Performance Work Statement FOFR Gates
PART 1 - GENERAL
1.01 SUMMARY
A. Provide labor, materials, tools and supervision to rehabilitate the visitor center gate. Scrape and paint all surfaces. Perform selective repairs to rotted wood, holes, and hardware. Install wireless dual gate operators for existing swing gates. Remove paint from painted surfaces; apply a new coat of primer and 2 coats seimi-gloss paint.
B. Provide labor, materials, tools and supervision to replace administrative entrance gate. Existing gate is round metal tubing constructed barrier gate. New gate will be constructed of wood timbers approximately 8”x8”. All necessary materials and hardware shall be provided to complete the new installation. Gate will receive 1 coat primer and two coats semi-gloss black.
Install wireless dual gate operators for existing swing gates.
C. Complete gate operator installation and programming to open and close park gates at the specified hours of operation. Comply with all state and federal requirements for the installation of appropriate safety features and striping according to manufacturer’s recommendations MUTCD and federal regulations. Contractor to coordinate and provide electrical connections.
1.02 SUBMISSION REQUIREMENTS
A. Gate operator proposed B. SDS Sheets as appropriate for chemicals and paint C. Provide original packaging and manufacturer’s warranty for all equipment information associated with equipment and contractor work performed
1.03 DELIVERY AND STORAGE
A. Delivery and Storage of tools and materials will be coordinated with the COR prior to mobilization
B. Staging and Storage of tools and materials will be permitted in designated areas only, Fort Frederica National Monument will not be responsible for any tools or materials stored onsite
1.04 GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION:
A. The government will not supply any property, labor, material, tools, or equipment to complete this project.
PART 2 – PRODUCTS
2.01 PRODUCT REQUIREMENT:

a. Commercial grade – Stainless steel
b. Gate Size Rating – 16 feet / 800 lbs.
c. Gate Type – 2 swing gates: 4 Swing leafs, wood construction, 8”x8”x16’.
B. Power Supply to Include:
a. Primary: 110/220V Grid tie
b. Secondary: Battery Backup
C. Safety and Security
a. Radio technology with multi secure remote frequency control
b. Impact Resistant Gate Operators – Must meet commercial standards
c. Plug-in loop detector inputs (or industry standard alternative). Ensure vehicles are easily identified to exit property or interrupt gate travel if a vehicle is in its path.
d. Reversing Devises – Entrapment points prevention
e. Safety decals, notifications, striping, etc (must meets commercial automatic gate operator systems standards).
f. Complete system failure – Secure mechanical override in emergencies.
D. Locking Mechanism

d. Include Power supply (if necessary)

This list of tasks is not meant to be a complete set of items to be completed but the major project tasks.
All work shall be performed with the utmost care and safety, conforming to all OSHA regulations.
Upon completion of work, release any excess materials that can be used to maintain the integrity of the newly installed gate system. Extra materials shall be packaged and labeled for storage.
PART 3 – EXECUTION
2.01 SITE EXAMINATION
A. Site Verification of Conditions:
a. Examine area scheduled to receive repairs for potential defects that would affect quality and execution of work.
b. Do not proceed with installation until unacceptable conditions are corrected.
B. All work will be inspected by the COR and deviations from the scope of work shall be corrected.
C. Administrative gate will be installed and consist of two swing gates with approximate timber size of 8”x8”. Finished gate installation will swing freely and level.
2.02 SCHEDULE OF WORK
A. All work is to be performed during normal business hours which are: Monday thru Friday 7:00
A.M. to 3:00 P.M.
B. Work must be scheduled around special events and programs, Contractor will be given a minimum of a two day notice.
C. Under NO circumstances is work permitted outside of National Park Service normal business hours without prior written consent.
D. Fort Frederica National Monument reserves the right to reverse any schedule modifications back to initial scheduled hours as defined in this PWS at any time.
E. Parking is permitted in the visitor center parking lot; temporary parking near the entrance gate will be permitted for loading and unloading purposes only (maximum of 15 minutes).
F. Radio use is prohibited.
G. The use of tobacco products are permitted in designated areas only.
2.03 GATE PREPARATION AND HARDWARE
A. Contractor is responsible for surface preparation of existing gate surface. Unfinished hardware or materials associated with replacement gate will also receive surface preparation.

B. Remove failing paint and paint on associated hardware.
C. Fill abandoned holes and defects.
D. Prepare surface, sand / feather to a smooth surface.
E. Prime, and re-paint Gate and Associated hardware (2 coats Black)
2.04 QUALITY ASSURANCE REQUIREMENT:
A. Contractor shall coordinate work schedule with Contracting Officers Representative (COR) B. Contractor shall establish a safety barricade around work zone; contractor is responsible for ensuring the safety of visitors and employees surrounding the working environment C. Test all equipment functionality with NPS staff to ensure proper operation.
D. The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices.
E. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
F. The government will periodically evaluate the contractor’s performance in accordance with the
PWS.
2.05 WASTE MANAGEMENT
A. All debris and trash shall be removed from the building by the contractor after each workday and disposed of properly at the Contractors expense
PART 4 – UNIQUE REQUIREMENTS
3.01 INCIDENTAL DAMAGES
A. Contractor is responsible for any damage caused to the building or U.S. Dept. of the Interior property during the delivery and installation of the above items or work performed.
B. Any incidental damages caused by the contractor shall be repaired or replaced at the Contractors expense.
C. Prime contractors shall be responsible for damage caused by their Subcontractors.
D. Prior to performing any work the contractor is encouraged to make note of any existing conditions that could be construed as incidental damage and report to the COR in writing.
3.02 WARRANTY
A. Contractor shall warranty the finished product against any defects in workmanship for a minimum of two years.
