Statement of Work
GRSM Building Management Systems (BMS) Integration of Twin Creeks Science Center and Sugarlands Visitor Center HVAC equipment
BRAND NAME ONLY: Required Equipment Controls to be NIAGRA Based with a Distech Controls Supervisor Station Located at the Headquarters Building.
Period of Performance – September 19, 2016 – April 30, 2017
1) Twin Creek Nature Research Center.
a. This installation shall utilize existing wiring and change out all Trend controls. Complete the building management systems database and bring the building back to a state of operation.
2) Sugarland Visitor Center
| a. | This installation shall provide all controllers, sensors, wiring and interfacing with new equipment to be installed by another contractor. |
| b. | The installation shall provide a building management system database and bring the building back to a state of operation. |
3) Global Supervisor
| a. | The installation shall provide a global management system located at the Headquarters building which shall provide global management over all connected stations within its operation. |
| i. | The integration of the supervisor station shall provide initial integration of the above sites, as well as existing stations located within the parks jurisdiction and operational control. |
| ii. | The supervisor can integrate up to 5 stations as built, and has the ability to be expanded as needed (additional licensing required) |
| b. | The supervisor station shall provide to a central location for all scheduling, alarming and trend histories. |
SCOPE of WORK – Sugarlands Visitor Center Installation:
Contractor shall install DISTECH CONTROLS in order to gain control, monitor operational trends as well as provide alarming for each unit.
1) Building Supervisory Controller (BOS-8) shall be a logical and hardened interface providing IP security features including SSL and HTTPS protocols.
2) Contractor shall install hybrid BACnet/REST network consisting of LCD capable controllers including:
a. 10 – Unitary controllers consisting of: 8 Inputs/6 Outputs
b. Install wall sensors capable of monitoring RH, CO2 and Temperature shall be used in the core of the building.
c. Install wall sensors capable of monitoring RH and Temperature in all other controlled spaces.
3) All DISTECH CONTROLS shall be controlled through a BUS topology, connecting each network device with the Building Supervisory Controller (BOS-8)
a. Contractor shall provide new sensor wiring to all sensors,
i. Wall sensors shall require CAT5E cable to each controller.
b. Condensate OVERFLOW sensors shall be reused, and integrated into the control sequence for alarming.
4) Controllers for all package units shall be moved into a UL listed weatherproof enclosure (12x12) and attached to the exterior of the units or building
5) The network shall consist of a hybrid solution involving a subnetted VPN connection between the main building and the Training/Conference Room facility.
a. The connection shall consist of an Ethernet 10/100 – Fiber transceiver/converter.
b. The IP connection shall be with SSLv3/4 and HTTPS protocol.
Programming Contractor shall provide a logical program to ensure programming and occupancy control based on standard operating sequences. Main unit control shall remain exercised through the unitary controller provided by the individual manufacturers.
1) Contractor shall provide logic to monitor both SUBCOOLING of each unit, and temperature differential.
2) Occupancy shall be controlled through an adjustable schedule provided through customer guidelines. Special events and federal holidays shall also be added for additional control
Points List The following points list shall be used to provide both hardware interface and logical programming.

SCOPE of WORK – Twin Creek Facility
Contractor shall install DISTECH CONTROLS in order to gain control, monitor operational trends as well as provide alarming for each unit.
6) Building Supervisory Controller (BOS-8) shall be a logical and hardened interface providing IP security features including SSL and HTTPS protocols.
7) Contractor shall install an intuitive BACnet (RS485) network consisting LCD capable controllers, including:
a. 15 – Unitary controllers consisting of: 8 Inputs/5 Outputs
b. 8 – Single Duct VAV controllers for North office unit (AHU 5)
c. Install wall sensors capable of monitoring RH, CO2 and Temperature shall be used in the core of the building.
d. Install wall sensors capable of monitoring RH and Temperature in all other controlled spaces.
8) All DISTECH CONTROLS shall use existing communication wires, and sensor wires.
a. Modifications to the existing 18AWG stranded cable shall be made to transfer to CAT5e cable, using KEYSTONE sockets.
b. Existing 22+1 shielded cable shall be reused.
c. Condensate OVERFLOW sensors shall be reused.

SCOPE of WORK – Supervisor Station Installation
Contractor shall install DISTECH CONTROLS Supervisor Station at the Headquarters Building in order to provide total management of all facilities with NIAGARA AX or NIAGARA 4.
10) Contractor shall integrate all existing NIAGARA AX or NIAGARA 4 stations.
11) Contractor shall gain access to all OPEN licensed CONTROL ENGINES (JACE) at each site, setting the parameters, credentials (USERNAMES/PASSWORDS) for global management.
Programming Contractor shall provide a logical program to ensure programming and occupancy control based on standard operating sequences. Point management, system control and other station level processes shall remain at the individual facility except for:
1) Graphics – The GUI (floor plans, unit PX views) shall be installed on the Supervisor station
2) Scheduling – The Supervisor shall have master GLOBAL control over all schedules
a. Schedule changes may take between 0-5 minutes depending on network connectivity
3) Overrides – The user of the supervisor station shall have overall control of all overrides and existing points entered into the individual station database.
Points List The points lists shall be determined by the individual stations management database.
1) All points available at the individual facility shall be discovered on to the supervisor.
Administrative Rights All administrative rights (Platform and Station) shall be shared between the HVAC engineer and Del Air.
Training Contractor shall provide user training for the HVAC engineer and IT supervisor (if Requested). This training shall encompass all aspects of the Niagara integration and the use of the NIAGARA workbench as it is installed at the facility.
