About this file

This document contains questions and answers from potential offerors regarding a federal contract opportunity for Carbon Pollution-Free Electricity (CFE) Specialized Support Services for Power Purchase Agreements (PPAs). The General Services Administration Public Buildings Service (PBS) is seeking these support services to review facilities' renewable generation capabilities and electric load data. Offerors asked about the division of work among respondents, the ability to review sites and establish additional data, and using load profiles to commit capacity to grid stabilization. PBS answered that all work will flow through GSA, respondents can review electric load data as needed and establish additional data for review, and issues like load profiles would be addressed on a case by case basis depending on the value and benefits to accomplishing the task scope.

Questions and Answers for CFE Support Services 8/10/2023 # Section

Offeror's Questions GSA's Answers

We would like to learn more about how the agency sees the work split up among the respondents.

Respondents I'm assuming to be defined as agencies outside of GSA. All work will be filtered through GSA if request arise from other agencies.

Contractor will recieve all work requests from GSA as defined per contract.

Could the respondent review the entire facilities load and other information to record the optimum renewable generation capabilities of a specific Meter or location, what the current one was contributing to that amount ?

Electric Load data will be available for review on as needed basis. Respondent will have to define "other" information before GSA can make a determination.

Is respondent allowed to establish additional data from the review of the sites?

Yes additional data is allowed to be established. Additional data will need to be submitted to GSA for review.

wouldn’t another data point be valuable when doing some of these projects, that were placed in a location that would otherwise at some point fail or require additional investment? this could be a set of standards developed that when interconnecting a load, above and beyond what one of the regional transmission authorities would have for interconnect, service, etc.; there would be a profile done of the load coming in and the percentage of its capacity that could be committed to grid stabilization as an example?

Vendor needs to define "another data point" and the value of pertaining to projects. Vendor will need to be specific on needs of any data and how it benefits or limits the ability of the vendor to accomplish the task in the scope of work. Specific issues such as described will have to be addressed on a case by case basis.
