Ownership Parcel Data Statement of Work

BACKGROUND

On an annual basis the USDA Forest Service Forest Inventory and Analysis (FIA) program field crew members are charged with inventorying a subset of all established FIA plots. As part of this process, it is necessary to gather name and address information for owners of where the plots are located, as well for owners of surrounding lands needing to be crossed to access the plots. This process is time consuming and to date the bulk of this information gathering has required in-person visits to county courthouses and other municipal offices. In addition, this plot ownership information is used to implement the National Woodland Owner Survey (NWOS), another component of the FIA program. The NWOS is involved in researching and reporting forest ownership status and trends in the US.

TECHNICAL SPECICATIONS

FIA is seeking spatially explicit, parcel ownership data for the US. Specifically, we are looking for:

· Data for all lands within all 50 US states provided in ESRI GeoDatabase format with separate polygon and point files for each state

· The polygon files should contain the spatial boundaries of the parcels

· The point files should contain property address, ownership name, mailing address

· Quarterly updates with full refreshes of all available data

· The files should have the following fields and specifications:
