PERFORMANCE WORK STATEMENT (PWS)

Professional Formation Skydiving Instructor

Part 1

General Information

1. General: This is a services contract to provide a Professional 4-Way Vertical Instructor for the US Army

Parachute Team Vertical Formation Skydiving (VFS) 4-way team. As a certified 4-way Vertical Instructor, the contractor is a subject matter expert and will provide in depth and comprehensive instruction to qualified USAPT VFS 4-way competitors. The training will enable military personnel to exercise vertical

4way freefall formation skills with exacting precision, which will provide the team the ability to compete and medal at the World Meet. Contract service provider shall be accountable solely to the Government.

1.1. Description of Services/Introduction: The contractor shall provide a dedicated Professional 4-Way

Vertical Instructor, who will provide expert and specific guidance on the tactics and techniques used by top tier 4-Way vertical teams. This in-depth and comprehensive instruction of in-air vertical 4-way skill shall bring the current level of training up to the next level. This Subject Matter Expert would analyze the current abilities of the team members and provide the best training plan in order to maximize the efficacy each individual as well as the team as a whole. Contractor may be required to jump out of Golden Knight aircraft in support of training. The US Army Parachute Team will provide a memorandum of approval for the use of this jump platform. Team members will provide all necessary jump equipment. The contractor shall perform to the standards in this contract. Service shall not be provided on Fort Bragg, North Carolina.

1.2. Background: The Golden Knights 4-way Vertical Team is currently flying at a 19+ average. The team has reached this level with fundamental instruction provided from previous coaching contracts. In order to develop fully as a World-Level competitor, the team needs professional instruction and a dedicated training schedule. This translates into quantified training camps, longer and more specific debriefs a more intricate training plan and a dedicated Professional 4-Way Instructor guiding these. The GK 4-way Vertical Team has yet to reach a winning total average, typically in the 23-25 overall point average after ten rounds. A professional Formation Skydiving Instructor would enhance the USA’s ability to achieve the top position at

CISM’s World Parachuting Championships. In terms of foreign CISM teams, each one of them, except for the USA, has had a professional instructor. The role of the instructor is a pivotal one, as already discussed.

1.3. Objectives: A dedicated professional 4-Way Vertical Instructor shall focus the training, clarify self-awareness, uncover potential, eliminate developmental barriers, develop action plans and commitment and follow up on training and competitions conducted. An Instructor’s experience in dealing with the rules of the sport can greatly influence a pivotal decision, such as organizing a protest, dive flow engineering and rudimentary in air technique, for the videographer and competitors alike.

1.4. Scope: The main purpose of a dedicated Professional 4-Way Vertical Instructor is to provide instruction to the Golden Knights 4-Way Vertical Team to compete and medal at the 2019 World Cup and

US Nationals and the 2020 World Meet.

1.5. Period of Performance: The period of performance (POP) shall be for one (1) year to allow for staggered submission of different training events. Mission requirement will dictate the availability of the personnel requiring training. POP is 24 Feb 2019 through 28 Sept 2019.

1.6. General Information.

1.6.1. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

1.6.2. Quality Assurance: The government shall evaluate the contractor’s performance under this contract upon completion of training.

1.6.10. Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The

COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance;

maintain written and oral communications with the Contractor concerning technical aspects of the contract;

issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property; and provide site entry of

Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR. The COR is not authorized to change any of the terms and conditions of the resulting order.

Contractor Travel: Contractor will be authorized travel expenses consistent with all applicable regulations, including but not limited to Federal Acquisition Regulation Part 31 and the substantive provisions of the Joint Travel Regulation (JTR), and the limitation of funds specified in this contract. All travel requires Government approval/authorization and notification to the COR.

2. Definitions and Acronyms:

2.1. Definitions:

2.1.1. Contractor. A supplier or vendor having a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. Contracting Officer. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. Contracting Officer's Representative (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the

Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. Deliverable. Anything that can be physically delivered but may include non-physical things such as meeting minutes.

2.1.6. Key Personnel. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. Physical Security. Actions that prevent the loss or damage of Government property.

2.1.8. Quality Assurance. The government procedures to verify that services being performed by the

Contractor are performed according to acceptable standards.

2.1.9. Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.10. Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. Subcontractor. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

2.1.12. Work Day. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.12. Work Week. Defined as Monday through Friday, unless specified otherwise.

1. The contractor shall focus the training by providing a detailed plan that expedites results.

2. The contractor shall clarify self-awareness to encourage a productive learning environment.

3. The contractor shall uncover potential by engaging each team member by creating a sequence of challenges for each individual.

4. The contractor shall eliminate developmental barriers by providing lessons learned from his/her experiences.

5. The contractor shall develop action plans and commitment protocols to maximize team cohesion and longevity.

6. The contractor shall follow up on training and competitions conducted.

7. The contractor shall provide insight on dealing with the rules of the sport.

8. The contractor shall provide insight on dealing with pivotal decisions, such as organizing a protest.

9. The contractor shall provide insight on dive flow engineering and rudimentary in air technique, for the videographer and competitors.

10. The contractor shall counsel each team member, preparing them for future scenarios

5.2. Contractor Manpower Reporting.

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the US Army Parachute Team via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with
