1.3.WORK COVERED BY CONTRACT DOCUMENTS

A. Project Locations:

(1) Steel Creek: The project is located in the Upper District of Buffalo National River, specifically at the Steel Creek Campground, approximately 29 miles from Harrison, AR off of Hwy. 74. The contact station and housing units are operated by NPS and are open 7 days a week year around. The facilities are all registered historic properties and all materials used must be compliant with the historic landscape.

(2) Historic CC Facilities: The project is located in the Lower District of Buffalo National River, specifically The Historic CCC Facilities near the Buffalo Point Campground. The facilities are located approximately 45 miles SE of Harrison, AR on Hwy 268 E. The facilities are concession operated rental units that are operated 7 days a week year around. The facilities are registered historic properties and all materials used must be compliant with the historic landscape.

B. The Work consists of the following: Contractor is to provide all labor, qualified supervision, equipment, materials, tools, supplies, incidentals, and other services and expertise necessary for:

(1) Steel Creek: The installation of a new roof, drip edges, roof jacks for plumbing and vent piping; and the removal and reinstalling any gutter and downspouts on all buildings in this contract including but not limited to:

(a) Removal and proper disposal of approximately 13,400 square feet of existing

3 tab asphalt shingles, 6,000 square feet of aluminum roofing, nails drip edges, roof jacks, and miscellaneous flashing.

(b) Removal of all protruding staples, nails, and debris before installing any new products. The park requires a site inspection each structure once demolition and repairs have been completed for verification. An interim inspection at this point in the work must occur before installation of new roofing components.

(c) Installation of approximately 13,400 square feet of new 30 pound felt, architectural asphalt shingles, ridge shingles, drip edges, and any flashing.

(d) Installation of 30 pound felt shall be utilized with complete joint sections to eliminate potential leak areas during and after construction.

(e) Installation of dark brown aluminum drip edge in 12 foot sections, where applicable, to minimize unsightly joints. All adjoining sections must be overlapped and tacked to create seamless transitions.

(f) Installation of 24 boots ranging from 2 to 4 in. diameter. The new boots must be designed to fit the appropriate pitch of each location. The roof pitch varies between 4/12 and 6/12.

(g) Installation and Keying around 9 large native stone chimneys. The installation must create a leak proof joint either with flashing and counter flashing in conjunction with a key joint installation into the rock or another industry standard method that is supported through appropriate vendor installation instructions. All other adjoining elements shall be properly step flashed to create water tight joints.

(h) Installation of 6,000 square feet of Galv. Aluminum roofing, gable rake, and ridge/peak. The roofing shall be installed using entire length sections. All

P17PS01077 Attachment 1 – Specifications 4 current nailers are spaced on 16 inch centers. Additional nailers may need to be added for new roofing material.

(i) Selective replacement of deteriorated board roof sheathing. The sheathing must be similar material to historic lumber currently in place. The lumber is random width rough sawn yellow pine between ¾ and 1 in. thick. This shall be determined on a case by case basis and approved by the Contracting Officer prior to installation.

(j) All materials, supplies and labor supplied by the contractor.

(2) Historic CCC Facilities:

(a) Removal and proper disposal of approximately 21,000 square feet of existing

3 tab asphalt shingles, nails drip edges, roof jacks, and miscellaneous flashing.

The contractor shall be responsible for providing proof for licensed dumping location and submit load tickets for what was disposed to the Government.

(b) Removal of all protruding staples, nails, and debris before installing any new products. The park requires a site inspection each structure once demolition and repairs have been completed for verification. An interim inspection at this point in the work must occur before installation of new roofing components.

(c) The contractor shall be responsible for protecting surrounding structures and landscaping from damage during the duration of the job. The contractor shall tarp off all areas around the house to catch all loose debris.

(d) The contractor shall inspect all decking and make needed repairs before installing new roof components. The repairs shall include replacement of any soft or deteriorated wood including decking, rafters, and/or rafter tails. The materials shall be of similar species and dimension of existing wood and shall be submitted for approval by the COR. The decking materials range from ¾ in thick to 1in thick ruff sawn native hardwood lumbers.

(e) Installation of approximately 21,000 square feet of new 30 pound felt, architectural asphalt shingles, ridge shingles, drip edges, and any flashing.

(f) The contractor shall be responsible for removing and re-installing gutters on each structure.

(g) Installation of 30 pound felt shall be utilized with complete joint sections to eliminate potential leak areas during and after construction. a

(h) The COR shall sign off on completion before final components are installed.

(i) The contractor shall be responsible for installing dark brown aluminum drip edge along all outside edges. The drip edge shall be installed using full 12 foot lengths where applicable to minimize unsightly joints. All adjoining sections shall be cut to proper angles and overlapped to create a seamless transition.

(j) The roofing shingles shall be similar or equal to Tamko Heritage Premium Series Architectural Shingles. The contractor shall install all roofing materials with proper galvanized roofing fasteners. All materials shall be installed by manufacturer’s installation standards.

(k) The contractor shall “boot” and seal all vent tubes that are venting through the roof with new boots. The existing boots will not be accepted. The buildings contain a total of 24 boots ranging from 2 to 4 inches in diameter. The boot or

P17PS01077 Attachment 1 – Specifications 5 vent collar must be designed for the appropriate pitch of the buildings which range from 4/12 to 6/12 .

(l) The project contains 9 large stone chimneys. The contractor will be responsible for creating a leak proof joint either with flashing and counter flashing in conjunction with a key joint installation into the rock or another industry standard method that is supported through the appropriate vendor’s installation instructions. All other adjoining elements shall be properly step flashed to create a water proof joint.

(m) The contractor shall supply copies of the warranties and all applicable written product operation and maintenance instruction manuals. The contractor should also provide onsite training to the park on the maintenance requirements.

(n) The roofing material shall have a minimum of a 30 year warranty. All warranty documentation will be provided to the contracting officer and COR.

All materials will be installed in accordance with industry standard installation techniques and manufacturer’s installation specifications.

C. The Contractor will be responsible for the entire scope of this project. All work required by the project documents shall be accomplished even though minor items required may not be specifically mentioned in the aforementioned description.

D. Project will be constructed under a single prime firm fixed price contract.

1.5.CONTRACTOR USE OF SITE

A. General: Contractor shall have limited use of the site for construction operations.

Limited use of premises areas indicated. Areas beyond the indicated work site shall not be disturbed.

B. Limits: Confine construction operations to the immediate work areas. The work must be completed in sections to eliminate potential issues with visitor experience.

C. Limitations at the Site: The Contractor will be limited to certain areas at the site as designated by the Contracting Officer for work operations including storage of equipment and/or materials. This area will be designated after contract award.

D. Site disturbance limitations: Steel Creek Complex is a registered historic site as a whole. The area around the job site is an historical site as well as archaeological site in many ways, and there can be no ground disturbance. Equipment can be used around the job site as long as site conditions allowed based on weather (rain) and soil conditions, as determined by the Contracting Officer. Any damage incurred as a result of the Contractor's operations at the site will be repaired and/or the damaged materials replaced, in kind, to the satisfaction of the Contracting Officer at no additional expense to the Government.

E. Work at the CCC Cabins can only be executed Tuesday thru Thursday from 7:30 am

– 4:30 pm local time.

F. Storage of Materials: Shall be determined by Contracting Officer.

G. See Section 01 50 00 - Temporary Facilities and Controls

H. Protection of Landscaping:

(1) Confine all operations within the work limits of the project. The Contractor shall take all necessary measures to provide protection for all plants, shrubs, trees, walks, roads, alleys, and any other landscape features near the work site.

(2) Provide temporary barriers to protect existing trees and plants and root zones.

(3) Do not fasten ropes, cables or guys to existing trees.

I. Vehicle travel, other than working vehicles, is prohibited. Working vehicles shall be kept to a bare minimum.

(1) Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government, Government employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

(2) Deliveries to be coordinated through the CO.

(3) Schedule deliveries to minimize use of driveways and entrances.

(4) Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

J. Construction Camp: Establishment of a camp within the park will not be permitted.

K. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent.

Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.

1.7.CLEAN UP AND PROTECTION

A. All debris shall be removed from the site daily. Disposal of debris on Government property will not be permitted. Contractor is required to furnish all permits required for the hauling and disposal of all debris. Unless otherwise specified by the CO or PI, all removed material and excess excavated material that cannot be used in construction of the project is to be disposed of outside the Park at an approved landfill, recycled, or disposed of at other locations in accordance with federal, state, and local regulations. Recycle materials to the fullest extent possible.

B. Protect existing structures, structural components and the work of other trades against damage during execution of the work.

1.8.PATCHING AND REPAIRING

A. After the work has been completed, any Contractor‐caused damages to Government‐ owned structures, facilities, streets, curbs, walks, lawns, etc., shall be properly patched, repaired, or replaced to the complete satisfaction of the Contracting Officer.

Any holes, cuts, breakages, and damages made in finished surfaces of the area in which work has been accomplished, shall be properly repaired and the disfigured areas otherwise repaired and resurfaced to the complete satisfaction of the CO.

1.9.PUBLIC USE OF SITE

A. The visitor contact station and housing units will be open to the public/residence during operating hours, but the Government may consider closing the Contact Station to visitors.

B. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public. Building closures will not be permitted.

C. Throughout the contract period there will be special events that might impact work.

These special events might require early or complete shutdown so as to not disrupt the Memorial’s operation. These events will be identified at the post-award, pre-construction conference. The park will remain open throughout the construction.

1.10. OCCUPANCY REQUIREMENTS FOR BUILDINGS

A. Existing Buildings:

(1) Full Government Occupancy: Government will occupy buildings that will be under construction during the entire contract period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government's day-to-day operations. Maintain existing exits, unless otherwise indicated.

(a) Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the CO.

(b) Maintain existing building in a weather tight condition throughout construction period. Repair damage caused by construction operations.

Protect building and its occupants during construction period.

1.11. WORK RESTRICTIONS AND JOB CONDITIONS

A. The CCC Cabins are an operating vacation rental. The park will develop a schedule according to bookings to determine building order for repairs prior to pre-construction meeting.

B. Hours of Operation: The Contractor's hours of operation at the site shall be the normal working hours of the area staff or as approved, in advance, by the CO, excluding federal holidays and weekends, or when otherwise indicated by the Contracting Officer. The standard work day at BUFF is 7:30 am – 4:30 pm.

Contractor shall conduct work at for the CCC on Tuesdays, Wednesdays, and Thursdays only. If desiring to work outside the standard hours, Contractor must submit a written request to the CO at least three (3) work days prior to the proposed performance of work. The written request shall state the proposed performance of work, day/days, time/amount of work, and reason why authorization should be granted to perform work during non-standard hours. Work outside the standard hours is prohibited unless approved by the CO.

C. The Contractor shall coordinate all work schedules with the CO or PI prior to the start of work. With the exception of inclement weather, Acts of God, and conditions experienced or events planned by the Park which would prevent the Contractor from performing, it is expected the Contractor shall be on the site performing each day.

Contractor shall proceed with work when existing and forecasted weather conditions permit work to be performed in accordance with manufacturer’s recommendations and warranty requirements. If it becomes necessary for the Contractor to interrupt work activities for any other reason(s), the Contractor shall submit a written request to the Contracting Officer at least two (2) working days in advance.

D. Nonsmoking Buildings: Smoking is not permitted within the buildings or on the job site anywhere.

E. Project Superintendent: Contractor must have a designated superintendent at the contract site at all times during work performance, to include work which may be performed by a subcontractor. The superintendent’s duties shall include the overall management of the project, coordination of the subcontractor’s work, and liaison with the CO and PI. No work shall be performed without the presence of the superintendent on the job site.

F. 24-Hour Point of Contact: Provide the CO and PI with a 24-hour number or numbers where the designated superintendent and an alternate can be contacted at any time.

G. Access to Sites: Should the contract site(s) have special access requirements, Contractor must coordinate such access with the PI. No special access requirements have been identified at this time.

H. Equipment Restrictions: Use only equipment that can safely navigate work area and as authorized by the PI.

I. Security:

(1) The security of Contractor’s materials, tools, equipment and other properties remain the responsibility of the Contractor at all times. The Park will accept no responsibility and shall not be liable for Contractor’s properties left on site should they become lost, damaged or stolen at any time during the contract period.

(2) Contractor shall comply with all security requirements as imposed by the Park, which include, but are not limited to Contractor’s and subcontractor’s personnel, drivers, and vehicles being subject to checks for valid registration and wants/warrants. Individuals who do not pass the security check will not be authorized access to the site.

1.12. SPECIAL CONSTRUCTION REQUIREMENTS

A. Examination of site: Before submitting bids for the work, each bidder is encouraged to examine the site and satisfy him/herself as to the existing conditions under which he/she will be pledged to operate or that in any manner might affect the work under this Contract.

B. Verification of Conditions:

(1) Verify by field measurements the information indicated in the Contract

Information and make any further measurements necessary for the execution of the work.

(2) All information and locations listed are subject to field verification and adjustment by the Contractor.

SECTION 01 31 00 - PROJECT MEETINGS

PART 1

1.1.PRECONSTRUCTION CONFERENCE

A. Before start of construction, the Contracting Officer will arrange a meeting with the Park and Contractor which is referred to as the Preconstruction Conference. After award of contract, the Contracting Officer will notify Contractor of the tentative date for the meeting. Attendance by the Contractor and key Government personnel is mandatory. At the discretion of the Contracting Officer, the meeting may also include the Contractor’s subcontractors, and other Park personnel who have an interest or are impacted by the project. The meeting agenda will be prepared by the Contracting Officer and distributed at the Preconstruction Conference.

B. A minimum of one week prior to the date of the scheduled Preconstruction

Conference, the Contractor must provide and submit to the Contracting Officer for the Government’s review, the documents and items listed below:

1. Certificates of Insurance in the limits and as required by the terms of the contract.

2. Alternative Payment Protection and/or Payment and Performance Bonds as may be required by the terms of the contract.

3. Comprehensive summary of submittals to be transmitted to the Contracting Officer for approval throughout contract performance.

4. Proposed Construction Progress Schedule, utilizing the date the contractor receives the Notice to Proceed as “Day 1”.

5. Letter designating your Site Superintendent and, if applicable, Alternate Site Superintendent; Project Manager, Safety Officer, Quality Control Supervisor. As appropriate for the scope of this contract, these responsibilities may be combined and performed by one or more qualified individuals. 24-hour number or numbers where the designated Site Superintendent and an alternate can be contacted at any time shall also be provided.

6. A list of the position classifications to be used in the performance of this contract (from the contract’s DBA Wage Determination).

7. List of subcontractors, if any, being used for this project.

8. Written statements from subcontractors certifying compliance with applicable labor standard clauses. (SF Form 1413 – Statement and Acknowledgment)

9. Waste Management Plan detailing types of waste to be generated under this contract, estimated quantity of waste for each type, whether waste will be recycled or disposed, and recycle/disposal facilities.

C. Should the above documents not be received by the Contracting Officer at least one week prior to the scheduled Pre-Construction Conference, the conference will be cancelled, Notice to Proceed will not be issued, and the Contracting Officer will

P17PS01077 Attachment 1 – Specifications 11 consider other contractual remedies. Work shall not commence until the Contracting Officer has issued the written Notice to Proceed.

1.2.PROGRESS MEETINGS

A. Contracting Officer will schedule progress meetings with Contractor throughout the duration of the contract. Included in the meeting will be those individuals appropriate to the agenda topics. These may be held at the contract site or telephonically as determined by the Contracting Officer.

B. Topics to be discussed during the progress meetings may include, but not be limited to submittals, delivery schedules, quality control, requests for information, work in progress, schedule updates, safety, and other business relating to work under the contract.

SECTION 01 33 23 - SUBMITTAL PROCEDURES

PART 1 DESCRIPTION

1.1.The work of this section consists of submittal requirements before and during construction and at Project Closeout. The Contracting Officer reserves the right to require submittals in addition to those listed in individual sections of the specifications.

PART 2 RELATED REQUIREMENTS

2.1.Contractor is required to complete the Daily Log of Construction Form (located at the end of this section) and submit it to the Contracting Officer’s Representative daily;

commencing on the date the Contractor is in receipt of the Notice to Proceed.

2.2.SUBMITTAL AND APPROVAL PROCEDURES

A. All submittals shall be transmitted using National Park Service form CM-16 dated R03/10 (a copy of the form is provided at the end of this section). No action will be taken on a submittal item unless accompanied by this form.

B. Documents which are required prior to the Preconstruction Conference are not required to be delivered using the CM-16 Transmittal Form.

C. Forward submittals to the Contracting Officer at least one (1) week before need for approval. Unless a different number is specified, electronically (via e-mail) submit one (1) copy of each shop drawing, manufacturer’s catalog sheets (cut sheets), and one (1) copies of all other submittals requested. Specimen samples are to be delivered to the PI with the accompanying transmittal form submitted to the CO. At the completion of the project, Contractor shall also be required to submit one (1) hard-copy and one (1) digital file on CD of the Operations and Maintenance Manual, if an O&M Manual is applicable and required for this project.

D. Shop Drawings: Include the following information with each copy of shop drawings:

(1) Date

(2) Date of revisions (when applicable)

(3) Contractor’s certification that shop drawing has been checked for compliance with contract documents.

(4) Details of fabrication, assembly and erection including connections and engagement to contiguous work.

(5) Materials used.

(6) All required dimensions.

(7) The term “by others” shall not be used. All work to be performed by others shall be identified by Contractor or subcontractor name, discipline, or trade.

E. Samples: Samples shall be large enough to illustrate clearly the functional characteristics and full range of color, texture, pattern, or grade.

F. Manufacturers’ Catalog Sheets (Cut Sheets): Submit only pertinent pages; mark each copy of standard printed data to identify specific products proposed for use.

G. Manufacturers’ Installation / Application Instructions: When contract documents require compliance with manufacturers’ instructions, and should such instructions provide options for installation and/or application, indicate on the instructions which option is being recommended for utilization.

H. Construction Materials: The Contractor is encouraged to submit for approval products made out of recycled or environmentally responsible material. Every effort will be made by the National Park Service to approve these materials.

I. Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward submittals that are related to or affect one another as a package to facilitate coordinated review.

J. Approved Equals:

(1) For each item proposed as an “approved equal” submit supporting data to include the following:

(a) Drawings and samples appropriate.

(b) Comparison of the characteristics of the proposed item with that specified.

(c) Changes required in other elements of the work because of the substitution.

(d) Name, address and telephone number of the vendor.

(e) Manufacturer’s literature regarding installation, operation and maintenance, and parts lists. Describe availability of maintenance service and state the source of replacement materials.

(f) A request for approval constitutes a representation that the Contractor

(i) Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.

(ii) Will provide the same warranties for the proposed item as for the item specified.

(iii)Has determined that the proposed item is compatible with interfacing items.

(iv) Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.

(v) Waives all claims for additional expenses that may be incurred as a result of the substitution.

K. Submittal Identification

(1) All sets of drawings, manufacturer’s catalog sheets, samples, and other documents submitted to the Contracting Officer must have the Park Name, Contract Number, and Submittal Number applied to each.

(2) This identification information shall be applied to the bottom right margin on each document. If there are multiple pages to a document, the identification information need only be printed on the first page or cover sheet.

(3) Identification information on samples shall be applied to the most readily visible area on the sample or on a label or tag affixed to the sample.

(4) Submittal Numbering

(a) Number each submittal consecutively.

(b) For re-submittals use the original submittal number, plus a letter suffix, beginning with the alpha character “A”.

(c) Additional re-submittals of the same item shall contain the original number with the next consecutive letter; e.g., “B”, “C”, “D”, etc.

(5) Transmittal Numbering

(a) Number each transmittal consecutively. No two transmittals shall have the same number. The transmittal number is entered in the top right block on the Transmittal CM-16 Form.

L. Contracting Officer’s Review

(1) Submittals will be returned disapproved without technical review if identification information is missing, not filled in, or if placed on the back of the submittal; an incorrect number or format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated; or submittals do not show evidence of Contractor’s approval.

(2) Any work done or orders for materials or services placed before approval shall be at the Contractor’s own risk.

(3) After reviewing submittals, the Contracting Officer will return one copy of the Transmittal CM-16 Form and one copy of applicable (marked up) submittal sheets to the Contractor. Shop drawing review notations will be returned on the reproducible original shop drawing. All other submitted items will be retained.

The Contractor is responsible for producing additional copies for his/her own use.

(4) The returned Transmittal will be marked in one of three ways as defined below:

(a) APPROVED: Acceptable with no corrections.

(b) APPROVED WITH NOTATIONS: Minor corrections or clarifications required. All comments are clear and no further review is required. The Contractor shall address all review comments when proceeding with the work.

(c) DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. The Contracting Officer will identify the reasons for disapproval. The Contractor shall revise and resubmit with the changes clearly identified within five (5) calendar days from Contractor’s receipt of the Returned Transmittal. A greater number of days may be granted by the Contracting Officer if the resubmittal is of such a complexity, or the period of time for the Contractor to gather the information for the re-submittal, warrants the extension.

SECTION 01 50 00 - TEMPORARY FACILITIES AND CONTROLS

PART 1 GENERAL

1.1.SUMMARY

A. This section includes requirements for temporary utilities, support facilities and security and protection facilities.

1.2.DEFINITIONS

A. Permanent Enclosure: As determined by CO, permanent or temporary roofing is complete, insulated and weather tight; exterior walls are insulated and weather tight;

and all openings are closed with permanent construction or substantial temporary closures.

1.3.PROJECT CONDITIONS

A. Temporary Use of Permanent Facilities: Installer of each permanent service shall assume responsibility for operation, maintenance, and protection of each permanent service during its use as a construction facility before NPS acceptance, regardless of previously assigned responsibilities.

PART 2 PRODUCTS

2.1.MATERIALS

A. Temporary materials may be new or used, but must be adequate in capacity for the required usage, must not create unsafe conditions, must not violate requirements of applicable codes and standards and must be structurally adequate and neat in appearance.

B. Scaffolding and Staging:

(1) General: Protect employees from falls exceeding 6 feet in height. If necessary, provide, erect and maintain complete scaffolding and staging system sufficient for the safe completion of the work of this Contract.

(2) Legal Requirements: Comply with Occupational Safety and Health Administration requirements and with all other applicable federal, state and local laws, codes, regulations and controls for the erection and maintenance of the scaffold.

(3) Anchoring and Support: Anchoring of scaffold to the structures through the use of large bolts or the cutting or boring of the existing building is prohibited.

(4) Ladders: All ladders will be in good condition with proper anchoring supports so roofs or siding will not be damaged. Ladders will meet all current OSHA standards for ladders.

(5) Safety Barrier Fence: Orange plastic fence, minimum height, 4 feet.

(6) Barrier Tape: Yellow tape Imprinted with "CAUTION: CONSTRUCTION AREA", manufactured by Reef Industries, Inc., Houston, Texas, or approved equal.

(7) Lumber and Plywood: Comply with requirements in Division 06 Section "Rough Carpentry”.

C. TEMPORARY FACILITIES

(1) Field Offices, General: Prefabricated or mobile units with serviceable finishes, temperature controls, and foundations adequate for normal loading.

(a) The job site is very small in nature. Mobile office units are not permitted within the work areas due to limited access.

(2) Storage and Fabrication Sheds: Temporary weather tight sheds or other covered facilities for storage of materials subject to weather damage.

(a) Contractor shall provide their own temporary storage facility for equipment and materials. Type and location of storage has to be approved in advance by the CO or his authorized representative.

(b) Number and size of structures shall be subject to CO’s approval.

(c) Remove structures and surplus stored materials at completion of work.

(3) Contractor must provide suitable storage for all combustible and flammable materials. Type and location of storage to be approved, in advance, by the CO or his authorized Representative.

(4) Only working vehicles will be permitted if ground conditions permit (Wet Conditions).

D. EQUIPMENT

(1) Fire Extinguisher: The Contractor shall provide the job site UL Class 2A, 2-1/2 gallon water type, stored pressure extinguisher and UL Class 10, Type I, 15 pound B:C carbon dioxide extinguisher.

PART 3 EXECUTION

3.1.TEMPORARY UTILITY INSTALLATION

A. General: Install temporary service or connect to existing service.

(1) Arrange with utility company, NPS, and existing users for time when service can be interrupted, if necessary, to make connections for temporary connections.

(2) Potable water is available on either site. Furnish cool, potable water for construction personnel in locations convenient to work stations.

(3) Sanitary Facilities: There are facilities located at each site and can be used by construction crew but not for cleaning tools or equipment inside facility. These are public facilities and must be kept clean after use.

(4) Electric Power Service: Use of existing electric power service will be permitted, as long as equipment is maintained in a condition acceptable to the NPS.

(5) All facilities have 110 volt service.

(6) Temporary Electrical: The Contractor shall be responsible for making temporary electrical connections to perform the work of this Contract. Temporary electrical work shall meet requirements of NEC 305 and OSHA 1926, Subpart K. If Contractor elects to provide ground-fault protection through the assured equipment grounding conductor program, he/she shall promptly submit the results of all required tests to the CO. In addition, a written description of the assured equipment grounding program, including specific procedures, shall be available at the job site, and a copy shall be submitted to the CO.

(7) When temporary connections are removed, restore existing utility services to their original condition.

3.2.SECURITY AND PROTECTION FACILITIES INSTALLATION

A. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.

(1) Do not dispose of volatile wastes or oils in storm or sanitary drains.

(2) Do not allow waste materials to be washed into storm or sanitary drains.

B. Cleaning of Equipment: The Contractor shall ensure that prior to moving on to the Project Area, all equipment, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Ensure that all equipment has been pressure washed and is free of exotic species prior to start-up of operations and moving of equipment to Project Area. Equipment shall be considered free of soil, seeds, and other debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inspection tools is not required.

C. Tree and Plant Protection: Refer to Section 01 11 00 “Summary of Work”.

D. Barricades and Warning Signs: Provide, erect and maintain barricades and warning signs. Take all necessary precautions to insure the safety of the public and the protection of the work and grounds. All signs and barricades must be approved in advance by the CO.

E. Temporary Enclosures: Provide temporary enclosures for protection of construction, in progress and completed, from exposure, foul weather, other construction operations, and similar activities. Provide temporary weather tight enclosure for building exterior.

F. Barrier Tape: Install where directed by the CO. Keep a minimum of two rolls on site at all times.

G. Completely remove barriers no longer needed and when approved by the CO.

H. Temporary Partitions: Fence, barricade or otherwise block off the immediate work area to prevent unauthorized entry to the work area.

I. Erect and maintain barricades, lights, danger signals and warning signs in accordance with ANSI D6.1-78.

J. Erect and maintain protective barricade around entrance and exit walkways into the buildings.

K. Smoking: No smoking will be permitted on the job site.

L. Develop and supervise an overall fire-prevention and -protection program for personnel at Project site. Review needs with local fire department and establish procedures to be followed. Instruct personnel in methods and procedures. Post warnings and information.

M. Provide temporary standpipes and hoses for fire protection. Hang hoses with a warning sign stating that hoses are for fire-protection purposes only and are not to be removed. Match hose size with outlet size and equip with suitable nozzles.

N. Hazard Control: Take all necessary precautions to prevent fire during construction.

Do not store flammable or combustible liquids in historic structures and existing buildings. Provide adequate ventilation during use of volatile or noxious substances.

O. Locate internal combustion equipment so that exhausts discharge well away from combustible materials

P. Spark Arresters: Equip all gasoline or diesel powered equipment used during periods of potential fire hazards or in potential forest and grass fire locations with spark arresters approved by the USDA Forest Service.

Q. Written determinations of periods and areas of potential fire hazard will be issued by Contracting Officer.

R. Buildings: Furnish a minimum of one extinguisher for each 1,500 square feet of area or major fraction thereof. Travel distance from any work station to the nearest extinguisher shall not exceed 75 feet.

S. Vehicles and Equipment: Provide one extinguisher on each vehicle or piece of equipment.

T. Scaffolding: One extinguisher shall be supplied within easy reach of each isolated section of scaffolding.

U. Noise: No loud music or radios will be permitted on the job site.

3.3.OPERATION, TERMINATION, AND REMOVAL

A. Supervision: Enforce strict discipline in use of temporary facilities. To minimize waste and abuse, limit availability of temporary facilities to essential and intended uses.

B. Maintenance: Maintain facilities in good operating condition until removal.

(1) Keep project area orderly and in a safe condition at all times.

(2) Provide enough refuse containers for collecting construction debris.

(3) Keep volatile wastes in covered, non-flammable containers.

(4) Termination and Removal: Remove each temporary facility when need for its service has ended, when it has been replaced by authorized use of a permanent

Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility. Repair damaged Work, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired.

(5) Materials and facilities that constitute temporary facilities are property of Contractor. NPS reserves the right to take possession of Project identification signs.

(6) Materials and facilities that constitute temporary facilities are property of Contractor. NPS reserves right to take possession of Project identification signs.

(7) At Substantial Completion, clean and renovate permanent facilities used during construction period.

(8) Unless otherwise specified, all removed material becomes the property of the Contractor and shall be disposed of outside the park. The park’s dumpsters will not be used by the Contractor.

SECTION 01 60 00 - PRODUCT REQUIREMENTS

1.1.SUMMARY

A. This section includes administrative and procedural requirements for selection of products for use in project; product delivery, storage and handling; manufacturer’s standard warranties on products; special warranties; environmental requirements.

1.2.DEFINITIONS

A. Products: Items purchased for incorporating into the work, whether purchased for project or taken from previously purchased stock. The term “product” includes the terms “material”, “equipment”, “system”, and terms of similar intent.

B. Named Products: Items identified by manufacturer's product name, including make or model number or other designation shown or listed in manufacturer's published product literature that is current as of date of the Contract Documents.

C. New Products: Items that have not previously been incorporated into another project or facility. Products salvaged or recycled from other projects are not considered new products.

D. Comparable Product: Product that is demonstrated and approved through submittal process, or where indicated as a product substitution, to have the indicated qualities related to type, function, dimension, in-service performance, physical properties, appearance, and other characteristics that equal or exceed those of specified product.

E. Basis-of-Design Product Specification: Where a specific manufacturer's product is named and accompanied by the words "basis of design," including make or model number or other designation, to establish the significant qualities related to type, function, dimension, in-service performance, physical properties, appearance, and other characteristics for purposes of evaluating comparable products of additional manufacturers named in the specification.

F. Definitions pertaining to sustainable development: As defined in ASTM E2114.Biobased Materials: As defined in the Farm Security and Rural Investment Act, for purposes of Federal procurement of biobased products, “biobased” means a “commercial or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products or renewable domestic agricultural materials (including plant, animal, and marine materials) or forestry materials.”

Biobased materials also include fuels, chemicals, building materials, or electric power or heat produced from biomass as defined by The Biomass Research and Development Act of 2000.

(1) Biobased content: The amount of biobased carbon in the material or product as a percentage of weight (mass) of the total organic carbon in the material or product.

(2) Chain-of-Custody: Process whereby a product or material is maintained under the physical possession or control during its entire life cycle.

G. Environmentally preferable products: Products and services that have a lesser or reduced effect on the environment in comparison to conventional products and services. Refer to EPA’s Final Guidance on Environmentally Preferable Purchasing for more information http://www.epa.gov/epp/guidance/finalguidancetoc.htm.

(1) Stewardship: Responsible use and management of resources in support of sustainability.

(a) Sustainability: The maintenance of ecosystem components and functions for future generations.

(i) Recycled Content Materials: Products that contain pre-consumer or post-consumer materials as all or part of their feedstock. Recycled content claim shall be consistent with ISO 140001 Standard for the Use of Environmental Marketing Claims.

(ii) Rapidly Renewable Material: Material made from plants that are typically harvested within a ten-year cycle.

(iii)Regional Materials: Materials that are manufactured and extracted, harvested, or recovered within a radius of 500 miles from the Project location.

1.3.QUALITY ASSURANCE

A. Compatibility of for incorporating into the work, whether purchased for project or taken from previously purchased stock. The term “product” includes the terms “material”, “equipment”, “system”, and terms of similar intent.

1.4.MANUFACTURER’S INSTRUCTIONS

A. When contract documents require that installation of work shall comply with manufacturer's printed instructions, provide two copies of instructions to CO.

Maintain one set of complete instructions at the job site during installation and until completion.

B. Perform work in accordance with manufacturer’s instructions and recommendations.

1.5.PRODUCT DELIVERY, STORAGE AND HANDLING

A. Deliver, store and handle products using means and methods that will prevent damage, deterioration, and loss, including theft. Comply with manufacturer's written instructions.

B. Delivery and Handling:

(1) Schedule delivery to minimize long-term storage at project site and to prevent overcrowding of construction spaces.

(2) Coordinate delivery with installation time to ensure minimum holding time for items that are flammable, hazardous, easily damaged or sensitive to deterioration, theft and other losses.

(3) Deliver products to project site in an undamaged condition in manufacturer’s original sealed container or other packaging system complete with labels and instructions for handling, storing, unpacking, protecting and installing.

(4) Inspect products on delivery to ensure compliance with the contract documents and to ensure that products are undamaged and properly protected.

(5) Contractor is encouraged to obtain materials in biodegradable or recyclable/reusable packaging which uses the minimum amount of packaging possible.

(6) Storage:

(i) Store products to allow for inspection and measurement of quantity or counting of units.

(ii) Store materials in a manner that will not endanger Project structure.

(iii)Store products that are subject to damage by the elements, under cover in a weather tight enclosure above ground, with ventilation adequate to prevent condensation.

(iv) Store cementations products and materials on elevated platforms.

(v) Store foam plastic from exposure to sunlight, except to extent necessary for period of installation and concealment.

(vi) Comply with product manufacturer's written instructions for temperature, humidity, ventilation, and weather-protection requirements for storage.

(vii) Protect stored products from damage and liquids from freezing.

(viii) Store loose granular materials in a well-drained area on solid surfaces to prevent mixing with foreign matter.

PART 2 PRODUCTS

2.1.PRODUCT SELECTION PROCEDURES

A. General Product Requirements: Provide products that comply with the Contract Documents, that are undamaged and, unless otherwise indicated, that are new at time of installation. To the fullest extent, contractor shall use products that meet the EPA’s Comprehensive Procurement Guidelines (CPG) guidelines.

B. Any brand names listed in this specification are pre-approved brands but are not mandated for use. Contractor may submit other brand names through the submittal process for Government approval.

2.2.PRE-APPROVED BRANDS
