HVAC Unit Replacement on the Maintenance Shop at Shiloh Battlefield Shiloh National Military Park June 21, 2016

STATEMENT OF WORK

HVAC Unit Replacement on the Maintenance Shop at Shiloh Battlefield Shiloh National Military Park

1. SCOPE OF WORK: The work to be completed by this project is to replace three 1994 model Carrier air condition only split-system units with three new heat pump split-system units. One of these units will need to be resized due to adding ductwork to rooms that are currently not being cooled with the existing system. It will be resized from a 2.5 ton system to a 4 ton system.

The other two systems, a 2.5 ton unit and a 4 ton unit will only have to be swapped out. All three units will have at least a 15KW strip heating package added. Again, all three new units will be heat pumps and be the brand of Carrier or Trane.

A new 400 amp service to this building will also be installed. Currently a 200 amp service exist. The contractor will be responsible for purchasing and installing meter base, trenching applicable depth and placing Schedule 80 conduit to located transformer. Contractor will also be responsible for paying local electric provider to install transformer and pull wire from existing terminal and connect to installed underground meter base. The contractor is then responsible for adding new electrical breaker box, rewiring and connecting existing electrical boxes, and wiring of new heat pump systems. Contractor is responsible for getting all electrical permits for completion of project.

Currently, a fuel oil fired boiler system is used to heat the entire building. Three air conditioning only split-systems cool five rooms.

This project would add heat pump split-system units, add ductwork to three rooms, add registers to ceiling in said rooms. The old boiler system will no longer be utilized, however it will not be removed.

The new heat pump systems will meet at a minimum 15 SEER specifications. The units will be of the brand name of Trane or Carrier and is Energy Star rated. The air handlers are installed in the attic area. Digital 7-day programmable thermostats will also be installed. Existing ductwork should not have to be replaced, however new ductwork will be added to new areas. New copper piping will be installed and old copper pipe removed.

The high-bay area of the shop will need a ground operated motorized damper installed with existing ductwork from 4 ton unit. This area does not need to be heated or cooled as much as the other rooms.

In summary, installation will encompass three new heat pump split systems( two 4 ton and one 2.5 ton units), connection of a new 400 amp electrical service, new ductwork, new copper piping, programmable thermostats, and a ground operated motorized damper.

2. LOCATION: The site of work is located at Shiloh National Military Park at 1055 Pittsburg Landing Road, Shiloh Tennessee 38376.

3. PRINCIPLE ITEMS OF WORK: Project consist of completely removing the current condensers, air-handlers, copper piping, and thermostats for the existing units. New heat pump split-system units capable of heat and air conditioning would be installed and sized accordingly for existing areas. New copper pipe will be installed. New ductwork and registers would be added to rooms that are currently heated with boiler system. The high bay area of the shop will be fitted with a motorized damper that is capable of opening and closing from the floor area. All electrical wiring and connections would be added by the contractor. Replacement of all said items will be accomplished by contractor. An on-site visit is required for prospective bidders. You must contact Randy Martin, Facility Manager at 731-689-5275 to participate in the Site visit to this location and you must call prior in order to be permitted to complete walk through.

The Contractor shall install all items according to code and that meet manufacturer’s written instructions. All electrical permits will be obtained by contractor.

The Contractor shall submit submittals of all materials that will be used for the project, product data and samples, and must get approval for each one prior to work.

A warranty signed by installer and manufacturer will be required upon completion on work. A 10 year warranty on the compressor, 5 year on parts, and 1 year on labor are required.

The Contractor shall provide all user and instruction manuals to the Facility Manager after completion of installation.

The Contractor is responsible for the complete removal and disposal of construction debris and will be disposed of in a state approved disposal area.

The Contractor is required to follow all safety procedures. Temporary fencing or flagging of work area may be required.

The work days and hours for this project will be Monday thru Friday, 7:00 am – 4:30 pm. Flexible hours can be discussed with the Park if the need arises.

4. TURF PROTECTION: Contractor shall take precautions not to rut or damage the mowed areas during work of HVAC replacement. Contractor will be responsible for correcting any damage to turf caused by rutting.

5. INSPECTION - CONTROL OF WORK: A site visit by prospective bidders is required.

6. MATERIALS, WORKMANSHIP, AND EQUIPMENT: Whenever not explicitly described in these specifications, all materials, workmanship, and equipment used in carrying out the work shall be of the best of the respective grades and qualities. The contractor shall at all times provide adequate supervision and sufficient labor and equipment for prosecuting the work to full completion in the manner and within the time required by the contract.

a. Workmen. All workmen must have sufficient skill and experience to perform properly the work assigned to them. Any foreman or workman employed by the contractor or by any subcontractor who, in the opinion of the contracting officer, does not perform his work satisfactorily and in a skillful manner or is disrespectful, intemperate, disorderly, or otherwise objectionable, shall, on the written request of the contracting officer, be removed immediately by the contractor or subcontractor employing such person and he shall not be employed again on any portion of the work without the written consent of the contracting officer.

b. Equipment. All equipment used on the work shall be of sufficient size and in good mechanical condition so as to meet the requirements of the work and to produce a satisfactory quality of work. The contracting officer may order the removal, and require replacement of any unsatisfactory equipment. Should the contractor fail to furnish suitable and sufficient equipment for the satisfactory prosecution of the work, the contracting officer may withhold payment of estimates which are or may become due, or may suspend the work until such equipment has been provided.

7. CONTRACTOR TO BE PRESENT OR REPRESENTED: The contractor shall at all times either be personally present on the job site or be represented thereon by a responsible agent to be designated in writing by the contractor, who shall have full authority to act for him in all cases and carry out any instructions relative to the work which may be given by the contracting officer, either personally or through an authorized representative. The contractor's agent shall not be changed during the life of the contract without the written approval of the contracting officer.

8. LEGAL RESTRICTIONS AND PERMITS: The contractor is assumed to be familiar with, and at all times shall observe and comply with, all Federal, State, and local laws, park regulations, safety laws, building and construction codes, and ordinances and regulations in any manner affecting the conduct of the work.

The contractor shall procure, at his own expense, all necessary licenses and permits and shall give due and adequate notices necessary and incident to the due and lawful prosecution of the work.

Trucks and other heavy equipment shall be confined to the limits of the project parking areas.

9. PROTECTION AND RESTORATION OF PROPERTY: The contractor shall be responsible for the preservation from injury or damage, resulting directly or indirectly from the execution of the work, of all public and private property along and adjacent to the parkway. He shall use every precaution necessary to prevent damage to pipes, conduits, and other underground structures; also, all overhead structures such as wires, cables, etc.; and poles, trees, shrubbery and crops, within or outside of the right-of-way. Any utility lines damaged by the contractor shall be repaired at once at his expense. All trails and roads adjacent to or intersecting the project shall be protected from damage.

When or where any direct or indirect damage or injury is done to public or private property by or on account of any act, omission, neglect, or misconduct in the execution of the work, or in consequence of the non-execution thereof, on the part of the contractor, he shall restore or have restored, at his expense, such property to a condition similar or equal to that existing before such damage or injury was done, by repairing, rebuilding, or otherwise restoring same, or he shall make good such damage or injury in some other acceptable manner.

The contractor shall save harmless the Government and all of its representatives from all suits, actions, or claims of any character brought on account of any injuries or damages sustained by any person or property in consequence of any neglect in safeguarding the work, or through the use of unacceptable materials in the work or on account of any act or omission by the said contractor or his employees, or from any suits, actions, or claims arising under the Workmen's Compensation laws or any other law, bylaw, ordinance, regulations, order, or decree. During the prosecution of the work, the contractor shall be responsible for any injury or damage to any person or property resulting from any act, omission, neglect, or misconduct in the manner or method of executing said work satisfactorily, or due to the nonexecution of said work at any time, or due to defective work or materials, and said responsibility shall continue until the date of final inspection.

There shall be no personal liability upon the contracting officer or his designated representative or upon Government agents or Government employees for any act performed in the discharge of any duty imposed or the exercise of any power or authority conferred upon them, or within the scope of the contract, it being understood that in all such matters they act solely as agents and representatives of the Government.

10. CONTRACTOR'S PROTECTION: The contractor shall, during the continuance of work under this contract and also extra work in connection therewith, maintain liability insurance in sufficient amount to protect himself from any liability for damages for injury to any employees, the public or other persons, including any liability which may arise by virtue of any statute.

The policies shall be, in all respects, satisfactory to the contracting officer. Evidence that such insurance is in force shall be submitted immediately upon the signing of the contract, by either presenting the policies or the Liability Company's usual form of certificate for inspection. The policies and certificates shall certify, among other things, that the insurance will not be canceled or lapsed during the progress of the work covered by these specifications.

All insurance policies shall be issued only by companies authorized to do business under the laws of the state in which the work is to be accomplished, and copies of all policies shall be filed with the contracting officer before the work is started.

11. TIME FOR COMPLETION: The contractor shall complete the entire work for unit replacement within 45 calendar days after the date of Notice to Proceed.

12. TRAFFIC CONTROL: No traffic control of site will be needed.

13. AWARD WITHIN AVAILABLE FUNDING AND PAYMENT: The contractor shall provide a price to complete work as a whole. One lump sum payment will be made when all work is completed.

14. THE GOVERNMENT EXPRESSLY RESERVES THE RIGHT TO AWARD TO OTHER THAN THE LOWEST BIDDER, OR TO REJECT ALL BIDS.
