Performance Work Statement

Halon Fire Extinguisher Twelve Year Maintenance Inspection Services

1.0. Description of Services. The contractor shall provide all tools, supplies, materials, equipment, transportation, personnel, labor, supervision, and management necessary to perform.

full refurbishment for ninety (90) Amerex 150 lb. Model 600 Halon Wheeled Fire Extinguishers, Liquefied Gas.

The hydrostatic testing shall be conducted in accordance with the National Fire Protection Code 10, Standard for Portable Fire Extinguishers, Chapter 8 (Frequency of testing is listed in Table 8.3.1 of this code) and manufacturer's recommendations. The contractor shall attach a sticker/plate identifying pertinent information as required by the manufacturer and NFPA 10. The flight line fire extinguishers shall have all applicable information as required from the above listed documents and Air Force Technical Order 13F-4- 4-121, Fire Extinguisher, Wheeled Liquefied Gas, on all extinguishers that pass the test. Extinguishers that fail the test shall be identified by the contractor as having failed. The contractor shall perform TCTO dip-tube inspection if not already performed.

1.1. Refurbishment The contractor shall refurbish the fire extinguishers in accordance with the manufacturer’s recommendations and NFPA 10 and Air Force TO 13-F-4-4-121 for 90 (ninety) 150-pound Halon 1211 type fire extinguishers and return them to full operating capacity. The contractor shall blast, and powder coat the cylinder and frame assemblies in conjunction with a full 6 year teardown IAW TO 13F-4-4-121 5.16.1. The contractor shall rebuild valve assemblies including O-rings and pressure gauges. The contractor shall hydrostatically test the cylinder and hose assembly. The contractor shall re-assemble fire extinguisher and recharge. Maintenance labels will be provided by the contractor and affixed to the extinguisher. Record the hydrostatic test and maintenance on a suitable metallic label or equally durable material, affixed on the rear exterior of the extinguisher shell. The contractor shall remove old labels from each fire extinguisher and ensure each fire extinguisher is fitted with a “Verification of Service” collar around the neck of each cylinder.

1.2. Fire Extinguisher Recharge. The contractor shall recharge fire extinguishers and replace.

1.3. Minor Repairs. The contractor shall perform minor repairs to the fire extinguishers and the portable wheels. Examples include replacing a flat tire or a section of hose, provided by the DMAFB Fire Department. The contractor shall notify Fire Department personnel if any of the fire extinguishers require repairs when fire extinguishers are returned to the Fire Department. Parts specifically requested in the solicitation shall be provided by the contractor.

1.4. Labeling. The contractor shall replace fire extinguisher identification labels, classification.

symbols, product inspection stickers/plates/decals and other required information labeling, if the originals are damaged or missing. Labeling shall be in accordance with the manufacturers.

specifications. The contractor shall not place any company log labels on the fire extinguishers, other than labels for 6 and or 12-year maintenance. Reflective tape (silver), 2 inch wide x 6 inch long (PN 03456C, gauge 94960, or equivalent)shall be affixed to extinguisher IAW Technical Order 13F4-4-121 figure 5- 7.

1.5. Place of Performance. The contractor shall pick up and return the fire extinguishers from Davis-Monthan AFB Fire and Emergency Services Station 1, Building 4838, 4690 S. Phoenix St, Tucson, AZ 85707. The service shall be performed at the contractors’ place of business.
