PERFORMANCE WORK STATEMENT
FOR
JCLC Camp STEM Challenge Broward County Schools Ft. Lauderdale, Fl., 33301
Part 1
General Information
1. GENERAL: This is a non-personnel services contract to provide services to support JCLC Camp STEM Challenge 2018-19, Sponsor by Broward County Schools JROTC.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide lodging facilities, training facilities, meals services, furniture, equipment, supplies, facilities, 3 golf carts, transportation, tools, materials, supervision, other items, management and labor as specified herein necessary to perform JCLC Camp STEM Challenge, 9 – 14 June, 2019. The contractor shall provide services in accordance with the terms, conditions and specifications set forth in this Performance Work Statement. Training venues for all STEM events will require a class room with audiovisual media and test site. The contractor shall perform to the standards in this contract. The golf carts will be operated by cadre, chaperons and first aid personnel. The contractor will provide chargers and a secured place for golf carts to be charged.
1.2 Background: JCLC Camp STEM Challenge needs to take place somewhere in the vicinity of Broward County Florida. The site must have the capability to provide billeting, food service, transportation, medical support with facilities and other sports complexes required to support JCLC.
1.3 Objectives:
- Provide Cadets an opportunity to practice leadership skills in an unfamiliar environment.
-Allow Cadets a chance to participate in citizenship building exercises.
-Give Cadets the opportunity to experience living and interacting with their peers from other units in a military setting. Introduction to college life.
-Instruct leadership-type skills to Cadets in a “hands on” military type environment.
Understand proper research concepts.
-Provide an opportunity to participate in adventure, science, technology, engineer and mechanical training not available to Cadets.
-Take advantage of research, labs, and recreational facilities available and to have fun with it.
1.4 Scope: The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision and labor to provide lodging accommodations, as specified herein, for JROTC Cadet Leadership Camp (JCLC), JCLC Camp STEM Challenge 2019, for a maximum of 300 Cadets and 50 cadre from 9 – 14 June 2019. The contract shall provide services in accordance with the terms, conditions and specifications set forth in this statement of work.
1.5 Period of Performance: The period of performance is 9 June 1200 hrs to 14 June 2019 1600 hrs. without options.
1.6. General Information:
1.6.1 Place of Performance: The work to be performed under this contract will be performed at the contractor’s facility. Such facility must be in Try County Area Florida.
1.6.2 Type of Contract: The government will award a firm fixed price service contract.
1.6.3 Hours of Operation: The contractor is responsible for conducting business, between the hours of 1200 hrs 9 June and 1600 hrs on 14 June 2019. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.4 Security Requirements: Contractor personnel performing work under this contract do not require a security clearance.
1.6.5 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.

2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.3. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
2.1.4. RESERVED.
2.1.5. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.6. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.7. WORK WEEK. Monday through Friday, unless specified otherwise.

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this
PWS.
4.2 Housing Requirements. The contractor shall provide housing for 300 Cadets and 50 cadre members participating in JCLC Camp STEM Challenge FAU, 9 - 14 June 2019.
Housing must include one bed per individual (private). Contractor shall also make available certain recreational facilities, 24-hr use of medical facilities, pool, and amphitheater.
4.2.1 Contractor shall provide office space with electricity and running water and bathroom for in processing and camp operations center, 24-hour First Aid Station, minimum of 1 dumpster, port-o-parties to be setup where latrine facilities are not available and Dining Facilities 9 June -14 June 2019, to include cleaning supplies. All items to include first aid support facilities and operations headquarters will be located on site.
4.3. Audiovisual. The Contractor shall make available the dining facility and equipment for inclement weather. Inclement weather equipment includes lightning protective shelters, dining facility, and other hard structures. Audio visual equipment is required at the amphitheater for use during the Flag Retirement Ceremony.
4.4. Transportation requirements. The contractor will provide transportation to and from all Advance STEM training venues, and 3 golf carts with chargers.
4.4.1 Government will provide transportation for cadets and cadre to and from FAU.
4.4.2 Contractor shall provide three (3) Golf Cars for use by cadre/aid station personnel during JCLC STEM Challenge. All to be four passengers plus. Golf carts are for the Cadre, Chaperones and Aid Station use only. Use of golf carts by Cadets is prohibited.
4.5 Meal Requirements. Contractor shall provide meals for camp participants from 9 - 14 June 2019 for JCLC STEM Challenge. Meals will be provided as follows:
4.5.1. Menus. The contractor shall provide a menu similar to the following for each meal.
The below menu is the minimum. Cadets, cadre and adults will use the dining facility just like any other college student, a full-service cafeteria with a variety of menus and services.
All meals shall be served hot. The menu shall be coordinated with the Government POC a minimum of 10 calendar days prior to the event and any changes agreed upon at that time.
4.5.2 Lunch, 9 June: Cold Sandwiches, Pizza, Hot Dogs, Hamburgers, Salads, Soups, French Fries, Ice cream, Cake, Fruits and Cold drinks. (Advance Party)
4.5.3 Dinner, 9 June: Chicken Fried steak with gravy, rice/peas, cornbread, salad bar, cake, fruit, and beverage. (Advance Party)
4.5.4 Breakfast, 10 June: Pancakes, scrambled eggs, link sausage, grits, juice(s), milk, coffee (Advance Party)
4.5.5 Lunch, 10 June: Cold Sandwiches, Pizza, Hot Dogs, Hamburgers, Salads, Soups, French Fries, Ice cream, Cake, Fruits and Cold drinks.
4.5.6 Dinner, 10 June: Meat loaf, mashed potatoes w/gravy, dinner roll, ice cream, soda, iced tea, and coffee.
4.5.7 Breakfast, 11 June: Pancakes, scrambled eggs, link sausage, grits, juice(s), milk, coffee Scrambled eggs, bacon, grits, biscuits, butter syrup, juice(s), milk, and coffee.
4.5.8 Lunch, 11 June: Cold Sandwiches, Pizza, Hot Dogs, Hamburgers, Salads, Soups, French Fries, Ice cream, Cake, Fruits and Cold drinks.
4.5.9 Dinner, 11 June: Spaghetti, green beans, cornbread, cake, soda, iced tea, and coffee.
4.5.10 Breakfast, 12 June: Biscuit w/sausage gravy, cold cereal, butter syrup, juice, milk, coffee.
4.5.11 Lunch, 12 June: Cold Sandwiches, Pizza, Hot Dogs, Hamburgers, Salads, Soups, French Fries, Ice cream, Cake, Fruits and Cold drinks.
4.5.12 Dinner, 12 June: Fried chicken, cream potatoes, corn, cobbler, soda, iced tea, and coffee
4.5.13 Breakfast, 13 June; Danish, cold cereal, butter syrup, juice, milk, coffee
4.5.14 Lunch, 13 June: Cold Sandwiches, Pizza, Hot Dogs, Hamburgers, Salads, Soups, French Fries, Ice cream, Cake, Fruits and Cold drinks.
4.5.15 Dinner, 13 June: Fried chicken, cream potatoes, corn, cobbler, soda, iced tea, and coffee.
4.5.16 Breakfast, 14 June: Biscuit w/sausage gravy, cold cereal, butter syrup, juice, milk, coffee.
4.5.17 Lunch, 14 June: Cold Sandwiches, Pizza, Hot Dogs, Hamburgers, Salads, Soups, French Fries, Ice cream, Cake, Fruits and Cold drinks.
4.5.18 Meal Times. The contractor shall serve meals during the times indicated below:
1130 - 1300 Lunch 9 June 20 each. (5 adults + 15 cadets) 1800 - 1900 Dinner 9 June 20 each. (5 adults + 15 cadets) 0600 - 0700 Breakfast 10 June 20 each. (5 adults + 15 cadets) 1130 - 1300 Lunch 10 June 350 each.

4.6 Security. The contractor shall provide security to ensure participants are in a safe and crime free environment.
4.7 Taxes. The government is exempt from paying any sales taxes related to this contract. Tax exemption forms will be provided to the contractor upon request.
4.8 Courtesy. The contractor's employees shall be courteous to all persons served under this contract. Courtesy rendered shall be equal to that rendered to other customers of the establishment and equal to that expected of any public lodging facility.
Services and consideration provided all guests shall be provided to event participants.
4.9. Contractor Personnel Attire. Contractor personnel shall wear clothing that is clean, does not contain statements that may be offensive to others.
4.10 STEM specifications:
4.10.1 ROCKETRY: Provide all required items needed for the construction process. Cadets will build their own body tubes for the rocket body, fins for stability and nose cones to direct air smoothly over the body of the rocket. The STEM validation portion will include, but will not be limited to:
Science – Acceleration, Thrust, Center of gravity/pressure and Newton’s Law of Motion Technology – Problem solving, Spin-offs and Systems Engineering – Safety engineering, Technological design and Modeling Math – Trigonometric ratios, Measuring angles/lengths and Symmetry.
Classrooms, lab and equipment will be provided by the vendor. Rocketry kit used will be The Solid Fuel Rocket kits by PITSCO Education and purchased by SBBC JROTC.
4.10.1.a AIR POWER ROCKET and GLIDER: Same as above, plus; deploy a glider using an air propelled tube rocket (up to 100 feet).
Science – Force and motion, Thrust, and Newton’s Law of Motion Technology – Pneumatic systems, Problem-solving and Systems Engineering – Aeronautical engineering, Technological design and Prediction Math –Measuring angles/lengths and Symmetry.
4.10.2 DRAGSTERS: Provide all required items needed for the construction process. Participants will build their own CO2 Metric Dragster. Cadets will build their own dragster with pre-determined weight. The STEM validation portion will include, but will not be limited to:
Science – Newton’s Laws, Modeling, Aerodynamics and Friction.
Technology – Design process, Finishing, Troubleshooting and Problem solving.
Engineering – Engineering design, Prototyping and Energy and power system Math – Metric measurements, Tolerances, Calculating speed.
Classrooms, lab and equipment will be provided by the vendor. CO2 metric dragster kits by PITSCO Education and purchased by SBBC JROTC.
4.10.3 SEAPERCH: Provide all required items needed for the construction of a underwater Remotely Operated Vehicle (ROV). Cadets will build their own ROV that will meet buoyancy, movement and design requirements. The STEM validation portion will include, but will not be limited to:
Science – Vectors, Attenuation of Light, Buoyancy and Biological Sampling Technology – Soldering and Motor Movement
Engineering – Ship and Sub Design, Ergonomic Design, Motor Movement and Circuits and Switches
Math – Depth Measurement and Displacement Classrooms, lab and equipment will be provided by the by the vendor. Seaperch kits provided by facility STEM LAB.
4.10.4 ENVIRONMENTAL SCIENCE: To be conducted at the Loxahatchee NWR.
Cadets will be introduced to Florida natural habitat, the Everglades Flora and Fauna, and its wild life. The STEM validation portion will include, but not limited to:
Science: Balance of Nature, Identification of Species, Treats to the Environment and Climate Change.
Technology: Use of sampling equipment.
Engineering: Appreciation of the Corps of Engineers mission and Impact of Humans on the Environment
Math: Determination of submerged animal species using mathematical factors.
The NWR will provide access to their Rotunda, Classroom, Virtual Air Boat, and Nocturnal wild life theater. Canoes, PFD’s, and tour guide will be provided by the vendor.
4.10.5 BALSA BRIDGE: Provide all required items needed for the construction process. Participants will build a bridge with pre-determined height and span. Structure will be tested using counter weight technique. The STEM validation portion will include, but will not be limited to:
Science – Modeling, Equilibrium and forces.
Technology – Construction, Design processes and Historical perspectives.
Engineering – Design aesthetics, Data analysis and Technological design.
Math – Pythagorean Theorem, Efficiency and Symmetry.
Classrooms, lab and equipment will be provided by the vendor. Balsa Bridge kits by PITSCO Education and purchased by SBBC JROTC.
4.10.6 ADVANCE STEM, aka H2O to Go. (see statement below)
Research based program, with full access to a working research lab. Cadets will be introduced to the University Level Research Mission. They will learn scientific journaling processes, data analysis and problem solving and application.
FAU Pine Jog Center has joined forces with FAU John D. MacArthur Campus, FAU Harbor Branch Oceanographic
Institute and CES Riverwoods Field Laboratory to offer a unique, week-long, residential research institute for high school and undergraduate students. This program, called H2O to Go, introduces students to scientists who are working in the field of environmental research. Students work with research scientists and develop an understanding for the interconnectedness and complexity of South Florida water systems and the environmental issues facing them. Students are exposed to research tools engineered by FAU that are currently being tested as solutions to Florida’s environmental challenges. This program is designed to give students a professional experience not easily obtained by the general population and will provide a competitive edge, particularly to students interested in life science, engineering, oceanography, and research. Most importantly, students are guaranteed to have fun. Recreational activities such as kayaking, canoeing, hiking and swimming are integrated throughout our learning activities.

SPECIFIC TASKS
5. Specific Tasks:
5.1 Facility Specifications. The contractor’s facilities shall meet the following minimum standards.
5.1.1 Facility is not undergoing renovation or remodeling during the time of the camp and not located within an area considered a high crime area or designated a high crime area as determined by local police statistics.
5.1.2 The contractor shall provide non-smoking sleeping facilities that are furnished solely on the basis of one individual to a bed/cot with no more than two individuals to a room/tent for double occupancy.
5.1.3 Fire and Safety. The contractor’s facility shall comply with applicable fire and safety codes and regulations.
5.2 Miscellaneous Services. The contractor shall not be responsible for any miscellaneous charges incurred by the training participants. The contractor shall explain to the participant that miscellaneous services are not covered by this contract and are payable by the participant, such as personal telephone charges, pay-for-view movies, room service, internet service, meals in excess of the contract requirements, and other such services.
5.3. Contractor shall provide all food and condiments, serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for each meal.
5.4. Contractor shall wipe down and sanitize all tables at serving location as well food preparation area and equipment.
5.5. The contractor shall prepare a menu similar to paragraph 4.5 and Technical Exhibit 3.
5.6. Facilities and Equipment. The contractor shall provide lodging facilities for 350 Cadets and Cadre, training facilities, meals services, furniture, equipment, supplies, all for 350 Cadets and Cadre. The contractor shall perform to the standards in this contract.
5.6.1. The contractor shall provide 3 golf carts for Cadre to transport equipment. The golf carts will be operated by Cadre.
5.6.2. The contractor shall provide 24-hour aid station facilities. Nurse coverage to be provided by the government at no cost to the contractor. One nurse assigned per company. Nurse will always travel with company and will reside at the same floor as the company being assigned to.
5.6.3 The contractor shall provide classrooms, lab, tools as required, computers and media in support all STEM activities.
5.7. CONTRACTOR MANPOWER REPORTING (CMR): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services under this contract for the US Army Cadet Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and click on "Department of the Army CMRA" on the icon of the DOD organization that is receiving or benefitting from the contracted services.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2019. 6.1. The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures.

Performance Requirements Summary The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
