PURCHASE DESCRIPTION

PRECISION 2-AXIS MANUAL LATHES

11 MAY 2021

1.0 DESCRIPTION. The Contractor shall provide the 402d Commodities Maintenance Group (CMXG), Robins Air Force Base (AFB), GA, all materials, parts, tools, travel, and labor required for the delivery, installation, and training for two (2) metalworking lathes in Building 140 – C-130 Propeller Machine Shop. This requirement will include a one-year warranty.

1.1 The Contractor shall provide two each (2) metalworking lathes that meeting the following specifications:

1.3 All identifiable markings shall meet the following guidelines:

1.3.1 Permanently and securely attached to the lathe

1.3.2 All verbiage in English

1.3.3 Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background

1.3.4 Minimum font size shall be 3/16 inch (or as indicated by industry standards)

1.3.5 Plate will be brass or equivalent nonferrous oil/corrosion resistant material

1.4 The guidelines established in paragraph 1.3 will be implemented for the following:

· At a minimum, this tag shall contain the information listed for the Nameplate

· The tag shall be in accordance with MIL-STD-130N and all applicable documents required for Machine Readable Information (MRI)

· The application of Human Readable Information (HRI) shall be used in combination with MRI and free text

1.5 Electrical Requirements. The existing source power available at the facility is 208volt/ 3-phase/ 60 hertz (Hz). The machine’s electrical system shall be tolerant of fluctuation of ± 10 percent. The electrical system shall be complete. This shall include any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated and fused single disconnect device shall be utilized on the machine with means of lockout in the off position only.

1.6 Work Light. A work light shall be provided. The light shall have a protective shield and be adjustable to reflect maximum light on the work area. If a built-in lighting system is provided, the adjustable light described above shall not be required.

1.7 Safety and Health Requirements. All parts, components, mechanisms, and assemblies furnished on the metalworking lathe shall comply with the safety requirements established in the Occupational Safety and Health Act (OSHA) of 1970; specifically Standard 29, Subpart 1910.

1.8 Safety Guarding. Covers, guards, or other safety devices shall be provided for the point of operation and all other parts of the machine that present safety hazards. The safety devices shall not interfere with the operation of the machine. The safety devices shall prevent unintentional contact with the guarded part, and shall be removable to facilitate inspection, maintenance, and repair of the parts.

1.9 Technical Data. Two (2) hard copies and one (1) electronic copy of technical data shall be provided with the machines. The data shall include: technical information, specifications, operational instructions, machine maintenance instructions, and a recommended spare parts list. All copies shall be legible and written in English. (CDRL A001, Commercial Off-The-Shelf (COTS) Manuals, DI-TMSS-81815).

1.10 Installation. The Contractor shall install and set-up the lathes in accordance with manufacturer’s recommendations. The following incidental services shall be performed by the Contractor:

1.10.1 Have the technical knowledge and skill necessary to complete the work meeting the manufacturer’s installation and operational requirements. At a minimum, the Contractor shall hold all applicable licenses/certifications required for the type of work being accomplished. Supporting documentation of licenses/certifications shall be presented to the Contracting Officer upon request.

1.10.2 Make all electrical connections per required electrical safety standards.

1.10.3 Safeguard all government personnel and property being modified and adjacent to the work being completed. The work site will be kept neat and orderly at all times.

1.10.4 Provide operator training to personnel identified by the Government POC. Training will occur on consecutive days as installation.

1.10.5 Upon completion of the installation, the Contractor shall conduct a performance test to demonstrate the acceptable viability of the equipment. All faulty parts shall be replaced and adjusted as needed upon completion of this test. The performance test must be observed and approved by the Government POC

1.11 Delivery The Contractor shall provide the standard 12-month parts and labor warranty beginning at the date of acceptance by the Government. Delivery and installation shall be completed within 60 days after contract award.

1.11.1 The Contractor shall ship all items in packaging that is consistent with commercial packaging recommendations.

1.11.2 Upon shipment of the metalworking lathe, the Contractor shall contact the Government Point of Contact (POC) to schedule installation and training.

1.11.3 Delivery shall be for FOB Destination – Inside delivery to include uncrating/unpacking all items.

1.12 Training. After satisfactory completion of acceptance testing of the system, the services of a qualified representative shall be provided for specialized training to familiarize receiving activity personnel with the equipment and to help ensure reliable performance and maximum service life, during normal usage. The training shall be for four (4) operators. Training shall be performed at the customer’s facility and shall not be less than one (1) consecutive eight (8) hour workday, between 6:30 am and 2:30 pm excluding any federal holidays. The course shall utilize as-built drawings and manuals provided under this contract, and shall include both classroom and handson portions. All printed training aids shall be supplied for the course, be in the English language, and become the property of the Government.

2.0 GENERAL INFORMATION.

2.2 Place of Performance. The work shall be performed in buildings 140 at Robins AFB, Georgia. The Government will escort the Contractor at all times while the Contractor is working on Robins AFB.

2.3 Hours of Operation. The Contractor’s work hours on Robins AFB shall be from 7:00 am to 3:30 pm (EST), Monday through Friday. Working any hours outside of this period shall be coordinated with the Government Representative and approved by the Contracting Officer.

2.4 Holidays and other Non-Work Periods. Contractor personnel shall observe Federal holidays and closings, such as energy conservation days in accordance with the guidance provided for the WR-ALC civilian populace.

3.0 SECURITY REQUIREMENTS.

3.1 Security Clearance. The Contractor shall ensure personnel have a valid security clearance appropriate to the access required for proper accomplishment of contract requirements. Contractor personnel shall not be authorized access to classified and/or sensitive information and/or materials or be permitted to work on classified and/or sensitive projects and/or programs without a proper security clearance and a need-to-know. Contractor personnel whose clearances have been suspended or revoked shall immediately be denied access to classified and/or sensitive information.

3.2 Access to Government Systems. The Contractor will not require or be provided access to the base network or any Government Automated Information System. This contract will not require access to classified and/or sensitive information.

3.3 Access to Government Facilities. The Government Representative will ensure that Government personnel escort the Contractor at all times while the Contractor is on Robins AFB. The Air Force has mandated visitors, to include all non-DOD cardholders, to consent to a check of their criminal history prior to being allowed access to installations. The check is similar to a driver’s license check and is conducted at the Visitor Control Center located by the Main Gate to the base.

3.4 Operations Security (OPSEC). The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility.

3.5 Security Incident or Violation. The Contractor shall immediately notify the Government Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.

3.6 Safety Requirements. The Contractor shall be responsible for the safety and health of all Contractor employees.

3.6.1 Contractor Safety & Health Plan and Program. The Contractor shall establish and maintain a safety and health program detailed in a written Contractor’s Safety and Health Plan tailored to this contract. This plan shall address the requirements established in Appendix C (Industrial Safety and Health Requirements). No more than two (2) Class C mishaps per contract year and Zero (0) Class A or B mishaps will be tolerated. The Contractor shall notify the cognizant safety office of any revisions made to its safety and health plan after contract award. All changes to the plan must also be submitted in writing and approved by the cognizant Government safety office. 3.6.2 Safety Mishap/Incident Reporting. The Contractor shall notify the WR-ALC Safety Office by telephone at 478)-926-1708 during duty hours and (478)-926-3567 after hours, within four (4) hours after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract and employee injuries as a result of the contract operation. A follow-up (written or e-mail) of this mishap/incident notification shall be sent within three calendar days to the Government POC, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO), who will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information (CDRL A003, Accident/Incident Report, DI-SAFT-81563 NOT 1):

a. Contract, Contract Number, Name and Title of Person(s) Reporting;

b. Date, Time and exact location of accident/incident;

c. Brief Narrative of accident/incident (Events leading to accident/incident);

d. Cause of accident/incident, if known;

e. Estimated cost of accident/incident (material and labor to repair/replace);

f. Impound Authority Name and Phone Number (as applicable);

g. Nomenclature of equipment and personnel involved in accident/incident;

h. Corrective actions (taken or proposed);

i. Other pertinent information.

3.7 Environmental Management System (EMS). Any Contractor employee working on Robins Air Force Base will require EMS training. The prime Contractor is responsible for ensuring that all Subcontractors comply with this requirement. 3.8 Affirmative Procurement Program (APP)

3.8.1 In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the biobased product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or biobased content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

3.8.2 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated biobased products. In accordance with the Robins Air Force Base, Georgia / Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

3.8.3 Robins Air Force Base Access and Gate Procedures. All commercial trucks must enter through Robins AFB Gate 4 (Commercial/Truck), for inspection. Gate 4 is open 0500 to 2000, Monday through Friday. Once at Gate 4, be prepared to exit the vehicle and allow for vehicle inspection. The driver must be able to show:

3.8.3.1 A current Vehicle Registration;

3.8.3.2 A Current Proof of Insurance;

3.8.3.3 A valid and current Driver’s License for the driver;

3.8.3.4 A valid or current Driver’s License or other State Identification for any passenger(s) in the vehicle.

3.8.3.5 For Deliveries: A current Bill of Lading (BOL). The BOL must include the AF Installation name, date of anticipated delivery and specific destination (including building number, street address, and POC).
