Particle Software Development
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (DNA) has a requirement to procure software that is capable of receiving data streams from one or more software defined radios, integrate with existing SCEPTRE Software installs, and allow these data streams to be accessed to multiple users simultaneously and based on user requirements, for the US Navy Carry On Equipment (COE) core systems. This capability has been identified as a requirement for future system architecture advancements to support continued operations. NSWCDD DNA Special Sensors provides the Navy with the tactical Indications and Warning (I&W), Force Protection (FP) Intelligence, Sensitive Site Exploitation (SSE), and Intelligence Preparation of the Operational Environment (IPOE) required to win decisively in major combat operations.
NSWCDD DNA develops and integrates emerging technologies into cohesive intelligence collection system to provide actionable intelligence in the maritime environment.
2.0 OBJECTIVE
The objectives of this task is to develop a software daemon which will integrate into existing SCEPTRE software for signal collection in legacy and future Carry On Equipment (COE).
3.0 REQUIREMENTS
This SOW provides requirements for the software development of Particle.
3.1 The Contractor shall develop a software daemon that interfaces with existing installs of SCEPTRE software with all radios in the SCEPTRE receiver libraries.
3.1.1 The Particle software daemon shall be developed to differentiate between user logins to separate running instances of the SCEPTRE software.
3.1.2 The Particle software daemon shall allow for multiple data stream formats, to include
VITA 49.2 wideband FFT sweeps, audio streams, PDW’s, and others as required.
3.1.3 The Particle software daemon shall allow for multiple users to access the same data stream witout having to retask the tuner.
3.1.4 The Particle software daemon shall use POSIX industry standards to enable subscribers (users) to be assigned permissions based on access needs and mission requirements.
3.2 The Contractor shall provide information pertaining to the installation, maintenance, and documentation of the Particle software to include:
3.2.1 Installation steps on existing servers;
3.2.2 Integration into existing software, SCEPTRE;
3.2.3 Maintenance requirements;
3.2.4 Software update schedules;
3.2.5 SCEPTERE/Particle Application Programming Interface (API) documentation;
3.3 The Contractor shall coordinate with the technical point of contact (TPOC) identified below to schedule the delivery of Particle.
4.0 REQUIRED DELIVERY DATE: 9 months AOR
5.0 GOVERNMENT FURNISHED PROPERTY (GFP)
5.1 The Government will not provide any property.
