PERFORMANCE WORK STATEMENT (PWS)
FOR
AIR FORCE RESERVE OFFICER TRAINING CORPS (AFROTC)
FIELD TRAINING LAUNDRY SERVICES

1.0 GENERAL: This is a non-personal services contract to provide laundry cleaning services to Air Force Reserve Officer Training Corps (AFROTC) during Field Training. The
Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government
2.0 BACKGROUND AND OBJECTIVES: AFROTC Field Training is conducted each year at Maxwell Air Force Base in Montgomery Alabama and Vigilant Warrior training site in
Titus Alabama to allow our cadets to apply their knowledge and leadership skills that they have acquired during the first two years in the program. Each year, AFROTC processes approximately 2,800 cadets for field training.
The objective of this contract is to obtain laundry cleaning services for the AFROTC cadets attending field training for a base year period of performance from May thru August and four option years each with the same period of performances in order to maintain clean uniforms, linens, blankets, camelbacks and other items while in field training.
3.0 PERIOD OF PERFORMANCE: The period of performance (PoP) shall be for one (1)
Base Year and four (4) option years. The period of performance reads as follows:
Base Year: 05/01/2020 to 09/30/2020
Option Year 1: 10/01/2020 to 09/30/2021
Option Year 2: 10/01/2021 to 09/30/2022
Option Year 3: 10/01/2022 to 09/30/2023
Option Year 4: 10/01/2023 to 09/30/2024

4.0 DESCRIPTION OF SERVICE: The contractor shall provide all management, tools, equipment, and labor necessary to provide same day turn around laundry services to
AFROTC at Maxwell AFB and Vigilant Warrior Training Facility in accordance with federal, state, and local regulations, commercial standards and this Performance Work
Statement (PWS). The contractor shall be responsible for loading and unloading of laundry. Contractor shall ensure that soiled laundry does not come into contact with clean laundry.
4.1 PICKUP: All pickups shall be between the hours of 0600-0700 hours Central
Time. PICKUP LOCATIONS, IDENTIFIED IN ATTACHMENT 1, MAY
CHANGE WITH 24 HOUR NOTIFICATION FROM GOVERNMENT POC.
Regarding items picked up from Maxwell AFB, the contractor shall pickup all items for laundering at the pavilion located between 1431 and 1433 dormitory buildings on Maxwell Air Force Base (see attachment 1). Regarding items picked up from

Vigilant Warrior Training Facility, the contractor shall pick up all items for laundering at the training site warehouse (245 Lakeland Drive, Titus, AL 36080 property legal address: section 9, T19, R18E, Elmore County) (see attachment 1).
The contractor shall provide twenty one (21) large commercial size (33-36 cubic feet) laundry bins at least one day prior to the first pickup at the aforementioned locations. Fourteen (14) bins will be provided for Maxwell AFB and seven (7) bins will be provided for Vigilant Warrior Training Facility.
AFROTC will place mesh bags and ABU/OCP uniform sets (ABU/OCP blouse and trousers pinned to each other) in the laundry bins. The government and the contractor will verify and agree on the count of the number of mesh bags and
ABU/OCP uniform sets placed at the pickup location. AFROTC will also place linens and other items identified in Table 4.2.1 for laundering at the pickup locations. The government and contractor shall verify the number of linens and other items provided at the pickup locations.
Any discrepancy between the government’s and the contractor’s count shall be resolved prior to pick-up location departure.
4.2 LAUNDERING: THE CONTRACTOR SHALL ENSURE ALL LAUNDRY IS
FREE OF ITEMS THAT WILL DAMAGE LAUNDERED ITEMS (pens, pencils, etc.). Items provided to the contractor in mesh bags will remain in the mesh bags while being washed and dried as well as returned in the same mesh bags; no folding of these items is required. This will ensure that no items in the mesh bags will be lost or mixed with other laundered items. Each ABU/OCP uniform set will be provided pinned together, and will be returned pinned together. At no times will
ABUs/OCPs be unpinned. Each ABU/OCP uniform set will be washed, dried, and returned as the same set. All other items will be laundered according to industry standards and IAW this PWS. Table 4.2.1 are possible items to be laundered and is not an all-inclusive list.

4.3 FOLDING: Laundered ABU/OCP uniform sets, sheets, pillow cases, comforters, blankets, and ponchos shall be folded to ensure a neat and uniform appearance that is not marred by excessive loose ends. Sheets and pillow cases shall be pressed, wrapped in cellophane or tied in groups of 10. ABU/OCP uniform sets will be wrapped in cellophane where the name tape of the ABU/OCP blouse is visible for identification purposes. . Comforters, and blankets, shall be rolled and wrapped in durable cellophane. Items provided in mesh bags will not be folded or wrapped.
4.4 RETURN OF ITEMS/ DELIVERY: All deliveries shall be no later than 1700 hours Central Time the same day of pickup. DELIVERY LOCATIONS MAY
CHANGE WITH 24 HOUR NOTIFICATION FROM GOVERNMENT POC.
Regarding items delivered to Maxwell AFB, the contractor shall deliver all laundered items to the pavilion located between building 1431 and building 1433 or at the Officer Training School (OTS) Campus on Maxwell Air Force Base (see attachment 1), designated by the government at time of notification.
Regarding items delivered to Vigilant Warrior Training Facility (245 Lakeland
Drive, Titus, AL 36080 property legal address: section 9, T19, R18E, Elmore
County), the contractor shall deliver all laundered items to the site warehouse location. All laundered items shall be placed in the same designated Squadron laundry bins as picked up from, grouped by flight indicated in writing on the mesh bag and/or laundry bin. All delivered items shall be properly finished and packaged.
The government and the contractor will verify and agree on the count of the number of mesh bags, ABU/OCP uniform sets, linens and other items placed at the pickup locations. The contractor shall provide a delivery ticket reflecting the daily weight when regarding ABU/OCPs and mesh bags/quantity, when regarding all other items, when delivered each time. All shortages must be annotated on a separate delivery ticket. Any shortages noted shall be delivered on the next scheduled delivery day.
A copy of the delivery ticket will be retained by government at each applicable delivery point. Any discrepancy between the government’s and the contractor’s weight/count shall be resolved prior to delivery departure.
4.5 COUNT OF ARTICLES: The contractor and a government representative will count all items to be laundered at pickup and delivery. Additionally, the contractor shall provide a laundry ticket/weight sheet when items are delivered for that day’s delivery. The contractor shall furnish the original copy of the laundry ticket/weight sheet to the Government. The contractor shall be liable for return of the number of articles turned in for service under this contract. No substitute items will be allowed.
4.6 CLEANING: The contractor shall clean all items in accordance with Commercial
Standards and the specifications for Laundry and Dry Cleaning Operations. This will include the removal of all non-permanent soil, spots, and stains. Each article shall be thoroughly dried and free of lint. Whites will be white and free of gray and yellow and color fabrics shall be clean. The delivered laundry shall be free of all visible dirt, debris, dampness, offensive odors, mildew, cleansing chemicals residue and have a uniform appearance.

4.7 REPERFORMANCE OF LAUNDERING: Any items found to have been unsatisfactorily laundered as determined by the government representative shall be re-cleaned at no additional cost to the Government. The government representative will be designated in writing and presented to the contractor. Such items will be identified by the government representative to the contractor’s representative after the unsatisfactory condition is discovered. The item(s) shall be re-cleaned and returned to the same exchange point the next scheduled normal delivery day. The contractor shall ensure re-cleaned items are segregated from other laundry items and identified when returned. The contractor shall also ensure that items are readily identifiable upon return to the government as re-cleaned items, to include the date and load number with which they were originally returned. For example, items may be labeled with a tag stating, “re-wash”.
4.8 LOST/DAMAGED ARTICLES: See DFARS 252.237-7014 Loss or Damage
(Count-of-Articles). DoD FAR 252.237-7015, Loss or Damage (Weight of articles).
If any item is missing from a delivery, the contractor shall on the same day the shortage is identified issue an IOU (shortage) ticket. Lost items must be re-delivered by the contractor within 24 hours at no additional cost to the
Government. If a lost item is not delivered by the next scheduled delivery the item is lost and the contractor shall reimburse to the government the replacement cost of the item. That cost will be offset as a deduction to the appropriate invoice.
4.9 WORKMANSHIP AND SANITATION: All work performed under this contract shall be done under sanitary conditions, in accordance with generally accepted industry standards and Department of Health Regulations. Delivered finished articles shall conform to the generally accepted industry standards of quality of cleanliness, finish, and appearance. All items shall be delivered in a sanitary condition after being thoroughly laundered and properly dried. The contractor’s facility shall be open to inspection of sanitary conditions at any time during the contractor’s business hours by a representative of the government, and the government reserves the right to perform or cause to have performed any test necessary, to determine the sanitary conditions of articles delivered by the contractor. The contractor shall ensure that at no time AFROTC FT items come into contact with items of other customers that may be in progress, or in delivery.
5.0 PLACE OF PERFORMANCE: All pickup and delivery will take place at Maxwell AFB and Vigilant Warrior (VW) Training site located in Titus Alabama. There will be three (3) pickup and drop off locations two (2) at Maxwell AFB and one (1) at Vigilant Warrior.
6.0 HOURS OF OPERATION: Pickup will take place every day during Field Training between 0600 and 0700 Central Time and delivery will take place before 1700 Central
Time to include weekends and all holidays.

7.0 QUALITY MANAGEMENT:
7.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he/she assures that his/her work complies with the requirement of the contract. A draft Quality Control Plan will be provided with the offer and once selected for award, the contractor will provide the final plan within 30 days after award. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his/her QC system.
7.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan
(QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
8.0 SECURITY REQUIREMENTS:
8.1 Contractor Notification Responsibilities: The contractor shall notify the contracting office within 30 days before on-base performance of the service. The notification shall include:
8.1.1 Name, address and telephone number of contractor representatives
8.1.2 The contract number and contracting agency
8.1.3 The location(s) of service performance and future performance, if known
8.1.4 The date service performance begins
8.1.5 Any change to information previously provided under this paragraph
8.2 Installation Access Requirements: As prescribed by the AFFAR 5352.242-9000, Contractor access to Air Force installations, AFI 31-218, Motor Vehicle Traffic
Supervision, and AFMAN 31-113, Installation Perimeter Access Control.
8.2.1 The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract.
Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
8.2.2 The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the
8 | P a g e request and forward it to the issuing base pass and registration office or
Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass. Government ID card holders may not use their credentials to sponsor an individual on to the base to perform work that’s been contracted to an official contractor.
8.2.3 During performance of the service, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials for any employee who no longer requires access to the work site.
8.2.4 All commercial vehicles will be directed to Gate 3 (Kelly St) or Gate 4
(Congressman Dickenson for Gunter) for processing through the
Commercial Vehicle Inspection (CVI) Area, when operational. During non-duty hours and holidays, commercial vehicle inspections will be conducted at Gate 1 (Maxwell Blvd) or Gate 4 only. Inspection members will conduct thorough inspections of the interior and exterior of the vehicle for items prohibited from the installation such as explosive devices, weapons and ammunition, drugs, and open or closed alcohol containers.
8.2.5 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
8.2.6 Failure to comply with these requirements may result in withholding of final payment.
8.3 Reporting Requirements: The contractor shall comply with AFI 71-101, Volume-
1, Criminal Investigations, and Volume-2, Protective Service Matters, requirements.
Contractor personnel shall report to 42d Air Base Wing Information Protection
Office, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter.
8.4 Traffic Laws: The contractor and their employees shall comply with base traffic regulations set forth in AFI 31-218, Motor Vehicle Traffic Supervision and
AFMAN 31-113, Installation Perimeter Access Control. Personnel in violation may be issued a Central Violations Bureau Form 1805 traffic ticket.
8.5 Random Installation Entry/Exit Checks: Entry/exit vehicle checks are conducted by order of the 42 ABW Commander. These checks are conducted for the purpose of safeguarding the base and protecting government property by discovering and seizing stolen property, classified information and contraband. Refusal to submit to an installation (entry/exit) vehicle check may result in the loss of base driving privileges, revocation of base registration, or debarment action.

8.6 Cellular Phone Operation Policy: The use of cellular phones while operating a motorized vehicle is prohibited on Maxwell-Gunter. Although discouraged, drivers are authorized to use devices, i.e. ear bud or ear boom, which allows their cellular phone to be operated hands-free. The device must not cover both ears. This policy applies to everyone driving on Maxwell AFB and Gunter Annex. Personnel in violation may be issued a Central Violations Bureau Form 1805 traffic ticket.
8.7 Wireless Electronic Devices: The contractor will not establish their own
Information Technology (IT) systems or networks (Local Area Networks [LAN], Wide Area Network [WAN], Cellular phone/USB Modem as WAN, Wi-Fi as
WAN, etc.), or camera system without the direct permission of the Program
Manager and governing communications and responsible information systems office
(42 CS).
8.8 Firearms and Ammunition: Transporting weapons or ammunition, concealed or otherwise, IS NOT permitted by any non-law enforcement personnel on Maxwell
AFB/Gunter Annex at any time regardless of state issued concealed weapons/LEOSA permits. Violations may result in criminal prosecution under the applicable federal laws.
8.9 Illegal Weapons: The below weapons are considered illegal, unless specifically authorized by competent authority, and are prohibited on Maxwell AFB/Gunter
Annex. Violations may result in criminal prosecution under the applicable federal laws.
8.9.1 Switchblade knives or knives with any type of automatic blade release.
8.9.2 An incendiary/explosive weapon (e.g., grenades, flash bangs)
8.9.3 Fireworks
8.9.4 Homemade mortars, aka "tennis ball launchers" or similar devices.
9.0 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES: No property or services will be provided by the US Air Force.
10.0 CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: The contractor shall provide: twenty one (21) large commercial size (33-36 cubic feet) laundry bins, cellophane wrap, and any other items required to meet the conditions of this PWS.
Fourteen (14) bins will be provided for Maxwell AFB and seven (7) bins will be provided for Vigilant Warrior Training Facility.
