About this file

This document is a Performance Work Statement (PWS) for analytical laboratory sample analysis services required by the Bureau of Reclamation for the Trinity River Fish Hatchery in California. The PWS states that up to 380 samples of concrete and surfacing material will be collected and analyzed for the presence of California and federally regulated hazardous materials, including asbestos, metals, and mercury. The analysis must follow specific test methods, and the contractor must have certifications for the required analytical procedures. The contractor will be required to provide electronic data, quality control files, and signed chain-of-custody documentation for each sample within 10 working days of receiving the samples. The laboratory's performance will be measured against specific quality control criteria. The contract term is 18 months from the date of award.

The related federal contract opportunity is for the "ANALYTICAL LAB SAMPLE-TRINITY RIVER" procurement, solicitation number 140R8124Q0213, issued by the Department of the Interior's Bureau of Reclamation.

PERFORMANCE WORK STATEMENT (PWS)

ANALYTICAL LABORATORY SAMPLE ANALYSIS FOR TRINITY

RIVER FISH HATCHERY

MAY 16, 2024

1 INTRODUCTION

Bureau of Reclamation (Reclamation): Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, and Grand Coulee Dam on the Columbia River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US.

2 SCOPE

The Bureau of Reclamation’s Technical Service Center (TSC) performs hazardous materials investigations on a variety of features located in California.

2.1 Analytical laboratory analyses are needed to determine the presence of California and federally regulated hazardous materials, as defined in 11 DELIVERABLES.

2.1.1 Up to 380 samples will be collected by Reclamation personnel as shown in

Table 1. The quantity of samples assumes one analysis per sample; this may change depending upon the capabilities of the laboratory where multiple analyses may be performed on a single sample. The specimens will include concrete and surfacing material. These samples will be collected from various locations in the Trinity River Fish Hatchery (TRFH) facility. Each sample will be given an identification number and collection metadata by Reclamation.

The Contractor shall prepare and analyze the samples using the analytical methods noted on the Chain of Custody (COC) supplied with the samples.

The Contractor shall provide electronic, numerical data, QA/QC files, and pdf files. Original data files shall be retained by the contractor for 6 months past the duration of the Period of Performance (Section 13).
