Scope of Work & Specifications

SERVICE FOR MAINTENANCE TO

PEAK SHAVING GENERATOR

Located at U.S. Coast Guard Base Elizabeth City, N.C.

March 2020

1) SCOPE: The Contractor shall provide all supervision, labor, transportation, equipment, parts and materials to perform preventative maintenance service on one (1) Peak Shaving Generator. Inspections in the form of visual inspections and physical testing will be performed to ensure the system(s) are in the proper operating condition and to identify any impending generator failures. The Contractor shall provide this service for one (1) year at the following location:

· Building# 117 – Peak Shaving Generator

The base year shall be one (1) year from the time the written Notice to Proceed is issued with an option to renew for a period of four (4) additional option years at the discretion of the Contracting Officer.

2) GOVERNMENT FACILITIES AND UTILITIES:

a) Electrical power is available on the site. The Contractor will be permitted to utilize these utilities in performing the work, provided that the existing systems are not overloaded.

b) Telephone services will not be available for use by the contractor.

c) Building restroom facilities are available for use.

3) MATERIALS AND LOCATIONS:

a) The Contractor will furnish all materials, equipment, instruments, tools, safety lines and harnesses, and other items necessary for accomplishment of these services.

b) Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer’s name, brand name, and description of contents. Storage shall be in accordance with manufacturer’s recommendations in a clean, dry, well-ventilated area. Stored materials shall be protected from sunlight, and kept away from excessive heat. Insulation board shall not be exposed to flame or other ignition sources. The contractor shall not store any highly flammable materials in the work area. Sufficient area for staging is available on site; storage areas will be pre-approved by the Contracting Officers Representative (COR). Special precautions shall be taken to ensure construction materials and debris does not enter the airfield, runways, taxiways, or waterways.

c) The Contractor is required to comply with local VOC laws and regulations. All applicable Safety Data Sheets shall be available upon request. The Contractor is required to comply with all Federal, State, local, laws and regulations as well as the Base Synthetic Minor Air permit. All chemicals used shall be pre-approved by the Environmental Compliance office prior to bringing them on Base.

4) SCHEDULE OF WORK: The Contractor shall perform all work during normal base work hours. The base normal working hours are 8:00 am to 4:30 pm, Monday through Friday, but the contractor is not limited to these hours. If the contractor is going to work outside normal working hours, permission must be obtained from the Contracting Officers Representative (COR).

5) EXISTING CONDITIONS: The contractor is expected to satisfy himself as to the existing conditions and the work to be performed. The contractor shall verify all dimensions and equipment data prior to ordering materials and commencement of work. Any site visit will be arranged by the Contracting Officers Representative (COR). The Contractor shall wear the appropriate personal protective equipment (PPE) when visiting the site in accordance with OSHA, State, and Federal regulations.

6) LIABILITY OF CONTRACTOR: Any damage to government property caused by the contractor shall be repaired or replaced by the contractor at no cost to the government. The contractor shall not disconnect any service without approval from the Contracting Officers Representative (COR).

7) INSPECTION AND ACCEPTANCE: The Contracting Officers Representative (COR) will accomplish inspection and acceptance of the work.

8) LABOR LAWS: The Contractor shall perform all work IAW all Federal, EPA, OSHA, and State of North Carolina laws and regulations.

9) SAFETY: The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. To accomplish this end, the Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with the requirements of all Federal, State and Local safety laws, rules and regulations. Any operation defined as “Hot Work” as per OSHA/NFPA requires a permit to be issued by Base Elizabeth City Fire Department by contacting 252-335-6257. This includes welding, cutting, brazing, grinding or any work that could produce sparks or heat and may initiate a fire.

10) ENVIRONMENTAL COMPLIANCE: Contractor shall ensure all discharges do not exhibit contaminates contrary to BASE Elizabeth City Non-Significant User (Wastewater) Permit. Any flushes, backwashes and or slug loads shall be scheduled and reported to BASE Environmental Compliance Office (ECO) Wastewater Permit Manager at least two weeks in advance. Wastewater associated with any maintenance or repair shall be quantified in maintenance schedule. Any waste as a result of the project shall either be recycled IAW CIM 16455.10 and the BASE Pollution Prevention Plan or be disposed of IAW the Resource Conservation and Recovery Act. Any Hazardous Waste shall be manifested off site with Base listed as the Generator and signatory. Any hazardous waste shall be analyzed, characterized, stored and disposed of IAW the Resource Conservation and Recovery Act (RCRA) and all applicable federal, state (i.e. DOT) and local laws and ordinances. All work will be performed IAW the BASE Spill Prevention Control and Countermeasures Plan, Clean Water Act (CWA) 40 CFR 112 and the BASE Stormwater Pollution Prevention Plan (SWPPP). All chemicals required for this project shall be preapproved by the Base ECO Wastewater Permit Manager in Building 62. Safety Data Sheets (SDS) shall be provided to both the BASE ECO and Safety offices and proper storage shall be provided IAW 29 CFR 1910.1200. All installation related solid waste shall be removed from the BASE after each working day. All activation flushes of the system shall be captured and disposed of IAW City of Elizabeth City Sewer Use Ordinance and USCG BASE Industrial User Wastewater Permit. All extra chemicals and products shall be removed from the site upon work completion, as the Emergency Planning and Community Right-To-Know Act requires Coast Guard maintains an inventory of all Hazardous Materials located at the site. A laydown area as required and an Erosion and Sediment Control Plan, these shall be preapproved by BASE ECO IAW the SWPPP. Laydown areas will be approved on a case-by-case basis by the Contracting Officers Representative and Base Environmental Compliance Office on non-vegetative areas only. Any damage to vegetated areas shall be repaired and reseeded by the Contractor. Nothing shall be discharged to a storm drain at any time during the project. All storm drains within range of a potential discharge shall be covered/sealed during installation and kept covered until the work has been completed and the system has been deemed fully operational and compliant with all applicable CG policies/plans/permits/laws/ordinances. All storm drains and waterways within range of a potential discharge shall be covered/sealed or protected by silt fence. All spills shall be reported to BASE ECO (Chris Dunn) at (252)267-9789 after containing and dialing (252)335-6257 for Base Spill Response.

11) SITE RESTORATION & CLEAN UP: The work site shall be cleaned up at the completion of each workday. Upon completion of the job, the Contractor shall clean up the job site, returning it to a state of cleanliness equal to or exceeding that in which it was found. The Contractor shall properly dispose of any trash, extra materials, dirt, debris, or other litter that remains. There will be no final acceptance of the contract until the Contracting Officers Representative (COR) approves the appearance of the job site.

12) GOVERNMENT FACILITIES AND REGULATIONS: The Contractor, their employees, and any sub-contractors shall become familiar with and obey all Base/ Unit regulations. All personnel employed on the project shall keep within the limits of the work area, and shall not enter any other area outside of the work site unless to do so in the performance of their duties. There shall be No Smoking in any Coast Guard Building. All smoking must be done in the designated smoking area.

13) CONTRACT TIMELINE: The Contractor shall provide all required information and complete this contract within this time schedule, unless approved by the Contracting Officer.

a) Provide all required submittals to the Contracting Officer within 14 calendar days after contract award.

b) The U.S. Coast Guard will have 7 calendar days to review the submittals and respond to Contractor.

c) Contractor shall provide projected delivery schedule during proposal and provide a firm delivery date within 14 calendar days after the contract has been awarded.

d) The Contractor, upon receiving notification that the U.S. Coast Guard has approved the submittals and having received the Contractors firm delivery date schedule, will have 14 Calendar days to begin work on the project. The Contractor shall notify the Contracting Officer of any long lead time delivery of equipment, so that the Contracting Officer can modify the delivery date of the contract.

14) SUBMITTALS:

a. Once awarded, the following list of submittals required for approval defines the specific minimum requirements for this contract. The submittal shall contain sufficient information that can be used to determine compliance of the material with these specifications and referenced specifications.

i. Detailed work schedule

15) TECHNICAL REQUIREMENTS:

General: The Contractor shall provide all supervision, labor, transportation, equipment, parts and materials to perform preventative maintenance service IAW specifications provided. Attachments have been provided including photos & map location.

· The Contractor shall perform at a minimum the following tasks and any other manufacturer’s recommendations not listed below:

a) Visual Inspections & Pre-Run Checks (Preventative Maintenance - Level 1) – The Contractor shall provide a visual inspection and pre-run checks of the generator/components which include the following, but are not limited to:

· Log Faults

· Take Generator Out of Auto

· Jacket Water Heater Operation & Thermostat Setting

· Jacket Water Heater Connections

· Oil Level

· Coolant Level

· Coolant Freeze Protection

· Check Belts & Accessories

· Water Pump & Hoses

· Radiator & Shrouds

· Starter Connections

· Battery Acid Specific Gravity

· Clean Batteries

· Battery Charger Operation & Float/Equalize Function

· Oil Leaks

· Coolant Leaks

· Fuel Leaks

· Fuel Tank Level & Stick Tank for Water (Main Tank)

· Fuel Day Tank Operation

· Fuel Separator/Drain Water

· Governor Linkage

· Ignition System (Gas Units Only)

· Generator & Windings

· Air Filters, Seals, & Piping

· Exhaust System

· Louver for Damage, Hardware, or Alignment Issues

b) Physical Tests & Running Checks (Preventative Maintenance - Level 1) – The Contractor shall provide a physical test and running checks to test the generator/components which include the following, but are not limited to:

· Start the Generator

· Louver Operation

· Exhaust System for Leaks or Obvious Damage

· Walk-Around Inspection

· Gauges

· Unusual Noises or Vibration

· Shutdowns

· Annunciators for Alarms or Warnings

c) Final Inspection (Preventative Maintenance - Level 1) – The Contractor shall provide a final inspection of the generator/components which include the following, but are not limited to:

· Perform Walk-Around Inspection

· Note Any Problems or Needed Repairs

· Ensure Generator is in Auto & No Faults

· Ensure Generator Breaker is Closed

d) Preventative Maintenance (Level 2) – The Contractor shall perform preventative maintenance activities which are essential to ensure the generator/components operational efficiency, durability, reliability, safety, performance, conditions, and extended equipment life. Typical preventative maintenance (Level 2) activities include, but are not limited to:

· Change Oil & Filters

· Change Fuel Filters

· Clean or Replace Strainers

· Inspect Brushes/Slip Rings

· Inspect Rotating Rectifier Assemble

· Inspect Generator Bearings

· Inspect Main Conductors for Loose Connections

· Grease Fan Hub Bearings

· Obtain Coolant Sample

e) The Contractor shall provide preventative maintenance (Level 1) listed in Section 15 (a, b, c) ONE (1) time during the contract year and is considered a semi-annual service.

f) The Contractor shall provide preventative maintenance (Level 2) listed in Section 15 (d) ONE (1) time during the contract year and is considered an annual service.

g) The Contractor shall schedule accordingly to ensure the (Level 1) and (Level 2) preventative maintenance is performed approximately six (6) months apart from one another.

h) The Contractor shall schedule all preventative maintenance with little to no equipment downtime. Maintenance may not be scheduled on Dominion Power scheduled “A” Days.

i) The Contractor shall dispose of all oil and absorbent materials utilized IAW Section 10 (Environmental Compliance).

j) The Contractor shall certify that each piece of equipment has been serviced (IAW) 29 CFR 1919 and meets the requirements set forth in the current applicable manufacturer’s recommendation governing that piece/type of equipment.

k) The Contractor shall provide detailed documentation after the generator is serviced. The Contractor shall provide this documentation to the Contracting Officers Representative (COR) within fifteen (15) calendar days after completing any preventative maintenance schedules. The Contractor shall download information from the CMS Logger each time the generator runs. These time dated temperature/pressure differential readings shall be provided in a Microsoft Excel spreadsheet and emailed to the Contracting Officers Representative (COR).

l) It is HIGHLY recommended that the Contractor make a site visit to properly evaluate the area and to verify all aspects of the Peak Shaving Generator.

16) EXECUTION: Installation, workmanship, fabrication, assembly, erection, examination, inspection and testing shall be in accordance with appropriate sections of 29 CFR 1910, 1926.
