FROM: OC-ALC OBCA for 76 PMXG

SUBJECT: Sole Source Justification for P20-004 Operator Interface Controls Upgrade

1. 76 PMXG is requesting the use of funds to purchase Upgrade to Windows 10 64-bit version of Progressive Surface, Inc., Process Reporting and Integrated Monitoring System (PRIMS) software along with upgraded Windows 10 64-bit PC to connect the software to the CNC. This is for three machines:

OC17500, OC17514 and OC18064.

2. Process Reporting and Integrated Monitoring System (PRIMS) software is currently installed on these three gantry (linear) robotic shot peen machines. This software is developed in the software development lab at Progressive Surface, Inc. This software is proprietary data to Progressive Surface, Inc., and they have no third-party distributors. This requirement is for an upgraded Windows 10 64-bit version of PRIMS software with an upgraded Windows 10 64-bit PC. The three gantry robotic shot peen machines currently operate with an older version of the PRIMS software that operates on an older version of Windows. This upgrade is required to bring the machines up to date with the latest supported version. At this time there are no other known vendors that can provide another means of development for the correct software for these shot peen machines. The government will continue to research the market for other acceptable vendors. As of now, Progressive Surface, Inc., retains all the data rights to this proprietary data.

3. Therefore, it is requested that Progressive Surface equipment and software be procured direct from Progressive Surface, Inc. to meet all the requirements of the program office and, subsequently, the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333999) looking for companies that could provide the Operator Interface Controls Upgrade.

Through research, and correspondence with the OEM, it was determined that the commodities required in this package are proprietary data to the OEM and they have no distributors. Therefore, this is a sole source requirement to the OEM vendor below.
