DEPARTMENT OF THE AIR FORCE
193D SPECIAL OPERATIONS WING (AFSOC)
81 CONSTELLATION COURT
MIDDLETOWN PENNSYLVANIA
PERFORMANCE WORK STATEMENT
Base Standby Generator Maintenance and Inspection December 17, 2021
1.0 Scope
1.1 General: The contractor shall furnish all labor and materials to conduct annual inspections and preventative maintenance on the Government-owned generators identified below (see 1.1.1). The contractor shall perform measures to ensure continued operational functionality of the installation generators. Work shall be conducted as outlined by Cummins Onan, Kohler and this Performance Work Statement (PWS).
1.1.1 Equipment Specifications: Services shall be on conducted on the following equipment:
a. Six (6) Each, Cummins Onan diesel standby generator
i. Two (2) Each, Onan 35.0 DGGD;
ii. Three (3) Each, Onan 60.0 DGCD; and
iii. One (1) Each, Onan 125.0 DGDK.
b. One (1) Each, Kohler diesel standby generator, 40 REOZK.
1.1.2 Place and Period of Performance: Services shall be performed at the 193d Special Operations Wing (SOW) in Middletown, PA. The Period of Performance shall be one Base Year of 12 months with the incorporation of four option years and a single 6 month extension to be used in the event a bridge contract is required. Use of the six month extension shall be at the Government’s discretion. The contractor shall not schedule services on any recognized United States (US) holidays listed below:
1.1.2.1 New Year’s Day: January 1st;
1.1.2.2 Martin Luther King, Jr.’s Birthday;
1.1.2.3 President’s Day;
1.1.2.4 Memorial Day;
1.1.2.5 Juneteenth;
1.1.2.6 Independence Day: July 4th;
1.1.2.7 Labor Day;
1.1.2.8 Columbus Day;
1.1.2.9 Veteran’s Day: November 11th;
1.1.2.10 Thanksgiving Day; and
1.1.2.11 Christmas Day: December 25th
1.1.3 Qualifications: The on-site contractor shall be factory trained and certified by Cummins Onan and Kohler to maintain Cummins Onan, Kohler products of this nature. The contractor shall provide verification of the same. Additionally, all parts and supplies shall be Cummins/Onan or Kohler certified replacement items, where available. Substitutions or equal items are subject to Government approval not later than 2 weeks prior to intended use and in advance of ordering. Failure to proactively pursue and receive approval of alternate parts may result in the contractor being held financial responsible for the removal and replacement of any unapproved items.
1.1.4 Contract Manager (CM): The contactor shall designate a primary and an alternate CM who shall ensure performance under this contract. The name of these individuals shall be designated in writing to the Contracting Officer (KO). The alternate shall act for the contractor when the primary CM is absent. Both CM’s shall have full authority to act for the contractor on all contract matters relating to operation of this contract. The CM’s shall work through the KO to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM’s shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO. The CM’s shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.
1.1.5 Identification of Contractor Employees: All contractor personnel attending meetings, answering Government telephones and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government employees. The contractor shall ensure that all documents or reports produced by contractor personnel are suitably marked as contractor products or that contractor participation is appropriately disclosed. The contractor’s status as a “contractor” shall be predominantly displayed in all correspondence types (to include signature blocks on e-mail) and dealings with Government or non-Government entities.
Contractor personnel shall wear identification badges distinguishing themselves as such. The badges shall have the company name, employee name and the word “contractor” displayed. The contractor shall retrieve all identification media (including vehicle passes) from its employees who depart employment for any reason.
1.2 Performance: The contractor shall be responsible for the annual inspections and preventative maintenance of the equipment identified by Section 1.1.1 of this PWS. This shall include but not be limited to the following:
1.2.1 Preventative Maintenance (PM): The contractor shall perform preventative maintenance on all Generators as noted in section 1.1.1, one time during the annual contract period. Preventative maintenance shall include the following:
a. Oil: Changing of the oil and filter. Conduct a check of the used oil for contaminants. Removal of the used oil in accordance with EPA guidelines.
b. Fuel: Change of the fuel filter during PM is required.
c. Cooling System and Radiator: Complete changing of the coolant filters. Sampling of the coolant and adjustments to the coolant as required to include checking and maintain the DCA levels in the diesel engine units.
d. Batteries: Check battery fluid levels and adjust where applicable. Check the voltage drop on the battery during start
up. Conduct a complete operational check of the battery charger and charging system output.
e. Engine: Complete an operations and function check of the engine components including the block heater, starter, turbocharger, governor, exhaust, and air inlet operations.
f. Air Intake: Complete inspection of the air intake system. Air cleaners and filters shall be changed as needed.
g. Exhaust System: Complete visual and operations check of the exhaust system, muffler, and rain caps.
h. Generator Components: Complete inspection and function check of all generator components including the engine, alternator assembly, circuit breakers, control panels, cabinets, and wiring.
i. Generator Operations: Complete function and operations check of generators and automatic transfer panels for proper operation.
j. Automatic Transfer Switch: Complete inspection of the Automatic Transfer Switch operation.
k. Checklist: The contractor shall submit the PM checklist for each generator upon completion of PM servicing.
1.2.2 Annual Inspection : The contractor shall conduct an additional inspection of each generator approximately 6 months after the Preventative Maintenance actions are completed and within the time limitations of this contract. Annual inspections shall include the following:
a. Complete function and operational check of each unit.
b. Complete visual check of each generator unit for fluid leaks, mechanical wear, electrical and associated unit control wiring integrity, proper fluid levels, display panel and or analog metering device operations, drive belt conditions, and general unit readiness.
c. Oil: Complete check of the engine lubrication system and components. Check for proper oil levels and condition.
d. Fuel: Complete visual check of the fuel system and components.
e. Cooling System and Radiator: Complete check of the cooling system and radiator, including the hoses and belts.
f. Batteries: Complete check of the engine batteries and fluid levels where applicable. Check battery condition.
g. Air Intake: Complete check of the air intake system and exhaust system. Check condition of air cleaners and air filters.
h. Exhaust System: Complete check of the exhaust system, muffler, and rain caps.
i. Components: Complete check of all generator components including the engine, alternator assembly, circuit breakers, control panels, cabinets, and wiring.
j. Generator: Complete check of the generator operations, utilizing the fix mounted load banks.
k. Automatic Transfer Switch: Complete visual inspection of the Automatic Transfer Switch .
l. Post-inspection: Recommendations for corrective action shall be forwarded to the Government POC as needed.
1.2.3 Additional Performance Information: The following applies to all elements of performance under this PWS:
a. Waste: The contractor shall ensure proper disposal of all waste material and products including oil, coolant, used parts and packaging.
b. Scheduling: The contractor shall schedule all inspections, maintenance, and commercial power disconnects with the Government POC. Scheduling efforts shall be no less than 1 week in advance. Failure to proactively communicate may not result in accommodation by the Government and could lead to payment delays. No commercial power disconnects shall be conducted without prior approval and coordination with the Government POC. All maintenance work shall be scheduled during normal hours of operation 0700-1600 M-Friday, with the exception of holidays, as outlined in Paragraph 1.1.2.
c. Reports: Upon completion of any maintenance, inspection, or repair, the contractor shall submit a written report describing the actions conducted and all findings and recommendations to the Government POC.
d. Submittals: The contractor shall submit a copy of all intended for use materials, parts, and supplies for approval by the Government POC. No items may be installed prior to the approval of the submission. All submittals shall be provided to the Government no less than 2 weeks prior to their intended use. Failure to do so may result in inexcusable delays in performance leading to delays in payment.
e. Repairs: The contractor shall not perform any additional repairs outside of what is identified by this PWS.
2.0 Security and Base Access.
2.1 Access and General Protection/Security Policy and Procedures.
The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Government POC. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, Headquarters Air Force (HAF) and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
2.1.1 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.
2.1.2 The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.
2.2. Contractor Access to Air Force installations: All contractors required to have access to Air Force Installations shall abide by the following. Failure to comply with these requirements may result in withholding of final payment.
2.2.1 The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
2.2.2 The contractor shall submit a written request on company letterhead to the KO listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter shall also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The KO will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver s license, current vehicle registration, valid vehicle insurance certificate, and [insert any additional requirements to comply with local security procedures] to obtain a vehicle pass.
2.2.3 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
2.2.4 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
2.2.5 Base Access Adjudication: Contractor and all associated sub-contractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Air Force Instruction (AFI) 10-245, AFI 31-101 and Air Force Manual (AFMAN) 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative)
2.2.6 Antiterrorism Awareness Level I Training (AT Level I): All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 15 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor;
completing the Force Protection computer-based training (CBT) course on the Advanced Distributed Learning System (ADLS) or Joint Knowledge Online at http://jko.jten.mil. Tracking for each contractor or subcontractor employee is the responsibility of the Government POC or unit AT Representative. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee to the Government POC within 15 calendar days after completion of training by each employee or subcontractor personnel.
2.3 Communications Security/Information Technology (COMSEC/IT):
All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations.
Therefore, the contractor is advised that any time contractor personnel place or receive a call they are subject to COMSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings.
2.4 Physical Security: The contractor shall safeguard all Government property provided. At the close of each work period, Government facilities, equipment and materials shall be secured. Failure to do so shall result in the contractor being held financially responsible for any items not recovered.
