PURCHASE DESCRIPTION
Vacuum Jacketed (VJ) Liquid Nitrogen (LN2) Piping System for Raceway W21-23
15 January 2022
1.0 DESCRIPTION. The Contractor shall provide the necessary materials, parts, labor, shipping, and as-built drawings to provide the required construction of a new Vacuum Jacketed (VJ) Liquid Nitrogen (LN2) Piping System for Raceway W21-23. This new piping system will extend an existing vacuum-jacketed piping system to support 402d Electronics Maintenance Group’s (EMXG) new liquid nitrogen requirements in the East Annex area of Building 640. The Government shall provide installation for the piping materials.
1.1 Vacuum Jacketed (VJ) Liquid Nitrogen (LN2) Piping System includes:
1.1.1 Contractor shall fabricate Vacuum Jacketed Piping for Liquid Nitrogen per the drawings provided.
1.2 Vacuum Jacketed Pipe Testing. The Contractor shall perform pressure testing on all spool sections, mass spectrometer leak testing on all spool sections, and X-ray testing on five percent (5%) of all Inner Line Butt-Welds at their facility prior to shipping the vacuum jacketed piping system.
1.3 Drawings: The Contractor shall provide piping drawings in Adobe Portable Document Format (PDF) to the Government Points of Contact (POC) listed in paragraph 2.3, 14 calendar days after the contract award for Government approval. The Government will have three (3) calendar days for approval. (CDRL A001, DI-SESS-80776B, Technical Data Package-Drawings)
1.4 Specifications and Features. The VJ LN2 piping system materials listed in paragraph 1.1 shall include the following applicable features that meet or exceed the Government’s performance, safety standards, and specifications:
1.4.1 Specifications. The following specs shall apply to applicable VJ LN2 piping materials/item(s) listed in paragraph 1.1:
· Maximum Allowable Working Pressure (MAWP) = 150 PSIG (pressure specified by a gauge)
· Service = LN2 (-321°F)
· Jacket = Brushed Stainless Steel Tubing (SST)
· Code = ASME B31.3 (see paragraph 1.7)
· Internal bellows for expansion
1.4.2 Features. The following features shall apply to applicable VJ LN2 piping materials/item(s) listed in paragraph 1.1:
· Double-walled construction – lowest heat Inleak
· Factory Sealed Vacuum Sections - vacuum integrity
· Prefabricated for easy shipping and installation
· Vacuum Insulation - maximum liquid preservation
· Minimal Cryogenic Liquid Loss – reduces gas costs
· Series 304 Stainless Steel Fabrication - maximum service life
· Bayonet Design Options - easy installation
· Modular Construction – ease of expansion/modification
· Helium Mass Spectrometer Leak-Testing - vacuum integrity
· Internal Liquid Traps - prevents boil-off
· Vacuum Jacketed Valves - branch and equipment isolation
· Flexible Piping Options - thermal contraction/simple installation
· Commercial cleaning on all piping
1.5 Safety Codes and Standards. The Contractor shall ensure that the VJ LN2 piping materials provided to the Government shall be meet or exceed the any applicable requirements for specifications/standards for the design, materials, fabrication, examination, and testing of the components relative of ASME/ANSI Coding standards.
1.5.1 The Contractor shall manufacture and design the piping system materials in accordance with the highest industry and manufacturing standards relative to the appropriate safety codes and specifications relative to the applicable cryogenic piping materials including, but not limited to the following codes:
· The American Society of Mechanical Engineers (ASME) B31.3 and Section 8
1.5.2 The Contractor shall ensure that the applicable VJ LN2 piping system materials meet or exceed the component standards and specifications for applicable title and marking requirements.
1.5.3 The Contractor shall ensure that all components meet the temperature/pressure requirements applicable for the VJ LN2 Piping System.
1.6 Acceptance. The Government shall perform inspection/acceptance of all piping system materials once the piping has arrived at Robins Air Force Base.
1.7 Contractor Representative. The Contractor shall provide the Government POC with the Contractor Representative’s contact information to include telephone number and email address for necessary installation technical support. This information shall be provided to the Government POC in paragraph 3.0 via email within two (2) days after receipt of order (ARO).
2.0 SUPPORT.
2.1 Warranty. The Contractor shall provide the following warranties:
2.1.1 Contractor shall provide a new product with three (3) year warranty coverage under the Contractor’s standard warranty which provides coverage for product defect(s) in material or workmanship from the date of original shipment of the product to the original purchaser. The Contractor warrants that the LN2 piping shall be free from defects in material and workmanship that result in breakdown or failure under normal use for a period of three (3) years from the date of shipment to the original purchaser. The Contractor warrants all component plumbing parts for three (3) years if the equipment is used and maintained in a proper manner. Any warranty contained herein shall not apply to any Vacuum Jacketed Piping components that has been repaired or altered outside the manufacturer’s facilities or in any way so as to affect the stability or reliability of the Vacuum Jacketed Piping; or any Vacuum Jacketed Pipe that has been subject to misuse, negligence, or accidental damage.
2.1.2 This warranty is exclusive and in lieu of all other warranties, expressed or implied, including, but not limited to, implied warranties of merchantability and fitness of the product to a particular purpose.
2.1.3 Inclusive with warranty, the Contractor shall provide necessary installation technical support for the construction of the VJ LN2 piping system to the Government via electronic email and/or telecom.
2.2 Shipping/Delivery. The Contractor shall ship the products according to their commercial packaging recommendations to ensure delivery no later than 12 weeks after drawing approval. The Contractor shall notify the Government POC if the required shipment terms will not be met within two (2) days via email. Delivery shall be Ground Freight (insured) Freight On Board (FOB) destination. The Contractor shall coordinate the date and exact location for delivery in advance with the following Government POC:

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES. None
4.0 GENERAL INFORMATION.
4.1 Agency Affirmative Procurement Programs (formerly GPP). In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
4.1.1 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins AFB Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.
4.2 Supply Chain Risk Management. The Contractor shall implement risk management procedures to ensure that system, equipment, components, software, maintenance equipment, and supplies do not incorporate counterfeit parts, malicious code, or other elements that would allow adversaries to gain access to data and critical program information and disrupt operations. Contractor risk management procedures shall comply with Air Force Pamphlet (AFPAM) 63-113, Program Protection Planning for Life Cycle Management, SAE Aerospace Standard AS5553, Counterfeit Electronic Parts: Avoidance, Detection, Mitigation, and Disposition, and National Institute of Standards and Technology (NIST) Special Publication 800-53, Revision 4, Security and Privacy Controls for Federal Information Systems and Organizations
