once preferably in September and once preferably in April every year. These stated times could vary depending on need, personnel availability, and MAFT availability. The contractor will be required to disconnect the MAFT from all water, electrical, and propane connections and transport the MAFT off Buckley Garrison within one day of course completion. This meets all the requirements and enables all firefighters to comply with all applicable federal guidelines

2.0 Background

The primary responsibility of the airport firefighting and rescue units in survivable aircraft accidents is to save lives by creating conditions under which survival is possible, and permit rescue operations to proceed smoothly. This requires the efficient use of highly complex equipment by skilled personnel in a coordinated fire intervention effort. Due to the complexity of current equipment and agents, an acceptable level of performance will only be achieved through suitable and thorough training of responsible personnel through the use of a certified MAFT and by conducting live aircraft fire training drills IAW (NFPA) standards including NFPA 1403 and 405. Currently Buckley doesn’t have a permanent Aircraft Fire Training Facility, therefore leasing a MAFT for training is the most efficient way to accomplish the mandated live fire training.

3.0 Statement of Objective

A requirement exists for 44 firefighters to participate in two (2) aircraft live fire training exercises per year. Currently Buckley Space Force Base does not have an Aircraft Fire Training Facility and is unable to meet the mandated training requirement. The contractor will transport a Mobile Aircraft Fire Trainer to the Buckley Fire Department Training area. The contractor shall connect the MAFT to all existing electrical connections, water connections and connect all lines into the existing propane tank located in the training area. The contractor shall provide a mobile live fire aircraft training full-scale prop with instructors. This must include a minimum of six (6) LPG fires with wireless remote control, delivery, prop setup and live fire instruction with the existing infrastructure. Buckley Fire Department will provide all propane required for the training at no cost to the contractor. The MAFT should provide an opportunity for the firefighting team to be familiarized with the use of all fire extinguishing equipment, enhance their confidence, improve their abilities with the equipment they will be using in an actual accident/incident, develop tactics, strategies, and procedures. The addition of a mobile live fire aircraft trainer mock-up will ensure firefighters are thoroughly extinguishing an aircraft fire using Buckley's Aircraft Rescue Firefighting vehicles and the associated hand-line and/or turrets.

4.0 Scope of Work

The contractor shall provide a mobile live fire aircraft training full-scale prop with instructors. This must include a minimum of six (6) LPG fires with wireless remote control, delivery, prop setup and live fire instruction with the existing infrastructure. This meets all the requirements of NFPA 1403 and 405 and enables all firefighters to comply with all applicable federal guidelines.

The aircraft mobile live fire trainer must be constructed and maintained in accordance with the requirements of the NFPA, Federal Aviation Administration, and the Department of Defense. The contractor will provide a mobile aircraft live fire simulator designed to be fully operational and transportable. The (MAFT) prop will be delivered to the customer within 60 days of contract award.

All quotes must include:

1. Mobile aircraft fire trainer (MAFT)

2. Six (6) LPG Fires, permanently mounted fires include

a. a cockpit fire,

b. engine intake fire,

c. Wing fuel tank fire,

d. nose landing gear fire,

e. afterburner fire, and

f. main wheel/brake fire.

3. Wireless Remote Control

4. Delivery, setup and class room & hands on practical

5. Instruction using current infrastructure and classroom
