DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 613-22-3-527-0060 – Cisco Fluid Mesh Security Camera Assessment

1. Contracting Activity: Department of Veterans Affairs, VISN 5, Huntington, WV, VA Medical Center in need of brand name only Cisco Fluid Mesh Security Camera Assessment.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The service requires firm fixed price contract 15 days delivery ARO for the assessment of the current Cisco Fluid Mesh security cameras and network that is supporting the Police Department at the Martinsburg WV, VA Medical Center.

Estimated Order Value: $XXXXXXXXX

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This brand name only is required since we need the experience of a contractor that has the satisfactory experience of installing Cisco’s Fluid mesh cameras. We had a recent contract # 36C24518F3793 to which an SDVOSB, Visual Connections LLC installed the cameras and configurated the network to support the visibility of the VA’s campus. Then several of the cameras became inoperable a few months later. It is not known if the increase of our wifi became over-loaded with the new setup of the COVID screening tent nearby. We are seeking a contractor that has the experience and know how to effectively get our cameras up and running as soon as possible. We had a few quotes from small businesses; however, the exact need was not known leaving the possibility of having increase costs after the contract would be awarded.

4. Description of market research conducted and results or statement why it was not conducted: In an effort to find capable SDVOSB or VOSB, market research was conducted via the internet, IGCE, NAC, SAC, FPDS, SAM, SEWP and VIP search. VIP- found 0 Vendors under NAICS 541511 and PSC DJ10. Products were not found on GSA. It was found that Cisco does NOT have certified licensed professional installers to install their Fluid Mesh camera system. 2+SDVOSB were not found, and the non-manufacture does not did not apply to 541511. Will solicit on SAM as a small business set-aside in accordance with FAR 13.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
