SECTION 01100
SUMMARY OF WORK
PART 1 - GENERAL
1.01 SUMMARY
A. The work to be performed under this contract shall consist of furnishing the following to perform the work outlined in these specifications and as indicated by Project Drawings (133/60131):
1. tools
2. equipment
3. materials
4. labor
5. supplies
6. manufactured articles
7. all transportation to complete the work
8. temporary facilities
B. Location of Work: Cades Cove Campground, Great Smoky Mountains
National Park, Townsend, TN.
C. Incidental Items: All work, materials, and services not expressly listed as being provided by others or not expressly called for in the contract but are necessary for the completion of the work in good faith, shall be furnished, installed, and performed by the contractor.
1.02 BACKGROUND
A. The Cades Cover Campground and Picnic Arear are open year round with most of the campground sites and store closed after the Thanksgiving holiday. The water system as is was installed in the late 1960’s with upgrades in the 1980’s and is in need of updating and replacement.
1.03 SUMMARY OF WORK TO BE DONE BY CONTRACTOR
A. Water System Improvements
1. Demolish and construct a new 2 room pumphouse.
2. Install new underground electric service with meter at pumphouse.
Conduit (if it exists) may be reused, new service wire is required.
3. Rebuild valve vault with flanged Ductile Iron and replace PRV.

PRV equal to 4” WATTS LFF127W Lead Free pressure reducer
Equalizer line and bypass line shall be installed in accordance with manufactures instructions and contain all equipment required by manufacturer (needle valve, etc.) as well as a liquid filled pressure gauge in the location shown in picture.
4. Install new watermains and reestablish service connections.
5. Multiple Bid Options to extend watermain exist and will be awarded
(Line B or C) in a continuous order (i.e. construction will continue along a water main, not hop sections)
6. Install new service line and pumpline to pumphouse.
1.04 SPECIAL CONSTRUCTION REQUIREMENTS
A. The Great Smoky Mountains National Park is a visitor friendly environment.
1. Provide barriers to protect the public and control visitor access.
2. Coordinate with Park when large vehicles will enter the Park.

1.05 SAFETY
A. All aspects of jobsite safety are the responsibility of the contractor.
Sub-contractors, regardless of being an excluded party (i.e. owner of company), are required to follow all Federal, State, and Local safety laws. This includes, but is not limited to;
1. Fall Protection
2. Trench Safety
3. Hard hats
4. Eye Protection
1.06 DISTURBED AREAS
A. All areas that are disturbed by the contractor are to be returned to their original condition or better. This includes, but is not limited to;
1. Sidewalks
2. Roadways
3. Grass

SECTION 01270
PRICE AND PAYMENT
A. Work covered by this section includes method of measurement and basis of payment for all divisions included.
B. Payment for the various items of the Schedules, as further specified herein, shall include all compensation to be received by the contractor for furnishing all tools, equipment, materials, labor, supplies, manufactured articles, transportation, and temporary facilities required to complete the work in accordance with contract documents including incidentals.
C. Respective prices and payment shall constitute full compensation for all work completed including incidentals.
D. All items not expressly listed as being provided by others that are necessary for the completion of work shall be furnished and installed by the contractor.
E. No payment shall be made for mobilization and demobilization of equipment.
1.02 ESTIMATED QUANTITIES
A. All quantities stipulated in the schedule or other contract documents are approximate and are to be used: (1) as a basis for estimating the probable cost of the work and (2) for the purpose of comparing the bids submitted.
B. The contractor shall be paid for actual quantities installed based on the quantities measured in the field. The actual amounts of work completed and materials furnished may differ from estimated quantities. The contractor shall make no claim for damages, anticipated profits, or otherwise, on account of differences between the estimated amounts and the actual amount of work performed and materials furnished.
1.03 SURVEY AND MEASUREMENTS
A. All quantity measurements shall be the responsibility of the contractor and will be verified by the COR.
B. All measurements and subsequent payments will be based on completed and accepted work performed in strict accordance with the drawings, specifications, and other contract documents.

PART 2 – SCHEDULE ITEMS
2.01 GENERAL
A. Payment shall be full compensation to complete the work items in good faith, including incidental work.
B. In addition to the those things listed under each item, the unit price shall be full compensation for all of the following:
1. General requirements in Division 01, but not limited to the following.
a. Submittals
b. Record drawings
c. Schedules and Plans
2. Specific requirements in Division 02, including but not limited to the following (unless otherwise expressly defined as a line item in the bid schedule):
a. Erosion control
b. Clearing and grubbing
c. Removal and replacement of obstructions
d. Associated trenching, excavation and backfill including the removal of any nuisance water, bedding, haunching, and compaction.
e. Disposal of any excess material
f. Traffic control
g. Rough grading
h. Finish work, where called for, including finish grading, topsoiling, and landscaping

A. Schedule A: Water System Improvements
1. Demolition of Existing Pumphouse
a. Measurement: By the Lump Sum for the required work to remove the existing pumphouse at the Cades Cove Campground.
b. Basis of Payment: Includes all labor, materials, equipment, tools and all other appurtenances required to complete the removal of the pumphouse, including but not limited to the footers, slab and equipment.

2. Temporary Pumphouse
a. Measurement: By the Lump Sum for the required work to construct a temporary pumphouse, with a similar treatment and piping plan as the new pumphouse, and removal of the temporary structure when new pumphouse completed.

3. Foundation and Flooring pumphouse
a. Measurement: By the Lump Sum for the installation of the foundation and flooring.

4. Masonry pumphouse
a. Measurement: By the Lump Sum for the installation of the masonry.

5. Framing pumphouse
a. Measurement: By the Lump Sum for the Framing of the pumphouse.
but not limited to, rafters, joists, collar ties, hurricane strapping, framing, access hatch, sheathing, ceiling and attic access.
6. Roofing pumphouse
a. Measurement: By the Lump Sum for the installation of the roof on the pumphouse.

a. Measurement: By the Lump Sum for the painting of the pumphouse exterior, interior and components.

11. Temporary Water Main
a. Measurement: By Lump Sum for installation of the temporary watermain while main line is under construction and removal when project is completed.

13. 6-Inch Gate Valve with Box
a. Measurement: By Each gate valve and box installed.
b. Basis of Payment: Includes gate valve and box, concrete support block, and all other appurtenances required to complete the work as specified
14. 2-Inch Curb Stop with Box
a. Measurement: By Each installed curb stop installed.
b. Basis of Payment: Includes all labor, materials tools, curb stop, box, specified.
15. 2-Inch Corp Stop with Saddle
c. Measurement: By Each installed corporation stop installed.
d. Basis of Payment: Includes saddle, corporation stop, main tapping, and all other appurtenances required to complete the work as

16. 2" HDPE DR 11, IPS water main
a. Measurement: Linear feet of pipe installed measured horizontally over the centerline of the pipe.
b. Basis of Payment: Includes all pipe, fittings, flushing, disinfection, pressure testing, warning tape, tracing wire, and all other appurtenances required to complete the work as specified.
17. Connection to Existing System
a. Measurement: By the Lump Sum for the required work to make the connections to the existing water main.
b. Basis of Payment: Includes all labor, materials, equipment, tools and all other appurtenances required to complete the connections to the existing water main.
c. NOTE: Only one Connection to Existing System will be paid for the
Project regardless of how many BID OPTIONS are awarded.
18. PRV Rebuild:
a. Measurement: By the Lump Sum for the required work to replumb the 4” PRV vault in flanged DI and replace the 4”PRV.
b. Basis of Payment: Includes all pipe, fittings, flushing, disinfection, pressure testing, and all other appurtenances required to complete the work as specified
19. 4-Inch Gate Valve with Box
a. Measurement: By Each gate valve and box installed.
b. Basis of Payment: Includes gate valve and box, concrete support specified

PROJECT MANAGEMENT AND COORDINATION
A. Section includes the preconstruction conference, construction scheduling and coordination requirements.
1.02 PRE-CONSTRUCTION CONFERENCE
A. Required after award of contract and prior to start of construction.
B. Representatives from the following shall attend.
1. Prime Contractor
2. Subcontractors
3. Owner
C. Contracting Officer/ COTR will arrange a date that is mutually acceptable to all parties planning to attend.
D. Contractor shall notify subcontractors of time and date of meeting.
1.03 CONSTRUCTION SCHEDULE
A. Present project engineer with a written preliminary construction schedule (Critical Path Method) containing start and completion dates of the major items at the preconstruction meeting.
B. Notify the COTR three full working days in advance of any construction.
C. Communicate major changes to the schedule to the COTR in writing.
1.04 COORDINATION WITH OTHER CONTRACTORS/UTILITIES
A. Coordinate work with other contractors (i.e. roads, building, etc) in the area as necessary to complete the work specified.
B. Coordinate work with local utilities (i.e. water and sewer, power, telephone).
Note: all buried utilities may not be shown on the plans. Contractor’s responsibility for having utilities marked prior to construction.

SUBMITTAL PROCEDURE
A. This section includes information on submittal procedures. Materials requiring submittal are listed in the appropriate specification section.
1.02 SUBMITTAL PROCEDURES
A. Submit 4 copies of submittals to the COR, unless requested otherwise.
B. Identify each cut sheet or shop drawing with the following information:
1. Contract number.
2. Supplier.
3. Specification section to which the submittal pertains.
C. Submit the following information, as applicable:
1. Manufacturer’s cut sheets indicating compliance with references (e.g.
applicable ASTM, AWWA standards).
2. Laboratory results, as applicable.
3. Dimensional drawings or shop drawings, as applicable.
4. Other information necessary for the Project Engineer to determine compliance with the specifications.
D. Variations from the contract documents or products specified:
1. Bring any and all submitted variations to the attention of the Contracting Officer.
2. Variations not brought to the Contracting Officer‘s attention, in writing, and that conflict with the Contract Documents, do not relieve the contractor from the requirements of the contract documents.
E. Revise and resubmit submittals as required and identify all changes made since previous submittal.
1. No additional contract time will be given for resubmittals required as a result of the contractor submitting incomplete or rejected submittals.
F. Distribute copies of reviewed submittals to concerned parties, (i.e. suppliers, sub-contractors).

G. Submit written communication of any inability to comply with the Project Engineer’s comments.
H. Submit information to the Contracting Officer at least three weeks in advance of the work to be performed.

1.03 DEFINITIONS
A. Approved: Deemed to be acceptable for use in accomplishing the requirements of the plans and specifications, but does not extend to the means, methods, or procedures of construction (except where specific means, methods, or procedures are specifically required by the contract documents) and does not imply approval of the system or construction in which the submitted item is a part.
B. Conditionally Approved: Deemed to be acceptable for use in accomplishing the requirements of the plans and specifications, if the conditions noted in the submittal approval letter are met. The approval does not extend to the means, methods, or procedures of construction (except where specific means, methods, or procedures are specifically required by the contract documents) and does not imply approval of the system or construction in which the submitted item is a part.
C. Rejected: Deemed unacceptable for the use for which it was submitted.
D. Incomplete Submittal: Information is insufficient to ascertain acceptability.
Neither approval nor rejection is implied.

SECTION 01430
QUALITY ASSURANCE
A. This section includes prerequisites and procedures to assure the quality of construction.
1.02 CONTRACTORS QUALIFICATIONS
A. Work shall be performed by a registered contractor in the state where the project is proposed and for the type of construction and magnitude of construction being performed.
1.03 INSTALLER QUALIFICATIONS
A. Work shall be performed under the direction of personnel licensed in the state where the project is proposed and where licensing of the trade is regulated by the state including, but not limited to, plumbing, well drilling, septic system installation, HVAC, and electrical work.
B. Where no license is required, work shall be performed under the direction of personnel certified by the manufacturer of the product where applicable.
1.04 CONTROL OF INSTALLATION
A. Review materials for acceptability when delivered to the site.
B. Store and handle materials to prevent damage.
C. Review materials, services, and workmanship to ensure that work is performed in accordance with the specifications.
D. Comply fully with manufacturers’ instructions.
E. Should manufacturers’ instructions conflict with contract documents, request clarification from Project Engineer before proceeding.
F. Correct defective work to the satisfaction of the Contracting Officer.
1.05 SAMPLES
A. When requested by the Contracting Officer, supply samples of materials proposed for use.

1.06 START-UP
A. Prior to start-up, ensure that all equipment is ready for its use, as designed.
B. Ensure that all power sources are balanced and ready for use.
C. Provide the services of manufacturers’ field representative for start-up, testing, and adjustment of all major equipment items.
D. Provide reports from the manufacturer, including their observations and documentation of workmanship to the Contracting Officer within 30 days of manufacturer’s visit, unless a sooner response is required by the applicable specification section.
E. Work will not be considered complete until all systems and subsystems have been tested for proper functionality and proper adjustment.
1.07 WARRANTY
A. Provide a minimum one (1) year warranty for all materials and labor, covering defects in the materials or deficiencies resulting from contractor installation.
B. Provide additional warranties as required by specific sections.

1.02 SUBMITTAL

A. Material may be new or used, but shall be suitable for intended purpose. Fences and barriers shall be structurally adequate and neat in appearance.
2.02 FENCING
A. Security Fence: Use around staging area and stock pile area. Chain link, 2-inch mesh, minimum height, 6 feet. Posts shall have portable bases and shall not be installed in the ground.
B. Safety Barrier Fence: Use around all other improvement areas unless otherwise directed by the Contracting Officer. Orange plastic fence, minimum height, 4 feet.
2.03 BARRICADES AND SIGNS
A. Manual on Uniform Traffic Control Devices (MUTCD), Part VI, 2003 edition.
2.04 LUMBER
A. Free of nails, large knot holes and splinters.
2.05 BARRIER TAPE
A. Banner Guard, imprinted with "DANGER", manufactured by Reef Industries, Inc., Houston, Texas, or approved equal.

PART 3 EXECUTION
3.01 PROTECTION OF PUBLIC
A. Fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry.
B. Protect pedestrian traffic by barricades or fences.
C. When pedestrian traffic is detoured around construction site, provide temporary walkways with protection as required at ends. For walkways, use lumber running parallel to direction of traffic movement and provide ramps at changes of elevation.
D. Cover pipes, hoses, and power lines crossing sidewalks and walkways with troughs using beveled edge boards.
E. Erect and maintain sufficient detour signs at road closures and along detour routes.
3.02 SECURITY FENCES
A. Before starting work, install all security fence and barriers.
B. Locate vehicular gates to avoid interference with traffic on public thoroughfares.
C. Locate pedestrian entrance gates as required to provide controlled personnel entry.
D. Chain link fence may be installed (Contractors option) in the following locations:
1. Use around staging area and stock pile area.
E. 4’ Safety Barrier fence shall be installed in the following locations:
1. Areas of the work site as contractor deems necessary for safety and protection of work area.

A. Install where directed by Contracting Officer. Keep a minimum of two rolls on site at all times.

MATERIAL AND EQUIPMENT
PART 1 GENERAL
A. The work of this section consists of the general procedures for handling, storing, and protecting material and equipment.
1.02 TRANSPORTATION AND HANDLING
A. Arrange deliveries of materials in accordance with construction schedules;
coordinate to avoid conflict with work and conditions at the site. Deliver materials in undamaged condition, in manufacturer's original containers or packaging, with identifying labels intact and legible. Contractor is encouraged to obtain materials in biodegradable or recyclable/reusable packaging which uses the minimum amount of packaging possible.
B. Newfound Gap Road, Route 441, is closed to commercial truck traffic. All deliveries in commercial vehicles shall take the shortest route through the Park to their destination. (i.e. Deliveries to Sugarlands area will enter the Park through the Gatlinburg entrance, Deliveries to Cades Cove will enter the Park through the Townsend entrance, Deliveries to Smokemont will enter the Park through the Cherokee entrance, etc.). Contractor shall ensure that companies making deliveries are aware of the restrictions.
1.03 STORAGE AND PROTECTION
A. Store materials in accordance with manufacturer's instructions, with seals and labels accessible for inspection.
1. Materials stored on-site are the responsibility of the contractor. Items lost, stolen or damaged are the contractors responsibility until the items are installed AND accepted by the Contracting Officer. A material payment does not constitute acceptance of materials.
B. Exterior Storage:
1. Store products subject to damage by the elements in weather tight enclosures.
2. Store fabricated products above the ground, on blocking or skids; prevent soiling or staining. Cover products subject to damage or deterioration with impervious sheet coverings; provide adequate ventilation to avoid condensation.

B. All closeout submittals must be received in a correct and complete manner before final payment can be made.

A. Record Drawing: A drawing showing the actual installation of facilities, showing changes from the plans, and showing detail enough that future persons can readily locate all objects.
B. Ties: Measurements from permanent easily located objects to an installed object.

3.01 CLEANING
A. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. Restore or refinish surfaces that are damaged due to work of this contract to original condition. Remove grease, dirt, stains, foreign materials, and labels from finished surfaces.
Thoroughly clean building interiors. Pick up all construction debris from

3.02 WARRANTIES
A. Submit all warranty information regarding the materials installed.

3.03 OPERATION AND MAINTENANCE INFORMATION
A. Submit all operation and maintenance information as included in the packaging from the manufacturer regarding the materials installed.

2.01 BEDDING, HAUNCHING AND INITIAL BACKFILL MATERIAL

3.01 GENERAL
A. Trenching and excavation work shall be done in accordance with proper emphasis on safety as determined by the contractor to conform to recommended safety standards such as OSHA 1910 and 1926.
B. Obtain all permits from appropriate road agency for construction within road right of way.
C. Repair damage resulting from settlement, slides, cave-ins, water pressure, and other causes.
D. Provide adequate signs, barricades, fences and amber lights and take all necessary precautions to protect the work and the safety of the public in all construction areas.

E. Road Crossing

3.07 FINAL BACKFILL
A. Backfill remainder of excavation with native material, free from large clods, large stones, organic material or frost chunks.

3.08 REMOVAL OF NUISANCE WATER
A. Remove nuisance water entering the trenches. Nuisance water that can be removed through the use of sump or trash pumps is not considered dewatering.
B. Keep trenches free from water until the facilities are in place, sealed against the entrance of water, and backfill has been placed and compacted above the water level.
3.09 LOCATE EXISTING UTILITIES
A. Field locate all existing underground utilities.

b. Either the water main or the sewer main may be encased in a watertight carrier pipe that extends 10 feet on both sides of the crossing. The carrier pipe shall be of materials approved by the regulatory agency for use in water main construction.
D. Water and sewer service crossing and parallel installation.
1. Maintain a 30-inch horizontal separation from water and sewer services.
2. Maintain a 12-inch vertical separation for crossing water and sewer services.

A. Environmental pollution and damage are defined as the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life;
affect other species of importance to man; or degrade the utility of the environment for aesthetic, cultural, and/or historical purposes.
B. The control of environmental pollution and damage requires consideration of air, water, and land, and includes management of visual esthetics, noise, solid waste, radiant energy and radioactive materials, as well as other pollutants.
1.04 QUALITY ASSURANCE
A. Comply with this specification and the projects Storm Water Pollution Prevention Plan.

2.01 STORM WATER POLLUTION INSPECTOR
A. Contractor is to provide a state qualified and licensed (if applicable) inspector to maintain and update the Storm Water Pollution Prevention Plan.
3.01 PROTECTION OF ENVIRONMENTAL RESOURCES
A. Protect the environmental resources within the project boundaries and those affected outside the limits of permanent Work during the entire period of this Contract. Confine activities to areas defined by the Drawings and Specifications.
B. Protection of Land Resources:
1. Prior to the beginning of any construction, identify all land resources to be preserved within the Work area.
2. Do not remove, cut, deface, injure, or destroy land resources including trees, shrubs, vines, grasses, top soil, and land forms without special permission from the OWNER.
3. Do not fasten ropes, cables, or guy wires to any trees for anchorage unless specifically authorized. Where such special emergency use is permitted, provide effective protection for land and vegetation resources at all times.
C. Location of Field Offices, Storage, and Other Contractor Facilities:
1. Place field offices, staging areas, stockpile storage, and temporary buildings in areas designated by the OWNER.
2. Temporary movement or relocation of facilities shall be made only on approval by the OWNER.
D. Disposal of Waste:
1. Dispose of solid wastes (excluding clearing debris) in containers which are emptied on a regular schedule. All handling and disposal shall be conducted to prevent contamination.
2. Transport all solid waste off property and dispose of it in compliance with applicable Poarch Band of Creek Indians, Federal, State, and local requirements for solid waste disposal.
3. Store chemical waste in corrosion resistant containers, removed from the Work area and disposed of in accordance with applicable Poarch Band of Creek Indians, Federal, State, and local regulations.
4. Discarded materials other than those which can be included in the solid waste category shall be handled as directed by the OWNER.

3.02 PROTECTION OF WATER RESOURCES
A. Keep construction activities under surveillance, management, and control to avoid pollution of surface and ground waters. Special management techniques as set out herein shall be implemented to control water pollution.
B. Washing and Curing Water:
1. Wastewaters directly derived from construction activities shall not be allowed to enter water areas.
2. These wastewaters shall be collected and placed in retention ponds where suspended materials can be settled out or the water evaporates so that pollutants are separated from the water.
C. Monitor all water areas affected by construction activities.
3.03 PROTECTION OF FISH AND WILDLIFE RESOURCES
A. Keep construction activities under surveillance, management, and control to minimize interference with, disturbance to, and damage of fish and wildlife.
3.04 PROTECTION OF AIR RESOURCES
