Scope of Work

Bartlett Cove Fuel Dock Inspection Inspect and Report Fuel Dock Condition Glacier Bay National Park and Preserve

1) Introduction:

The National Park Service, Glacier Bay National Park and Preserve, is in need of an in depth facility evaluation by a National Association of Corrosion Engineers (NACE) certified firm, and the development of a Inspection Report suitable to describe future repairs to be done by future contract. This evaluation and development of a statement of future work will be focused on the Glacier Bay National Park Fuel Dock facility, located at Bartlett Cove, Alaska. Glacier Bay National Park is accessed by commercial scheduled air and ferry service from Juneau and other southeastern Alaska communities. The closest town is Gustavus, Alaska.

2) Objective:

The objectives of this project are to:

A) Fully inspect this fuel dock facility, including all areas above and below the water line, and to include all fuel piping and dispensing systems up to and including the shore based main valves / junction box adjacent to the pier abutment.

B) From the results of the inspection, deliver a report detailing the facility conditions, evaluation findings and the recommendations that will effectively address them. Three (3) copies of this report, with all relative drawings and photos shall be provided to the National Park Service.

C) Development and delivery of an itemized list of repairs which shall include site specific locations, recommended repair methods, repair site dimensions, recommended materials and hardware, and an estimate of time required to accomplish each work item. Three (3) copies of this Inspection report shall be provided to the National Park Service.

3) Project Tasks:

This project has three tasks as detailed below.

Task Number 0010: Provide a Project Plan and Safety Plan no later than 10 days ARO.

Task Number 0020: Fully inspect the fuel dock facility, including all areas above and below the water line, and to include all fuel piping and dispensing systems up to and including the shore based main valves / junction box adjacent to the pier abutment.

A. All work shall be done or directed by a National Association of Corrosion Engineers (NACE) certified firm.

B. Inspection and evaluation by a specialty consulting firm to look closely at all penetrations by bolts.

C. All areas of the facility above the waterline shall be included.

a. Dock, Fendering / Mooring Dolphins, Wave Barrier, Fuel Dispensing and Fuel Spill Storage Floats and Gangway.

b. Deck boars, rub timbers, bull rails and hardware

c. All over the water piping, venting, dispensing and associated hardware.

d. Approach abutments and decking, including pre-cast concrete.

e. All topside and underside above water surfaces, including all pilings.

D. All areas of the facility below the waterline shall be included.

a. Pilings, sheet steel wave barriers

b. Foam flotation billets and frameworks

Task Number 0030: From the results of the inspection, deliver a report detailing the facility conditions, evaluation findings and the recommendations that will effectively address them. Three (3) copies of this report, with all relative drawings and photos shall be provided to the National Park Service.

A. Report shall provide current condition assessment of the entire facility on a section by section basis, above and below waterline.

B. Report shall evaluate these conditions and quantify on a section by section basis, the severity of damage, and the probability of failure (as measured in an estimated years of time).

C. Report shall provide repair recommendations that will effectively address these findings.

D. Three (3) copies of this report, with all relative drawings and photos shall be provided to the National

Park Service.

Task Number 0040: Development and delivery of an itemized list of repairs which shall include site specific locations, recommended repair methods, repair site dimensions, recommended materials and hardware, and an estimate of time required to accomplish each work item.

A. Development of an itemized list of repairs as explained above, including site specific locations, recommended repair methods, repair site dimensions, recommended materials and hardware, and an estimate of time required to accomplish each work item.

B. Separations of this list into categories of [Routine / Annual Facility Maintenance] and [In Depth Repairs].

C. Three (3) copies of this report shall be provided to the National Park Service.
