JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)(1)(i)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO

The Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Engineering Services Division (ESD), Architecture and Standards Branch (ASB), Spectrum Management (SM), Norfolk, VA.
The contracting office is the CG-9142 - C5I Contract Operations Division 2 – Kearneysville.
This memorandum is a Justification for Other than Full and Open Competition.
This is a sole source procurement in accordance with FAR 13.106-1(b)(1)(i).
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
This memorandum is a Justification for Other Than Full and Open Competition for Radio Reconnaissance Technologies (RRT) Tactical Handheld Emitter Finder (THiEF) systems. The system is a one man remotely operated emitter locator to find radio interference causing our search and rescue systems to become ineffective. The ThiEF system has the ability to be temporarily installed near the location suspected sporadic interference is originating. It can be remotely monitored and autonomously collect data to locate the offending transmitter.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER
SUPPLIES OR SERVICES CAN BE USED.
This procurement supports the continued efforts of the USCG to detect and eliminate offending/interfering transmissions to USCG communications devices. The ability of RRT THiEF systems to be left on station and collect data is unique to our current tools for finding errant signals. Only RRT THiEF systems can provide the intuitive configuration for the remote operations required by USCG. In addition, only RRT THiEF systems can be configured with up to 6 sensing antennas, narrowing down the search to almost pinpointing the location of interfering signals. No other system can provide these capabilities necessary to meet the Government’s requirement.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY
POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).
Our Market researched revealed numerous vendors that could resell the necessary equipment but would not be able to provide the same pricing and warranty that the manufacturer offers. RRT has no authorized resellers, therefore this is a sole source procurement.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
THiEF is proprietary to RRT. Only RRT THiEF systems can provide the intuitive configuration for the remote operations required by USCG. In addition, only RRT THiEF systems can be configured with up to 6 sensing antennas, narrowing down the search to almost pinpointing the location of interfering signals. No other system can provide these capabilities necessary to meet the Government’s requirement.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL
AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
An adequate purchase description that would allow for full and open competition is not available because only brand name RRT THiEF systems can meet USCG requirements. The ability of RRT THiEF systems to be left on station and collect data is unique to our current tools for finding errant signals. Only RRT THiEF systems can provide the intuitive configuration for the remote operations required by USCG. In addition, only RRT THiEF systems can be configured with up to 6 sensing antennas, narrowing down the search to almost pinpointing the location of interfering signals.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
The Government will continue to monitor the commercial marketplace for other products that could meet the Government’s future requirements.
