About this file
This performance work statement outlines requirements for modifying a submarine maintenance enclosure roof at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility. The contractor shall increase the height of the aft roof wall to 38 feet 6 inches to allow taller equipment to pass through, while ensuring the modified structure maintains sufficient strength. The contractor must perform structural analysis and calculations, submit design documentation, and conduct testing to demonstrate the modified roof meets wind and seismic requirements when assembled, lifted, anchored and placed on the ground. The contractor shall also update lifting diagrams and complete the work by November 2023 while coordinating with the government to avoid disrupting shipyard operations. The performance work statement provides detailed specifications regarding materials, welding, safety, crane operations and other quality assurance requirements the contractor must follow.
Appendix 1-4 attached to the performance work statement outline additional security, environmental, safety and crane operation requirements for contractors working at Joint Base Pearl Harbor-Hickam and Pearl Harbor Naval Shipyard.

PERFORMANCE WORK STATEMENT FOR THE SUBMARINE
MAINTENANCE ENCLOSURE #2 ROOF HEIGHT MODIFICATION
1. BACKGROUND
1.1 Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) is a US Navy regional industrial center located on the island of Oahu, Hawaii. Its industrial operations provide the service and resources to maintain, overhaul, and repair various vessels of the US Navy in the Pacific Region.
1.2 PHNSY&IMF Submarine Maintenance Enclosure (SME) roof clearance is too low to allow equipment to pass through.
1.3 The existing structure is portable and modular, mainly comprised of two side towers and one roof.
1.3.1 Each side tower is approximately 19 feet wide x 35 feet long x 36 feet high and weigh 112,000 pounds. These side towers will not require modification, but will need to be incorporated into calculations.
1.3.2 The existing roof is approximately 66 feet wide x 35 feet long x 10 feet tall and weighs 69,000 pounds.
1.3.3 When erecting the structure, the roof is placed onto both side towers. The roof connection is via HSS tube steel roof columns fitting over the side tower padeye structure. There are two connections per side tower.
2. SCOPE
2.1 The Contractor shall modify the Submarine Maintenance Enclosure’s (SME) “aft” roof wall to increase the clearance height to 38 feet 6 inches (38’6”) above ground level. The 38’6” height clearance is required for a minimum of six feet port & starboard of centerline. Currently, the roof’s aft wall height is approximately 35 feet above ground level.
2.2 The Contractor shall provide calculations that prove the final modified structure will contain sufficient strength to perform it’s intended functions.
2.3 Contractors will not have access to the inside of the SME while in use. Access to the internals will be restricted to when the SME is not in use and will require advanced coordination with the Technical Point of Contact (TPOC) and the
Contract Officer’s Representative (COR).
2.4 The SME roof will not be available for construction until approximately September
27, 2023. The Contractor shall coordinate the roof availability and construction schedule with the COR and TPOC. The contractor may need to wait several months until the SME is available for construction.
2.5 The modification shall not interfere with the existing electrical or pneumatic systems in any way.
2.6 Delivery. Subsequent to final drawing approval, the Contractor shall modify and complete the operational test not later than November 14,2023. The address for
PHNSY&IMF is as follows: Commander (Code 980) Pearl Harbor Naval Shipyard and IMF667 Safeguard Street, Suite 100, Pearl Harbor, HI 96860-5033
2.7 Structural. Contractor shall provide structural plans and calculations of all components of the SME affected by the modifications for the dead load, live load, wind force, earthquake force, and applicable load combinations per the requirements of UFC 3-300-10N. The plans and calculations shall include, but not limited to, the Roof Structure and both Side Towers. These specific situations shall be analyzed:
2.7.1 Roof placed on ground – not anchored
2.7.2 Roof placed on ground - anchored with cables tied to docking blocks
2.7.3 Roof being lifted via padeyes
2.7.4 Roof attached to side towers (assembled) – not anchored
2.7.5 Roof attached to side towers (assembled) – anchored with cables tied to docking blocks.
