STATEMENT OF WORK
ONLINE MEDICAL CONSULTATION SYSTEM
A. BACKGROUND
The Peace Corps is an independent executive agency of the federal government established in 1961 by President John F. Kennedy to promote world peace and friendship through the service of American volunteers abroad. The volunteers’ service fulfills the three primary goals established in the founding legislation:
• Improve the lives of people through grassroots assistance;
• Foster a better understanding of Americans on the part of the people serve; and
• Foster a better understanding of other people on the part of Americans.
There are currently approximately 7,000 volunteers serving in posts located in over 60 developing countries worldwide. The posts are divided into three regions:
• Africa (AF), Intra-America and Pacific (IAP), and Europe, Mediterranean and Asia (EMA).

The mission of Peace Corps’ Office of Health Services (OHS) is to provide quality medical and mental health services and support to Peace Corps Invitees, Peace Corps Volunteers (PCVs), and Returned Peace Corps Volunteers (RPCVs). Peace Corps has an internal team of on-site doctors and other medical professionals at over 60 Peace Corps post locations worldwide. Medical Officers staff located at overseas Posts provide and coordinate needed health care services for PCVs. Peace Corps’ medical providers encompass various backgrounds, to include Physicians, mid-level providers (Physicians Assistants, Nurse Practitioners) and Registered Nurses. OHS provides support to the medical professionals at each Post through field consultation, evaluation, case management, and through the provision of continuing medical education with materials and conferences.
B. PURPOSE
The Peace Corps requires enterprise licensing for OHS to access an on-line library of medical information which is accessible on a 24/7 basis and is available to all Medical staff at Post as well as medical professionals at the Peace Corps Headquarters in Washington D.C. This web-based electronic library must provide up-to-date clinical medical content and resources to assist in patient education, diagnosis, and management as well as managing users’ Continuing Medical Education (CME) credits for maintaining professional licensure.
The purpose of this acquisition is to ensure that the Medical Officers throughout Peace Corps headquarters, regions and Posts will continue to have access to an electronic library containing medical content, medical research, and frequently updated peer review information especially in areas that specifically affect Volunteer health and well-being, while simultaneously earning CMEs to maintain their professional certification.
C. CONTRACTOR REQUIREMENTS
C.1 Scope of Work
The Contractor shall provide enterprise licenses for up to 200 users that permit access to an on-line service to assist with patient treatment, care, diagnosis, as well as provide a platform for accruing and tracking Continuing Medical Education (CME) credits. In addition, the Contractor shall work with the Peace Corps’ Office of the Chief Information Officer (OCIO) to enable access to the system through Peace Corps’ network.
The Contractor shall perform the following functions:
1. Provide a system with medical content available on-line to Peace Corps medical staff 24-hours per day, 7 days per week.
2. Provide all Peace Corps Posts access to the system and services.
3. Provide a System that allows multiple, concurrent user logins and simultaneous usage of resources (no restricted access based upon number of Peace Corps users logged into the system at the same time).
4. Provide system compatibility that allows users to have their Continuing Medical Education (CME) credits linked to their Peace Corps login credentials used to access Peace Corps systems.
5. Provide a system that allows for and registers unlimited accrual of CME credits for all MD, DO, NP and PA users.
6. Provide a library with access to a drug database, full text medical journals and commonly utilized medical reference books, as well as diagnostic and case management tools.
7. Provide timely customer and technical service which accounts for service needs required at the Peace Corps’ overseas Posts where internet speeds and bandwidth reliability may be limited in remote areas.
8. Provide a library with real-time, current clinical and drug information that includes a drug interaction tool.
9. Provide a library with concisely reviewed journal articles written by experts worldwide in a broad range of medical specialties.
10. Provide certifications of its library to provide full specialty and sub-specialty coverage to include, but not limited to, the following areas: adult emergency medicine, endocrinology, family medicine, infectious diseases.
11. Provide a means for Peace Corps medical providers to accrue and track their CME credits and provide a means through which they can submit required documentation to the appropriate accrediting body in charge of maintaining the individual’s professional licensure.
12. Provide access to the system via mobile app that allows users to accrue CMEs for use.
C. 2 Contractor Responsibilities
During performance of the contract, the Contractor shall fulfill administrative and contract management requirements, as follows:
Attend award/kick-off meeting within 5 days of contract award.
Activate full online access to up to 200 users of the system through enterprise licensing within 5 days of contract award.
Provide a primary point of contact to assist with account issues and logistics coordination within 5 days after Kick-off meeting.
Provide a technical point of contact to work with Peace Corps IT personnel to assist in the integration of its system with the Peace Corps network per Section C.2.2.
Attend meetings arranged by the COR, as necessary.
C.2.1 Enterprise Licensing Activation
Within 5 days of contract award, the Contractor shall activate full online user access to the system under an agency-wide, enterprise license in accordance with the specifications addressed in Section C.1 above. The Contractor shall provide online access to their services through the internet and ensure product compatibility with several internet browsers, including Internet Explorer version 11 and higher and Google Chrome version 57 and higher.
C.2.2 Network Integration Plan
Within 21 days of contract award, the Contractor shall submit a plan to implement access to its services from the Peace Corps’ network. This plan shall address the following:
· Shall be coordinated with Peace Corps OCIO to develop a system and network integration plan and details how it meets Peace Corps’ IT and security requirements;
· Any hosted SaaS or portal solution, if offered, shall integrate with Peace Corps’ existing Active Directory, multifactor authentication, single sign-on and identity management infrastructure for staff. This is not a requirement for Volunteer access. RSA, ADFS and FIM are standard tools used by Peace Corps. Please describe your approach for leveraging these services. If unable to leverage these services, please explain why and describe your implementation approach;
· Shall describe how system will allow authorized users to access Contractor services via the Peace Corps network;
· Shall implement a mechanism that restricts system access from unauthorized individuals who are not current Peace Corps personnel and who are no longer in the Peace Corps active directory (e.g. who do not possess active Peace Corps login credentials);
· If single sign-on capability is NOT available, must address the provision of unique log-in and initial passwords for all authorized users accessing the service.
· Shall make Contractor services available 24 hours per day, 7 days per week and must not have a limit on the number of users under the enterprise license who can access the tool and/or the same materials simultaneously.
Within 30 days of contract award, the Contractor shall have the network integration fully implemented and running. Once successful in integrating Peace Corps user access to the system through the Peace Corps network, the Contractor shall ensure users have continued, unlimited access under enterprise licenses to all Contractor services as required in Section C1 above, as well as provide users access to unlimited CME accrual credit through the use of the on-line program.
Within 21 days of contract award, if single sign on is NOT possible through implementing the network integration plan, then the Contractor shall provide unique individual log-in credentials (user names and passwords) for all authorized users and continue to perform services in accordance Section C.1 above.
The Peace Corps anticipates that all network integration services will be implemented and completed only during the Base Year and that subsequent Option Years will only require annual, agency-wide enterprise licensing and maintenance.
C.2.3 End-user Accessibility Plan
Within 14-days of contract award, the Contractor shall provide detailed end-user plans and instructions on how users can accrue, manage, and submit their CME credits to their respective accrediting bodies.
This should include the availability for users who are Medical Doctors (MD), Doctors of Osteopathy (DO), Nurse Practitioners (NP), and Physicians Assistants (PA) to have their CME credits tracked by the product and submitted by the contractor directly to the appropriate accreditation body based on the medical provider’s credentials.
For Registered Nurses (RN) and other medical professionals whose accrediting body for their specific organization does not allow direct reporting of CME credits from the Contractor’s system, the Contractor must provide specific instructions on how users can account for and submit their CME credits earned.
Also within 21-days of contract award, the Contractor shall provide a user instruction manual available either through an Adobe PDF document or through online materials that educate users how to access and use the system. The user guide should include at minimum:
General instructions on how to access and use the Contractor’s product and its features; Information on the product’s capabilities, including details about the features users can access.
C. 2.4 End-user Technical Support
Within 21-days of contract award, the Contractor shall provide technical support guidance for the product which must include a phone number that is not toll-free so that overseas users can call for technical assistance.
The Contractor may also provide an e-mail address where users can send technical questions or request additional technical support.
Technical support hours should accommodate the various time zones in which Peace Corps operates throughout the world; therefore support must be available beyond the standard business hours of 9AM-6PM Eastern Time.
C.3 Contractor CME Reporting Requirements
The Contractor shall provide an annual report with the number of unique users who have accrued CME credits through the use of the online product/service, as well as a list of the unique users with the number of eligible CME credits earned by each user.
The Contractor shall maintain records of the CME credits accrued by users and of the accrediting bodies to which the CME credits were submitted.
C4 Security
FISMA and OMB policy require that organizations using external service providers that are processing, storing, or transmitting federal information or operating information systems on behalf of the federal government ensure that such providers meet the same security requirements that federal agencies are required to meet.
For services external to organizations, a chain of trust requires that organizations establish and retain a level of confidence that each participating provider in the potentially complex consumer-provider relationship provides adequate protection for the services rendered. The extent and nature of this chain of trust varies based on the relationships between organizations and the external providers.
The Contractor shall provide evidence, for review and acceptance, that the information system provides security commensurate with the risk and magnitude of the harm resulting from the loss, misuse, or unauthorized access to or modification of information. This includes assuring that systems and applications used by the agency operate effectively and provide appropriate confidentiality, integrity, and availability, through the use of cost-effective management, personnel, operational, and technical controls. Examples of evidence are:
· FedRAMP certification
· Authorization to Operate by a Federal Agency
· Third party assessments (e.g., HIPAA certification, SSAE16 SOC Report)
C.5 Deliverables
The major project deliverables with deadlines and timelines are provided below in Table 1. Throughout the life of this contract, should any deliverables, sub-deliverables or timeframes be subject to change, the Contractor and the Government shall work together to ensure that any mutually agreed upon changes in Contractor deliverables are fulfilled within the scope and the period of performance of the contract.

C.6 Service Delivery Summary
Below is in Table 2 is a summary of the performance requirements and performance thresholds, or Acceptable Quality Levels (AQL), required by the government in Contractor performance. The thresholds define the minimum acceptable quality of a deliverable in order to be approved and received by the COR.
For any written performance requirements, the Contractor shall ensure proper incorporation of all suggestions and corrections made by the Peace Corps.

C.7 ACCEPTANCE CRITERIA
The Government will review all deliverables submitted for quality, completeness and accuracy in accordance with the Deliverables Schedule in Section C.4 and the Service Delivery Summary in Section C.5. The Contractor shall complete and submit deliverables in a timely manner within the period of performance for this contact.
