PURCHASE DESCRIPTION
FOR
AFPSL - Humidity Generator Replacement
1.0 SCOPE: The Humidity Generator shall be a self-contained system that is capable of producing stable atmospheres of known humidity and temperature using a two-pressure, two-temperature saturated vapor stream principle. It will replace the Thunder Scientific 9000 unit. It shall have the capability to calibrate humidity sensors, hygrothermographs, chilled mirror hygrometers, dew point meters, and other environmental measuring devices.
2.0 PERFORMANCE REQUIREMENTS:
2.1 Operations: The Humidity Generator shall be capable of being connected to an external air source that is not part of the system.
2.1.1 Unit shall operate on no more than 100 PSIG external air supply
2.1.2 Humidity Generator requirements for dry air shall not be any drier than -30°C
2.1.3 If an external pump is required, manufacturer will supply appropriate pump
2.1.4 External pump shall operate on no more than 100 PSIG external air supply
2.2 Units: The Humidity Generator shall be able to display at least the following engineering units:
2.2.1 Flowrate: SLPM
2.2.2 Pressure: PSIA, InHg, kPa, mbar
2.2.3 Temperature: C & F;
2.2.4 Relative Humidity: % RH
2.2.5 Dew/Frost Point: °C & °F
2.3 Resolution: The Humidity Generator shall be able to display a resolution of one-tenth the uncertainty of the units being displayed below, or better:
2.3.1 Relative Humidity
2.3.2 Temperature
2.3.3 Pressure
2.3.4 Dew/Frost Point
2.4 Range: The Humidity Generator shall have the following ranges or better:
2.4.1 Humidity: 5 to 97% RH
2.4.2 Temperature: 0 C to 70 C
2.4.3 Dew Point: -35°C to 70°C
2.4.4 Frost Point: -32°C to 70°C
2.4.5 Flow Range: 10 SLPM to 100 SLPM
2.5 Humidity Uncertainty: The Humidity Generator shall have an uncertainty of at least the following:
2.5.1 Humidity: 0.3 %RH *throughout the entire chamber
2.5.1.1 The “entire chamber” is defined as the volume of the test chamber minus a 1 inch boundary layer from any door or wall surface.
2.5.2 Humidity Stability: ± 0.1%RH for a 10-minute period, after humidity set point is achieved and 20-minute stabilization time.
2.6 Dew/Frost Point Uncertainty: The Humidity Generator shall have an uncertainty of at least the following:
2.6.1 Dew/Frost Point: ± 0.1°C
2.7 Temperature Probe Uncertainty: The Humidity Generator temperature probes shall have an uncertainty of no more accurate than the following:
2.7.1 Temperature: 0.025°C
2.7.2 Chamber Temperature Probe: The Humidity Generator shall have a chamber temperature probe that shall be able to be placed anywhere in the chamber and bundled with test items.
2.7.3 Chamber Temperature Stability: ± 0.01°C for a 10-minute period, after temperature set point is achieved and 20-minute stabilization time.
2.8 Reliability: The Humidity Generator shall be capable of maintaining its uncertainty for at least 12 months.
2.9 Environmental Requirements: The Humidity Generator shall be able to operate or be stored in the following environmental conditions:
2.9.1 Operating Temperature: 65 to 80 °F
2.9.2 Storage Temperature: 32 to 122 °F
2.9.3 Humidity: 5 to 95% RH Non-condensing
2.10 Warm-Up Time: The Humidity Generator shall require a warm-up time of not greater than 1 hour.
3.0 FUNCTIONAL REQUIREMENTS:
3.1 Display: The screen shall display all critical control and measurement parameters that are essential to the operation of the Humidity Generator. The display shall utilize easily-read fonts on a screen with high contrast between characters and background. The display shall use engineering measurement units (see paragraph 2.2 above). Each parameter on the screen shall be easily identified and read. The display shall distinguish between ‘set points’ and
‘actual’ measured quantities. It shall be a digital display.
3.2 Humidity Control: Known, stable humidity shall be generated by precise control of saturated fluids that are at different pressures and temperatures. No other devices such as humidity sensors, hygrometers, psychrometers, or desiccants shall be used to control or measure this type of water vapor content.
3.3 Temperature Control: The temperature control shall be maintained by controlling the temperature of fluid as it is circulated around the chamber and associated humidity generation components. The chamber and saturation temperatures shall be measured and controlled internally. The heating and cooling rate shall be no more than 3.5 minutes per C on the average.
3.4 Pressure and Flow Control: The Humidity Generator shall be capable of automatically setting the desired pressure and flowrate. Pressure and flowrates shall be measured continuously and displayed. The Humidity Generator shall have the capability for the operator to set pressure and flowrates by manually adjusting the set point on the keypad.
3.5 Automated or Manual Control: The Humidity Generator shall be able to automatically and manually generate specified humidity/temperature values needed to calibrate a DUT (device under test).
3.5.1 Automated Control: Defined as being able to read and record devices under tests with a digital output and then move on to the next humidity/temperature set point. Software shall be able to have technician create a calibration test file and automatically run.
3.5.2 Manual Control: Defined as manually entering the next humidity/temperature set point using the computer interface.
3.5.3 Software shall have the capability to have technician control such parameters but not limited to:
3.5.3.1 Humidity Set Points
3.5.3.2 Temperature Set Points
3.5.3.3 Dew/Frost Point Set Points
3.5.3.4 Dwell times
3.5.3.5 Flow Rates
3.5.3.6 Saturation Pressure
3.5.3.7 Chamber Fluid Temperature
3.6 Keyboard & Mouse: The Humidity Generator shall be capable of using a keyboard and mouse. The Humidity Generator shall be provided with a keyboard and mouse.
3.7 Stylus: If a touchscreen display is provided with the Humidity Generator, a stylus shall be provided with the unit.
4.0 MECHANICAL & PHYSICAL REQUIREMENTS:
4.1 Mobility: The Humidity Generator shall have either rollers, wheels, or casters for transportation. The rollers, wheels, or casters shall be lockable to stop the Humidity
Generator from moving.
4.2 Accessories: The contractor shall provide any and all peculiar fixtures and accessories that involve a complete system calibration.
4.2.1 Chamber Rack: Contractor shall provide a rack to elevate devices under test to the center of the chamber.
4.3 Calibration:
4.3.1 All pressure sensors needing calibration shall be able to be calibrated outside of the Humidity Generator. This means that the pressure sensor shall be able to be disconnected from Humidity Generator and calibrated separately.
4.3.1.1 Software shall allow input of curve fit data calculated from the calibration. Curve fit shall be at least a third order fit polynomial.
4.3.2 All temperature sensors needing calibration shall be able to be calibrated outside of the Humidity Generator. This means the temperature sensors shall be removable while still electrically connected to the Humidity Generator.
4.3.2.1 The software shall allow input of curve fit data calculated from the calibration.
4.4 Construction: The Humidity Generator shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be the contractor’s responsibility to assure the government that such design objectives as reliability, accuracy of operation, maintainability and ease of operation have been given due consideration in the manufacture of this equipment. All parts such as shafts, bearings, regulators, switches, controls, connectors, etc., shall have proper clearance and adjustments. They shall work together so that the equipment shall supply the rated requirements without unnecessary strains, vibrations, and overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and services. All materials and parts of this equipment shall be capable of withstanding environmental testing requirements of this specification.
4.5 AC Power Rating: The Humidity Generator shall operate with 208-240VAC at 50/60Hz, 3-phase, 4-wire, 30 Amp service and/or ~120 VAC at 50/60 Hz.
4.5.1 Humidity Generator shall not use more than one ~208VAC and/or one ~120VAC outlet.
4.6 Test Chamber: The test chamber shall have, as a minimum, internal dimensions of 12”W x
12”D x 12”H. The test chamber shall have a removable cover to access the inside of the chamber. Chamber cover shall allow full 12” by 12” access to the Test Chamber. The chamber shall also have at least five access ports to the chamber for insertion/mounting of probes and sensors that are attached to cables and other indication instruments. One of the access ports should be in the center of the chamber cover. As a minimum, the access holes shall be no smaller than 1.925" in diameter and shall be sealed with a solid insulating plug.
Also, there shall be at least 10 additional 'blank' plugs provided with the system that will give the user the ability to configure the plug to accommodate a number of cable sizes and arrangements.
4.7 Footprint: The Humidity Generator shall be able to fit through a 4 feet wide by 6 feet tall doorway for installation purposes. The humidity generator shall be no more than 40” Tall by
60” Wide by 36” Deep.
4.8 Individual Unique Identifier Designation: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.
4.9 Electrical Protection: If the Humidity Generator operates on AC line power, it shall have a fuse or circuit breaker to protect it in the event of excessive current. The AC line power fuses shall be user serviceable without removing any covers /panels or voiding a manufacturer’s service warranty.
5.0 CENTRAL PROCESSING UNIT (CPU): The Humidity Generator shall be operated by a multifunctional CPU in conjunction with other peripheral cards to perform control and calculation functions. The CPU shall have set point control and be capable of continuous system data acquisition. Visual indications of system status shall be displayed in real time on the screen. Also, the CPU shall have the capability of storing the calibration coefficients in a non-volatile memory for all of the transducers until the next calibration.
5.1 Software/Firmware: Software/Firmware for system control, data presentation, and data acquisition and reduction shall be provided by the contractor. The software/firmware shall be capable of operating on the supplied CPU. The software/firmware shall include, at a minimum, the following features:
5.1.1 Graph data from selected parameters at a minimum (RH, Chamber Temperature, Chamber Pressure, Flowrate, Saturation Pressure, Chamber Dew/Frost Point)
5.1.2 Display real time actual and manual configured set points for humidity, temperature and flowrate
5.1.3 Shall include automated control of user set points
5.1.4 Shall have the ability to control set point and constant data acquisition
5.1.5 Control of pressure and temperature ratios to produce stable humidity
5.1.6 Regulation of heating and cooling units
5.1.7 Calibration:
5.1.7.1 Software/firmware shall have a function for the calibration of all calibrated components
5.1.7.2 Shall be able to store and access calibration coefficients
5.1.7.3 During calibration, software/firmware shall display standard deviation of recent readings to give an indication of stability of the set point.
5.1.7.4 During calibration, software/firmware shall display raw data and corrected data
5.1.8 Software/Firmware Identification: Software/firmware version shall automatically display upon startup. All software/firmware used in conjunction with instrument shall be identified by Name, Version, and Date; which is to be displayed upon startup or located in an “About” menu in the software/firmware.
5.1.9 Software/Firmware Warranty:
5.1.9.1 The contractor shall warrant that the software/firmware product meets this purchase description and is free from defects in design and operation and will perform to stated specifications within this purchase description for the length of the equipment warranty.
5.1.9.2 The contractor shall (at no additional cost) update, or replace the software/firmware product as necessary to correct any deficiencies identified in the software/firmware. Replacement software/firmware shall meet or exceed the requirements in this purchase description, shall not require additional training to operate, and shall be warranted for the remainder of the equipment warranty.
5.2 Controller: The Humidity Generator software/firmware shall operate on either an internal controller or external controller.
5.2.1 Internal Controller: IF only an internal controller is supplied, it shall have the following:
5.2.1.1 USB: Minimum of two integrated USB 3.0 ports not being utilized by other components
5.2.1.2 External video support
5.2.1.3 120 GB (Minimum) Hard Drive
5.2.2 External Controller: IF an external controller is supplied, it is required that it can efficiently operate under Microsoft Windows 10 Professional 64 bit operating system. All major components of the system must be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the AFMETCAL. The Controller must meet or exceed Microsoft
Windows 10 Professional hardware requirements.
5.2.2.1 Memory: Minimum 8 GB system Memory.
5.2.2.2 USB: Minimum of two integrated USB 3.0 ports not being utilized by other components
5.2.2.3 External video support
5.2.2.4 Display Panel: 17-inch (diagonal) or larger viewable display.
5.2.2.5 Hard Drive: 120 GB (Minimum) Hard Drive
5.2.2.6 DVD-ROM: Internal or External DVD +/- RW dual layer or Blue-Ray
5.2.2.7 Operating System and Software: All software must run under Microsoft
Windows 10 (Professional operating system or greater 64bit, latest version release). All software must run Windows 10 as a non-elevated user. Shall be supplied with Microsoft Word and Excel, latest release with a non-renewable license.
5.2.2.8 Lenovo brand controller will not be acceptable.
5.3 Additional Hardware: Additional hardware required to make this system function as identified by this purchase description shall be required.
6.0 OPERATOR’S MANUAL: As stated in the data attachment, DD1423, and DiDs manuals shall include the following:
6.1 Individual Component Listings: The manual shall list the individual components, which includes OEM manufacturer’s name and OEM part number. If applicable, include component range and uncertainty.
6.2 Calibration and Alignment Procedures: The manual shall have calibration (verification) and alignment procedures for calibrating and aligning the pressure transducers, temperature sensors, and any other component that requires periodic calibration.
6.3 Remote Command Listings: The manual shall list the input/output parameters, command strings and other pertinent data required to accomplish remote operation of the Humidity
Generator.
6.4 Maintenance: The manual shall include preventative maintenance inspection procedures and intervals required for proper operation of the unit.
6.5 Block diagrams of the following systems in the Humidity Generator:
6.5.1 Fluid
6.5.2 Pneumatic
6.5.3 Refrigeration
6.5.4 Electrical
6.5.5 Mechanical
7.0 TRAINING: A minimum of 2 days (8 hours per day) on-site training for the first production unit shall be provided. Training shall include instruction on how to operate, maintain, and calibrate the
Humidity Generator. Minimum training by the contractor shall include:
7.1 A complete review of all topics in the operating manual.
7.2 Instruction on the use of all software functions and menus.
7.3 Instruction of calibrator maintenance methods.
7.4 Instruction on how to periodically calibrate the Humidity Generator.
8.0 TESTING: The Humidity Generator will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology
(NIST) or other AFMETCAL approved sources where required. Test will be performed to assure the
Humidity Generator meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format
(iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527C and the Contract
Data Requirements List (DD Form 1423).
CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument. This calibration certificate must comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).
