Purchase Request/ Identification Number:

FM230081007000

Project/Program Name:

Pentax EndoPro IQ

Section B: Description of the Supplies/Services Required References: FAR 6.302-1, FAR 13.106-1(b), AFFARS 5313.106-1(b), as applicable.

The 88th MDG Gastroenterology Clinic requires the Pentax EndoPRO iQ Software and Equipment. The EndoPRO iQ will require the base year service maintenance agreement to include software support and updates as necessary. The package is composed of database communications hardware/software, database server rack mount, image capturing workstations, printers, and miscellaneous items (i.e. cables, licenses, etc). This action will be awarded as a new Firm-Fixed Price (FFP) order. The appropriation for this requirement is Fiscal Year 18, 0130 funds. Based on market research, the total estimated value of this acquisition if

Section C: Justification for Soliciting from a Single Source or Brand Name

The 88th Medical Group's current server is at full capacity and is no longer produced by Olympus. The system cannot be upgraded. Due to the minimum capabilities we are close to having a halt in patient care, procedures, and having an increased risk in patient safety. Olympus has come to our unit stating that two of our three servers are now no longer operational or fixable. Currently we do at least procedures per/year with an estimated outside cost of per patient resulting in the cost of . Sending the patient outside of the 88th MDG would result in unacceptable cost factors and patient satisfaction. Our number one qualification is security and support. Pentax is the only company that is able to provide this. Not only is it provided within the estimated quote, but Pentax is also the only company that has met qualifications for the DoD. No other vendors/ companies were able to submit a quote due to licensing, DOD security protocols, and the Patient Privacy Act.

Efforts were made to ensure that no other vendors could support our needs as a facility and as a patient security, but no additional vendors were identified. Market research was conducted via direct communication with multiple vendors. It was determined that Pentax was the only company capable of satisfying the Government’s requirements. Accordingly, Pentax is the only known source capable of providing the supplies and services described above without the U.S. Air Force experiencing substantial duplication of cost or unacceptable delay that could not be recouped through competition.

Section D: Efforts to Obtain Competition

Single Source Justification (Simplified Acquisition)

Market research was conducted in accordance with FAR Part 10, via synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. Other companies do not have the correct licensing, DOD security protocols, and Patient Privacy Act, and are therefore not "eligible" to support this effort. The Medical Equipment Management Office and Gastroenterology contacted the known companies listed in Section C. GMed does not sell their product to the government, Provation does not possess an RMF certification, and Olympus does not produce newer software to replace/repair our current Endoworks. This research was conducted circa March 2018.

Pentax is the only known source capable of satisfying the Government’s request at this time. Thundercat Technologies is currently the only authorized re-seller of Pentax products. Additionally, Pentax no longer sells their products directly. The company information is:

Thundercat Technology 1925 Isaac Newton Square E, Suite 180 Reston, VA 20190

Section E: Steps to Preclude Future Single Source Awards or Brand Name Awards

The 88th Medical Group will continue to query for commercially available hardware and software products to determine if the capabilities and services provided are able to meet the government’s requirements. The Subject Matter Experts (SME) will also review technical publications, expositions, trend guidelines, Air Force regulations and instructions as well as confer with other agencies and experts so that future actions may be solicited under full and open competition procedures. To the best of their abilities, all competing products (available in the current market) have been evaluated prior to purchasing this solutions and none were feasible for incorporation or used with the current architecture at this time. As new trends formulate in production the 88th Medical Group will continue to research ways to develop, test and integrate them if possible.

Section F: Technical/Requirements Personnel’s Certification As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete (FAR 6.303-2(c)).
