PURCHASE DESCRIPTION

FOR

INSTALL MODULAR STRUCTURE INSIDE BUILDING 353

23 May 2022

1.0 DESCRIPTION OF REQUIREMENT. This requirement is for a Contractor to provide and install a modular structure inside building 353 for the 402d Commodities Maintenance Group (CMXG) at Robins Air Force Base (AFB), Georgia. The modular structure will house equipment necessary to stand up a metal additive manufacturing process to produce metal components for various CMXG mission requirements.

1.1 Unless otherwise stated in this Purchase Description (PD), the Contractor shall be responsible for providing everything necessary for the delivery and installation of the modular structure. This includes all transportation, tools, parts, materials, supplies, equipment, rigging, ladders, forklifts, scissor lifts, any other heavy equipment required, and all labor and supervision necessary to supply, ship, unload, and install the modular structure.

Note: The contract awardee shall visit Robins AFB, building 353 and field measure all key components and notify the CMXG Government Representative of any obstacles/problems they foresee prior to starting fabrication/construction. The Contractor shall coordinate all plans prior to beginning any work with the CMXG Government Representative.

1.1.1 The modular structure shall sit on the concrete floor (Note: No floor construction is required) and shall be constructed with the maximum available sound reduction paneling, and shall consist of the following dimensions:

1.2 SPECIFIC REQUIREMENTS.

1.2.1 Walls. Class-A interior walls, vinyl-covering on both sides of gypsum board, 10 feet in height.

Walls shall be 3-inch thick composite sandwich panels. Outside and inside shall be faced with ½ inch class A Fire-Shield gypsum board with a vinyl finish laminated to a polystyrene core. An extruded aluminum binder post with snap covers to house electrical components shall be placed every 4 feet. All binder posts, window trim and doors shall be painted to match the wall covering. Wall covering shall be off-white in color.

1.2.1.1 Polystyrene Core. The core shall have the following properties:

Shear strength (flatwise) – 18-22 PSI Shear modulus (flatwise) – 280-320 PSI Water absorption rate - < 4% STC Value – 32

R-Value – 11

1.2.2 Roof. 1.5-inch B-Deck, 546 Square Feet. The roof shall consist of 22-gauge, galvanized steel inter-nesting pans as a dust cover with closure fascia. The steel shall be fabricated from material conforming to Section 1.5 of the latest edition of the American Iron and Steel Institute, Specifications for the Design of Cold-Formed Steel Structural Members. Steel decking shall be corrugated and shall be mechanically fastened to support beams. The roof shall be free of support columns within the structure (free span). The roof shall have a minimum dead load capacity of 5 PSF.

1.2.3 Ceiling. Suspended Ceiling, 546 Square Feet. The ceiling system shall consist of a complete Class- A suspension system and acoustical material. The suspension system shall consist of a concealed assembly of structural members and such hardware and wall moldings as required to support the system with a maximum deflection of L/360 of the span. The ceiling shall be capable of incorporating lighting, heating, ventilation, air conditioning, and electronic and electrical system components as necessary. The system shall be completely integrated with the structural and mechanical elements of the modular structure. The entire area of the ceiling shall be insulated with fiberglass insulation rated at R-19.

1.2.4 Single Person Access Door. 20-Gauge insulated steel. (Note: Doors shall close automatically) The modular room shall be equipped with one single door, 36”W x 84”H x 1.75”T, constructed of 20-gauge hot-dipped galvanized steel, mill treated for paint adherence. The door shall have a top and bottom channel of 16-gauge steel projection welded to door skins on no less than 2” centers. The top channel is to be flush while the bottom channel is to be inverted. The hinge preparations are to be 9-gauge steel reinforcement projections welded to the door skins in six places each. Hinge preparations shall be cut through the door and provided with reversible filler plates to allow for improved handling. Hinge preparations shall conform to ANSI A1567. The doorframe shall be 16-gauge single “rabbet” commercial quality steel. The frame shall be pre-mortised for matching hinges and striker of the door. The door shall be supplied with all necessary hardware to meet local and state code requirements. The door shall be equipped with 1/8” tempered safety glass window, 22”W x 36”H. The door shall include a sweep, threshold, satin chrome lever set, weather-stripping, and locking key.

1.2.5 Equipment Access Double Doors. 20-Gauge insulated steel. (Note: Doors shall close automatically) The modular room shall be equipped with one set of double doors, 84”W x 96”H x 1.75”T, constructed of 20-gauge hot-dipped galvanized steel, mill treated for paint adherence. The doors shall have a top and bottom channel of 16-gauge steel projection welded to door skins on no less than 2” centers. The top channel is to be flush while the bottom channel is to be inverted. The hinge preparations are to be 9-gauge steel reinforcement projections welded to the door skins in six places each. Hinge preparations shall be cut through the doors and provided with reversible filler plates to allow for improved handling. Hinge preparations shall conform to ANSI A1567. The doorframe shall be 16-gauge single “rabbet” commercial quality steel. The frame shall be pre-mortised for matching hinges and striker of the door. The doors shall be supplied with all necessary hardware to meet local and state code requirements.

The doors shall be equipped with a 1/8” tempered safety glass window each, 22”W x 36”H. The doors shall include a sweep, threshold, satin chrome lever set, weather-stripping, and locking key.

1.2.6 Picture Windows (5-each). The modular room shall be equipped with five (5) picture windows, 3’8”W x 3’H. Each window shall be installed 42” from the floor. Each window shall be glazed with ¼” thick clear tempered glass and shall be an integral part of the wall panel. Each window shall be non-opening. Each window frame shall be painted in accordance with AAMA Specification 603.8.

1.2.7 Electrical Requirements.

The entire electrical system for the modular structures shall be in accordance with the NFPA 70, National Electrical Code (NEC) requirements.

NOTE: The Contractor shall pre-wire all modular electrical accessories (e.g. Fire Alarm Panels and exterior HVAC Unit) from the main panel of the modular. The Contractor shall pre-wire the receptacles, lights, switches, and Contractor-supplied load center. Final tie-in of electrical and data/communications connections will be made by the Government.

The electrical package shall consist of two (2) wall switches; seven (10) duplex receptacles; two (2) exit signs; six (8) 110-volt 2 foot x 4 foot lay-in LED fixtures (75 foot candle (fc) illuminance at desk height) with pre-wired electrical modules. Switches and receptacles shall be flush mounted in 2 inch x 4 inch handy boxes with modules consisting of MC cable with #12 AWG solid copper conductors. For switches and receptacles, the conductors shall tie into the apparatus per NEC requirements. Each module shall have a "power-in" tap, which plugs into a distribution or extender cable. As a circuit is filled, a “home run" shall then be made to the breaker box. Lighting shall be handled in a similar fashion, with the switch module acting as the “home run”. The electrical service shall include an indoor load center of 125 Amp single-phase 120/240 Volts equipped to handle all lighting loads, receptacles and the HVAC system.

1.2.8 Climate Control.

The HVAC shall consist of a dual zone mini split heat pump ductless system. This system shall be of ample capacity to allow for approximately 550 square feet of cooling and heating. Heat loads consist of two occupants and two GE Concept Laser M2 Series 5 Powder Bed Fusion 3-D printers. The HVAC system shall be designed and installed in accordance with local and state building codes.

Note: Modular will house two large pieces of equipment that can produce 8.8KW of heat each. Typical number of human occupants is two.

1.2.9 Fire Alarm.

The fire alarm service shall include design, furnish, coordination and commissioning of a fire alarm detection utilizing the existing Notifier system. The system shall be installed to NFPA 72, National Fire Alarm and Signaling Code, 2019 Edition requirements. The fire alarm system shall be in accordance with the Base Facility Standards 2019 (6 C j. (2) and consist of the following:

• Notification device(s)

• Smoke detection device(s)

• Class A circuit

• Acceptable metallic conduit raceway – (RMC), (EMT), (IMC), (FMC), or (LTMC)

• Spare parts

2.0 ADDITIONAL REQUIREMENTS.

2.1 Work Area. The Contractor shall block off work areas and ensure they are vacant of personnel while work is being performed. Other operations will be ongoing during construction. The Contractor shall submit a plan on how to mitigate noise and interference during work.

2.2 Trash and Debris Disposal. The Contractor shall dispose of all trash and debris materials generated in the performance of the contract in the dumpster located nearest to the building where the work is being performed on a daily basis.

2.3 Engineering Drawings. The Contractor shall provide a full set of engineering drawings to the Primary Government Representative listed in PD paragraph 4.1. Engineering drawings shall be in Adobe Portable Document (PDF) format and shall provide sufficient information to permit Government analysis and approval, and be submitted no later than two (2) weeks prior to the Contractor beginning any work.

2.4 Warranty. The Contractor shall provide a one (1) year warranty on products and workmanship.

2.5 Shipping and Delivery. The Contractor shall ship all products/items according to their commercial shipping/packing recommendations. Delivery shall be Freight On Board (FOB) destination no later than eight (8) weeks after receipt of Primary Government Representative signed approval of engineering drawings. The Contractor shall coordinate the shipping, delivery, and installation schedule of all items with the following Government Representative no later than 10 days after contract award date:

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will arrange for and provide the following property and services as deemed necessary by the Government:

• Any Government required safety training or escorts in the work area.

• A parking and unloading/staging area for all equipment and materials.

• Any permits, licenses or fees as required by governing agencies, and compliance with appropriate building codes.

• Site work, foundation work, and relocation or modification of any existing buildings or structures.

• Final connection to electrical wiring to breaker panels, and connections to service or breaker panels.

• Installation of condensate lines and/or drains further than the edge of structures.

• An installation area free and clear of obstructions such as columns, equipment, inventory, etc.

• Relocation or modification any existing buildings or structures.

• Written notifications of any special instructions, prohibited procedures, materials, etc. before the

Contractor arrives on the job site.

3.1 Site Visit.

The Government will provide a site visit to be conducted at building 353 on Robins Air Force Base as part of this requirement. The purpose is to allow interested parties to examine the site conditions where the services will be performed, ask questions and obtain clarification about the work required and the timelines for completion, and to obtain other quality information that may affect contract cost and performance.

The Government Representative(s) identified in PD paragraph 4.1 will assist interested parties with obtaining the necessary credentials for base access. They will meet all interested parties at the Robins Air Force Base Visitor’s Center and provide escort while they are on base. Please note that some walking and standing on concrete will be required for the site visit. Any Personal Protective Equipment (PPE) (i.e.

earplugs, safety glasses) will be provided by the Government Representative(s). The date, time, and specific details for the site visit shall be included in the solicitation for the requirement.

NOTE: Costs incurred are at the interested party’s expense. The Government will not pay any associated costs with the site visit. In no event shall failure to attend the site visit and inspect the site constitute grounds for a claim after contract award.

4.0 GENERAL INFORMATION.

4.1 Government Representative. The Government Representative is responsible for providing observation of the Contractor's performance to ensure the Contractor is meeting the performance requirements contained in the contract. The Government Representative is responsible for reporting any Contractor performance problems to the Contracting Officer. The Government Representative will not supervise the Contractor, and they are not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf. The following individuals will perform duties as primary and alternate Government Representatives:

4.1.1 The Government Representatives listed in paragraph 4.1 will ensure oversight of Contractor operations while the Contractor is working on Robins AFB and in building 353. The Government Representatives will provide any escorts required for the Contractor during the performance of the contract. The Air Force has mandated visitors, to include all non-DOD cardholders, to consent to a check of their criminal history prior to being allowed access to installations. The check will be conducted at the Visitor Control Center (VCC) located by the Watson Boulevard Gate (main gate) to the base.

4.2 Contractor Project Lead. The Contractor shall provide a Project Lead who shall be the single point of contact between the Contractor and the Government. The Contractor shall provide the name and phone number of the Contractor’s Project Lead in writing to the Contracting Officer and Government Representatives no later than five (5) business days after contract award date. The Contractor shall coordinate their activities with the Government Representatives listed in paragraph 4.1.

4.2.1 The Contractor Project Lead shall meet with the Government Representatives to review all work requirements prior to beginning work.

4.3 Personal Protective Equipment. The Contractor shall provide all required personal protective equipment (hearing protection, gloves, steel-toed shoes, safety glasses, etc.) for their personnel. The Government is not responsible for ensuring Contractor compliance with "personal" safety requirements that do not present the potential to damage Government resources, and is not responsible for medical examinations, hearing testing, and substance abuse testing for Contractor employees.

4.4 Place of Performance and Hours of Work. On-site contract services shall be performed at the Warner Robins Air Logistic Complex. The work will take place inside building 353 at Robins Air Force Base, Georgia. The Contractor shall schedule the performance of services between the hours of 7:00 am and 4:00 pm (EST), Monday through Friday. Requests to work any hours outside these times shall be coordinated with the Government Representative and approved by the Contracting Officer.

4.5 Recognized Holidays. Unless otherwise required by the Government, the Contractor shall not have access to Government facilities to work on all Federal holidays or during facility/base closings as authorized by the Government. If a holiday falls on Saturday, it is observed on Friday. If a holiday falls on a Sunday, it is observed on Monday.

4.6 Security Requirements.

4.6.1 Government Security Regulations. The Contractor shall ensure personnel, information, system, facility, and international security requirements are met in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), Air Force Instruction (AFI) 31-101, Integrated Defense.

4.6.2 Contractor Security Clearance: This requirement does not required a security clearance.

Contractor personnel shall not be authorized access to classified and/or sensitive, but unclassified, information and/or materials or be permitted to work on classified and/or sensitive, but unclassified, projects and/or programs without a proper security clearance and a need-to-know. Contractor personnel whose clearances have been suspended or revoked shall be denied access to classified and/or sensitive, but unclassified, information.

4.6.3 Communications Security (COMSEC). The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified and/or sensitive, but unclassified, information in accordance with DoD 5220.22-M.

4.6.4 Government Automated Information Systems. Contractor personnel will not require access to Government Automated Information Systems under this contract. The Contractor will not require (or be granted) access to the Robins AFB network.

4.6.5 Access to Government Facilities. The Contractor shall ensure Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of the facility.

4.6.6 Operations Security (OPSEC). The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work on Robins AFB or another Government facility comply with the OPSEC procedures of the facility.

4.6.7 Security Incident or Violation. The Contractor shall immediately notify the Government Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.

4.6.8 Contractor Identification. Contractor personnel shall wear visible identification designating them as Contractors at all times while on Robins AFB.

4.7 Base Access. The Government Representative(s) identified in PD paragraph 4.1 will coordinate with the CMXG Security Manager and assist Contractor personnel with initially obtaining the necessary credentials for base access. All personnel requesting credentials must present a valid state issued identification card or driver’s license and a social security card or certified birth certificate or passport before they will be issued a credential. For those operating a motor vehicle on base, they will need to provide valid proof of registration and insurance. If Contractor employees are not a U.S. citizen, they must possess proof showing they are allowed to work in the United States/Georgia. Persons must present a previously issued Contractor identification card if applicable. Any foreign visitor/contractors must coordinate with the Foreign Disclosure Office.

4.7.1 A Contractor ID card/badge authorizes unescorted entry to Robins AFB for the bearer only.

Contractor personnel are required to prominently display the Contractor ID card/badge on their person while visiting or performing work on Robins AFB. Contractor personnel, whether prime or subcontractor are not authorized sponsorship privileges. The prime Contractor is responsible for retrieving all Contractor/subcontractor ID card/badge (including restricted/controlled area badges, if applicable) upon completion or termination of the contract or when an employee no longer has a need for access to Robins

AFB.

4.7.2 The Air Force has mandated contractors requesting a badging ID, consent to a check of their criminal history prior to being allowed access to installations. The check will be conducted at the Visitor Control Center (VCC) off Watson Boulevard, Robins AFB, GA. Contractors requiring unescorted access will need their driver’s license or state-issued ID, and a social security card, which will be checked by name, dates of birth and social security number. The Government Representative will work with the badging agent and the Contractor to submit required documentation to the Visitor Control Center (VCC.

The contractor ID card/badge authorizes unescorted entry to Robins AFB for the bearer only. A contractor with a DBIDS ID card does NOT have sponsorship capability.

4.7.3 Contractor Vehicle Entry. The Contractor shall contact the Robins Air Force Base Visitor's Center to and comply with local procedures for obtaining credentials and vehicle entry. Information may be obtained by calling the following phone number: Commercial 478-222-1972.

4.8 Contractor Safety Program. (See Appendix C, Part II, Para 7) The Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the Government.

4.8.1 Safety and Health Plan: Within 10 calendar days after contract award, the contractor shall email a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) to 402mxw.se.wf@us.af.mil. The Safety Plan will be provided to the Safety Office for review. The Safety Office will provide acceptance or non-acceptance within 5 working days of receipt to the government point-of-contact who will notify the CO. (CDRL A002, DI- SAFT-82080/T NOT 1, Contractor's Safety Plan).

4.8.2 The Contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The Safety Office will provide acceptance or non-acceptance of the resubmission within five workings days of receipt to the government POC who will notify the CO.

4.9 Mishap Notification. (See Appendix C, Part II, Para 5) The Contractor shall notify the Robins AFB Safety Office telephonically at (478)-222-0043 during duty hours and (478)-926-3567 after hours, within four (4) hour after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract and employee injuries as a result of the contract operation. A follow-up (written or e-mail) of this mishap/incident notification shall be sent within three calendar days to the Government Representative, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO) (with a copy to program manager), who will forward it to the Safety Office.

The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting

b. Date, Time and exact location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Impound Authority Name and Phone Number (as applicable)

g. Nomenclature of equipment and personnel involved in accident/incident

h. Corrective actions (taken or proposed)

i. Other pertinent information

4.10 Agency Affirmative Procurement Program. In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

4.10.1 In accordance with FAR 23.404(a)(3)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins Air Force Base, Georgia / Affirmative Procurement Program (formerly Green Procurement Program (GPP)) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

4.11 Environmental Management System (EMS). Environmental Management Systems (EMS) Awareness Training: All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to http://www.biopreferred.gov/ the Robins AFB Contracting Officer (CO) to be maintained in the contract file for tracking purposes.

Failure to provide documentation of EMS Training may result in termination of the contract.

4.11.1 EMS training is provided by Environmental Management. Request for Robins EMS Awareness training through email at 78ceg.cev.FrontOfc@us.af.mil. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must exercise Option 2.

4.11.2 Option 1 (Preferred Option): The Air Force version of EMS Awareness Training is available through the myLearning website: https://lms-jets.cce.af.mil/. EMS Awareness Training is located under the Air Force Civil Engineer Center (AFCEC) /Air Force Environmental Courses tab. This option is only available to contractors who have a CAC and requires self-enrollment.

4.11.3 Option 2: Contractor requests a copy of the Robins EMS Awareness Training Power Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training.

4.12 Inspection of Services/Inspection of Supply. In accordance with the Inspection of Supply/Services clause(s) identified in the contract/order, the Government reserves the right to inspect Contractor performance.

4.13 Invoice/Payment and Receipt/Acceptance.
