PURCHASE DESCRIPTION

FOR

LOUDEN RUNWAY SPECIAL TRACK BLDG. 140

23 August 2021

1.0 DESCRIPTION: The Contractor shall provide all parts, materials, tools, labor, and shipping necessary to extend the rails on bridge crane WR002295, located in building 140 for the 402d Maintenance Support Squadron (MXSS) at Robins Air Force Base, Georgia. Items 1-6 will be name brand ACCO Louden and item 7 will be custom manufactured by the contractor. The Government will provide installation, training and future maintenance.

1.1 The Contractor shall provide the following:

Connection*

*Custom Moment Connection is for the joining of the existing obsolete Spanmaster crane tack to the new track.

2.0 Warranty. Contractor shall provide the manufacturer’s 1-year warranty to include all parts and labor beginning on the date of acceptance of all items.

3.0 DELIVERY. The Contractor shall deliver FOB destination no later than 60 Calendar days ARO to the address listed in paragraph 3.1. The Government will accept partial delivery. The Government will be performing the installation.

4.2 AFFIRMATIVE PROCUREMENT PROGRAMS (APP).

4.2.1 In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio-based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

4.2.2 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio-based products. In accordance with the Robins Air Force Base, Georgia / Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

4.3 Supply Chain Risk Management. The Contractor shall implement risk management procedures to ensure that system, equipment, components, software, maintenance equipment, and supplies do not incorporate counterfeit parts, malicious code, or other elements that would allow adversaries to gain access to data and critical program information and disrupt operations. Contractor risk management procedures shall comply with Air Force Pamphlet (AFPAM) 63-113, Program Protection Planning for Life Cycle Management, SAE Aerospace Standard AS5553, Counterfeit Electronic Parts: Avoidance, Detection, Mitigation, and Disposition, and National Institute of Standards and Technology (NIST) Special Publication 800-53, Revision 4, Security and Privacy Controls for Federal Information Systems and Organizations.
