SPECIFICATION FOR PLOWTRUCK

I. SCOPE:

This specification describes a Kenworth C500 series brand name or approved equal conventional truck, built to receive a dump box / sander unit combo and heavy duty plow hitch and 12’ reversible trip moldboard snow plow.

II. APPLICABLE STANDARDS (All standards referenced shall be of the most current revision)

III. CHASSIS

1. 68,000 GVWR

2. Overall length of 344 inches

3. Configured to receive dump-bed/sander unit

4. Configured with support on front to receive heavy duty 12 ft. snowplow

5. Dana Spicer D2200 or approved equal front axle rated for 22,000 lbs

XIII. WARRANTY

The bidder shall warrant their equipment as to the specified capacities and performance, and to be free from all defects in design, material and workmanship. All labor, transportation cost and defective parts shall be replaced free of cost. THIS GUARANTEE SHALL CONTINUE FOR ONE (1) YEAR AFTER COMMENCEMENT OF ACTUAL OPERATION OF THE EQUIPMENT. No exceptions to the guarantee requirement will be accepted.

SCOPE OF SUPPLIES & SERVICES

SUPPLY AND INSTALL DUMP BED / SANDER UNIT AND PLOW HITCH

OLYMPIC NATIONAL PARK

I. GENERAL INFORMATION

In accordance with the terms and conditions of the Contract, the contractor shall perform the work for the Olympic National Park (OLYM) as described herein.

A. Project Title: SUPPLY AND INSTALL DUMP BED / SANDER UNIT AND PLOW HITCH

B. PMIS #: 195317

II. PROJECT BACKGROUND AND PURPOSE

A. Background:

Olympic National Park is replacing in-kind, or with equivalent, one 12 cubic yard Kenworth T800 Dump truck, with attached plow and front-distributing sanding unit.

B. Purpose:

The project intent is to supply a new Monroe Dump-Tilt-Sander (DTS) brand name or approved equal, which meets the included specifications listed in Section IV below. In addition, services are needed to “Up-Fit” the provided chassis and plow hitch (Section III), coupled with the DTS and various accessories to a fully functional dump truck, sand spreader and plow for Olympic National Park needs.

III. GOVERNMENT FURNISHED EQUIPMENT

A. Truck Chassis

1. Government will provide and deliver a Kenworth C500, brand name or approved equal chassis, for assembly at selected vendor’s address.

B. Plow Hitch

1. Government will provide and deliver a Wausau 225C, brand name or approved equal plow hitch, for assembly at selected vendor’s address.

IV. SCOPE OF SUPPLIES

A. Front Distributing Dump-Tilt-Sander

1. The contractor shall provide one (1) each Monroe DTS brand name or approved equal that meet the following specifications:

BODY CONSTRUCTION

• Body shall have the ability to be used as a conventional dump body or as a spreader

• Unit shall have an integral removable conveyor with the discharge on the left front of the body

• The body shall have an inside length of 168” and an inside width of 88”

• Inside side height shall be 39”, with tailgate and front head sheet 51” high

• The outside overall length, including the conveyor shall be 184” and the outside width shall be 96”

• All welds shall be 100% continuous

• Body capacity shall be no less than 12 cubic yards water level

• The sides, front and tailgate shall be manufactured of 3/16” steel

• The floor shall be made of 3/16” Hardox 450

• Long members shall be 10” x 25.4# S-Beam reinforced internally with three ¼” x 3” channel and externally with two 4” x 2” x 3/16” capped tubes and one 4” channel.

• The boxed design front corner posts will be 4-1/2” x 6”

• The 3/16” front head sheet will be reinforced vertically with two evenly space 3” boxed angles and one full width 3” horizontal boxed angle

• The boxed rear corner posts shall be 4-1/2” x 8-3/4” and shall have provisions for six recessed oval lights and two recessed clearance lights. Four banjo plates, two each post, upper and lower tailgate hardware shall be integral with the rear corner posts

• The 4-1/2 x 4-1/2 boxed top rails shall be dirt shedding inward. Top rails shall have 6” board pockets welded to the front and rear corner posts

• The double acting tailgate shall be six panels. Boxed perimeter and verticals shall be 4” x 2-3/4” channel with horizontal boxed reinforcement, dirt shedding

• Upper offset tailgate hinges shall be ¾” lube able and retained with a 1-1/4” pin. The 1- 1/4” lower pins shall rest in the pin saddle when the tailgate is closed

• The lower tail gate latches shall be 1” flame cut with each latch being adjustable with a threaded ¾” clevis and keeper pins

• The latches will be an air actuated, over center, self-locking type, with a timed 1-1/4” cross shaft. There shall be two GR43 3/8” chains and four banjo plates, two each side to secure the tailgate in the open position.

• The underside of the Hardox 450 tilting floor shall be reinforced with a minimum of eight 4” x 2” x 3/16” enclosed tubes

• The front of the tilting floor shall include a 3/16-inch tapered reinforcement from the inside of the boxed top rail to the hinged floor. A 2” x 2” angle reinforcement shall be at the top of the taper and retain the front wiper

• The rear corner post of the tilting floor shall have a 2-1/2” x 2-1/2” capped vertical reinforcement angle

TIPPING FLOOR AND CONVEYOR

• There shall be a minimum of four, heavy duty, bolt-on, 201 stainless, replaceable hinges that the floor rotates on. The stainless hinge tubes shall be 2-1/4” OD and machined to accept a 1-1/4” stainless hinge pin, double lip seals on each end and a grease fitting

• Grease line extensions from each hinge shall terminate on a manifold in a convenient location. A telescoping safety prop shall be centered on the bottom of the floor

• Two 4” double acting cylinders with 2” rods shall be positioned in such a way to achieve a minimum 35 degree tilt angle

• A 201 stainless bolt-in removable conveyor shall be located on the left side of the body

• There shall be two hinged Hardox 450 floor plates that cover the conveyor when not in use

• Provisions to retain the floor plates in the open position shall be provided

• The conveyor shall be made of 3/16 stainless steel longitudinals, cross members and a replaceable Hardox 450 floor

• Chain adjusters shall be made of ¼” 201 stainless steel and adjustable with 1” stainless threaded rod

• Pintle chain will be minimum 667X, 14-1/4”CC, 3/8” x 1-1/2” bars on 4-1/2” centers

• Idler shaft shall be 1-1/4” and drive shaft shall be 1-1/2” with six tooth cast iron sprockets, a 25:1 cast iron front gear box and 6.3CI hydraulic motor

• Relubable bearings shall be on both the drive and idler shafts

• A chain wiper at the front shall help prevent material carry over

• The front top of the conveyor shall have a removable cover. A self-locking screw adjustable metering door shall be integral with the front head sheet

• The head sheet shall be reinforced for the door opening

CHUTE AND SPINNER

• An adjustable, poly lined material chute shall be frame mounted along with the adjustable

18” poly spinner assembly and 3.2 CI hydraulic motor

• The material chute shall be designed for discharging on to the spinner disc or left side berming.

HOIST AND SAFETY PROPS

• The trunnion mounted front telescopic hoist will be nitrated and allow minimum of 50 degree dump angle. Frame saddle and mounting is to be provided

• The rear hinge will be of 4” angle, 1” plate; 3” wide flame cut hinge pads with Delrin bushings, grease zerks and 2” stainless hinge pins

• Two safety props and mounting hardware, along with necessary safety decals will be provided

PAINT

• Prior to assembly, non-stainless manufactured components shall be powder coated.

• Painting process of unit: In view of environmental safety, environmental sensitivity and a corrosion resistant finished product, the paint process for all steel components shall be powder coat paint, incorporating the encasement type process. The material used shall be environmentally friendly and shall consist of 95% recycle residue that emits”0” VOC’s into the environment.

• In preparation of the curing and baking process, all steel components shall be G-25 grade shot blast to prepare the steel surface for strong adhesion by removing any scale, rust and foreign materials that may be present.

• Following the shot blast process, all steel components shall pass through an alkaline wash with a clear water rinse immediately following.

• Following the alkaline wash, all steel components shall pass through a phosphate wash with a clear water rinse immediately following

• In further preparation of the powder coat paint process, all components shall be oven dried following the wash and sealing process

• Immediately prior to the powder coat paint being applied, all steel components shall be preheated to a minimum of 100-degree Fahrenheit for uniform powder paint coating.

• Instantly following the preheat stage, the powder coat paint shall be electro-statically applied in excess of three mils thick

• In view of metal thickness and steel mass present and for consistent adhesion of the powder coat paint, the minimum oven curing time shall be 25 minutes at a cure temperature of no less than 400 degrees

• The powder paint used shall be TGIC Polyester

• Paint color shall be green

WELDING

• All welding performed on the plow must be in compliance with current AWS procedures and guidelines recognized within the State of manufacture.

• Decals and body warranty

• Manufacturer shall provide caution labels, decals and any warnings deemed necessary.

• Manufacturer shall attach their standard warranty statement. All components described herein shall carry minimum one-year warranty.

B. Welding, Lighting, Electrical, Hydraulic, Controls and Air System Components

1. Provide all supplies and components, as specified in Section IV, Scope of Services, to complete the Welding, Lighting, Electrical, Hydraulic, Controls and Air System Components required for fully functional dump truck, sand spreader and plow.

V. SCOPE OF SERVICES

A. Electrical and Lighting

1. Provide all labor and materials to meet the following specifications:

ELECTRICAL

• Isolate all electrical circuits installed by body builder from truck chassis with a continual duty solenoid and six-section fuse block

• The up fitter shall provide a standard and documented electrical harness for added circuits

• Truck-Lite 50 series sealed wire harness lighting system

• Truck light LED 60 series or approved equal stop, tail, turn lights, and LED 10 series or approved equal markers shall be installed in the dump body

• Two Truck-Lite LED 60 series or approved equal stop, tail, turn lights, shall be mounted in the rear corner posts

• Two adjustable work lights swing out style to be mounted on rear corner posts

• Two (2) beacons, mounted on the forward outside edge of the cab guard

• Back up alarm to be 102db

• Weather pack connectors and J-boxes shall be used for all units

• Wiring shall be stranded copper, note: aluminum wire is not acceptable

• Wire insulation shall be cross-linked polyethylene

• Wire shall be sized so that the voltage drop for the wire run is less than 5 percent

• Wiring for lighting on the truck bed shall be no smaller than 14 gauge

• Wiring shall be routed to minimize exposure to tire throw-off

• Wires shall not be routed closer than 6 inches from heat sources

• Wires shall not come in contact with moving parts

• Wires shall be protected from sharp edges

• Self-stripping wiring connectors (scotch locks) shall not be used

• Lighting and reflectors shall comply with FMVSS 108

LIGHTING/PLOW LIGHTS

• Chassis manufacture shall supply plow light prep kit (Government Provided)

• Plow lights shall be Truck-Lite number 80880 or approved equal

• Plow lights shall include marker and turn signals

• Plow lights shall be mounted on brackets above headlights at approximately 72” from the ground

• Toggle switch shall be installed to select headlights or plow lights

• The high / low and turn signal functions shall be selected by the standard truck lighting control system

B. Welding

• All welds shall conform to or exceed American Welding Society Standards and shall provide a metal to metal bond, with adequate penetration using proper flux and or welding materials

• The dump body and other fabricated components shall have good welds

• A good weld will have proper penetration and be relatively uniform in appearance

• Excessive distortion of assembled parts in not acceptable

• Some characteristics of an unacceptable weld are the following: cracks, undercut, overlap, excessive splatter, slag entrapment, inadequate penetration, excessive distortion, blowholes, and inclusions, excessive porosity, concave or convex

C. Air System

• All air hoses shall be DOT approved

• The bend radius of airlines shall be not less than the manufacturer's recommended minimum

• Airlines shall not come in contact with moving parts

• Airlines shall not be routed through holes or across sharp edges without protection from being chafed or cut

• Airlines routing shall be so that low points are minimized

• Hoses shall be of sufficient length to prevent stretching, distortion, or disconnecting

D. Hydraulics

• The hydraulic system shall be open center and operate the following items: dump body hoist, tipping floor, sander conveyer, sander spinner, plow hoist, and plow angle

• The hydraulic pump shall be live and driven from a front (FEPTO)

• The pump driveline shall be a Spicer 1310 minimum, or approved equal

• The pump shall be a gear type, four cubic inch capacity, 17-20 gpm @ 1,000 RPM approximant

• The valve shall be multi-section stackable capable for flows up to 70gpm and 2500psi

• The metering valve sections of the valve shall be moved by Apsco air-drivers # C3835 or approved equal

• An electric over hydraulic flow control valve shall be installed for the sander operation

• 40-gallon hydraulic reservoir with strainer, sight gauge, magnetic plug

• The hydraulic oil shall be AW32 minimum

• The valve section that controls the truck hoist shall have an adjustable hoist over run protection

• The hydraulic system shall include a high-pressure return line filter (25 micron).

• The hydraulic system will operate @ 2,300 PSI

• The hydraulic hoses shall be rated @ 3,000-PSI working pressure minimum

• The hydraulic hoses shall be sized for optimal performance

• The hydraulic pressure fittings shall be JIC 37 degree and O-ring boss where practical

• Plumb hydraulics line to front and rear of chassis for plow and sander operation

• All hydraulic couplers shall have covers

• The hydraulic hose shall be well protected from chaffing and well supported to prevent stretching under snow and ice build up

E. Cab Controls

• The body hoist & plow control levers shall be Del Air levers or approved equal and tower mounted to the right side of the equipment operator

• PTO, tailgate, and sander switches shall be guarded and have indicator lights

• The electric sander control shall be mounted within easy reach of the operator and control shall include system on/off, pause, spinner, auger and blast with back lighting

• The electric sander control shall be ground speed triggered and oriented

F. Tow Package

• Truck chassis hitch shall be equipped to tow a 50,000 lb trailer

• The hitch package shall be a low mount design and verified with the Contracting Officer during construction

• The trapezoidal hitch plates shall be formed 1/2-inch A572-50 minimum

• The center bulkhead plate will be 3/4-inch A-572-50 minimum

• The air pintle hitch will be Premier model 370A-281B or approved equal

• Two safety D-rings shall be 1-inch and mounted under hitch

• The hitch will be covered with a rubber flap to shed rock and dirt

• Glad-hands and electrical connections shall be routed to hitch area and recessed to prevent damage

• LED Stop, tail, turn, ICC, license plate light, and backup lights shall be located in the hitch area

VI. DELIVERABLES

A. Complete fully functional dump truck, sand spreader and plow per specification

B. Drawings and schematics

C. Operation, Maintenance and Safety Manuals of equipment

VII. WARRANTY

A. The bidder shall warrant their equipment as to the specified capacities and performance, and to be free from all defects in design, material and workmanship. All labor, transportation cost and defective parts shall be replaced free of cost. THIS GUARANTEE SHALL CONTINUE FOR

ONE (1) YEAR AFTER COMMENCEMENT OF ACTUAL OPERATION OF THE

EQUIPMENT. No exceptions to the guarantee requirement will be accepted.

SPECIFICATION FOR PLOW AND PLOW HITCH

I. SCOPE:

This contractor shall supply and deliver one (1) each Wausau EX1270 Expressway Plow brand name or approved equal reversible trip moldboard snowplow and one (1) each Wausau 225C Hitch or approved equal. Proposals shall include shipping (FOB Destination) of the plow blade to Olympic National Park, 600 E. Park Ave, Port Angeles, WA 98362. Delivery of the plow hitch shall be to a location to be determined at a later date.

II. APPLICABLE STANDARDS (All standards referenced shall be of the most current revision)

III. PLOW BLADE

1. Length of cutting edge: 12’-0”

2. Nose height: 44”

3. Reversible trip w/ double cylinders for angle

4. Discharge height on each side: 70”

5. Moldboard thickness: 10 gauge

6. Heavy-duty vertical ribs, with a minimum of three (3) per side and one (1) in center

IV. PLOW HITCH

1. Telescoping lift arm for level lift

2. Low mount for tilt forward hood

3. 4-1/2” lift cylinder

4. Formed side channel upright

5. Compact fold-down feature

6. 1/2” thick by 37” high side plates

7. Formed side channel upright

8. Structural cross tubing

V. WARRANTY

The bidder shall warrant their equipment as to the specified capacities and performance, and to be free from all defects in design, material and workmanship.
