PRODUCT DESCRIPTION

FOR

Video Inspection and Measurement System

4 April 2022

1.0 DESCRIPTION. The Contractor shall provide all materials, parts, labor, training and shipping for one (1) stand-alone Video Inspection and Measurement System to the 402d Maintenance Support Group (MXSG), Robins Air Force Base, Georgia. The stand-alone system must meet the below requirements:

1.1 Video Inspection and Measurement System:

1.1.1 28” X 24” XY axis measurement range

1.1.2 8” Z axis measurement range

1.1.3 Pneumatic Glass Platen to hold thin items up to 0.250” thick in place

1.1.4 Programmable, motorized, lens, 6:1

1.1.5 Camera shall be 1.3 megapixel

1.1.6 Shall include Metlogix M3 metrology software

1.1.7 Computer shall be I7 Quad Core with minimum of 500GB hard drive and 16GB

RAM.

1.1.8 Shall include a touchscreen monitor at minimum 24”

1.1.9 LED surface ring lighting

1.1.10 LED surface quadrant lighting

1.1.11 LED Below glass profile lighting

1.1.12 Marble/granite stability pad (table)

1.1.13 The XY and Z axis accuracy shall be a minimum of: (1.5 + 5L/1000) um

1.1.14 Repeatability in the Z axis shall be a minimum of: ± 3um at highest magnification.

1.1.15 Entire machine, including fully extended monitors and keyboards and PC cart, must fit into a 6’ width by 7’ depth footprint.

1.1.16 The operating system must be Windows 10 or later

2.0 SERVICES REQUIREMENT.

2.1 Government Representatives. The following individuals will serve as Government

Representatives for (MXSG).

2.2 Delivery and Installation Services. The Contractor shall contact the Government POC within 5 calendar days after award to schedule the delivery and installation services. The Contractor shall provide FOB Destination delivery no later than 10 weeks after receipt of order. The Contractor shall unpack, position, level, install and provide a start-up test. The Contractor shall conduct a functional test of the fully calibrated system to ensure the system is operating properly. A Government Representative of the system will witness and approve the test.

2.3 Training. After satisfactory completion of the function test, the Contractor shall provide standard operator training (3 days) to familiarize Government personnel with the equipment. The training shall be provided at the time of set-up, to ensure machine is set up properly and use can begin immediately to up to five (5) Government personnel.

2.4 Ship To Address.

2.5 WARRANTY. The contractor shall provide two (2) years on parts and labor.

2.6 The Contractor shall provide one (1) electronic copy of operation and maintenance manuals on the video and measurement system within three (3) calendar days after inspection/acceptance of the installation. (CDRL A001, DI-TMSS-80527C, Commercial Off-The-Shelf Manuals and Associated Supplement Data)

3.0 GOVERNMENT FURNISHED EQUIPMENT. None

4.0 GENERAL INFORMATION.

4.1 Contractor Program Manager. The Contractor shall provide a Program Manager who shall be the single point of contact between the Contractor and the Government. The name and phone number of the Contractor’s Program Manager shall be provided in writing to the Contracting Officer, Government Representatives, and WAWF Acceptors no later than five (5) calendar days after contract award date.

4.2 Access to Government Facilities:

4.2.1 Base Access: The contractor will be escorted by Government personnel at all times during all service calls. The Air Force has mandated visitors, to include all non- DOD card holders, to consent to a check of their criminal history prior to being allowed access to installations. The check is similar to a driver’s license check and be conducted at the Visitor Control Center (VCC) off of Watson Boulevard.

4.2.2 The Contractor shall ensure Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of the facility.

4.3 Gate Procedures. All commercial trucks must enter through Robins AFB Gate 4 (Commercial/Truck), for inspection. Gate 4 is open 0500 to 2000, Monday through Friday. Once at Gate 4, be prepared to exit the vehicle and allow for vehicle inspection. The driver must be able to show:

4.3.2.1 Current registration for all vehicles

4.3.2.2 Current proof of insurance for all vehicles

4.3.2.3 Valid driver’s license for each driver

4.3.2.4 Valid driver’s license or other state photo identification for each passenger.

4.3.2.5 Deliveries: A current Bill of Lading (BOL) to get delivery driver and the vehicle on base. BOL must include the AF Installation name, date of anticipated delivery and specific destination (including building number, street address, and point of contact information).

4.3.2.6 Depending on the current Force Protection Condition, a Government representative may be required to sponsor those people in person at Pass & ID, building 219.

4.4 Place of Performance: Services shall be at 85 Stealth Street, Bldg. 84, Robins Air Force Base, Georgia.

4.5 Schedule: The services will be performed between the hours of 0800 to 1600 M-F, excluding federal Government holidays.

4.6 Recognized Holidays. Otherwise required by the Government, the Contractor shall not have access to Government facilities to work or telework on all federal holidays. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

4.7 Contractors Safety Program. (See Appendix C, Part II, Para 7) The Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the http://www.osha.gov/dcsp/vpp/index.html

Government.

4.7.1 Contractor Safety and Health Plan. Within 10 calendar days after contract award, the contractor shall email a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) to 402mxw.se.wf@us.af.mil. The Safety Plan will be provided to the Safety Office for review. The Safety Office will provide acceptance or non-acceptance within 5 working days of receipt to the government point-of-contact who will notify the CO.

4.7.2 The Contractor Safety Plan shall address in detail the items listed in the Contract

Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance.

The Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the government POC who will notify the CO.

4.8 Mishap Notification. (See Appendix C, Part II, Para 5) The Contractor shall notify the Robins AFB Safety Office telephonically at (478)-222-0043 during duty hours and (478)- 926-3567 after hours, within four (4) hour after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract and employee injuries as a result of the contract operation. A follow-up (written or e-mail) of this mishap/incident notification shall be sent within three calendar days to the Government Representative, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO) (with a copy to program manager), who will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting

b. Date, Time and exact location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Impound Authority Name and Phone Number (as applicable)

g. Nomenclature of equipment and personnel involved in accident/incident

h. Corrective actions (taken or proposed)

4.9 Safety Requirements. The Contractor shall be responsible for the safety and health of all Contractor employees, to include providing all necessary Personal Protective Equipment (PPE) (i.e. hearing protection, gloves, steel-toed shoes, safety glasses, etc.) for their personnel. The Government is not responsible for ensuring Contractor compliance with safety requirements that do not present the potential damage to Government resources; to include medical examinations, hearing testing, and substance abuse testing for Contractor employees.

4.10 Contractor’s Safety Responsibility: The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP.

Additionally, the Contractor is responsible for the safety and health of all subcontractor employees.

4.11 SECURITY REQUIREMENTS.

4.11.1 Government Security Regulations. The Contractor shall ensure personnel, information, system, facility, and international security requirements are met in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), Air Force Instruction (AFI) 31-101, Integrated Defense, and Robins Air Force Base Instruction (RAFBI) 31-101, Installation Security.

4.11.2 The Government POC shall brief the Contractor on all security requirements prior to the Contractor beginning any work.

4.11.3 Security Clearance. Actual knowledge and/or generation of classified information and/or Controlled Unclassified Information (CUI) are not expected to be necessary for performance of the contract/order. Contractor personnel are required to comply with security requirements to preclude potential security incidents or violations. If a change in the security classification of the contract/order becomes necessary after contract/order award, the Contractor shall make a reasonable effort to continue performance of tasks under the contract/order in compliance with the change in security classification in accordance with FAR 52.204-2, Security Requirements.

4.11.4 Access to Government Facilities. The Contractor shall ensure that all Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of that facility.

4.11.5 Government Automated Information Systems. Contractor personnel will not require access to Government automated Information Systems under this contract.

Access to the Robins AFB network will not be required or granted.

4.11.6 Operations Security (OPSEC). The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but http://www.osha.gov/dcsp/vpp/index.html unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility.

4.11.7 Security Incident or Violation. The Contractor shall immediately notify the Government POC of any potential or actual security incidents or violation.

4.11.8 Contractor Identification. Contractor personnel share wear Contractor-provided uniforms that are clearly distinguishable from all US military uniforms and shall wear visible identification designating them as Contractors at all times while on Robins AFB.

4.11.9 Agency Affirmative Procurement Programs (formerly GPP). In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

4.11.10In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins AFB Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

4.11.11Environmental Management System (EMS). Environmental Management Systems (EMS) Awareness Training: All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to the Robins AFB Contracting Officer (CO) to be maintained in the contract file for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.

4.11.11.1EMS training is provided by Environmental Management. Request for

Robins EMS Awareness training through email at 78ceg.cev.FrontOfc@us.af.mil. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not http://www.biopreferred.gov/ mailto:78ceg.cev.FrontOfc@us.af.mil have a Common Access Card must exercise Option 2.

4.11.11.2Option 1 (Preferred Option): The Air Force version of EMS Awareness Training is available through the myLearning website: https://lms-jets.cce.af.mil/. EMS Awareness Training is located under the Air Force Civil Engineer Center (AFCEC) /Air Force Environmental Courses tab.

This option is only available to contractors who have a CAC and requires self-enrollment.

4.11.11.3Option 2: Contractor requests a copy of the Robins EMS Awareness Training Power Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training.
