Asphalt Paving – Various Locations Mount Rainier National Park P17PS01892
SCOPE OF WORK
PROJECT LOCATION AND SCOPE
Mount Rainier National Park requires asphalt overlay in two locations throughout the park to include sections of the White River/Sunrise Road, and utility trenches in the Cougar Rock Campground and Longmire Maintenance area. The Longmire area location will be an Optional project, if work in the trench has been completed timely.
Project Location and Scope: White River Road
The location of this project is on the White River/Sunrise Road, located 44 miles south of Enumclaw. The road begins at the intersection with Washington State Highway 410 and runs 15 miles to Sunrise within Mount Rainier National Park. The asphalt work is located within the first one and a half miles of the beginning of this road at the junction with Highway 410. The work will take place in multiple areas to be overlaid with an approximate total area of 16,800 square feet and approximately 305 tons of asphalt required. Two areas will be asphalted. One is approximately 165’ x 11’, a single lane of the road. The other site is approximately 575’ x 22’ that will require areas of grinding. Some sites may require a pre-level layer. The scope of work is to grind existing asphalt in areas where needed, clean the surface and apply tack coat and overlay two inches of HMA class ½” commercial asphalt. Tamp and seal all edges/joints as needed with AR4000. The Park staff will provide trucks and drivers for the hauling away of grindings.
Project Location and Scope: Cougar Rock Campground
The location of this project is in the picnic area of Cougar Rock Campground. Cougar Rock CG is located on the southwest corner of the park. Access to the Camp ground is from SR 706. The campground is located eight miles inside the Nisqually Entrance Gate. The contractor shall install an asphalt patch on the utility trench cut in the picnic area parking lot. Park crews will backfill, tamp and accomplish all preparatory work prior to asphalting, providing a three inch deep trench. The patch dimensions are approximately 1,120’ long x 5’ wide x 3” deep (approximately 102 ton) and 60’ long x 6’ wide x 3” deep (approximately 7 tons). The contractor shall pave the trench with HMA Class ½” Commercial Asphalt, tamp and seal edges with AR4000. Additionally, place asphalt patch on sidewalk area beyond the wooden curbing leading to the Comfort Station - approximately 4' by 16'. A site visit is strongly encouraged.
Optional Project Location and Scope: Longmire Maintenance Area
Longmire Maintenance Area is located on the southwest corner of the park. Access to Longmire is from SR 706 and is located six miles inside the Nisqually Entrance Gate. The contractor shall install an asphalt patch on utility trench road cuts. Park crews will backfill, tamp and accomplish all preparatory work prior to asphalting, providing a three inch deep trench. There are two utility trench cuts to be asphalted. The patch dimensions are approximately 140’ long x 5’ wide x 3” deep (approximately 14 tons) and 195’ long x 5’ wide x 3” deep (approximately 19 tons). The contractor shall pave the trench with HMA Class ½” Commercial Asphalt, tamp and seal edges with AR4000. A site visit is strongly encouraged.
If the option is awarded, the work will be performed at the same time as the work at the other two locations.
SPECIFICATIONS
All work shall be in accordance with Standard Specifications for Construction, Washington Department of Transportation (WSDOT) and as amended in this specification.
No work shall take place on holidays or weekends without prior approval of the Contracting Officer.
Place asphalt mixture during the time period of September 5 through September 29, 2017, Monday through Thursday, 6am to 4:30 pm.
Maintaining Traffic: Traffic control will be provided by NPS employees during the placement of the asphalt. Work shall proceed so that a single lane of traffic can be maintained during re-surfacing. Traffic delays shall not exceed 15 minutes. NPS is to provide appropriate barricades and signage. Road shall be open to public when work is not taking place.
RE-SURFACING
Surface Preparation: Grinding as needed and cleaning the existing surface of all loose material, dirt, or other deleterious substances by approved methods. Prior to application of asphalt, no dry aggregate or other loose material shall be permitted on the surface.
Full Grinds at specified location to achieve a level finished product will be performed by Contractor.
Construction: For areas requiring a full grind, grind to 4”, clean and tack surface and apply 1/2” HMA in two inch lifts. Field verify with Contracting Officer’s Representative at repair site.
For HMA, place at temperatures between two hundred and fifteen, (215) and three hundred and twenty-five, (325) degrees F with a self-propelled laydown machine.
Final surface applications shall be rolled with a roller sufficient to achieve compaction results in compliance to WSDOT standard construction specifications.
• Crack sealing of the joint is required to prevent water and debris entry in the joints.
• Longitudinal bituminous joints shall be vertical and properly tack coated if cold. Transverse joints shall always be tack coated.
• Longitudinal/Transverse Joints. Keep elevation difference at joints less than 0.25 inches.
SPECIAL PRECAUTIONS
Contractor shall be responsible for containment and/or cleanup of any spilled materials. All spills will be immediately reported to the Contracting Officer’s Representative.
VARIATIONS
All variations from contract requirements require Government approval and will be considered where advantageous to government.
Considering Variations: Discussion with Contracting Officer prior to submission, will help ensure functional and quality requirements are met and minimize rejections and re-submittals.
Proposing Variations: When proposing variation, deliver written request to the Contracting Officer, with documentation of the nature and features of the variation and why the variation is desirable and beneficial to government. If lower cost is a benefit, also include an estimate of the cost saving. In addition to documentation required for variation, include the submittals required for the item. Clearly mark the proposed variation in all documentation.
ACCIDENT PREVENTION PROGRAM
Before on site work begins, submit for approval an accident prevention program. The Contracting Officer will review the proposed program for compliance with OSHA and project requirements. If the program requires any revisions or corrections, the Contractor shall resubmit the program within 10 days. No progress payments will be made until the program is approved. The program shall include:
- Name of responsible supervisor to carry out the program.
- First aid procedures.
- Training, both initial and continuing.
Planning for possible emergency situations, such as floods, fires, cave-ins, slides, explosions, power outages, and wind storms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.
ACCIDENT REPORTING
Reportable Accidents: A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. Notify Contracting Officer immediately in the event of a reportable accident. Within 7 days of a reportable accident, fill out and forward to the Contracting Officer a DI 134 form, which may be obtained from Contracting Officer.
All Other Accidents: The Contractor shall report all other accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
QUALIFICATIONS OF EMPLOYEES
Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
Contractor shall at all times conduct their operations to ensure the least inconvenience to the public and park staff.
SPECIAL CONSTRUCTION REQUIREMENTS
The roads to White River and Paradise are busiest during the months of mid-July-August. Park visitation and the number of park employees decreases after Labor Day.
FIELD VERIFICATION
Field verify all new and existing dimensions affecting the work of this contract before ordering products.
HOUSEKEEPING
Keep project site neat, orderly and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.
CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL
General Intent: The Contractor shall use all means available to divert to the greatest extent practical and economically feasible, construction and demolition waste from landfills and incinerators. Unless otherwise specified, all removed material remains the property of the park and will be stockpiled by NPS. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.
AIR AND WATER POLLUTION CONTROL
Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction.
Keep project site neat, orderly and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard.
Wet down dry materials and rubbish to prevent blowing dust.
Do not dispose of volatile wastes or oils in storm or sanitary drains.
Do not allow waste materials to be washed into streams or bodies of water.
SANITARY FACILITIES
Toilet facilities are located at White River Entrance, Cougar Rock Campground and Longmire.
Smoking: Smoking within buildings or temporary storage sheds is prohibited.
FIRE PROTECTION EQUIPMENT
Extinguisher shall have a minimum UL rating of 2-A:10-B:C. and a minimum capacity of 5lb of extinguishing agent, Article 305. Provide a minimum of one of each type of extinguisher for each area of work. Travel distance from any work station to the nearest extinguisher shall not exceed 75 feet.
MEASUREMENT AND PAYMENT
Payment shall be on a per ton installed basis for actual tonnage utilized. All load tickets shall be submitted to Contracting Officer’s Representative. Payment will be processed utilizing the online IPP.gov payment platform. Vendor must submit payrolls and Release of Claims form to Contracting Officer prior to receiving final payment.
