Subject: Request for Quote (RFQ) # QTCDAB20MQ07; Voice Services – Business Line service for Federal Agencies.

In accordance with the terms and conditions of the subject contract, the following checklist information is provided and/or requested:

· Request for Quote: This is a Fair Opportunity request, by furnishing the enclosed Performance Based Statement of Work (PBSOW), Total Fixed Price Summary spreadsheet, and Attachments 2. Request you please furnish a Business Offer and Technical Offer for the requirements of this RFQ’s PBSOW.

· Site Survey: Site survey is not required. If site survey is needed, contact Mary Quick, GSA, FAS, ATM, at (215) 446-5821 or email mary.quick@GSA.GOV.

· RFQ Questions: All questions relative to this RFQ shall be submitted in writing to David K. Wilson, CO, on or before 3:30PM EST June 24, 2020 via email address david.wilson@gsa.gov.

· Offers are due on or before 3:30PM (EST) July 03, 2020.

FAIR OPPORTUNITY PROCESS

Performance-Based Statement of Work (PBSOW)

1. OBJECTIVE: Provide and install ten (10) business lines with caller id and hunting at various sites, NC LATA 951. They will be clearly tagged and labeled at the demark point. The line will be extended to the end user location and installed on a jack, per the local end user POCs specifications.

1.1. Existing building environment for same or similar services are identified in Attachment 1 / Service Location and Totals. All lines have existing services and number(s) will be ported to the selected Offeror(s)identified in Attachment 2. Current service is provided through a VOIP solution with analog termination adapters providing analog business line like services.

1.2 Incumbent provider: Real Mobile, Inc.

2. SCOPE: This specification is for the porting of the existing telephone number, delivery, installation, verification testing, cutover, and Government onsite acceptance testing, or continued support of the existing Business Line service. The solution shall include E911 services. The business line requires simple 10 digit outbound dialing support. The line shall be installed to the building’s Telephone Company demarcation point and cross connected, and extended to customer equipment designated by the local point of contact if applicable.

Vendor(s) shall provide and install ten (10) Business Lines with the following features / quantities per Attachment (1) / Service Locations and Totals, service address, service locations totals:

(1) Touch Toll Service

(1) Non-Published

(1) Restrict 3rd Party & Collect Call

(1) Cross-connect extension service to equipment

(1) Business hours port and extension service

(1) Tagging and label at Telephone Company demarc. and termination point

There shall be no more than (30) minutes of total downtime, during the transition, and all service must be transitioned to the new award by 6 August 2020, regardless of when award is made.

Lines shall be terminated at the applicable facility DEMARC. Offerors shall conduct appropriate cross connects to extend dial tone over existing premise wiring and ensure that dial tone is available to the applicable work station wall jack.

The Offerors will use the existing facility premise wiring as specified above if, after testing, the wiring is sufficient to the service requirement. In the event the wiring tests insufficient, the Offeror shall contact the Government representative to request authorization to install new premise wiring.

Upon award, the Government will execute TOPS service order for the installation of, or continued maintenance of the service. Work shall not take place until offeror is issued a TOPS service order. Alternate solutions will not be considered. The offeror, given a task order award from this RFQ shall install the services per the requirements of this RFQ SOW.

2.1. Number Portability shall be provided in accordance with the Telecommunications Act of 1996, Federal Communications Commission (FCC), state, and local rules and regulations. Number Portability shall permit the Government to change vendor(s) of local exchange service without changing phone numbers associated with a prior vendor exchange.

2.2. The platforms offered (switches, servers, routers, etc.) for service(s) delivery shall be such as to obviate the need for the Government to purchase common service customer premise equipment and shall utilize advanced technology, provide modular and expandable service(s); continuously available high reliability uninterrupted service(s) 24 hours a day/365 days a year.

2. TRANSITION PROCESS: Existing Service with existing telephone numbers shall be maintained

3. SITE LOCATION(S): See Attachment 2 for Place of Performance.

4. REQUIRED SERVICE(S): 10 business lines with hunting at the location listed in attachment 2.

5. PERFORMANCE PERIOD: The Government contemplates the delivery order performance period of 8/17/2020 - 5/31/2023 (approx 34 months)

6. ACCEPTANCE PERIOD: The Government requires a minimum acceptance period of sixty (60) calendar days. Offerors may specify a longer period than the Government’s minimum. Please indicate an acceptance period for the validity of the quote.

7. RFQ PRICING SUPPORT:

1. Nomenclature of products offered.

2. Description of services offered.

3. Quantities of products and services offered.

4. If applicable, unit prices of installation services [one-time charges, Non-Recurring Costs (NRC)].

5. Monthly prices of services (individual unit price of each line, etc.).

The unit price shall be the same for a quantity of one (1) through the estimated total not-to-exceed maximum quantities of each line, etc.

6. Other Supporting Services when applicable.

7. Other pertinent information to support cost or pricing.

At a minimum the offerors shall provide the following in their proposals:

7.1 Technical Response:
1. Complete vendor information and quote number.

2. Any restrictions and disclosures.

3. Assurance or response that vendor understands section 2 of the RFQ.
4. Assurance or response that vendor can indeed provide the service as indicated at the locations listed on this RFQ.
5. Escalation Hierarchy for service orders, and trouble resolution.

7.2 Pricing Response:

1. Nomenclature of products offered.

2. Description of services offered.

3. Quantities of products and services offered.

4. If applicable, unit prices of installation services [one-time charges, non- recurring costs (NRC)].

5. Monthly prices of services (individual unit price of each line, etc.). The unit price shall be the same for a quantity of one (1) through the estimated total not-to-exceed maximum quantities of each line, etc.

6. Other Supporting Services when applicable.

7. Other pertinent information to support cost or pricing.

8. EVALUATION AND SOURCE SELECTION CRITERIA: BASIS OF AWARD:

The Government contemplates a single fixed-price award to be made to the contractor that represents the best value offer, with acceptable past performance as required by this solicitation. The offeror shall meet the mandatory requirements of the PBSOW. Past performance is considered a separate evaluation factor. Unacceptable transition time line, transition downtime, technical solutions, adverse past performance or unreasonable prices may deem the offer unacceptable. Offeror must be able to meet the installation deadline as presented in the PBSOW with very little to no downtime. An award is to be made by selecting the responsible offeror whose evaluated response; best satisfies the Government’s expressed requirements of this PBSOW with regard to the below evaluation factors.

The Government reserves the right to confer with offerors to clarify or resolve proposal/quotation issues. The Government reserves the right to make an award decision based on the initial quotation. Therefore, offers should contain all of the aforementioned requested information and best prices should be submitted with this proposal.

The technical specifications listed in section 2 and the transition time line, and transition downtime listed in (8.2) below, are the most important factors and are more important than past performance and price. Technical evaluation, transition time line, transition downtime, and past performance combined are significantly more important than price.

This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest price offer. The perceived benefits of the higher priced best value offer shall merit the additional cost.

8.1 Technical Evaluation: The Government will evaluate for technical acceptability of the technical proposal for each paragraph and subparagraph of the PBSOW. With respect to the non-price factors, an offeror is solely responsible for furnishing in its proposal adequate details to allow the Government to assess the acceptability of the offer on the factor; an offeror’s failure to submit adequate details may result in the Government finding the proposal technically unacceptable or given a zero rating.

8.2 Transition Time line and downtime: There can be no more than a total of 30 minutes of downtime during the transition, and the transition must be able to be completed not later than 16 August 2020, regardless of when the award is made.

8.3 Past Performance: Past Performance is a factor for award. Offerors shall provide information on past or current contracts (including Federal, State, Local Government and Private) for efforts same or similar to this PBSOW requirement. Offerors shall include three (3) references to support submitted past performance information. Information should include name, phone number, title, contract or task number and date of performance. Offerors shall provide information on problems encountered on the identified contracts along with the Offeror’s corrective actions, if any. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the Offeror’s past performance. The Government shall determine the relevance of similar past performance information.

8.4 Price Evaluation: The Government contemplates fixed price solutions. Offeror shall provide fixed prices that are reasonable. Offeror shall have the capability to perform the work specified in the PBSOW. The fixed prices shall be supported by data other than certified cost or pricing data for each price component of Offeror’s solution. Pricing shall be based on the purchase order performance period as described in Section 6 Performance Period of the PBSOW

8.4.1 Price Reasonableness: The Contracting Officer will make the determination of whether prices for the requirements are fair and reasonable. Offeror’s will be valuated based upon fair and reasonable total fixed prices for the Government requirements over the performance period of the purchase order.
