About this file
This performance work statement and related federal contract opportunity seek a universal traffic generator system to load test 4G and 5G base stations. NIST requires a traffic generator to test base stations in frequency range 1 and provide an extensible system for frequency range 2. The traffic generator must support non-standalone and standalone 5G architectures along with 4G. It must simulate 200 unique user equipment per sector and support various channel configurations, modulations, quality of service indicators, and base station manufacturers. An accompanying data server is also required to generate traffic types including voice, ping, UDP, TCP, FTP and HTTP. The contractor must deliver the systems within 120 days, provide three years of warranty and support, and conduct training. Responses to the related sources sought notice will help NIST determine if this requirement can be set aside for small businesses. Interested parties should respond by March 15 with company and product details, typical delivery timelines, and verification of small business status if applicable.

Performance Work Statement
Statement of Work: 3GPP – 5G Universal Traffic Generator 1 Version 1.0 (2019) Double-click on for further assistance.
TITLE: 3GPP – 5G Universal Traffic Generator Requesting Lab/Division/Group: CTL, 670.02, NASCTN
I. General Statement of Need There is a need to procure a universal traffic generator(UTG) also known as a base station load tester for 3rd Generation Partnership Project (3GPP) – 5th generation mobile network (5G) base stations (gNBs), covering both frequency range 1 (FR1) and frequency range 2 (FR2). The UTG needs to be compatible with current 4G, 5G non-stand alone (NSA)and 5G stand alone (SA) architectures. The base station tester is to work in concert with NIST owned 4G and 5G virtual evolved packet core (4GC and 5GC) and have the ability to interface with NIST’s current generation 4G base stations (eNBs) and radiated 5G base station (gNB). The UTG must generate the RF signal(s) according to 3GPP standard.
II. Background NIST CTL priority area in trusted spectrum testing necessitates the ability to benchmark, characterize and exercise our full stack implementation of 3GPP – 5G and current 4G hardware to develop specialized tests for the purposes of metrology research in spectrum sharing, coexistence, and susceptibility studies. As such we are in need of an UTG to establish appropriate cellular traffic conditions and RF fingerprints of those conditions.
III. Objective(s) A successful implementation of the procured UTG system consists of software and hardware solutions, training and warranteeing of the system enabling NIST the ability to load test 4G and 5G base stations and log key performance metrics of the test. The 5G demonstrated capabilities are to include testing of gNBs in FR1 in NSA and SA mode. The system is to support up to 400 UEs in the FR1 regime. The UTG system needs to be extensible to support FR2 capabilities addressing at a minimum 28 GHz n261 and be extensible to 24 GHz.
IV. Scope/General Requirements Delivery of a load testing system consisting of hardware and software components to allow for the evalution of current 4G and 5G base stations under a variety of deployment topologies (non-stand alone and stand alone) covering FR1 systems. In addition, the selected entitiy shall provide for training on the use of the system for 10 NIST persons or contractors, as well as provide for warranty and continued service agreements for a period of 3 years.
V. Tasks/Specific Requirements Task 1 --
1.1 Shall provide for load tester of FR1 (sub 6 GHz) 4G eNBs and 5G gNBs and be extensible to FR2( 24 and 28 GHz ) 5G gNBs.
1.2 The NSA and SA system capabilities shall be enabled.
Statement of Work: 3GPP – 5G Universal Traffic Generator 2
1.3 The UTG shall operate with 3GPP release 16 (or newer).
1.4 Provide for Frequency division duplexed (FDD) and time division duplexed (TDD) modes
1.5 Simulated UEs (when defined to be of an appropriate category) shall be capable of sending/receiving data in a 2x2 MIMO configuration.
1.6 Two separate radio cards with one sector per radio card shall be provided.
1.7 Each sector shall be capable of simulating 200 unique UEs.
1.8 4G LTE channel subcarrier of 15 kHz, and 5G New Radio (NR) channel subcarriers of 15 KHz, 30 kHz, 60 KHz, and 120 KHz.
1.9 The 256 QAM or better modulation for UL and DL shall be provided.
1.10 Provide for ability to log all three NR/LTE protocol layers.
1.11 Enable all type of 4G and 5G QCI.
1.12 The common macro/small/pico eNB and gNB system from major manufacturers for example Nokia and Ecricsson shall be supported.
1.13 Provide upgraded firmware and upgraded software versions via software
1.14 All software licenses included shall be of the perpetual type. That is, NIST is allowed to use the software (in its current state) for an unlimited number of times for an unlimited duration.
1.15 The UTG shall be operated via a GUI interface. If remote protocol for automation ability exists, the method is to be enabled and documentation to be provided.
Task 2 --
2.0 A server to generate all types of common data covering at a minimum the number of simulated UEs (2x200) as identified in requirement 1.7.
2.1 The 4G voice over LTE (VoLTE) and voice over NR (VoNR) shall be supported.
2.2 Capability to generate ping, user datagram protocol (UDP), transmission control protocol (TCP), file transfer protocol (FTP), and hypertext transfer protocol (HTTP) traffic on the UEs to simulate various applications.
2.3 Provide for maximum theoretical throughput as defined by the 3GPP band allocation.
2.3 A data server GUI interface shall be supported. Ability via remote protocol for automation shall be enabled.
Task 3 --
