1. The PWS references the PBGCFAR, please advise where the link for this publication can be located?

The PBGCFAR is an internal document and shall be made available to the awardee.

2. Confirm if the Template Editor's must be PM certified. Is the Government team willing to relax this qualification to demonstrate PM experience with a FAC-C / DAWIA Level II or equivalent in Contracting?

Confirmed. The Template Editor shall be PM certified. The requirement will not be relaxed.

3. Request clarification pertaining to Factor 3 - Past Performance paragraph (d). Will the Government accept personnel experience versus contracts for new entities? If yes, is there a particular format or information to be provided; such as references.

Experienced gained through prior relevant consultative roles (either as a prime, sub, or key personnel) shall be acceptable. The format should meet all pertinent guidelines for Past Performance as stated in the solicitation.

4. Is there a page-count minimum and maximum for each template?

No.

5. How much of the information for each template will be provided by the PBGC?

This varies as some templates will require complete development and creation while others will require revision and instructions.

6. Will there be appropriate PBGC research resources and guidelines available for this project?

PBGC expects the vendor shall develop OR review and revise all templates. Minimal guidelines will be provided and all current templates, forms and samples will be provided.

7. Will the content be generated from resources already in place or will the contractor be pointed to materials that provide a foundation for the content of the new templates?

Yes. It will be up to the vendor to develop and create templates. Where a template exists it will be up to the vendor to determine, based off of benchmarking best practices and lessons learned, what content should be included in the required templates.

8. The acceptable file extensions noted in PWS section 4.d do not include template extensions such as *.dot or *.dotx, *.xlt or *.xltx, and *.pot or *.potx. Template files allow the user to create a new document based on the template that can be automatically updated if and when the template is modified. Creating a new document also ensures that the parent template file is

not changed when the child file is saved. Is there a need for a master template on which the other templates are based? Are there file management limitations (SharePoint comes to mind) that prevent the user from creating a blank file from a template?

Templates shall be submitted in the extensions requested in the PWS.

9. Is there an equivalent qualification for PM certification for the Template Editor, such as an MBA? If not, must the Template Editor be PM certified by the time of contract award or as of the quote submittal date?

No equivalent qualification will be accepted and the requirements need to be true and valid upon submission of proposals and award of contract.

10. May the Program Manager and Template Editor be the same person? If not, may the Program Manager and Template Editor be a team formed from personnel from multiple businesses?

The technical approach, key personnel and composition of the proposal (re: prime and sub) is solely up to the vendor. The government shall evaluate the risk and merit of all proposals that meet the stated requirements.

11. The PWS does not specify the template delivery and review version management process in PWS section 4.f, g, and h, including the repository for draft, review, and final documents. Shall the Government (PBGC) provide a secure and accessible electronic location, or is the Contractor responsible for this?

The government shall discuss the delivery of all documents with the awardee. It is not the expectation of the government to require a vendor provided repository.

12. The PWS does not specify any knowledge transfer from the Contractor to PBGC to ensure consistent template use and maintenance. Is the Contractor responsible for knowledge transfer, and if so shall the knowledge transfer deliverable be a written guide, real-time debriefing (video or phone conference), or both?

Yes, the vendor is responsible for the transfer of all applicable knowledge. All knowledge transfer should be noted in the templates as they are standalone documents. The approach, whether it is written guide or discussion, is up to the vendor and the approach described in each proposal.

13. Page 10, paragraph 4 “Template Editor,” line 2, states, “The template editor must be Project Management (PM) certified…” Should we interpret this to mean Project Management Professional (PMP) certified, the certification from PMI?

The PMP is an industry acceptable standard certification that would meet this requirement.

14. As this is a digital submission, would PBGC like each volume submitted in a separate file or together as a single file?

All submission requirements, to include delivery, are detailed in the solicitation. Please follow the requested submission and volume guidelines. Each volume can be a separate file.

15. Would PBGC like each template included as separate files or together in one file? Current wording is unclear on page 15, 8.2, table 1, is unclear.

16. The minimum qualification of a FAC-C/DAWIA Level III certification requires the Offeror’s Program Manager to be a former federal employee, as there are no equivalent contracting certifications available to non-federal employees.

(a) Is it the Government’s intent to require Contractor/Offeror’s proposed Program Manager (Key Personnel) to be a former federal contracting employee?

The requirement is for FAC-C/DAWIA Level III in Contracting. How an Offeror meets this experience, or equivalent certification, is up to the vendor and not being dictated by the government.

(b) Will the Government consider dropping this requirement to spur competition and encourage greater small business participation?

No. The government expects adequate competition of this requirement.

17 Is there a separate Project Manager position in the Key Personnel for this RFP or is this reference a misprint?

The requirement is for two key personnel of which the Template Editor requires a Project Management certification.

18. (a) Is the minimum “15 years’ experience in contracting” requirement, specifically federal contracting experience?

No.

(b) Can it be gained in the private sector? Can it be gained in the private section (as a federal contractor) on federal contracts?

Yes.

(c) Is there a certain level of involvement and skill set (supervisory, administrative, managerial, etc.) in the field the Government is looking for in Personnel proposed for this position?

Please refer to the minimum qualifications referenced in the solicitation. The offer shall be evaluated on the Key Personnel and Technical Approach as proposed.

The RFP states the minimum qualifications for Template Editor are:

Experience shall include demonstrated project management experience. The template editor must be Project Management (PM) certified and have experience developing, base lining and executing program requirements. The Template Editor shall have over 5 years’ experience in managing projects and creating requirements/templates.

The PMI certification requirement is quite onerous and is not an industry standard (or even a commonly held certification) for professional Technical Writers/Editors. By making this a requirement, the Government significantly (and effectively) limits the number of small businesses that can respond to this RFP, almost to the point of steering. The overwhelming majority of outstanding technical writer/editors firms are small (less than 5 employees) and unlikely to have a PMI-certified Editor.

It is the government’s intent to have a Project Manager with over 5 years’ experience in managing projects and creating work products (re: procurement templates). It is this skill set that shall be applied to the Template Editor position.

19. Will the Government consider dropping this requirement to spur competition and encourage greater small business participation?

No. It is the government’s belief that this requirement will have adequate competition.

20. Does solicitation number PBGC01RQ160077 contain requirements similar to a current contract?

No.

21. If possible, please provide the current contract number. Or, is this a new requirement for the government?

This is a new requirement.

22. For the role of Template Editor, do you mean PMP certified?
