Purchase Description

RHEOMETER

1 Jun 2022

1. DESCRIPTION: The contractor shall provide all equipment, tools, materials, shipping and labor to install to the 802nd Maintenance Support Group (MXSG), Robins Air Force Base, GA, a HR 30 Discovery Hybrid Rheometer which consists of the components in Table 1.1.

1.1 The Contractor shall install the following:

1.2 The HR 30 Discovery Hybrid Rheometer is required to measure the way in which a liquid, suspension, or slurry flows in response to applied forces. It is used for those fluids which cannot be defined by a single value of viscosity and therefore require more parameters to be set and measured.

1.3 Delivery: All parts shall ship as one unit. Contractor shall provide delivery for the HR

30 Discovery Hybrid Rheometer no later than thirty days of contract award. The Contractor shall coordinate the date and exact location for delivery in advance with the following Government representative in paragraph 1.3.1. Delivery is FOB Origin.

1.3.2 Delivery Schedule: The HR 30 Discovery Hybrid Rheometer will be delivered between the hours of 8:00 am and 4:00 pm (EST), Monday through Friday, excluding Federal holidays and work curtailment days.

1.4 Incidental Services: The Government POC in paragraph 1.3.1 shall contact the Contractor within 3 days of delivery of the HR 30 Discovery Hybrid Rheometer to coordinate the installation and training. Installation consists of calibration with a mailto:della.smith@us.af.mil mailto:max.hetzer@us.af.mil traceable standard and a certificate of calibration. On-site training will be basic training of the HR 30 Discovery Hybrid Rheometer. Installation and training will be completed on-site no later than ten working days after the HR 30 Discovery Hybrid Rheometer has been delivered. Up to four government personnel will require training.

1.4.1 Acceptance: Upon completion of the installation, the contractor shall have a

Government representative witness and accept the installed item.

1.5 Warranty: The Contractor shall provide the manufacturer’s standard 1-year warranty for parts and workmanship beginning on the acceptance of all items.

2. Service Requirements (for Incidental Services where Contractor comes on base):

2.1 Duty Hours: The installation will be performed between the hours of 8:00 am and 4:00 pm (EST), Monday through Friday, excluding Federal holidays and work curtailment days. Other hours of work may be arranged with the approval of the end user at no additional cost to the government.

3. Government Furnished Equipment and Services or Government Furnished

Property (PFP) and services:

3.1 None.

4. General Information:

4.1 Access to Government Facilities: The Government Representative will ensure

Contractor personnel are escorted by Government personnel at all times during delivery, and installation of the HR 30 Discovery Hybrid Rheometer. The Air Force has mandated visitors, to include all non-DOD card holders, to consent to a check of their criminal history prior to being allowed access to installations. The check is similar to a driver’s license check and be conducted at the Visitor Control Center (VCC) off of Watson Boulevard.

4.1.1 Contractor personnel will need a valid driver’s license or state-issued ID and a social security card, which will be checked by name, dates of birth and social security number. Contractor personnel who wish to drive on base must present a valid driver’s license, vehicle registration, and proof of vehicle insurance.

4.1.1.1 The Contractor shall ensure Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of the facility.

4.2 Place of Performance: Building 165 Receiving area. There is no dock, elevator or stairs.

4.3 Safety Requirements and Security Requirements.

4.3.1 Government Security Regulations. The Contractor shall ensure personnel, Information, system, facility, and international security requirements are met in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), Air Force Instruction (AFI) 31-101, Integrated Defense.

4.3.2 Contractor Security Clearance: Contractor personnel are not required to have a security clearance to perform the required services. Contractor personnel shall not be authorized access to classified and/or sensitive, but unclassified, information and/or materials or be permitted to work on classified and/or sensitive, but unclassified, projects and/or programs without a proper security clearance and a need-to-know.

4.3.2.1 All Contractor personnel that do not possess a security clearance will be escorted by Government personnel 100 percent of the time while working within a secure Government facility or on the flight line on a Government installation.

4.3.3 Communications Security (COMSEC). The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified and/or sensitive, but unclassified, information in accordance with DoD 5220.22-M.

4.3.4 Government Automated Information Systems. Contractor personnel will not require, or be provided, access to Government Automated Information Systems to include access to the Robins Air Force Base network.

4.3.5 Operations Security (OPSEC). The Contractor shall ensure compliance with

OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility.

4.3.6 Security Incident or Violation. The Contractor shall immediately notify the

Government Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.

4.3.7 Contractor Identification. Contractor personnel shall wear visible identification designating them as Contractors at all times while on Robins Air Force Base.

4.4 Contractor’s Safety Requirements. (See Appendix C, Part II, Para 7) The

Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the Government. Submit draft of company safety plan for review/approval within 10 working days after contract award. Government will have 5 working days to review and return if any changes are noted. If no changes are made or if government does not reply in 5 working days then the draft will be considered the final. Safety plan can be in Contractor format electronically sent. Also submit the Appendix C that was supplied by the Government and annotate in the Appendix C anything the Contractor does not believe is applicable to the type of work to be performed. 4.5 Face Coverings and Social Distancing. Contractors shall comply with the

Memorandum letter for all Robins AFB Personnel dated 05 Feb 2021, “Robins Air Force Base Installation Policy: Use of Masks”.

4.6 Mishap Notification: Mishap Notification. (See Appendix C, Part II, Para 5) The contractor shall notify the Robins AFB Safety Office by telephone at (478)-926- 1708 during duty hours and (478)-926-3567 after hours, within four (4) hours after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract, and employee injuries as a result of contract operations. A follow-up (written or e-mail) of the mishap/incident notification shall be sent within three (3) calendar days to the Government Representative, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO). The Government Representative will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting

b. Date, Time and exact location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Impound Authority Name and Phone Number (as applicable)

g. Nomenclature of equipment and personnel involved in accident/incident

h. Corrective actions (taken or proposed)

i. Other pertinent information (CDRL A002, Accident/Incident Report, DI-SAFT-81563 NOT 2)

4.7 Agency Affirmative Procurement Programs (APP – Formally GPP).

In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture http://www.osha.gov/dcsp/vpp/index.html

(USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

4.7.1 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins AFB Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

4.8 Environmental Management Systems (EMS) Awareness Training. All contractor personnel working on Robins AFB/Robins North who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB/Robins North. Notification of training completion shall be sent to both the Robins AFB Contracting Officer (CO) to be maintained in the contract file and Environmental Management, 78 CEG/CEIE, (78ceg.cev.FrontOfc@us.af.mil) for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.

4.8.1 EMS training is provided by Environmental Management at (478) 327-8104 or

(478) 926-9645. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must use Option 2.

4.8.2 Option 1 (Preferred Option). The Air Force version of EMS Awareness

Training is available through the Advanced Distributed Learning Service (ADLS) website: https://golearn.adls.af.mil/kc/rso/login/ADLS_login.asp. EMS Awareness Training is located under the miscellaneous tab. This option is only available to contractors who have a CAC and takes approximately 10 minutes to complete.

4.8.3 Option 2. Contractor requests a copy of the Robins EMS Awareness Training

Power Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training
