Performance Work Statement (PWS)
For
Solid Waste and Recycling Collection Services

| Pullman Solid Waste and Recyclable Removal |
I. DESCRIPTION OF WORK: Contractor is to provide all labor, supervision, licenses, materials, tools, equipment, supplies, transportation, vehicles and other items, services and incidentals necessary to perform solid waste and recycling collection services for the Pullman National Monument, Chicago, IL, as specified and as set forth in the contract, its clauses, and its attachments. Contractor is to deliver the specified containers to the contract site and begin waste and recyclable collection service within three (3) business days from the date of contract award.
A. Park Overview
| 1. | Performance will occur at 610 E. 111th St., Chicago, IL. 60628. Pullman National Monument is an urban park located in the City of Chicago, IL. The projected visitation is 300,000 visitors annually. The Park is currently undergoing a major renovation with its grand opening planned for September 6, 2021. | ||
| 2. | Providing consistent timely and quality solid waste and recyclable collection services for Pullman National Monument in accordance with the collection schedule shall be the most important consideration for the contractor in performing the work of this project. | ||
| 3. | At the time of contract award, the Government will identify the Park’s points of contact associated with the contract and provide this information to the Contractor. | ||
| B. | General Project Requirements |
0. The contractor shall provide personnel to efficiently and safely perform the work of this contract. Failure to provide a sufficient number of qualified employees will not be grounds for any modification or waiver of contract requirements.
0. All persons employed under this contract shall be subject to all applicable federal, state, and local regulations and laws. It shall be the contractor’s responsibility to inform his/her employees of such regulations and laws, and to ensure their compliance.
0. Drivers must submit proper commercial driver’s license upon request.
0. All contractor personnel must use approved safety equipment appropriate to the contract work being performed. Safety equipment and personal protective equipment must conform to OSHA Safety and Health Standards.
0. The contractor shall immediately contact Park Law Enforcement (by dialing 219-395-1077) to notify them of any and all accidents to which the contractor’s employees are a party or witness; and of any and all accidents involving his/her employees or equipment working under this contract in the Park. For contract-related emergency issues, the contactor shall contact the Contracting Officer’s Representative (COR).
0. The contractor and all of his/her employees and subcontractors shall treat all members of the visiting public with respect and courtesy.
0. The contractor shall provide refuse collection type vehicles and equipment of an appropriate size and capability and maintain such vehicles and equipment necessary to effectively and efficiently perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle. Vehicles shall be maintained and cleaned to present a neat and professional appearance. All vehicles shall have current registration, license, and insurance at all times and operated by a licensed driver in accordance with the applicable laws of the state within which it is operated. All vehicles used in the performance of this contract shall be in operable condition and meet the local, state, and federal safety requirements. Vehicles found to be unsafe and unable to function as designed, shall be restricted from entering the Park. Vehicular repairs shall not be performed in the Park. Fluid leaks or spills from contractor vehicles or equipment will not be allowed. Any fluid leaks shall be reported to the COR immediately. Clean up of oil or other fluid spills from vehicles and equipment will be the contractor’s responsibility. The contractor shall cleanup spills within 24 hours after notification.
0. Adequate measures shall be taken to prevent spillage of refuse during collection operations. All refuse spilled during this operation shall be cleaned up prior to leaving the site. The contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting refuse or recyclables at a collection location. The contractor shall pick up all litter and waste on the ground within a ten-foot radius of the container, during the collection.
0. The contractor shall report any trash that was not properly inserted into the containers to the COR. The contractor will not be responsible for trash that was not properly inserted into the containers.
0. The contractor shall transport and dispose of all solid waste at a licensed off-Park site selected by the contractor. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for all permits or fees associated with the use of off-Park disposal locations. Recyclable material (Mixed Recycling and Cardboard) shall be disposed of at a certified recycling facility. A Submittal of where solid waste and recyclable material will be disposed of will be reviewed and approved by the government before the start of work. It is the interest of the government and the Pullman National Monument to ensure recyclable products are recycled and not disposed of in regular waste streams.
0. The contractor shall e-mail invoices monthly to the COR so they are received by the COR not later than ten (10) business days after the previous month’s period of performance. Once the invoice has been reviewed by the COR for accuracy, the COR shall contact the Contractor notifying the Contractor that the invoice may be uploaded to the Invoice Processing Platform (IPP), OR, that the invoice is in error and requires a correction. The invoices are to include the invoice performance period and the date and location of the container(s) tipped. Invoices not conforming to this requirement shall be rejected. Contaminated loads of recycling: Should recycled materials (Mixed Recycling and Cardboard) be contaminated, the government shall be notified in advance of being billed for landfill disposal of materials intended to be recycled.
0. Provide containers and service them as outlined in section II (below).
| a. | Containers shall have the company name and phone number prominently displayed on the containers so it is easily identifiable. |
| b. | Lids and all associated equipment within this contract shall be in good repair and generally rust free. |
| c. | Containers shall not leak any type of fluid onto pavement surfaces. Any fluid leaks or stains caused by such leaks shall be cleaned and removed at the expense of the contractor. |
II. INDIVIDUAL REQUIREMENTS
A. Containers
| 1. | Provide one (1) 4-cubic yard covered refuse container for trash / waste removal, and |
| one (1) 4-cubic yard covered recycling container. |
2. The containers shall be dropped at the designated site, shall not exceed 6 feet in width, 4 feet in length, or 4.5 feet in height.
| 3. | Collections shall only occur between the hours of 9:00 a.m. and 5:00 p.m. central time on Monday. Collection outside designated hours shall require approval by the COR. No collections shall occur on Christmas Day if Christmas Day is observed on a Monday however, collection shall occur on the following day. | |
| 4. | The frequency of collections is anticipated to be once per week. Collection of both trash/waste and recycling, shall be made on Mondays unless a federal holiday intervenes (see below list). All collections shall occur before 5:00 p.m. on the scheduled day of collection. |

B. Location of Containers – Park Shipping and Receiving Road
1. The containers shall be placed and serviced at a dumpster enclosure within the boundaries of the Pullman State Historic Site, which is identified in Appendix A.
2. Drivers will access the site through the entrance on 111th Street.
3. Drivers need to be aware of cross sidewalks to the drive, and the potential of pedestrians between the hours of 6:00 a.m. to 11:00 p.m.
C. Collection Disruption
1. The Contractor shall make collections during periods of inclement weather. In cases of severe weather, the COR may authorize exceptions. When exceptions are granted by the CO, the Contractor shall make up all missed collections within 24 hours after the severe weather has terminated, unless the COR authorizes additional time.
2. The Contractor shall notify the COR of any condition that may interrupt or delay Contractor’s performance such as vehicle breakdown or any other reason. Contractor is not to conclude that the Government has determined the interruption or delay to be an authorized interruption / delay. The COR will make the determination if such interruption/delay is authorized on a case by case basis. The Contractor shall make up missed collections resulting from the interruption/delay within 24 hours, or sooner if instructed by the CO.
D. Off-Schedule Collections. Any additional collection(s) requested that are outside the scheduled collections in this PWS, are not a part of this contract and therefore not funded or covered by this contract. Means of invoicing and methods of payment for additional collections are to be coordinated between the Contractor and the Park representative requesting the additional collection.
III. QUALITY CONTROL PLAN
A. Contractor shall establish a complete written Quality Control Plan (QCP) for evaluation for award. The QCP’s purpose is to provide a plan to identify the steps and processes Contractor will have in place to ensure that the requirements of the contract will be in compliance and will be met. The QCP is intended to identify and correct deficiencies before contract performance becomes unacceptable. Contractor shall provide information regarding inspections, maintenance and safety practices, and discusses proactive planning and solutions to remedy deficiencies.
B. Contractor will also provide a Final Quality Control Plan (QCP) prior to commencement of performance for the government’s review and approval. Throughout contract performance the Quality Control Plan shall be kept current with changes and additions being made to the plan by the Contractor, and reviewed and approved by the Government, which enhances quality control.
IV. PERFORMANCE REQUIREMENTS SUMMARY
A. The Government expects the Contractor to collect trash/waste and recyclables as outlined in this Performance Work Statement. Acceptance of the work will be based on compliance with the work specifications. Non-compliance to any of the specifications will constitute a deficiency. The contractor will be required to immediately correct the deficiency and provide the Government with a written resolution statement of steps Contractor will take to prevent reoccurrence of the deficiency.
B. The Contractor service requirements are summarized into performance service tasks that relate directly to mission essential items. The Government will utilize the summary matrix in Paragraph V. Performance Summary Matrix, to monitor Contractor performance of mission essential items.
V. PERFORMANCE SUMMARY MATRIX. The Performance Summary Matrix is found on the following pages. Deficiencies in excess of the acceptable quality level for any one or a combination of required services (tasks) as set forth in the following matrix may result in a less than satisfactory performance assessment in the government’s Contractor Performance Assessment Reporting System (CPARS). Contract termination may result when continued deficiencies occur or are left uncorrected.
